    WELCOME TO THE ADULT MIGRANT ENGLISH PROGRAM (AMEP)

    This is your guide to the AMEP, which is delivered through South Metropolitan TAFE, a large government funded training provider. Download the guide here or you can scan the QR code below.

    The AMEP aims to help you learn the English skills needed to participate in community life, find a job, go on to further study or training, access other services, and make new friends.

    When to register and commenceMost new clients aged 18 or over on their visa commencement date have up to six months from that date to register for the AMEP and up to 12 months to commence.Most new clients aged under 18 on their visa commencement date will have up to 12 months from that date to register for the AMEP and up to 12 months to commence.

    When to completeMost new clients will be able to study in the AMEP until they:• have reached the end of five years from their visa commencement date or• have achieved functional English or• have completed 510 hours.

    Note: It is possible to apply for an extension or deferral in special circumstances.

    YOUR ENTITLEMENT

    AMEP clients are offered up to 510 hours of free English language classes.

    More hours of English are available for some Humanitarian Entrant clients through the Special Preparatory Program (SPP) and through the AMEP Extend program.

    If your goal is to get a job or to undertake training, you may be eligible to study our 200 hour Settlement Language Pathways to Employment and Training (SLPET) course as well.

    6. When you are close to the end of your AMEP entitlement, or you have achieved sufficient English, you will have an Exit Interview. You will talk about your plans for the future, and be asked for some feedback on AMEP. You will be told about other places you can study if you need more English support.

    2. YOUR AMEP PATHWAY

    Meeting our friendly AMEP staff

    1. We will use the Australian Core Skills Framework (ACSF) to assess your English levels and determine if you are eligible for the AMEP.

    2. If you are eligible for the AMEP, we will then talk about your past learning and your future goals, including studying English. We will discuss your Individual Pathway Guide (IPG) with you and refer you to other services if necessary.

    3. You will choose a Pre-employment English pathway or a Social English pathway. We will put you in a class as soon as possible or refer you to a Volunteer Tutor or Distance Learning.

    4. We will give you a file and all of your learning materials.You will need to bring your own:• Pens• Paper• Earphones for the computer

    5. You will have progressive assessments to track your learning.We will also review your IPG with you during your course.

    When you register for the AMEP, we will make an appointment for your Initial Assessment and Entry Interview. When necessary, we will use a Telephone Interpreter to assist in the Entry Interview.

    In the AMEP, you will be enrolled in the Certificates in English as an Additional Language (EAL)

    At the end of each term, you will receive a Record of Results showing what you have achieved in that term. You will receive a certificate when you have successfully completed all of the units in a level.

    STUDY TIMES

    We offer full-time and part-time classes. Your class may be in the morning, afternoon or evenings to suit you. There are also Saturday morning classes.Courses are held within government school terms and some AMEP sites have short courses in the school holidays.

    LEARNING OPTIONS HOURS USED

    10 week full time day courses (15-21 hours per week)

    You will use approximately 200 hours during school terms.

    10 week part time day courses (5-12 hours per week)

    You will use between 50 and 120 hours during school terms.

    10 week evening courses (6 hours per week)

    You will use approximately 60 hours during school terms.

    10 week Saturday courses (3 hours per week)

    You will use approximately 30 hours during school terms.

    Short Courses You will use between 20 and 40 hours during school holidays.

    Volunteer Tutor You will use one hour for each hour with a Volunteer Tutor.

    Distance Learning You will use one hour for each hour of Distance Learning tuition.

    AMEP elearning units You will not use any of your AMEP hours.

    4. LEARNING ENGLISH AT HOME

    You can learn English at home through options like the AMEP e-learning units, Distance Learning or the Volunteer Tutor Scheme. You can also combine your options so that you go to some classes and also enrol in Distance Learning or have a Volunteer Tutor.

    DISTANCE LEARNING

    You can be referred to Distance Learning or combine Distance Learning with classroom-based learning and a Volunteer Tutor. AMEP distance learning offers the choice of online learning or traditional work books with supplementary material. A qualified teacher will be available over the internet or by telephone.

    VOLUNTEER TUTOR SCHEME

    If you are not attending class or want to supplement your class learning, you can ask

    for a Volunteer Tutor. You will meet your tutor at your home or at another mutually convenient venue.

    YOUR RIGHTS

    As your AMEP provider it is our duty to:• Treat you in a fair, respectful and culturally sensitive manner.• Provide you with high quality English language training and staff who are

    appropriately skilled and experienced.• Develop an Individual Pathway Guide (IPG) with you to map out your learning journey,

    taking into account your needs, skills, goals and personal circumstances.• Provide you with a safe and supportive learning environment• Offer support through our Disability Services Officers if you have a disability or a

    medical condition.• Refer you to settlement and other support services and guide you on relevant post-

    AMEP pathways.• Provide free child care for your under school-aged child or children, while you are

    attending AMEP classes.• Encourage you to develop the skills you need for your future.• Take your concerns and complaints seriously and respond to them promptly.

