ITEM: COMMUNITY SURVEY RESULTS FOR POTENTIAL BOND

MEASURE PREPARED BY: ALLAN GARDE, CHIEF BUSINESS OFFICIAL TYPE OF ITEM: REVIEW AND DISCUSSION

PURPOSE: Review and discuss the community survey results for a potential bond measure. BACKGROUND INFORMATION: At the November 13, 2012 Board Meeting, R.P. Gallagher Associates developed a preliminary seismic evaluation regarding Marin Elementary and Ocean View Elementary. At the December 10, 2013 Board Meeting, a more comprehensive study was conducted by WLC Architects and KPW Structural Engineers was presented to the Board. At the March 25, 2014 Board Meeting, the Board approved the 2014 Albany USD Facilities Master Plan. At the May 12, 2015 Board Meeting, the Board was provided an update on current needs when studying the feasibility of a putting a bond measure on a future ballot. The Board directed staff to hire a pre-election consultant. At the June 23, 2015 Board Meeting, the Board approved the contract with TBWB Strategies to provide these services. DETAILS: From August 27th through September 4th, 2015, a total of 378 telephone and internet surveys were conducted based on voters likely to participate in the November 2016 election. Each survey was developed to last about 23 minutes based on the number of questions and information provided. The survey results represent the probability of how the voters will vote, based on this statistical sampling. The statistical sampling represents, in general terms, a 5% margin of error for the November 2016 Election and a 6% margin of error for the June 2016 Election. KEY QUESTIONS/ANSWERS:

1. When will construction begin and where will my student go temporarily? a. The Board first has to set priorities on the projects. This is currently planned for a

work study on November 24, 2015. Then if the Board calls to place a measure on a ballot, and if that measure passes, the District will then hold stakeholder discussions on temporary housing options for the projects that will require the students to be temporarily relocated during construction.

Executive Summary & Recommendations

Given the very strong survey findings, and allowing for the 2/3rds and 55 percent majorities required for approval respectively, TBWB and Godbe Research recommend that the Albany Unified School District begin the process to prepare for a June 2016 bond measure election.

The survey revealed a excellent base of voter support for two concurrent bond measures. Support for the Marin and Ocean View Elementary School Improvement Bond Measure

on the final test was 77.5% for June 2016, and 79.9% for the November 2016 –exceeding the 2/3 majority required by more than the margin of error.

Simultaneously, support for the Albany Middle School Improvement Bond Measure on the final test was 80.1% for June 2016, and 82.7% for November 2016 – exceeding the 55% majority required by substantially more than the margin of error.

After respondents were presented with various tax rates and negative statements, support is statistically consistent from the initial to final tests and suggests that the two measures can easily co-exist at the $70 million and $25 million bond amounts.

The Albany Unified School District commissioned Godbe Research and TBWB Strategies to conduct a survey of local voters with the following research objectives:

Assess potential voter support for two bond measures to improve Marin and Ocean View elementary schools and relieve overcrowding at Albany Middle School, with funding that cannot be taken by the State;

Prioritize projects and programs to be funded with the proceeds;

Test the influence of supporting and opposing arguments on potential voter support;

Identify the rate at which voters will support the measure; and

Identify any differences in voter support due to demographic and/or voter behavioral characteristics.
