Let me welcome you on behalf of the Organizing Committee of the FIS Nordic Junior & U 23 World Ski Championships!
It is a great honor for us to see an expression of confidence from FIS – to have the opportunity to host the FIS Nordic Junior & U 23 World Ski Championships in Almaty. .
The Government of Kazakhstan pays special attention to the training of new generations of athletes and promotion of a healthy lifestyle in the country. Our society understands the high importance of this work in a single heart, and actively supports the competitions in various sports, helping to create a world-class sports infrastructure throughout Kazakhstan - including in the city of Almaty, which is considered the "sports capital" of the country. Due to the fact that the city is located directly next to the mountains, the most popular sports here are skiing and snowboarding.
International competitions not only strengthen the image of host-countries, but also enhance the consolidation of the world - in fact, so many representatives of different countries visit such events. A competition among young athletes in this respect is most promising, because young people are the future of our planet.
FIS Nordic Junior & U 23 World Ski Championship is a large-scale and colorful sports festival - one of the many sports projects that contribute to the promotion of healthy lifestyle, raising a healthy generation, development of mass sports.
Dear young athletes, be are sure to always keep in mind the basic principles of participation in all the competitions: maintaining a single unified spirit, the inviolability of sporting traditions, honest and uncompromising struggle, based on good, friendly relations. I am confident, that this year's championship will be no exception and will identify the strongest and fittest athletes, who will receive the highest awards. And to those who do not manage to win this time, please do not be upset, because you are so young and your greatest achievements are yet to come!

ENTRY ENTRIES To be eligible for participation if the FIS JWSC and the FIS U23 WSC CC 2015 all the competitors must have a valid FIS Code for the respective discipline. The number of competitors and Team officials must comply with the official FIS Competition rules and regulations (Rules for the FIS Nordic Junior World Championships and FIS U 23 World Ski Championships Cross-country. Point 6). Junior World Ski Championships 8 Cross-Country competitors Men 4 allowed to start per event 8 Cross-Country competitors Ladies 4 allowed to start per event 5 Ski Jumping competitors Men 4 allowed to start per event 5 Ski Jumping competitors Ladies 4 allowed to start per event 6 Nordic Combined competitors 4 allowed to start per event. In all, a national team may thus comprise maximum 32 competitors. If participating in one discipline: 6 Officials If participating in two disciplines: 12 Officials If participating in three or four disciplines: 18 Officials If participating in all disciplines: 20 Officials U 23 World Ski Championships Cross-Country 6 Men Cross-Country 4 allowed to start per event 6 Ladies Cross-Country 4 allowed to start per event 8 Officials if participating in all disciplines 4 Officials if participating only in one discipline (Ladies or Men) Quota System for Ski Jumping competitors Men Athletes Quota: 80 (maximum quota) NSA Quota: up to 5 per NSA (as a maximum) 4 allowed to start per event

QUALIFICATION SYSTEM Basic Quota: Each participating NSA is allowed to enter up to two athletes in Ski Jumping men. Host Nation: The host nation is expected to enter (a) competitor(s) up to the maximum NSA quota of 5. Allocation of Quotas: The allocation of additional quotas per NSA is based on the COC Ranking List (CRL) composed of the results of the past and current seasons. The allocation will be made by assigning one quota place per competitor from the top of the standings downwards. Once a NSA has achieved the maximum number of 5 quota places, the next eligible NSA on the CRL will be allocated a place until the total of 80 competitors is reached (including host nation). If the number of 80 cannot be reached with the CRL, the FIS CUP standings composed of the results of the last and current season will be taken into consideration. Process and Timeline: The final quotas based on entries (see art. 10.3) and using the CRL resp. FIS Cup standings will be calculated and announced 18th January 2015 prior to the JWSC.
AGE LIMITS The FIS competition year is 1st July – 30th June of the following year. In order to compete in international competitions a competitor must have reached his 16th birthday before the end of the calendar year (1st January – 31st December) in question. Nordic Junior World Ski Championships

