CLM SECTOR GROUP STEERING COMMITTEE NOMINEES 2020 ALI ANWAR Geo-environmental Scientist RILEY Consultants Ali is an experienced geo-environmental scientist with over eight years of experience in contaminated land risk assessment and management. Ali graduated with a BSc. in 2007 and MSc. in environmental science focusing on remediation of organic contamination in soil in 2011. Ali has worked as a geo-environmental scientist in Australia and New Zealand. He spent three years working for AECOM in Perth, Western Australia and was involved in contaminated land investigations, remediation and management, servicing clients from a wide range of industries. Following the three years in Perth, Ali moved to Christchurch and worked for Tonkin + Taylor for two and a half years and was primarily involved in contaminated land projects, supporting land development in response to the Canterbury earthquake sequence. Ali then moved to Auckland in 2017 and has since been working for Riley Consultants. At Riley Consultants, Ali has assumed a more senior role where he is second in charge of the Site Contamination Team. Ali is directly involved with most of the team’s projects where he designs many of the site investigations, carries out risk assessment and reporting, liaises with clients and regulatory bodies, implements business development and mentors junior staff. Graham was the Environmental Protection Manager and Team Leader at Vale Royal and Cheshire West Council in the UK before moving to Auckland Council in 2015 as Principal Specialist Contaminated Land (Health Risk). Since 2018 Graham has been the Science Team Leader for Contaminated Land and Waste at Environment Canterbury Regional Council in Christchurch. ALI ANWARGeo-environmental ScientistRILEY Consultants

MICHELLE BEGBIETeam Leader – Geothermal, Air, Land Ecology & ContaminationWaikato Regional Council

Michelle is a Science Team Leader at the Waikato Regional Council where she specialises in contaminated land management and assists the council’s geothermal, air quality and ecology scientists. Her role requires close relationships with the eleven territorial authorities in the Waikato Region, along with the consultancy sector, other regional councils and the Ministry for the Environment. She has experience in risk communication to the general public through a variety of projects ranging from consultation of HAIL information to large scale contaminated land investigations.

Michelle is the current chair of the Contaminated Land Management Sector Group Steering Committee, has participated in various MfE reference groups, previously administered the Contaminated Land and Waste Special Interest Group and also convenes the Waikato Contaminated Land Liaison Group. She is a Certified Environmental Practitioner and Site Contamination Specialist.

Michelle has worked with the Waikato Regional Council for twelve years, having been with the Otago Regional Council previously. Michelle has a BSc (Tech) in Earth Science and Chemistry from the University of Waikato, and an MSc in Geology from the University of Otago.

LOUIS BROWNTown PlannerSouth Wairarapa District Council

Louis has been a planner for seven years. Contaminated land planning is a special interest area for Louis, and he has been spearheading South Wairarapa District Council’s policy and resource consenting approach across rural and urban properties. Louis has been instrumental in working with other planners in the Regional Council and private practice to have a cohesive approach to cross-council issues. Louis has a master’s degree from the University of Otago.

Louis is excited about the opportunity of being elected to the WasteMINZ Contaminated Land Management Sector Group Steering Committee - a privilege to carry on the traditions and work of the Committee alongside WasteMINZ staff. Louis is passionate about high quality land contamination management and believes fostering new ways of strengthening site by site practice and how we organise and educate ourselves as a sector are worthwhile challenges.

Louis was co-leader of the Student Volunteer Army after the 2011 Christchurch Earthquake, is a current member of the Wairarapa EOC, NZPI and ALGA, and is alumnus of the New Zealand Future Leaders Programme. He loves the outdoors, playing rugby and spending time with friends and family.

GRAHAM CORBANKey Account Manager – EnvironmentalHill Laboratories

Graham is a Key Account Manager at Hill Laboratories. With over 25 years’ experience in environmental analytical testing, Graham has a comprehensive understanding of all laboratory techniques utilised in both the contaminated land, and the wider environmental industry.

Graham has an in-depth understanding of how targeted laboratory testing, along with optimised sampling protocols, ensure efficient and effective outcomes for contaminated land management. Graham works closely with environmental practitioners to realise practical solutions for both routine and complex issues.

Graham is passionate about new product development in the environmental sector, in particular how the application of analytical technology can be applied to help solve environmental and human health issues. An active area of interest for Graham currently is infield sensors and technologies, and how these new tools can be applied to benefit environmental management.

Graham has the ability to design and critique quality assurance systems related to environmental data that are required to support robust and auditable processes. Graham has been an IANZ Key Technical Personal for Environmental Testing since 2000.

