2.4C1.0 INTRODUCTION

This Engagement Summary Report presents the engagement efforts and results of Continued Engagement with stakeholders on the Project. Continued Engagement is defined as engagement occurring from from October 21, 2017 up to May 31, 2018. The objectives of the engagement activities during Continued Engagement are as follows:

deliver electronic or hard copies of the Final EA Report to relevant stakeholders;

meet with stakeholders who previously did not engage in community meetings, if possible; and

meeting with stakeholders to resolve any outstanding issues or comments on the Final EA Report.

2.4C2.0 IDENTIFICATION OF PARTICIPANTS

A stakeholder participant list was developed based on engagement efforts to date, review of publicly available government agency contacts, community websites, and experience with other projects within the same geographic region. Representatives of government agencies and relevant politicians will be made aware of all engagement activities conducted with the participating stakeholders. The following categories of stakeholders were identified:

General Public

landowners and residents within the 2-km-wide corridors;

businesses within the 2-km-wide corridors and in Pickle Lake, Ignace, Sioux Lookout and Dryden (e.g., tourism operators);

Crown land tenure and claim holders within the 2-km-wide corridors; and

self-identified members of the public.

Non-Governmental Organizations (NGOs)

environmental groups; and

community-based organizations.

Government Agencies

Government Review Team (GRT);

federal government: local and area Members of Parliament (MPs), departmental and agency staff;

provincial government: local and area Members of Provincial Parliament (MPPs), ministry and agency staff; and

local municipal and district councils, agencies and staff.

The current stakeholder participant list can be found in its entirety in the Stakeholder Engagement Plan (Appendix 2.4B).



2.4C3.0 ENGAGEMENT METHODS

2.4C3.1 Meetings Wataynikaneyap completed additional meetings with key regulatory agencies, based on their level of interest and comments received on the Final EA Report. At these meetings, the Project team provided a presentation, summarizing proposed responses to comments provided. Discussion on the proposed responses followed and was used to finalize responses for submission. These meetings are described in further detail in Section 2.4C6.0.

2.4C4.0 RECORD OF ENGAGEMENT: LOCAL GOVERNMENT

2.4C4.1 Engagement Activities Table 2.4C6-1 provides a summary of engagement activities with other local government stakeholders. On November 3, 2017, the Project team emailed the Notice of Submission of the Final EA Report to local government representatives. The notice stated that the Final EA Report has been submitted to the MOECC for review and approval and was available for public review and comment from November 3 to December 22, 2017. The notice included details on how the Final EA Report could be accessed. Following the emailed Notice of Submission, a CD copy of the Final EA Report was also sent to local governments between November 6, 2017 and November 8, 2017.

2.4C5.1 Engagement Activities The Project team emailed and mailed stakeholders the Notice of Submission of the Final EA Report. The notice stated that the Final EA Report has been submitted to the MOECC for review and approval and was available for public review and comment from November 3 to December 22, 2017. The Project team listed the locations where the Final EA Report was available, including the Project website. The Project team also provided hard or electronic copies of the Final EA Report to members of the Government Review Team (GRT).

The Project Team received comments from regulatory agencies on the Final EA Report and subsequently met with them to discuss. Seventeen separate meetings occurred between January 30, 2018 and April 20, 2018. Table 2.4C5-1 presents the meetings that occurred and Final EA Report topics that were discussed. Table 2.4C5-2 provides a summary of engagement activities with other regulatory agency stakeholders.

The MOECC outlined the purpose of the letters (i.e. provide a summary of the proposed Transformer Station amendment, notification of the revised documents that will be available on the Wataynikaneyap website, and a copy of Wataynikaneyap responses to the Mishkeegogamang and Ojibway Nation of Saugeen). The MOECC stated that the letters will list the commenting period. The MOECC requested that the Project Team confirm that the Project website will contain the relevant materials discussed in the letter before the Ministry Review is published. The MOECC also provided a list of the Aboriginal communities and stakeholder groups the letter will be sent to.

In addition, the Project Team resolved outstanding issues with a tourism operator via email and discussed connection to HONI lines and the Pickle Lake Substation with Hydro One. An extension to the comment period was requested by both Sagatay Transmission L.P. and Wildlands League and on December 12, 2017, for which the MOECC greanted these stakeholders an extension until February 10, 2018.

Wildlife Conservation Society Canada responded by email to the Project team, stating that they would prefer a copy of the report on USB and provided their mailing address. The Project team responded by email to Wildlife Conservation Society Canada, confirming that they will send the USB today and Wildlife Conservation Society Canada should receive it on November 27, 2017.

The Project team mailed the USB containing the Final EA Report to Wildlife Conservation Society Canada.
