Dear Jim,
Alcoa received the subject request for additional soil gas investigation work on FridaySeptember 24, 2004. This letter is to confirm Alcoa's commitment to completing the newtasks requested by EPA under Section XII of the 1995 Consent Order to bettercharacterize the sub-slab soil gas plume located west of the plant on South BellinghamRoad. Attachment 1 is a schedule describing when the additional work will becompleted.
In addition to the work tasks outlined in your letter, door-to-door communication withresidents and homeowners was completed over a two-day period including FridaySeptember 17 and Monday September 20, 2004. Alcoa also met with Riverdale Cityofficials on the evening of September 20. The objective of the interactive communicationwas to answer any questions and respond to concerns that residents have regarding thesoil gas findings. Future plans to investigate the source of soil gas and obtain accessagreements to install sub-slab ventilation systems were also discussed.
Attachment 2 is the work plan for installing sub-slab ventilation systems. The planconsists of a site map, description of general installation procedure, EPA GuidanceDocument titled "Radon Technology For Mitigators", and ventilation system engineeringspecification and drawings. An EPA trained and certified technician from a heating andplumbing contractor is installing the ventilation systems. It is anticipated that ventilationsystems will be installed in the homes that continued to be occupied after the accessagreements are signed.
EPA is requesting that Alcoa communicate the option of indoor air sampling in thehomes prior to installing the ventilation systems. When we last discussed this as a groupon August 31, 2004 and again on September 10, 2004 we agreed to sample homes afterthe ventilation systems are installed and that sampling prior to installing ventilationsystems would be conducted if residents requested it. However, based on your letter thatwas received September 24, 2004, Alcoa will also communicate to residents along SouthBellingham Road that they have the option to request indoor air sampling prior toinstallation of sub-slab ventilation systems.
Finally, Alcoa received the preliminary results from the indoor air sampling andadditional sub-slab sampling. See Attachment 3 for more detail. The preliminary datafrom the additional sub-slab sampling at the new Yankee Plastic facility located behindseveral of the homes on South Bellingham Road indicated that soil gas concentrationsbeneath the slab are significantly less than what is detected beneath the homes at issue.Specifically values beneath the Yankee Plastic slab ranged from 2.4 ug/m3 - 2.8 ug/m3whereas the values beneath 240 and 226 South Bellingham Road ranged from 160 ug/m3- 710 ug/m3 and 6.9 ug/m3 - 7.4 ug/m3 respectively. 240 South Bellingham is locateddirectly adjacent to and east of the new Yankee Plastic Slab. 226 South Bellingham islocated to the north and east of the Yankee Plastic slab. The soil gas data indicates thatthe soil gas plume is limited. Therefore, we would like to discuss with EPA the need foradditional groundwater and soil gas investigations.

• Hammer drill 4" diameter hole through basement concrete slab
• Connect 4" diameter PVC pipe from hole in basement slab to exterior fan housing
• Seal PVC pipe connection around 4" hole in basement slab
• Seal cover over sump pump to minimize or eliminate potential vapor intrusionthrough sump
• The basements should be ventilated for a couple days prior to post ventilationtesting to let the seals fully cure at the door, the pit lids, and the floor suctionpoints.
