The project will also target protection of the Bridges, Wood/Park, and Schmauder properties as originally proposed in the SRFB grant application. Cost Increase: Increase the project agreement amount by $255,963 of SRFB funding and $82,800 of sponsor match to total $735,963 in order to acquire the entire Hart property; cover demolition costs for structures on the Hart property; and meet higher-than- expected appraised property values on the Bridges, Wood, and Schmauder properties. Original Budget Requested Budget Increase SRFB Funds: $300,000 (76%) $555,963 (76%) Sponsor Match: $97,200 (24%) $180,000 (24%) Total: $397,200 $735,963 Time Extension: Extend project end date to 12/31/2019 to allow time for all acquisition and demolition tasks to be completed. ownedandmanagedbytheLandTrustandtheCityofYelm.Thegoalofthisprojectistoprotectnaturallyfunctioninghabitat-formingprocesses;existinghigh-prioritysalmonandtroutrearinghabitats;andanimportanttransportcorridorthatisusedbyallsalmonidspeciesintheNisquallyRiver.

TheLandTrustwillfirstseektoacquirethetopthreepriorityparcelsthattotalnearly35acres,includingsevenacresofriparianhabitat,eightacresofforestedwetlands,and2,480linearfeetofrivershoreline.Ifthereissufficientfunding,anadditionalsevenacreparcel,including3.5acresofriparianhabitatand1,320linearfeetofrivershoreline,willbeprotected.Theseparcelsarefourofthetenunprotectedparcelsthatareequaltoorgreaterthanfiveacresalongthisreachoftheriverthattotalover40acresand3,800linearfeetofrivershoreline.

Justification:

ScopeChange:TheLandTrustisworkingcloselywiththelandownersofallofthepropertiesincludedinthisproject.Inthecourseofthisproject,theHartpropertywaslistedforsaleinanactivemarketandtheLandTrustengagedinnegotiationstopurchaseit.Whileouroriginalproposalwastoacquire7acresofthispropertyandleavetheremaining2.65acresandthestructureswiththelandowner,thelandownerwasinashort-salesituationandunabletoacceptanofferforaportionoftheproperty.Also,acquiringtheadditional2.65acresandthestructuresgreatlyincreaseslong-termprotectionforthisentireproperty,includingasubstantiallengthofrivershoreline,inparticularbyremovingthethreatofsignificantfurtherdevelopmentofthehomesite.Acquiringtheentireparcelprotects2,080linearfeetofshoreline,whichis40%moreshorelinethanoriginallyproposed.Theproposedscopechangeincludesdemolitionofthestructuresontheproperty,andtheLandTrustwillmanagethepropertytomaintainandincreaseriparianforesthabitat.TheLandTrustclosedonthisacquisitiononJuly8,2016.

cleanupcostsfortheHartproperty.Thebudgethasbeenadjustedtoreflectactualcostsforappraisals,appraisalreviews,andsurveys.

TheLandTrustproposesthattherequestforincreasedSRFBfundingfortheprojectbemetwithpotentialunusedfundsfromotherLandTrustprojectsfundedinthe2015grantcycle.TheLandTrustwillmaintainthematchratiointhecurrentgrantagreement,andifnecessarytosecurethetargetproperties,wearewillingtouseLandTrustreservefundsinadvanceofSRFBfundsbeingavailable.Weanticipateahighlikelihoodofunusedfundsremaininginatleasttwo2015projectswhentheyarecompleted:• 15-1232,MashelEatonvillePhaseIIIConservationEasement:$129,370inPSARfunding.Afterinitialnegotiationsthelandownersuspendeddiscussionofgrantingtheproposedeasement,inpartduetoadisputeovertheexistinglandboundary.TheLandTrustwillmakeonemoreattemptatcontinuingthenegotiationsbutwillendtheprojectifitdoesnotreceivewhatitconsidersagood-faithcommitmenttoachieveanagreement;suchacommitmentseemsunlikely.

• 15-1233,MashelShorelineProtectionPhaseIV,nowincorporatedinto14-1480,MashelPhaseIV&BusyWildShorelineProtection.Grant15-1233included$724,165inPSARfundingtowardpurchaseof372acresintheMiddleReachoftheMashelRiver.Aftertheprojectwasproposedthepropertywassoldtoanotherbuyeraspartofamuchlargercommercial-timbertransaction.Thenewownerhasindicatedwillingnesstocompleteaconservationtransactionbutatasmallerscalethanoriginallyproposed:ThefirstownerhadrequiredtheLandTrusttoacquireaportionofadjoiningcommercialtimberlandsalongwiththecoreconservationpropertybeingtargeted,butthenewownerpreferstosellonlytheconservationportion,whichshouldresultinaloweracquisitioncost.

TimeExtension:TheLandTrustwouldliketoextendtheprojectenddatetoallowforcompletionofallacquisitionactivitiesanddemolitionandsitecleanuptasks.Acquisitionactivitieshavebeenslowedforavarietyofreasons,includingtitleissues,thedeathsoftwoownersandownershiptransferoftheirpropertytoanestate,andtheneedfortheLandTrusttosecureadditionalfundingtocompleteacquisitionofallfourproperties.
