Sunday 3rd November saw around 40 adults and children from the community gather at the TRC
for the annual Bonfire party. Despite the driving rain, the Halloween and
bonfire party at the TRC was a great success! The hall was ghoulishly decorated and many of the
children came in fancy dress. Food and drink were provided by the King William and local resident
Dawn provided face painting for the children (and some adults!).
We are unsure what magic was used to keep the bonfire alight in the rain, but it worked!
Thanks to all that came along and helped raise funds for the TRC

From The Rectory Dear Friends, The English are renowned for not always saying quite what they mean. Dressing things up to sound better in order to avoid hurting someone or avoid a confrontation is common to our way of doing things. And when politicians say, “With the greatest of respect” they really mean, “I think you’re an idiot” and when someone says, “That’s a very brave proposal” they really mean, “You’re bonkers.” When God speaks, He always means what he says, and says what he means. The writer of the Letter to the Hebrews in the New Testament says, “In these days God has spoken to us in His son”, and every Christmas we celebrate that fact. In our carol services at Church, we hear God speaking to us about Jesus, His son. St Luke talks about Mary giving birth and naming her son Jesus. St. John’s Gospel says the same thing but very differently: "The Word was made flesh and dwelt among us.” Both Luke and John have got it right. The baby born to Mary in the manger is also the Lord of creation – the one through whom all things were made. As the early C17th century poet John Donne put it, Jesus, is “Immensity cloistered in thy (Mary’s) dear womb.” That’s the wonder and mystery of Christmas.

Withyditch Baptist Chapel Centre

Report of the Dunkerton & Tunley Parish
Council Meeting 29 October
Public Rights of Way (PROW) and Highways
Fosseway Bridleway BA7/17 PROW Access /
Egress from and to the A367. The grass verge on
the south side of the A367 has been cut but the
roadside hedge still needs trimming back.
Palmers Lane PROW. The repair to the steps is
now on the list of jobs to do for the volunteers.
Problem Parking at the (A367) end of Church
Lane. As the process to get yellow lines installed
is rather lengthy the parish council would first
request our local Police Community Support
Officer (PCSO) to deal with this issue. This
approach was effective in solving a similar
problem at this same location on a previous
occasion.
Speeding in Withyditch. The parish council to
contact highways about possible traffic calming
measures.
Overhanging Vegetation Brooklands. The work
to clear the street light should be completed soon.
Visibility & traffic speed when exiting
Crossways Park onto the A367. The parish
council is still waiting for the hedge to be trimmed
but the grass verge has been cut. The parish
council’s request that the speed limits on the A367
between the Odd Down roundabout and the PSJ
roundabout be regularised, is with B&NES
highways for consideration.
Roadworks below The Titfield Thunderbolt.
Cone and collapsed barrier have been removed.
Temporary cover over hole. To be chased if
nothing further happens.

Visibility Palmers Lane/B3115 Junction. Still
waiting to hear back from highways whether the
parish council is allowed to undertake this work. If
not what will BANES do to prevent parking at this
location? Problem parking is an intermittent issue.
Grit bin at top of Withyditch Lane. This needs
attention as it is full of water.
Tunley Bus Shelter. This to be repaired.
Tunley/Overdale Footpath. The damaged slabs
supporting the bank to be reported to BANES
Council.
Update from the Rural Transport Group:
1. Commercial Bus Services. A solution to the
179 service has been found until August of next
year. Regarding the medium to long term, the
Group is talking to BANES Council about their
published plans for rural transport and how far the
new West of England Authority will support
BANES.
2. Community Transport. Lots of services exist
but there is a need to make people more aware of
what is available to them when buses are not
available.
3. Car Sharing. The group is looking at the
volunteer car scheme operating in
Freshford/Limpley Stoke.
Finance
The balance of funds as at 29 October is
£12,806.12 and without Community Infrastructure
Levy reserves £11,806.12.

Statement from the Parish Council
on Website Accessibility
From September of next year new government
rules come into force seeking to ensure that
people with disabilities can fully access online
public services. All public bodies, regardless of
size and services offered, will have to comply
with the new “Website Accessibility
Regulations” unless it can be demonstrated that
implementing the new regulations represents a
disproportionate burden on the public body in
question.
Dunkerton & Tunley Parish Council has carefully
considered how it should respond to the
introduction of the new rules. While the parish
council understands and fully supports the
intention behind them, we believe that
complying with these new regulations would be a
disproportionate burden on the parish council.
The parish council is therefore not planning to
amend the current parish website or Facebook
page.
We plan to take no action for the following
reasons:
- The parish council doesn’t provide
any online services.
- The parish website was developed
with some external help using voluntary
community-based expertise funded by
grants. All updates to the site are done
in-house. It uses a popular tool called
Wordpress: we have not created some
strange, awkward thing only used in this
parish. We should not expect to find
accessibility issues that have not
previously been resolved over many years
of widespread use of the Wordpress
tool.
- Government advice is that smaller
public bodies should complete a “Basic

