Scientific Visa DirectiveForeign researchers in Romania
Transposed “Scientific Visa” Directive in Romania: Inter-ministerial group of experts set up: Ministry of Education, Research and Youth and Ministry of Internal Affairs and
Administrative Reform Directive 2005/71/CE was transposed in two legal instruments:
OUG 194/2002, republished, concerning the regime of foreign citizens in Romania Order no. 2414/2007 of the minister of education, research and youth on the approval procedure of the hosting
agreement for third-country researchers carrying on research activities in Romania Scientific visa is granted on a shared competencies basis between the two implementing institutions: ANCS and Romanian Office
for Immigration (ORI)

R.O. undertakes to host the researcher for this purpose
researcher’s qualifications in the light of the research objectives
sufficient monthly resources to meet his/her expenses during the stay and the return travel costs
