THE COMMUNITY

Amarillo sits at the crossroads of America, almost equidistant from both coasts, with a population of 199,000 residents and covering 100 square miles. Amarillo is the 14th largest city in Texas in terms of population. Located in Potter and Randall counties in the Texas Panhandle, it is the county seat of Potter County. Amarillo is situated at the intersection of Interstate 40 and Interstate 27, approximately 120 miles north of Lubbock, 360 miles northwest of Dallas-Fort Worth, and centered approximately 275 miles from both Albuquerque and Oklahoma City.

The City of Amarillo and the associated region have a quality of life that makes living and working in the area very attractive. Amarillo has an ample workforce and low property taxes. Amarillo citizens enjoy some of the lowest water and sewer rates in the state and some of the lowest gas and electric rates in the nation. Amarillo is the regional center for emergency management and homeland security coordination, hospitals, medical facilities, higher education, shopping, and entertainment for the 26 counties of the upper Panhandle of Texas and communities in Oklahoma, New Mexico, and southern portions of Kansas and Colorado.

Amarillo has a diversified economy. Two mainlines of the Burlington Northern Santa Fe Railway intersect at Amarillo and provide direct service to 11 major locations. Local businesses and industries include energy research and development, beef processing, agriculture, copper refining, wholesale distribution, fiberglass production, defense contracting, aviation assembly and maintenance, metal machining and finishing, and oil and gas production.

The medical community is very important to the Amarillo economy. Texas Tech Health Sciences Center, located in Amarillo, has a consolidated 20-acre medical center comprising the schools of medicine, pharmacy, and allied health. The City is also home to the Thomas E. Creek VA Medical Center, which includes a 120-bed skilled nursing facility. Amarillo’s two major hospitals are Baptist Saint Anthony’s Healthcare System and Northwest Texas Healthcare System, affiliated with Universal Health Systems. Baptist Saint Anthony’s has been rated one of the top 100 hospitals in the United States for several years.

The arts are well represented in Amarillo. The Globe-News Center for the Performing Arts is home to the Amarillo Symphony, Amarillo Opera, and Lone Star Ballet, while also hosting a variety of concerts, touring shows, and special performances. Amarillo Little Theater presents local productions of drama and comedy each season. Museums include the Amarillo Museum of Art, the American Quarter Horse Museum, and the Don Harrington Discovery Center & Space Theater. The Panhandle Plains Historical Museum, located in nearby Canyon, is the largest history museum in Texas.

THE COMMUNITY

Amarillo is ideal for those who appreciate the outdoor lifestyle. The City is located just 20 miles away from the spectacular and historically rich Palo Duro Canyon State Park, the nation’s second largest canyon offering camping, hiking, biking, and horseback riding. In addition, the scenic mountains of Colorado and New Mexico are only five hours away.

Amarillo boasts numerous park facilities, including the Amarillo Zoo, three public swimming pools, four public and three private golf courses, miles of walking trai ls , and abundant outdoor play equipment. Wildcat Bluff Nature Center introduces visitors to the area’s native plants and animals. Amarillo is also home to an amusement park, a water park, two skate parks, the Amarillo Botanical Gardens, and three professional sports franchises. The Tri-State Fairgrounds hosts many national rodeos and equestrian events, as well as exhibitions.

Within the corporate limits of the City of Amarillo, there are five independent school districts. The Amarillo Independent School District (AISD) is recognized at the state and national level for quality programs and an innovative approach. Other public school districts include Bushland ISD, Canyon ISD, Highland Park ISD, and River Road ISD, and several private schools are available.

Amarillo also offers a rich environment for higher education. In addition to Texas Tech Health Sciences Center providing education for medical students and residents in four different specialties, West Texas A&M University, with a student population of over 7,500, offers a doctoral program in agriculture, 60 undergraduate degree programs, and 43 graduate degree programs. Amarillo College is a public community college with six campus locations and more than 160 different programs of study.

The Solid Waste Collection department provides for the safe and efficient collection of residential and commercial solid waste within the City limits. The Solid Waste Collection department ensures the health, safety, and welfare of residents, commercial customers, and employees while acting in compliance with state regulations and Amarillo Municipal Ordinances.

The Solid Waste Collection department utilizes a fully automated, containerized trash collection system for the majority of residential and commercial customers. Residents in specific neighborhoods without alleys have curbside hand-pickup collection of their solid waste. The Solid Waste Department is also responsible for the operations and maintenance of five recycling locations that accept aluminum cans, tin cans, oil, and oil filters, and one compost facility that accepts brush and tree trimmings. The City of Amarillo also has a coordinated alley collection for limbs and big/bulky items. The existing multiple program operation strives to maintain Community Appearance by providing many solid waste collection services for the public.

