Just as shoppers should take measures to protect themselves in brick-and-mortar stores — such as not leaving purses unattended — online shoppers also need to take sensible precautions.

How can you tell if a Web site is secure?

It uses encryption technology to transfer information from your computer to the online merchant's computer.

Secure websites have a lock symbol, indicating your information will be safe.

 Third party seals from organizations like the Better Business Bureau indicate the website is safe;

Look for online merchants who are members of a seal-of-approval program that sets voluntary guidelines for privacy-related practices, such as TRUSTe, Verisign, or BBBonline.

A physical address isn't a requirement for any website, but knowing there is a physical location helps ensure site security. Look in the "about us" or "contact us" sections of the website for company location address.

Review online forums and message boards for customer feedback on the website's security before you shop for insurance online.

Buy online from websites that have a privacy policy that won't give away or sell your information to other companies.

If you look at the top of your screen where the Web site address is displayed, you should see https://. The "s" that is displayed after "http" indicates that Web site is secure. Often, you do not see the "s" until you actually move to the order page on the Web site.

Do business with companies you already know. If the company is unfamiliar, do your homework before buying their products.

If you decide to buy something from an unknown company, start out with an inexpensive order to learn if the company is trustworthy.

Always read product reviews using either Amazon or Epinions before ordering online. Research what other customers think about a certain product. Does it work well? What are the things that DON'T work well about this product? Does it do what it's supposed to do? And, basically, is it worth the money?

There are tons of gift-quality items at great prices on eBay. But before doing anything, be sure to check out the seller's feedback rating to make sure you won't get ripped off.

The safest way to shop on the Internet is with a credit card.

You have the right to dispute charges on your credit card, and you can withhold payments during a creditor investigation.

When it has been determined that your credit was used without authorization, you are only responsible for the first $50 in charges. You are rarely asked to pay this charge.

Make sure your credit card is a true credit card and not a debit card, a check card, or an ATM card.

As with checks, a debit card exposes your bank account to thieves. Your checking account could be wiped out in minutes!

Further, debit and ATM cards are not protected by federal law to the extent that credit cards are.

Providing your Social Security number is not a requirement for placing an order at an e-commerce Web site. There is no need for the merchant to ask for it. Giving out your Social Security number could lead to having your identity stolen.

Online merchants as well as other sites watch our shopping and surfing habits by using "cookies," an online tracking system that attaches pieces of code to our Internet browsers to track which sites we visit as we search the Web.

Page 16: Ali Vahdati 8/19/2010 - Notre Dame InternationalMake sure your credit card is a true credit card and not a debit card, a check card, or an ATM card. As with checks, a debit card exposes

You may be able to set your browser to disable or refuse cookies but the tradeoff may limit the functions you can perform online, and possibly prevent you from ordering online.

When placing an order, there is certain information that you must provide to the web merchant such as your name and address.

Often, a merchant will try to obtain more information about you. They may ask questions about your leisure lifestyle or annual income. This information is used to target you for marketing purposes. It can lead to "spam" or even direct mail and telephone solicitations.

Don't answer any question you feel is not required to process your order. Often, the web site will mark which questions need to be answered with an asterisk (*).

Should a company require information you are not comfortable sharing, leave >the site and find a different company for the product you seek.

Above the web site at the top of your screen is a rectangular window that contains the web site address (also called the URL). By checking that address, you can make sure that you are dealing with the correct company.

Don’t click on any link embedded within a potentially suspicious email. Instead, start a new Internet session by typing in the link’s URL into the address bar and pressing “Enter” to be sure you are directed to a legitimate Web site.

After placing an order online, you should receive a confirmation page that reviews your entire order. It should include the costs of the order, your customer information, product information, and the confirmation number.

Keep it for your own records for at least the period covered by the return/warranty policy.

Page 21: Ali Vahdati 8/19/2010 - Notre Dame InternationalMake sure your credit card is a true credit card and not a debit card, a check card, or an ATM card. As with checks, a debit card exposes

Often you will also receive a confirmation message that is e-mailed to you by the merchant. Be sure to save and/or print this message as well as any other e-mail correspondence with the company.

Be wary of the shipping charges; that is where many merchants make extra dollars and you lose money. Choosing ground delivery is most cost-efficient.

Under the law, a company must ship your order within the time stated in its ad. If no time frame is stated, the merchant must ship the product in 30 days or give you an "Option Notice." This gives you an opportunity to cancel the order and receive a prompt refund, or agree to the delay.

Does the site tell you if there are geographic or other restrictions for delivery?

Are there choices for shipping?  Who pays the shipping cost?  What does the site say about shipping

insurance?  What are the shipping and handling fees,

and are they reasonable?

Look at the site with a critical eye. And heed the old saying, "If it looks too good to be true, it probably is.“

Are there extraordinary claims that you question?

Do the company's prices seem unusually low?  Are there a lot of spelling or grammar errors?  Does the company's phone go unanswered?

Page 25: Ali Vahdati 8/19/2010 - Notre Dame InternationalMake sure your credit card is a true credit card and not a debit card, a check card, or an ATM card. As with checks, a debit card exposes

Use a comparison Web site, such as Bizrate, Shopzilla, Froogle or PriceGrabber to compare prices on similar products from thousands of merchants. These Web sites also offer customer reviews and merchant ratings.

For computer-related products, Newegg.com, JR.com, Buy.com and TigerDirect are good places to look for items that offer rebates.

Find what you want online. But before ordering, go to Google or MSN Search and enter the merchant's Web site with the word "coupon" or "promotional code." You may be able to get a discount on your purchase or shipping costs or both.

You can also visit Web sites such as 247malls and MonkeyBargains that offer coupons and coupon codes toward purchases and shipping costs for hundreds of merchants. These sites allow you to search for coupons by store or category.

Take advantage of free-membership Web sites, such as Ebates, Fatwallet, Butterflymall and MyPoints that offer cash back for making purchases -- that you were already planning to buy -- with their listed merchants. Plus, earn points that you can redeem for rewards or gift certificates on future purchases. The more you shop online, the more you earn.

Some stores, especially large national chains, allow you to purchase your item online and pick it up at the store -- often resulting in free shipping on a low-priced sale item found only online.

For people who enjoy receiving books or music, consider buying them through the reseller option on Amazon. You're able to buy new and nearly new books and CDs for significantly less than the "new" price from Amazon.

Understand the merchant's return policy. Be aware that many merchants only credit your account the purchase price, and any shipping and handling or return postage is your responsibility.

Ask about sale adjustments. If you buy an item at regular price and it goes on sale the next week, can you get a credit or refund for the discounted amount?

Page 31: Ali Vahdati 8/19/2010 - Notre Dame InternationalMake sure your credit card is a true credit card and not a debit card, a check card, or an ATM card. As with checks, a debit card exposes

Carefully consider bargain offers that are based on purchases of additional merchandise. For example, “Buy One, Get One Free” or “Free Gift with Purchase.” If you don’t really want or need the item, it’s not a deal.

Shop around. A “sale” price isn’t always the “best” price. Some merchants may offer a sale price on the item you want for a limited time; other merchants may offer items at a discount everyday.