Accessibility Check”. That sounds
helpful. However, here is an example of
such a “Basic” requirement, copied from
the www.gov.uk website (and note this is
just one part, within one stage, of a 7
stage “Basic” check):
“The way a [website] page looks is
controlled by something called a
‘stylesheet’. It defines things like the way a
page is laid out and any font colours. Your
content should still be usable even if
stylesheets are disabled, or are not loading
properly……you’ll need to check your
sample pages are still usable when
stylesheets are disabled. Test this by
copying a URL from your website and
pasting it into the WAVE tool. Once
you’ve done that, select ‘no styles’ from the
panel on the left-hand side of the tool. This
should give you a much more basic view of
the page.”
The parish council’s conclusion is that
neither the Clerk nor any of the
Councillors has the technical expertise
to implement such guidance with any
degree of confidence. Even less does any
one of us have the spare time to
complete all 7 stages of the “Basic”
check for every page of the website.
- Therefore the parish council would
have to employ an external supplier to
undertake this work. As we don’t have
any budget for such work we would, next
year, have to increase the precept (ie
the local element of your Council Tax
bill) above and beyond the normal yearly
inflation increase to fund it. This is
assuming that we could find a supplier
willing to help; we have already been told
that some local councils have been
ditched by their website provider in
light of these new regulations! As we
raised the precept this year to fund
additional work associated with the
protection of rural bus services, we do
not believe we should now ask for yet
more funding to pay for consultancy
work of unproven real value to
parishioners.
- The parish council is happy to
provide the information posted on the
parish website in an alternative format
at a reasonable cost to any parishioner
who suffers difficulty accessing it
through the website.
All that being said, if anyone, either on their
part or on behalf of any parishioner who may
suffer accessibility issues, believes we should
be doing more they should in the first instance
contact the clerk or the chairman to register
their concern.
Additionally, if we have a resident specialist in
the parish prepared to carry out the “Basic
Accessibility Check” for us on a voluntary basis
then please contact us. We would be very
pleased to hear from you.
In this as in many other matters, the parish
council is working with the Avon Local Councils
Association (ALCA) to seek the advice and
guidance of the National Association of Local
Councils (NALC) about how Government
regulations are best implemented. This ensures
consistency of approach across the region and
the country. In this particular instance, we are
expecting further detailed advice, hopefully
before the end of the year. If that advice when
it arrives materially affects the potential
burden on the parish council, either for better
or worse, we will review and update this
statement.
Dunkerton WI So eager was everyone to discuss the Annual General Meeting, which was the main subject of the evening, we almost forgot to sing Jerusalem. That however was soon remedied! Judy's health preventing her continuing as President, Jan was elected as our new one

with Frances continuing as secretary and brave Ele taking on the job as treasurer. Business affairs over, recent and future events were discussed. Eight of us were able to relate travelling to Bristol by train and bus to enjoy a tour of the BBC in Whiteladies Road. The hardest part of the journey was trying to find the bus stop at Temple Meads. The tour was highly informative as well as being very funny as we acted out an episode of the Archers and did our own version of Points West. While most of us had an auto-cue to read from, our weather girl had to speak off the cuff as the map rolled about, as did we listening to her. Our next meeting is at Tunley on Tuesday 10th December, although before then we shall be having a Christmas meal at the Ring O'Bells in Priston and a carol service at St Peter's Church, Camerton for all the W.I. groups in our area.
I represent a charitable organisation
called Read Easy, which offers one to
one, confidential coaching to adults who
are unable to read. See:

Read Easy has 32 groups around the
country and we are currently setting up a
service in Bath.
Read Easy is looking for volunteers to
get involved in filling the management
roles required to start a local group.
They need people who have a little bit of
time to devote to forming a team: roles
range from liaising with local charities,
creating publicity for Read Easy amongst
the communities from where the readers
may come, some administration and
fund raising and a literacy specialist; and
of course reading coaches. The time
required is dependent on the role taken.
Other than a literacy specialist (probably
a current or retired teacher) no particular
skills are required – just energy,
enthusiasm, initiative and a desire to
help those less fortunate.

SAVE THE 179 BUS CAMPAIGN

Having saved the 179 service, albeit in its basic format, (but a service nonetheless), we now need to build on that success to get a bus service FIT FOR PURPOSE. Why? Because it affects ALL of us and if we don’t increase its useage WE WILL LOSE IT! “I don’t care…I don’t use the bus”, Well, if that’s what you think, perhaps you may like to consider this: Q: Why does NOT HAVING A BUS SERVICE AFFECT ALL OF US? A; FOR A NUMBER OF REASONS: 1. If you own your home, NOT having a bus service affects its market value and selling potential; ask any estate agent worth their salt. 2. It increases private car journeys, resulting in more traffic, frustration, pollution and pressure on the emergency services.

3. If you don’t own your own car and depend on a bus to get to work it could mean that you have to change your job, or even where you live. 4. Some local children depend on it to get to and from school, what then? 5. If you live on your own and don’t drive, then a bus is a lifeline being the difference between isolation or having something of a social life. 6. You may not need a bus service now because you use your car for all your current transport needs, but that may not always be the case. What if, for whatever reason, you become unable to drive, or just can’t afford to run a car anymore? (the way government policies are going, that may be sooner than you think) 7. Those trips to Bath to shop, socialise with friends or just enjoy the cinema, theatre, rugby or any other Bath based events may have to stop or at least be drastically reduced….shame really, especially when you think that some some of your council tax may be subsidising those very facilities / events that you can no longer get to by bus! Our bus service is vital to our communities as much as the local shop or pub. WHAT CAN I DO? If you’re not currently a bus user, become one, even if it’s only now and then, you never know, you may even get to like it! If you are a current bus user, try and use it more if you can. SHARE THE NEWS Don’t assume that everyone knows what’s happening to our buses; not everyone is on social media or read the various news updates. Share what you know with them. Every passenger journey helps save our bus and if we can prove just how much it’s needed by increasing passenger numbers then we will have a strong case to get those “lost” evening and weekend services reinstated.
FEEDBACK We need to make sure that this new service meets our expectations so, if you have a bad experience don’t just moan about it, let us know.
