Is this what we do??

Western Region

Principal’s Conference

In a typical Year 10 class of 30 students in the Hunter Central Coast:

27 are Anglo-Saxon 2 are Aboriginal or Torres Strait Islander

1 is from another background 16 are female 14 are male

Did You Know ??

Of that class of 30:

20 may finish Year 12

Of that 20 students,

1 may be ATSI

6 will go to Uni◦and of those, 3 will defer

5 will be in TAFE or other further education

4 will be in full-time work3 will be in part-time work2 will not be in the labour force

Of the 20 students

who complete Year 12

◦ 4 will be unemployed On the Central Coast, unemployment is

41.9% for 15 – 24 year olds

◦ 3 will be working full-time◦ 2 will be working part-time◦ 1 will be at TAFE

Of the 10 who leave …

Why??? We’ve got the “academic” HSC bit right The school leaving age is increasing to 17 Youth Compact and learning or earning initiatives 80% of our students don’t go to University Opportunities for funding in trade training

pathways Personal interest in developing alternative

pathways and strategies for all students

Learnings about 15-19 year olds from around the world!

So what else is happening ???• NSW – new school leaving age

• Tasmania – academic and technical high schools

• Germany – students are streamed at age 12 into academic or vocational schools, leaving age 18

• USA – claims that a student drops out of school every 20 seconds

So what else is happening ???

• China – moving from “made in China” to “designed and made in China”

• France and Italy – “vocational baccalaureates”

• United Kingdom – raising the leaving age to 18

• Australia – improving retention and completion rates of Year 12 or equivalent to 90%

Overall, we are doing some very good things and VET delivery is amongst world’s best practice

Queensland students have a significant advantage as their system is not bound by “HSC Exams” and schools are their own RTO

Victoria operates a successful dual system with VCE and VCAL

National Partnerships and Curriculum may impact on systems in all States

In Australia …

Currently implementing the 14 – 19 years reforms “Diplomas” – a more advanced version of VET, with

higher order concepts and ability to combine courses of study

* eg Building and Construction incorporates architecture and planning with practical skills and competencies

Local Education Areas delivering programs with significant investment and support

* Haringey LEA and its 14-19 years team* Role of “Connexions” – their LCP

In the United Kingdom …

Ontario – High School Graduation is one of 3 focus areas (21st Century literacy and numeracy are the others)

Wide range of “innovations” – much of what we are doing and starting in NSW

Literacy coachesStudent Success Teachers – 1 in every school and districtNo “exit” exams – Yr 10 literacy is only external test

USA – Framework of NCLB vs “1 student drops out every 20 seconds”Variety of approaches:

In the USA and Canada …

The ATC Model Students achieve:

HSC

Certificate III in their trade

1st year of apprenticeship

College operations:

Classes on 2 days/week from 8.30am – 4.30pm

TAFE on 1 day per week from 8am – 4pm

Work place learning 1 or 2 days per week plus holidays and weekends

Emphasis on a more adult learning environment

Initiate a 15 – 19 years team in all Regions with a leader, vocational consultants, and coordinators for careers, SBATs, student tracking, not school and engagement initiatives, LCP liaison, SWL, STW, transition, retention, data analysis, TPL, employer engagement, and finance

Learn from “Skills Majors”, “Multiple Pathways” and “Diploma” models in Canada, USA and IUK

Commence careers education in Year 4

Utilise Individual Learning Plans for all

Increased mentor support Structured workplace learning Trade training schools/centres Post Year 10 Pathways – “Not

School”? Flexible delivery of education

in Stage 6

Try a Trade Program commencing Semester 2 of Year 10 through to Term 1 Year 11

range of courses as per Queensland and Victorian models.
