DECREE_ 23 October 2020 № __58_ Nur-Sultan city

On restrictive quarantine measures and their gradual mitigation

In order to prevent the spread of coronavirus infection COVID-19 (hereinafter - COVID-19) among the population of the Republic of Kazakhstan, in accordance with subparagraph 1 of Article 104 of the Code of the Republic of Kazakhstan dated July 7, 2020 "On public health and the health care system" I ORDER to take the following measures:

1. "National Company" Kazakhstan Temir Zholy " Joint Stock Company shall

1) resume the movement of suburban passenger trains / electric trains;2) exclude the formation of common wagons as part of passenger trains, with

the exception of working trains.

2. Akims of regions, cities of Almaty, Nur-Sultan, Shymkent, Central state bodies, law enforcement and special bodies shall ensure:

1) resumption of intercity intraregional bus, minibus transportation;2) prohibition of holding entertainment, sporting events, exhibitions, forums,

conferences, as well as family, solemn, commemorative, events (banquets, weddings, anniversaries, commemorations), including at home and other events with a large crowd of people;

3) prohibition of the activities of entertainment establishments (karaoke, billiards, computer clubs, nightclubs, bowling centers, children's playgrounds and indoor attractions, trampolines, and others), bookmakers;

4) prohibition of the activities of preschool institutions with the exception of duty groups. The activities of duty groups of preschool institutions are allowed subject to the completion of groups of no more than 15 people, compliance with the requirements of the decree of the chief state sanitary doctor of the Republic of Kazakhstan dated October 23, 2020 No. 57 "On further strengthening measures to prevent coronavirus infection among the population of the Republic of Kazakhstan" (hereinafter - Decree of the GGSV RK No. 57);

5) prohibition of the activities of food courts, banquet halls;6) prohibition of the activities of city, public beaches, open water parks;7) prohibition of the activities of children's health camps;8) prohibition of the departure of athletes to participate in training camps and

competitions outside the Republic of Kazakhstan;9) permission for the activities of cultural objects (individual, group

rehearsals with the participation of no more than 30 people), libraries, museums;

10) permission for the activities of religious sites (mosques, churches, cathedrals, synagogues, etc.) subject to the established requirements and without holding collective events;

11) permission for the operation of shopping and entertainment centers, shopping facilities, subject to occupancy rate of no more than 30%, and not less than 4 square meters per visitor, in compliance with the requirements of the Decree of the State Statistics Service of the RK No.

12) permission for the operation of non-food and food covered markets, subject to occupancy not more than 30%, and not less than 4 square meters per visitor, in compliance with the requirements of the Decree of the State Statistics Service of the Republic of Kazakhstan No. 57;

13) permission for the operation of beauty salons, hairdressing salons, SPA centers, facilities that provide cosmetic services by appointment, provided that at least 4 sq.m. per one visitor, subject to the requirements of the Decree of the State Statistics Service of the Republic of Kazakhstan No. 57;

14) permission for the activities of children's rooms / correction centers, children's and adult educational centers, with the occupancy of the group - no more than 15 people, by appointment, in compliance with the requirements of the Decree of the State Civil Service of the Republic of Kazakhstan No. 57;

15) permission for the activities of duty groups of preschool institutions, subject to the complete set of groups of no more than 15 people, compliance with the requirements of the Decree of the State Civil Service of the Republic of Kazakhstan No. 57;

16) permission for the activity of amusement rides in the open air subject to the requirements of the Decree of the State Statistics Service of the Republic of Kazakhstan No. 57;

17) permission for the activities of fitness centers and sports and recreation centers by appointment, provided that the occupancy rate is not more than 50% and not less than 5 sq.m. per one visitor, subject to the requirements of the Decree of the State Statistics Service of the Republic of Kazakhstan No. 57;

18) permission to operate baths, saunas, provided occupancy is not more than 50% and not less than 4 sq.m. per one visitor, subject to the requirements of the Decree of the State Statistics Service of the Republic of Kazakhstan No. 57;

19) permission for individual and group outdoor training (no more than 5 people per group);

20) permission for sports training for National teams, club teams (no more than 30 people, non-contact thermometry, accommodation at sports bases);

21) permission to operate public transport (increase in the number of buses during rush hours, presence of a conductor, disinfectant treatment at the final stop, opening of all doors, occupancy according to the number of seats) subject to the requirements of the Decree of the State State Statistics Service of the Republic of Kazakhstan No. 57;

