Celebrating Fourth of July safely during the Coronavirus pandemic

Independence Day is a day of family celebrations with picnics and barbecues, showing a great deal of emphasis on the American tradition of political freedom. Fourth of July celebrations will look a little different this year as concerns surrounding the Coronavirus (COVID-19) outbreak have led to the cancellation of many traditional events.

Independence Day is a patriotic holiday for celebrating the positive aspects of the United States. Above all, people in the United States express and give thanks for the freedom and liberties fought by the first generation of many of today’s Americans. The Statue of Liberty is a national monument that is associated with Independence Day.

While COVID restrictions limit our gatherings and celebrations on public-health grounds, there are a variety of other ways to celebrate. Display the American flag outside your homes or buildings, a noisemaker or two in the safety of your own backyard. As an alternative to the normal parades, fireworks and backyard parties, Disney announced it will begin streaming a filmed version of the Broadway hit “Hamilton”, a show about the idealism behind the founding of America, on July 3rd.

KCCA Board Forms Reopening Task Force

The Board has formed a KCCA Reopening Task Force to determine how to safely and effectively operate during and post COVID-19. The Task Force will be developing safety guidelines and identifying required steps to reopen our amenities, including overall general changes, required PPE, increased sanitation and associated costs, controlled building access, modified hours of operation, and new room capacities to meet required social distancing. The

Task Force will make recommendations concerning which amenities or buildings can open when and in what order. These include the library, clubhouse, Crown Center, Pro Shop, outdoor pool, Aquatic Center, etc. All of these issues are just a few

of the challenges facing the KCCA Board.

Remember that a large percentage of our community is age 65+, which is part of the vulnerable population. We must be extra cautious and extra prepared. We can’t forget that, even with all of the new procedures and protocols that may be put in place, there is no guarantee that this virus won’t spread through our community. There is an inherent risk of exposure to COVID-19 by visiting any of our amenities or any public place and by doing so, you voluntarily assume all

risks related to that exposure.

All decisions about implementing general changes and required steps will be made in collaboration with local health officials, Washington County, who licenses our pools, and from mandates provided by the Governor. The Board will implement safety guidelines by what is feasible, practical, and acceptable.

When the Task Force is ready to present proposed guidelines or steps to the Board for consideration, the subject matter will be included on the Board Meeting Agenda. Once approved by the Board, the guidelines or steps will be announced via email to those members who provided their email address to the office and an announcement will be placed on the KCCA website homepage.

I had hoped to have good news about the library opening or a timeline as to when it would open, but as of this writing, June 12th, there has been no indication. At the last KCCA Board meeting there was no discussion about the library or its potential opening.

More than three weeks ago the Board requested and received a safe-opening plan which was developed by our head library volunteer Judy Holmes. She elicited the advice of the City of Tigard’s librarians as well as other sources in formulating the plan.

We will put the safe practices policy in place when we are allowed to open the library.

Be aware that for safety, all patrons and volunteers will be required to wear masks, and physical distancing and hand sanitizing will be necessary.

Meanwhile, I’d like to recognize the

contributions of some of the library’s retiring volunteers.

For nearly 30 years Beth Ferrell served KCCA’s library. Her husband Bert worked with her until ill health prevented him from continuing. Sadly, Bert passed away recently. The couple began to volunteer when KCCA’s library consisted of the tiny space now used by computer classes. Beth remembers when the large new space was built to house KCCA’s expanding library and is proud that it has grown from such a humble beginning to become a library recognized to be among the best private libraries in Washington County, if not the State of Oregon.

Beth recognizes the contributions of each volunteer library leader and the volunteer staff who’ve served with her. The interests and needs of all KCCA readers have always been of paramount importance. Thus, among other special sections, Beth is pleased at the many shelves of LARGE PRINT BOOKS of

all genres available to the many KCCA patrons who are visually impaired.

Beth is a retired physician as was Bert. One of her responsibilities has been to review books relating to health. We have benefited by her wide experience as a physician, nursing school instructor, wife and parent. She and Bert were medical missionaries to Borneo’s primitive people. She assisted in the establishment of a school of nursing and later a hospital in Borneo which is now a fully-accredited modern medical facility.

We will miss your quiet humility, Beth, and we wish you a peaceful and healthy retirement.

A big “Thank You” to our King City Board of Directors for allowing us to expand by renting pull and power carts. We truly appreciate all of your support.

We are amazed at the great response that we received with our course reopening. We have COVID-19 procedures in place for your safety and that of our staff. The Pro Shop is closed at this time to the public, but our staff is on duty and available to help you in any way.

If you haven’t played since our reopening, we do require tee times and all sales are credit card only. At this time, there are no retail sales. Our

hours of operation are 8:00 AM to 5:00 PM, 7 days a week.

The chief responsibility of our KCCA HOA is to maintain the value of the community’s property, something that involves a pretty solid understanding of the community’s economic situation. Our board members have an obligation to understand the financial status of the association, and the only way to ensure that our monthly reports reflect the real nature of the association’s finances is to conduct an HOA annual audit.