    YOUR RESPONSIBILITIES

    As an AMEP Client you are expected to:• Attend and participate in classes, complete homework and take responsibility for

    your learning.• Contact your AMEP office if you are unable to attend class for any reason.• Let us know if you intend to leave the AMEP.• Treat teachers, classmates and other staff fairly and respectfully. • Comply with the steps identified in your Individual Pathway Guide (IPG) and notify

    AMEP staff if you wish to make a change for any reason.• Comply with our child care policy.• Act in accordance with South Metropolitan TAFE student policies and procedures,

    including the Student Code of Conduct.

    5. YOUR RIGHTS AND RESPONSIBILITIES

    NOTE

    Please note that:• You might lose AMEP hours if you are

    absent without a valid reason.• You must meet your Mutual Obligation in

    relation to study hour requirements if you are receiving certain categories of income payments from the Department of Human Services (Centrelink).

    PRIVACY NOTICE

    Your personal information is protected by law, including the Privacy Act 1988 and is collected by South Metropolitan TAFE on behalf of the Australian Government Department of Home Affairs. You will be asked to sign the Privacy Notice form, giving consent to disclose your personal information to:

    • Administer and deliver the Adult Migrant English Program (AMEP)• Facilitate your participation and progress in the AMEP• Assist in determining your mutual obligation requirements to access income

    support payments• Support your access to additional training and services

    COMPLAINTS MECHANISMS

    If you believe your personal information was wrongly collected of handled, you can:

    • Speak with your Teacher, Head of Programs or any staff member• Call 9267 7609 and ask to speak to the AMEP Portfolio Manager or the AMEP

    Executive Director

    If you are not satisfied, you can:

    • Telephone the Global Feedback Unit on 133 177 during business hours• Complete an online feedback form• Write to Department of Home Affairs

    If you are not satisfied with Department of Home affairs response, you can make a complaint to the Office of the Australian Information Commissioner (OAIC), Enquiries Line on 1300 363 992.

    The OAIC can also receive privacy complaints through:

    7. UNIQUE STUDENT IDENTIFIER (USI)

    If you are undertaking nationally recognised training delivered by a Registered Training Organisation (RTO) you must obtain a Unique Student Identifier (USI).

    USI is a reference number that creates an online record of your training and qualifications in Australia. You must have a USI to study in the AMEP.

    USI is for life so keep it safe. It will give you access to your online USI account which is made up of ten numbers and letters.

    Jobs and Skills Centres (JSCs) are one-stop shop for careers trainings and employment advice and assistance. They also help with job searching and direct links into work.

    WE ARRANGE FREE CHILD CARE FOR YOUR UNDER SCHOOL AGE CHILDREN

    South Metropolitan TAFE AMEP offers a day-time onsite crèche service for all non-school aged children of eligible clients while they are attending their AMEP classes.Our trained crèche staff help children play, learn songs and games in English, and do craft activities. If your child needs you, the crèche staff will call you, as your classroom will be nearby.

    CRÈCHE INFORMATION FOR PARENTS

    • You MUST stay on the premises AT ALL TIMES while your child is in the crèche.

    • The crèche staff will locate you if your child becomes upset, unwell or needs to be fed. You must return to the crèche to attend to your child if requested to do so by crèche staff. You must also directly supervise your child before and after crèche attendance times.

    • You are the only person who will be allowed to drop off and collect your child from the crèche.

    • Care is provided for children from three months of age.

    • School-aged children are not permitted to attend the crèche (or the class).

    • You must not bring your child into the crèche if he/ she has a cold or flu symptoms, fever, diarrhoea, head-lice or any other infectious illness.

    • You should bring a healthy snack such as a sandwich, chopped fruit or vegetables, a drink (water or milk) and wipes for your child.

    • You must not bring any food containing traces of nuts in the ingredients into the crèche because we must protect children with allergies.

    • You must ensure your baby/toddler is in a clean nappy at the crèche on arrival. During class time, you may be called back if your child needs a nappy change. You must put dirty nappies into a plastic bag and put them into the outside bin.

    • You should bring a pram or stroller for your child to rest if necessary.

    • You must label all items that your child brings into the crèche such as bags, wipes, prams, dummies, bottles, food containers and hats with your child’s name.

    • You should bring a broad brimmed HAT for your child and apply sunscreen to your child before he/she comes to the crèche. We recommend you dress your child in long pants and tops with sleeves to protect them from the sun.

    9. HOW CAN I GET THE MOST OUT OF MY AMEP?

    HERE ARE SOME IDEAS TO HELP YOU STUDY EFFECTIVELY IN THE AMEP

    • Make sure you attend all your classes.

    • Make your appointments outside class time (e.g. doctor, Centrelink appointments).

    • Join in all class activities. They have been organised to help you in your course and will give you an opportunity to practise your English.