22) permission for the movement of personal vehicles between regions;23) permitting the activities of state bodies (organizations, enterprises),

bodies of the quasi-public sector, national campaigns, other organizations, as well as business entities in compliance with the requirements of the Decree of the State Statistics Service of the Republic of Kazakhstan No. 57. At the same time, at least 50% of employees remain in the remote form of work (with a staffing table of more than 30 employees);

24) permitting the activities of medical centers (by appointment) in compliance with the zoning requirements and enhanced sanitary and disinfection regime, compliance with the requirements of the Decree of the State Statistics Service of the Republic of Kazakhstan No. 57;

25) permitting the activities of tourism objects and organizations in the field of providing housing services for the population (hotels, hotels, rest houses, tourist camps, etc.) subject to occupancy rate of no more than 80% in compliance with the requirements of the Decree of the State State Statistics Service of the RK No.

26) permitting the activities of pharmacies in compliance with the requirements of the Decree of the State Statistics Service of the Republic of Kazakhstan No. 57;

27) permission for the activities of public catering facilities in the open air and indoors with the establishment of no more than 50 seats in the hall, without holding collective events in compliance with the requirements of the Decree of the Chief State Doctor

28) permitting the activities of industrial enterprises with a continuous production cycle; construction works in the open air, agriculture and fisheries, animal husbandry in compliance with the requirements of the Decree of the State Statistics Service of the Republic of Kazakhstan No. 57;

29) permitting the activities of facilities for the provision of contactless services to the population (car washes, car repairs, household appliances, and others) in compliance with the requirements of the Decree of the State Statistics Service of the Republic of Kazakhstan No. 57;

30) organization of the work of business centers (insurance companies, services of a lawyer, notary, accountant and consulting, real estate agencies, advertising agencies, bailiffs, etc.), exchange offices, pawnshops in compliance with the requirements of the Decree of the State Statistics Service of the Republic of Kazakhstan No. 57;

31) organization of work of public service centers with the establishment of a work schedule from 9.00 to 18.00 in compliance with the requirements of the Decree of the State Statistics Service of the Republic of Kazakhstan No. 57;

32) organization of work of Kazpost JSC with a time limit and maximum provision of services in the online form, in compliance with the requirements of the Decree of the State Statistics Service of the Republic of Kazakhstan No. 57;

33) permission to visit parks, squares and squares, embankments and other places of recreation for the population without entertainment facilities in groups of no more than 3 people or members of one family, observing social distance;

34) carrying out sanitary and disinfection treatment of public transport, taxis, industrial areas, airports, courtyard playgrounds, food and non-food markets and other public places;

35) permitting the activities of financial market entities with a time and number limitation in accordance with the act of the National Bank of the Republic of Kazakhstan and the Agency of the Republic of Kazakhstan for the Regulation and Development of the Financial Market;

36) permission for the operation of schools with a contingent of 5 to 180 people, with a number of children in classes of up to 15 people; duty classes in

educational institutions for students of preschool, grades 1-4 at the request of parents, subject to the complete set of classes of no more than 15 children;

37) permission for the operation of swimming pools by appointment, in an individual format at the rate of 5 sq.m. of water mirror for one person;

38) permission for the activity of sports complexes for individual and group training with the participation of no more than 5 people;

39) permission to visit specially protected natural areas (state national natural parks, reserves, reserves and others) for individual and organized groups of no more than 15 people, subject to a mask regime and a distance of at least 2 meters;

40) permission to hold meetings (sessions) in offline format (in the absence of the possibility of holding them in a remote format) in compliance with the algorithm in accordance with Appendix 3 to this Decree;

41) permission for the activities of the Republican educational and health center Baldauren and the National scientific and practical educational and health center Bobek, taking into account the epidemiological situation in the regions;

42) permission for the activities of special, specialized organizations, special boarding schools for children with special educational needs (including for orphans left without parental care), general boarding schools, boarding schools for gifted children);

43) permission for the activity of open-air cinemas in compliance with the mask regime, social distance;

44) permission for theaters (occupancy rate not more than 50%, but not more than 50 people, with registration on the infokazakhstan.kz portal, observance of the mask regime, social distance and observance of the requirements of the Decree of the State Statistics Service of the Republic of Kazakhstan No. 57);