The FY2017-2018 Solid Waste Collection budget is $9.7 million and includes 103 full-time positions and two part-time positions.

The City of Amarillo Solid Waste Disposal department provides for the safe and environmentally efficient processing, transportation, compaction, and daily cover of the community’s waste at the Transfer Station and Landfill operations in compliance with the federal, state, and local permit regulations. The Landfill accepts solid waste and debris from the Transfer Station, other municipal departments, commercial contract haulers, contractors, private citizens, and neighboring communities.

The Solid Waste Disposal department operates a Transfer Station that receives the refuse from commercial and residential collection vehicles. The Transfer Station is centrally located within the city limits of Amarillo, at the City Service Center, and reduces the overall transportation costs of hauling refuse to the Landfill. The Landfill strategic approach is to maintain compliance with federal and state environmental laws, while serving the needs of the citizens of Amarillo through efficient service and Best Practices, while maintaining the Community’s Appearance. This approach will be implemented utilizing Safety first, with a strong emphasis on customer service.

The FY2017-2018 Solid Waste Disposal budget is $4.5 million and includes 42 full-time positions and two part-time positions.

The City of Amarillo enjoys a very healthy governance and political environment. The City of Amarillo is a home rule municipality and operates under a council-manager form of government. The Amarillo City Council consists of the Mayor and four Council members. The entire Council is elected at the same time in May during odd numbered years.

The Ci ty Counci l appoints a professional City Manager, who is responsible for the day-to-day operation of all city departments. In addition to providing traditional city services, Amarillo also operates a zoo, civic center and performing arts hall, two municipal golf courses, and t h e A m a r i l l o R i c k H u s b a n d International Airport with commercial air service provided by American, United, and Southwest Airlines.

The City of Amarillo has 2,165 full-time employees and 329 part-time employees. The FY 2018-2019 budget is $380 million including a Capital Improvement Program (CIP) budget of $87 million. The current property tax rate is $0.36364 per $100 valuation, which is the one of the lowest in Texas.

Under the general supervision of the Director of Public Works, the Solid Waste Superintendent supervises, coordinates, and directs the operations of the Collection and Disposal Departments for the City of Amarillo.

Essential duties include:

• Supervising of landfill operations, routing pickup schedules, and transfer station operations

• Supervising employees, including the hiring, evaluation, discipline, training, handling of issues and corrective action plans and termination of employees

• Preparing performance evaluations for all direct reports and review of all performance evaluations prepared by subordinates

• Meeting weekly to provide updates to staff

• Updating upper management on the status of projects and of any emergencies

• Accounting for the inventory and City property assigned to each department and overseeing the annual inventory process

• Preparing and managing the annual fiscal year operating and Capital Improvement budgets for each of the departments

• Planning and supervising purchases within the departments according to City policies, including purchases for containers, office supplies, uniforms, first aid supplies, and all capital expenses

• Preparing and implementing a management and Capital Improvement plan for the departments

• Analyzing and reviewing operational and production data

• Monitoring and managing the daily operations of the departments including work in progress, manpower allocation, projects, purchases and payroll

• Managing the employee safety program for the departments

• Responding to complaints, questions and comments from the public concerning operations

• Interfacing with other City departments as necessary • Handling or overseeing the handling of all department

communications • Assisting other departments for emergency tasks and as required

• Developing, reviewing and updating policies and procedures for the departments and ensures consistent implementation

• Overseeing permit renewal and review • Enforcing all City personnel rules, policies and procedures

• Complying with all reporting requirements for the City, state and federal governments

IDEAL CANDIDATE

The City of Amarillo is seeking a Solid Waste Superintendent who is a progressive leader with a proven track record in implementing best practices. The ideal candidate will recognize the role that the solid waste department plays in quality of life for residents and place a strong emphasis on outstanding customer service. The successful candidate must have experience in financial management, budget administration, and contract management and negotiations. A thorough understanding of federal, state, and local regulations pertaining to solid waste collection, solid waste disposal, and landfill operations is essential.

The ideal candidate will exercise sound judgement and be responsive to changing goals, priorities, and needs. He/she will have the ability to meet deadlines, manage stress, and professionally handle customer complaints. Strong verbal and written communication skills are crucial. The successful candidate will be self-motivated and have the ability to solve problems in situations where no standardization exists.

The selected candidate must have a bachelor's degree and 10 years of experience in the solid waste industry. A minimum of five years of supervisory/management experience is required. An equivalent combination of education and experience will be considered.

Class A letter of competency from Texas Commission on Environmental Quality and valid Texas Class A driver’s licenses are required.