ENTRY PROCESS
All entries must be submitted to the Organizing Committee through the FIS online registration system. If you do not have access to it please contact Judith Lessing at [email protected]. For questions also contact Michal Lamplot at [email protected]. Provisional team selection
3 months before the official opening ceremony, by November 2nd, 2014 each National Ski Association must send to the Organising Committee the provisional team selection with the maximum number of competitors, coaches and service staff according to 6.1.
Final team entry
The final team entry with all competitors names and other details (birthday, FIS Code, rooming list) has to be sent through the FIS online registration system by 26th January, 2015 (7 full days before the first competition).
INSURANCE
All athletes and Team officials have to be insured by their own National Ski Associations. The Organizer has coverage for third party liability insurance only. All participants have to be covered by an adequate insurance policy for medical costs, accidents, injury, illness and civil liability.
FINANCES
Financial conditions are according to the FIS rules. All payments (accommodation, transport and other services) will be settled at the Main Race office . Payments for Accommodation is made by bank transfer according to final Invoice from the Hotel or upon check-in at the hotels by credit card or cash.

VISA INFORMATION
Citizens of : Russia, Belarus, Azerbaijan, Uzbekistan, Kyrgyzstan, Tajikistan can enter and stay in Kazakhstan with no restrictions and no further formalities; Mongolia, Ukraine, Armenia, Georgia- can enter and stay in Kazakhstan up to 90 days with no further formalities; Turkey - can enter and stay in Kazakhstan up to 30 days with no further formalities; Hong Kong - up to 14 days with no further formalities.
Additionally KAZAKHSTAN SETS VISA-FREE REGIME FOR CITIZENS OF 10 COUNTRIES For citizens of the U.S.A, UK, Germany, France, Italy, Malaysia, Netherlands, United Arab Emirates, Korea and Japan, entering and leaving Kazakhstan without visas in the period from 15 July 2014 to 15 July 2015. In accordance with the Government of the Republic of Kazakhstan amendments and additions to the Decree of the Government of the Republic of Kazakhstan dated January 21, 2012 №148 citizens of the United States, the United Kingdom of Great Britain and Northern Ireland and the Federal Republic of Germany, the French Republic, the Italian Republic, Malaysia, the Netherlands , United Arab Emirates, South Korea and Japan are exempt from visa requirements for visits up to 15 days from the moment of crossing the state border between July 15, 2014 to July 15, 2015. Registration of citizens of these countries is carried out by the Border Service of the National Security Committee through affixing date stamp in the "registration" migration card.

In case your Ski Federation has not confirmed the team members before the staid deadlines We strongly advice to send names and documents for all athletes and officials who might be traveling to Almaty for the event as invitations are issued for each individually. Please note that the documents should be sent to the official email address, not later November 20th , 2014. For more details please do not hesitate to get back to us. Transport hotels – competition venues Shuttle bus services for teams and officials will be provided between the Hotels and Venues / race- office free of charge during the official training and competition days.

ACCOMMODATION
Teams must use the FIS online registration system for accommodation reservation. Contact of responsible for the teams’ accommodation: Mr. Platon Kalinnichenko Email: [email protected] , tel: +7 727 3969235 NSA must enter through the FIS online registration system rooming lists for athletes as well as for coaches, officials, guests, etc., with indication of preferred Hotel ,proposed by OC by November the 2nd 2014, . Upon this confirmation the Organizing Committee will book accommodation with full board according to the FIS Rules. If accommodation is not confirmed by stated deadline OC cannot guarantee accommodation arrangements according to FIS Rules. By 15th December 2014 NSAs must specify number of double and single rooms and arrival dates through the FIS online registration system. Based on teams accommodation requests, OC will provide an Invoice from the Hotel. Payment can be done by bank transfer according to the Invoice directly to Hotel’s bank account. 30% deposit by bank transfer must be made by December 15th, 2014. Balance to be settled upon check-in directly at the hotel. Final accommodation requests should be sent to OC by January 26th, 2015. If a NSA changes the figures with more that 10%, the NSA’s is obliged to pay the difference between the effective and announced persons (changes to numbers bigger that -/+10%, no shows). The Organizer will not be responsible for accommodation that Teams arrange by themselves. The Organizing Committee offers to the National Ski Associations for their officially entered competitors and team officials within the quota board and lodging at price of EURO75.— per person/day

Anti-doping