45) permission for the activities of public catering facilities located in shopping and entertainment centers (in separate premises) with occupancy of no more than 50 seats, without holding collective events in compliance with the requirements of the Decree of the State Civil Service of the Republic of Kazakhstan No. 57;

46) permission to hold the championships of the Republic of Kazakhstan and republican competitions (according to the unified republican calendar), without the participation of spectators, subject to compliance with the enhanced sanitary and disinfection regime in agreement with the Chief Sanitary Inspectors of the relevant territories and compliance with the requirements of the Decree of the State Statistics Service of the Republic of

Kazakhstan No. 57 with a simultaneous accumulation of no more 100 people;

47) permission to resume training camps for the preparation of regional teams, subject to compliance with the enhanced sanitary and disinfection regime with a simultaneous gathering of no more than 30 people;

48) introduction of the following restrictive measures on Sundays and holidays in accordance with the labor legislation of the Republic of Kazakhstan:

- suspension of the work of shopping and entertainment centers, shopping facilities with an area of 2000 and more square meters, with the exception of grocery supermarkets and pharmacies located in them;- suspension of the work of non-food and food covered markets;49) in the regions, when the incidence rate is below 25 cases per week per 100

thousand of the population and is more than one, or the incidence is below 50 cases per 100 thousand of the population and is less than one, in the absence of an increase in the incidence over the last 7 days:

- from October 24 this year permission for the activities of shopping and entertainment centers, trading houses (boutiques), retail chains on Saturdays, subject to occupancy rate of no more than 30%, and not less than 4 square meters per visitor, in compliance with the requirements of the Decree of the State Statistics Service of the Republic of Kazakhstan No. 57;- from October 26 this year permission to operate cinemas (occupancy rate no more than 30%, with registration on the infokazakhstan.kz portal, observance of the mask regime, chess seating, social distance and observance of the requirements of the RK GGSV Decree No. 57).

4. Akims of regions, cities of Almaty, Nur-Sultan, Shymkent, Departments of sanitary and epidemiological control of regions, cities of Almaty, Nur-Sultan, Shymkent, Police Departments of regions, cities of Almaty, Nur-Sultan, Shymkent shall ensure:

1) control over compliance with quarantine measures, sanitary and disinfection regime at facilities whose activities are permitted. If violations are detected, take administrative measures in accordance with the Code of the Republic of Kazakhstan dated July 5, 2014 "On Administrative Offenses";

2) resumption of the activities of facilities, including facilities whose activities were not limited, in accordance with Appendices 1 and 2 to this Decree, guided by paragraph 2.6 of the Protocol of the meeting of the State Commission for the

restoration of economic growth under the President of the Republic of Kazakhstan dated July 30, 2020 No. 6.

5. Chief state sanitary doctors of the relevant territory, in transport, heads of structural divisions of the Ministry of Defense of the Republic of Kazakhstan, national security and internal affairs bodies, departments of the Office of the President of the Republic of Kazakhstan, operating in the field of sanitary and epidemiological welfare of the population, have the right to make decisions on tightening quarantine measures depending on the developing epidemiologicalsituation.

6. The Decree of the Chief State Sanitary Doctor of the Republic of Kazakhstan dated August 15, 2020 No. 48 "On restrictive quarantine measures and their gradual mitigation” shall cease to be in force.

7. I reserve control over the execution of this Decree.8. This Decree comes into force from the date of signing.

Appendix 3 to the Decree of the Chief State Sanitary DoctorRepublic of Kazakhstan

Algorithm for holding a meeting (session) in offline mode

In order to prevent the spread of COVID-19, when holding a meeting (session) in person, it is necessary to ensure compliance with the following measures:1. In the premises, the uninterrupted functioning of the ventilation / air conditioning system.2. At the entrance to the building, non-contact thermometry to all incoming persons, installing sanitizers with an antiseptic agent in the halls and controlling the processing of hands by participants in the meeting (session) with antiseptic agents.3. Seating of the participants of the meeting (session) in the hall with respect to social distance.4. Requirements for the participants of the face-to-face meeting (session):1) the presence of a negative test result for COVID-19 by the PCR method, from the moment of receipt of which no more than 3 days have passed;2) the use of medical masks of the respiratory type during the entire period of stay in the room in which the meeting (meeting) is held;3) compliance with social distancing;4) exclusion of handshakes or other forms of direct contact.

5. If the performance is more than 30 minutes and is at a distance of at least 3 meters from the first row of participants, speakers are allowed to speak without using protective equipment.