Yes, it is audit time again for the year 2019 and during this unusual year due to COVID-19, the auditor has asked the following questions of the Treasurer of which responses are being shared with our community.

Do you expect the pandemic to have any specific impacts on the Association’s day to day operations in 2020?

Yes, the pandemic has had specific impacts on the Association’s day to day operations in 2020. The golf course was

closed for 2 months from March 23 to May 22, 2020 so approximately 2 months of golf and related income was lost. The rest of our buildings remain closed at this time. Currently reopening procedures with respective safety measures are being worked on by the Board while keeping up-to-date on State of Oregon/Washington County rulings.

Do you expect the pandemic to have any specific impacts on the Association’s home sales?

Currently as of the end of May 2020, KCCA has 11 pending sale transactions to close - there are 7 to 8 homes on the market - summer is due to bring on an influx of more homes for sale. Summerfield had 4 or 5 homes sell during the past week (at least one with multiple offers). Home prices are not being affected by COVID-19. The answer to this question is “no” at this point. The market is good and lending interest rates are low.

do you anticipate being underfunded by the end of the current year?

As transfer fees are the primary source that funds the replacement reserves, the condition of the real estate market lends itself to being positive for the growth of the reserve account. Also, during the rest of the year, the Board does not have any major expenditures that will occur. Expenses from the reserve account during the rest of the 2020 year will be under very close scrutiny by the Board. Meanwhile, the Budget committee will be working to determine if our reserve accounts are underfunded and where they stand on a threshold funding projection into future years.

Given the current situation with COVID-19, the auditor has indicated after reviewing documents scanned to their office that they will not be conducting audit work on site but instead by a conference call to the Administrator, myself and the bookkeeper. The auditor will be delivering the audit report to the community members this year.

Food Pantries

For information on additional food pantries, please go to www.foodpantries.org/ci/or-tigard. Foodpantries.org not only provides listings of pantries, but they also provide information on: food closets, food banks, soup kitchens, congregate meal locations, food boxes, vouchers, etc.

Their comprehensive list of food assistance programs provides full descriptions, pictures, hours, volunteer information, etc.

Food locations provided are faith based, government and nonprofit. They list them all. St. Anthony Catholic Church (9905 SW McKenzie Street, Tigard, 503-639-4179) Provides a food pantry for families living in zip code areas 97223 and 97224 and members of St. Anthony Church. Pantry Hours: Monday, Tuesday, Friday 12:00pm - 2:30pm Wednesday 1:00pm - 3:00pm, Thursday 12:00pm - 2:30pm and 4:30pm - 6:30pm, Saturday 10:00am - 12:00pm. For more information, please call.

The food pantry is on corner of McKenzie and Grant Streets, one block from Hwy 99. For specific hours it would be best to visit parish website at www.satigard.org or call office at 503-639-4179. USDA boxes are still being delivered at St. Anthony’s Pantry, but that could end any time.

People who want to be served by the pantry should be prepared to show ID that gives proof of residence, i.e. a current driver’s license or Oregon official ID or utility bill or other official piece of mail addressed to that person bearing the zip code and a postmark not older than 30 days. That could be from Oregon government office, such as Oregon Revenue, a local Court, elder assistance agency, etc. There are no deliveries available and no

phone in pantry. There is a bus stop on both sides of Hwy 99 at Walnut Street, and McKenzie Street is very close to stops. Portland Vineyard Church-King’s Kindness (11305 SW Bull Mountain Rd, Tigard, 503-684-8225.) Everyone is welcome to come, and you can come as often as you need to. Pantry is in the back-parking lot of Christ the King Lutheran Church. Provides food for residents of Washington County.

Suggest calling to confirm hours have not changed.

Oregon Financial Aid and Assistance ProgramsOregon Prescription Drug Program (OPDP) - This is available for all Oregon residents. It will provide individuals with enrollment in a cost-saving program, and there are no costs to enroll. You can save up to 60% on medical prescriptions. Find additional medical bill assistance programs at www.needhelppayingbills.com/html/help_with_medical_bills.html or 800-336-6016.

Senior Prescription Drug Assistance Program (SPDAP) - This is a financial aid program for seniors who are living in Oregon and who need help paying for medical prescriptions.

Free Oregon Prescription Assistance Program - A program was launched in May 2009 to help Oregon families pay for prescription medications. It is a discount prescription drug card service, called Oregon Rx Card. The card, which is free to all individuals and families in Oregon, will provide substantial discounts on both generic as well as brand name prescription medications. The average savings are projected to range from around 20-40% per user. This program and card is free. Oregon Telephone Assistance Program - This program will provide anywhere from $10-$30 per month to families to help them pay their

phone bills. Discounts from Lifeline or other forms of government financial aid is available both for cell phones and standard land lines. Call 1-800-848-4442, or find details on LifeLine in Oregon.

Oregon Operation Round Up - This is an assistance program that is available from many Oregon utility and gas companies. Operation Round Up works with non-profit organizations to provide various types of assistance and grants to those in need. The program can help with paying utility and heating bills, assist with paying rent, pay for medical bills and debt, and more.