JAMES CORBET TPrincipal Contaminated Land SpecialistAuckland Council

James is the Principal Contaminated Land Specialist with the Geotechnical and Contamination team, Engineering and Technical Services working under Auckland Council’s Chief Engineer. This team works alongside technical staff to manage council’s high-risk assets including a portfolio of nearly 200 closed landfill sites and to provide contaminated land management advice across operational units and council-controlled organisations.

James has an established local government contaminated land work history across regulatory, policy and operational areas and enjoys working in multidisciplinary team environments. He is currently involved in delivering contaminated land input into WasteMINZ’ Health and Safety Sector Group guidelines for asbestos disposal to landfills, the joint practitioner site safety certificate with ALGA, and the review of “BRANZ” guidelines. He wishes to continue involvement in WasteMINZ, supporting ongoing development of national level strategy, regulatory tools and delivery of quality and readily accessible guidance materials and CPD for practitioners.

TIMOTHY DEEAssociateAurecon

Timothy is seeking re-election after significant involvement in the delivery of the following items as a member of the steering committee:

• MfE PFAS consultation;

• WasteMINZ and ALGA combined, soon to be released, site safety certification for contaminated land practitioners;

• 2018 conference support; and

• 2019 conference workshop.

Timothy provides technical oversight for contaminated land delivery on Aurecon’s major projects and leads delivery of ground gas and PFAS contamination. He has worked as an EHO, factory QA technician, remediation engineer and, for the majority of his career, as an environmental consultant. Timothy is a Chartered Chemist who has developed his understanding of contamination assessment across Europe, the Middle East and Australasia.

Timothy’s consulting career has focussed on the outcomes end of the project lifecycle, primarily involved in delivering land fit for a new proposed use, be it the construction of shopping malls in solid waste landfill, the remediation of oil terminals to support residential development, intensification of asbestos clad housing estates or the remediation of PFAS impacted groundwater supplies.

Timothy wants to see significantly more rigour in the performance of contamination assessments in New Zealand with improved reliance on multiple lines of evidence. Timothy seeks to work with the Contaminated Land Management Sector Group to reframe our industries’ focus on actual risk instead of statutory compliance.

JAMES COURTRemediation Management Country Portfolio Manager BP Oil New Zealand

James manages BP Oil New Zealand’s soil and groundwater environmental responsibilities and provides environmental advice to the various BP businesses.

James has 25 years’ resource management experience in industry, consultancy, and local and central government roles. Prior to BP, James spent 10 years at the Ministry for the Environment where he led the development of water quality guidelines, contaminated land guidelines and national environmental standards, including the standard for assessing and managing contaminants in soil to protect human health.

James remains keenly interested in improving contaminated land policy and practice in New Zealand. His recent advocacy efforts include:

• working with regional councils to establish clear and comprehensive controls in regional plans for discharges from contaminated land; and

• promoting local and central government endorsement of the Certified Environmental Practitioner Site Contamination Specialist accreditation scheme.

SALLY MCKINNONSenior Contaminated Land and Groundwater ScientistGisborne District Council

Sally McKinnon is a scientist with 30 years’ experience working for industry, government and environmental consultancies in New Zealand, Australia and the United Kingdom. She graduated from Otago University with a Masters in Limnology before undertaking marine and freshwater fisheries research for government in New Zealand and the United Kingdom. From fisheries she became involved in the upstream oil industry, then contaminated land. For the last 17 years Sally has been involved with contaminated land, working for the consultancy industry in Australia and New Zealand before joining local government in 2017.

The majority of Sally’s contaminated land experience was gained from working in South Australia and Queensland where she worked for small and large consultancies before setting up her own environmental company with a business partner. She has undertaken investigations on landfills and contaminated sites as well as aquifer recharge and waste to energy. Most of her experience is hands on, finding solutions for environmental issues or due diligence for future developments

Currently Sally works for Gisborne District Council as a Senior Contaminated Land and Groundwater Scientist where she provides technical advice on contaminated land, waste, discharges and stormwater.

BEN KEET

Ben has managed hands-on contaminated land projects since 1987. He is a Fellow of the Royal Society of Chemistry, a Member of the Royal Society of NZ and a full member of the Institute of Directors NZ.

In 1988 Ben started the first NZ company specialising in contaminated soil and groundwater remediation. Ben started and managed offices in four states of Australia from 1990 with the WA office still running. In 1994 he started a bioremediation research and development company in The Netherlands. The main focus was on the in-situ bioremediation of chlorinated hydrocarbons by anaerobic sequential or enzymatic 1-step dichlorination. He has worked on over 5000 projects in 10 different countries. Ben is a Certified Environmental Practitioner (CEnvP) and a certified Site Contamination Specialist (CEnvP SC).

Over the past 15 years Ben has been active on the boards of not-for-profit organisations (some with charitable status with IRD). He has filled the role of board member, treasurer and chairman or president. In 2016 Ben completed an MBA at Massey University with a focus on innovation, strategy and governance. Ben seeks nomination for the CLM Sector Group Steering Committee to share his knowledge and provide leadership input.

