America Fast Forward:CREATING JOBS THE RIGHT WAY
J
Local Hire InitiativeExecutive Summary
Metro Mar-c~~ ~,oi5
Traditionally, federal procurement regulations donot permit agencies, like Metro, to require biddersto estaUlish local hiring programs or to take suchprograms and local hiring directly into account inthe Uid evaluation process. The historical rationalefor this prohibition is that the federal gas t~ (z8.4cents per gallon) is collected from around the Nationand therefore all individuals and companies in theU.S. should have access to any given project.
Metro believes the current federal procurementregulation does not take into account the new realityof how transportation projects are financed, whichtoday, is often through a majority of funds beingderived from local dollars. For example, at presentand into the future, over 80% of Metro's Uudgetfor operations and capital projects will be fundedthrough t~ dollars from Los Angeles County residents.
> September 2o~i —the Metro Board of Directors adopted aBoard Report that added reforming federal local hire rules toour agency's successful America Fast Forward initiative.
> 2oi2/2oi3 —Metro begins to brief members of the House,Senate and Obama Administration officials on our America
Fast Forward Local Hire Reform effort.
> November zz, zoi3 — Working in close cooperation withMetro, Congresswoman Karen Bass (D-CA) introducesH.R. 36zo (The Local Hire Act) which would permitestablishing local hiring programs on projects usingfederal funding.
> 2oi4 —Metro advances our Board-approved America FastForward Local Hire Reform effort by educating Membersof Congress on the merits of reforming current federal local
hire regulations.
> December ii, Zoi4 — Congress adopts a ConsolidatedAppropriations Bill for Fiscal Year 2oi5 (Public Law fro:
>>3-235) that includes language from The Local Hire Actauthored by Congresswoman Karen Bass (D-CA).
> February g, 2oi5 —the Federal Transit Administration releasesits Federal Fiscal Year 2oi5 apportionments in the FederalRegister outlining how it intends to allow geographic hiringpreferences in construction contracts that are advertised or
awarded in Federal Fiscal Year 2oi5.
> March 3, 2oi5 —the U.S. Department of Transportationlaunches a Local Hire Pilot Program.
> March zoi5 — Consistent with Metro's Board approved 2oi5Federal Legislative Program, our agency seeks to securebi-partisan support on Capitol Hill for reforming federal localhiring rules to allow transportation agencies to establish localhiring programs on projects using federal funds. This workwill include, but not be limited to, working with senior HouseTransportation &Infrastructure Committee member—Congresswoman Grace Napolitano (D-CA).