    • Keep all papers that your teachers give you in your AMEP file. Write the date on any worksheets your teachers give you and keep them in order in your file.

    • Bring your AMEP file to class with you every day and use it for revision at home.

    • Practise your computing skills and use the internet and language learning computer programs at your campus.

    • Continue your learning at home. Try to revise the English you have learnt in class each day. You can do this by yourself, with a friend, or with a member of your family.

    • Use the free AMEP elearning units which have been developed for AMEP students.

    • Use other ways of learning English. You can watch TV, borrow a book from the local library, practise your English when you go shopping, talk to a neighbour, or make friends with another student who does not speak your language.

    • Use the library at our campuses. The library will have many books and activities for students as well as free internet access. Some resources are for use in the library and others are for you to borrow and take home. The library has CD players and computers to help you with your language learning.

    You will learn job seeking skills and plan your employment pathway in the Pre-employment English stream.

    If you have nearly finished your AMEP hours or nearly finished Certificate III in the Pre-employment stream, you might be eligible for the Settlement Language Pathways to Employment and Training (SLPET) program, which includes a work placement.

    ABOUT THIS ‘WELCOME TO WA’ BOOK

    This Book gives useful information about living in WA for students studying with South Metropolitan TAFE AMEP.

    The information is for all new migrants, but some services are only available to people with Centrelink Health Care Cards.

    This book was revised in July 2020, but sometimes web pages, addresses and phone numbers change. Check online before you visit an agency!

    AMBULANCE COSTS ARE NOT FREE

    You could pay up to $1,000 for an ambulance trip.

    Ambulance Cover (insurance) can be purchased for as low as $60 a year, if you have a Concession Card.

    When calling Triple Zero (000), remember to stay focused, stay relevant, and stay on the line. Before you call, ask yourself:

    ‘EMERGENCY +’ APP

    ‘Emergency +’ is a national app developed by Australia’s emergency services helping people to call the right number at the right time, anywhere in Australia.

    The app uses a mobile phone’s GPS functionality so callers can provide emergency call-takers with their location information as determined by their smart phone.

    NATURAL DISASTERS

    The Department of Fire and Emergency Services (DFES) coordinates emergency services in response to a range of natural disasters. When natural disasters like cyclones, storms and floods happen, State Emergency Services (SES) will provide emergency repairs on buildings and other voluntary services to help the community recover from the impact of a disaster. Call 132 500 for SES emergency assistance.

    MyCouncil can direct you to the local council website where you can find libraries, recreation and sport centres, swimming pools, and community centres. Council websites have useful information about things like rubbish bin collection, special services for young people or for seniors, school holiday activities, local festivals and free events.

    Community centres and libraries often have low cost or free activities for adults and for children, like English conversation classes, story time for small children, craft groups, or free talks about things like recycling and waterwise gardens.

    There are community agencies that deliver programs for people under the age of 25. Their youth workers provide young people with information and help and activities in a safe environment, often at a Youth Centre or at a local Council.

    ADULT MIGRANT ENGLISH PROGRAM (AMEP)

    The Adult Migrant English Program (AMEP) is funded by the Australian Government. AMEP provides up to 510 hours of English language tuition to eligible migrant and humanitarian entrants to help them learn foundation English and settlement skills to enable them to participate socially and economically in Australian society.

    South Metropolitan TAFE offers AMEP classes at Armadale, Carlisle, Mandurah (Peel), Rockingham and Thornlie TAFE campuses . You will find campus locations on page 19 on AMEP Student Handbook.

    All classes have an onsite crèche.

    POLICE IN WESTERN AUSTRALIA

    In non-emergency, but when police attendance is required, call 131 444.

    Everyone in Australia is expected to obey all Australian laws.

    Violence towards another person is illegal in Australia and is regarded as a serious crime. A person who commits violent crimes can go to jail, whether they are a man or a woman.

    The police aim to protect life and property, prevent and detect crime and preserve peace. The police may intervene in family issues where there is a domestic dispute or concern about physical, sexual or psychological abuse.

    Police are not connected to the military forces. They do not play a part in politics.

    FAMILY AND DOMESTIC VIOLENCE

    The law in Australia does not allow physical violence in public places or in the home. For assistance and protection in cases of physical danger, contact:

    Multicultural Women’s Advocacy and Support Service (MWAS) 9328 1200MWAS is a free service for women from migrant and refugee background, with or without children. Interpreters and

    bilingual workers are used and staff members are female.

    MWAS can provide assistance with safety planning, applying for a restraining order, obtaining support and advice from legal services, referrals to other agencies (including counselling services & child protection).

    MEDICAL EMERGENCIES

    If your injury or illness is critical or life threatening, call triple zero (000) and ask for ‘Ambulance.’

    Emergency treatment is free and is available 24 hours a day at the Emergency departments of public hospitals.

    Some medical centres and some private hospitals may also offer emergency treatment which may not be free.