SARAH SMITHPrincipal Scientist and DirectorEnvira Consulting

Sarah is the principal scientist and director of Envira Consulting, a Southland–based environmental science consultancy she founded in 2016. She has 25 years’ experience in consultancy (large and small), primary industry and local government in various New Zealand regions.

Sarah’s land contamination experience comprises investigating, assessing and managing contaminated sites (small and large). She also has experience in hazardous substance management, water and air quality management, resource consent application preparation/processing and project management.

Sarah holds a Bachelor of Technology (Environmental Engineering) from Massey University and is currently completing the Level 2 New Zealand Certificate in Te Reo. Sarah is also a member of the Australasian Land and Groundwater Association (ALGA), the Environment Institute of Australia and New Zealand (EIANZ) and the Association for Women in the Sciences.

Sarah sits on the EIANZ New Zealand Chapter executive committee and edits the NZ Chapter newsletter and is in her second year as a mentor in the EIANZ mentoring scheme. Sarah is a member of the ALGA Christchurch branch committee and has been on WasteMINZ’ Contaminated Land Management Sector Group Steering Committee for one term. She believes it is essential that smaller-scale and regional practitioners continue to be represented on the committee.

RACHEL RAITNational Advisor, Contaminated SitesDepartment of Conservation

Rachel is a contaminated sites advisor at the Department of Conservation where she specialises in contaminated land management and is a CEnvP SC specialist. She has in depth knowledge of local authority and central government processes as well as experience in the consulting sector. Rachel also has extensive experience within hydrogeology and environmental mining areas and has a BSc (Hons) in geology and PhD in geochemistry.

Rachel has been involved in guidance and implementation of the Resource Management (National Environmental Standard for Assessing and Managing Contaminants in Soil to Protect Human Health) Regulations 2011 (NES)). She is also involved in working groups for Eco-SGV and Landfill vulnerability assessment in response to climate change.

Rachel has been involved in planning several WasteMINZ Conference Contaminated Land Stream workshops and has been on the WasteMINZ CLM Sector Group for the past two years. In addition, she is a member of the Australasian Land and Groundwater Association (ALGA), Environment Institute of Australian and New Zealand (EIANZ) and WasteMINZ.

Rachel is interested in improving contaminated land practices and policy including increased cross-agency and cross-industry collaboration. She supports a nationally consistent approach to contaminated land management.

NATALIE WEBSTERTechnical DirectorPattle Delamore Partners

Natalie is an Environmental Scientist with 16 years of experience in the environmental management sector. Natalie has worked as a contaminated land practitioner for 14 years, and is a Technical Director in the contaminated land team at Pattle Delamore Partners.

Natalie has extensive experience with organising and undertaking contaminated site investigations in response to a range of issues, across a broad range of media (soil, sediment, surface water, groundwater, and ground gas). Natalie is frequently involved in the consenting of contaminated sites, including the preparation of large scale global consents. She has an extensive working knowledge of the HAIL and the NESCS; and of the regulatory requirements of a variety of territorial and regional authorities. In addition, Natalie has been involved in the creation and/or update of guidance documents for the Ministry for the Environment, giving her invaluable and current knowledge of contaminated land regulation and practice in New Zealand.

Natalie applies a practical and pragmatic approach to contaminated land management. Her current areas of special interest include the potential for exposure to lead in residential settings, and working with regulators and fellow practitioners to ensure that fit-for-purpose, risk-driven solutions are implemented as part of contaminated land management.

ZEL JKO VIL JEVACPrincipal Scientist and Executive ManagerSoil and Rock Consultants

Zeljko manages the Environmental Division at Soil and Rock Consultants, consisting of groundwater and contaminated land teams, joining the consultancy in January 2006 to start and develop an environmental team, with a focus on soil and groundwater contamination and hydrogeology. He has over 40 years’ experience (26 years in New Zealand) in various management and consultancy roles within the industry and local government.

Zeljko’s soil/water contamination experience has involved investigations and assessments of numerous contaminated sites of variable size including brown fields, green fields, closed landfill monitoring and investigation and design for new landfills and a large part of the roles included environmental management and project management.

Zeljko likes challenges working collaboratively with clients and the local authorities and regulatory agencies towards the best solution for the environment and both parties. Zeljko also has a sound technical understanding and knowledge of regulatory processes, having worked at Auckland Regional Council in the 1990s and early 2000s.

Zeljko has an MSc in Geology from the Auckland University, is a member of the Australasian Land and Groundwater Association, WasteMINZ, NZ Hydrological Society and IAH, and Technical Member of IPENZ. He is looking forward to sharing his experience with the community and steering committee.
