1. Welcome and Call to OrderCarl Mazzola called the meeting to order and introductions were made. Rick Doremus wasintroduced as the new INPO Liaison and welcomed to the NFSC.

2. Approval of November 2006 Meeting MinutesThe NFSC minutes from the November 13, 2006, meeting were approved as presented.

3. NFSC ReorganizationNFSC Chair Carl Mazzola explained that he worked with the Standards Board during theprocess to reorganize the subcommittees. The reorganization dissolved ANS-23 onDecommissioning and Site Remediation which was incorporated into ANS-24 and ANS-27.ANS-26 on Emergency Preparedness was dissolved with its projects being transfer amongANS-21, ANS-24, and ANS-25. The committee recognized that Charles Brown and EvanLloyd disagreed with dissolving ANS-26. The remaining subcommittee titles were modified torepresent the standards in their purview and vice chairs were assigned to all. Additionally anew subcommittee was created for new initiatives. Mazzola closed that the reorganizationprepared the committee structurally for the nuclear renaissance.

The current subcommittees are:

ANS-21: Maintenance, Operations, Testing & TrainingANS-22: Systems Design CriteriaANS-24, Modeling & AnalysisANS-25: Siting: Environmental & Emergency PreparednessANS-27: Fuel Cycle, Waste Management & DecommissioningANS-28: HTGR Design CriteriaANS-29: Advanced Initiatives (Gen III-A/IV, GNEP)

4. Action ItemsOld action items were reviewed and closed as noted on pages 12 - 17 of these minutes.

In discussion of existing action items, the following new action items were assigned:

Action Item 06/07-01: Jeff Brault reconstitute ANS-57.1 Working Group.

Action Item 06/07-02: Jeff Brault work with Dennis Newton, Steve Stamm, Norm Prillaman,and Eric Loewen to identify ANS-57.1 Working Group Members with expertise in fuel handlingfor new reactors.

Action Item 06/07-03: Charles Brown and Evan Lloyd to review list of emergencypreparedness volunteers to form working groups for the six withdrawn standards.

Action Item 06/07-04: Pat Schroeder to send Charles Brown and Evan Lloyd the list ofemergency preparedness volunteers.

Action Item 06/07-05: Andy Wehrenberg to send email to Bob Bryant, Peter Hastings, MikeRuby, Mike Wright with specifics of data needed for ANS-18.1 on source term.

Action Item 06/07-06: Mike Ruby, Mike Wright, Peter Hastings, and Bob Bryan to providesource term data to Andy Wehrenberg for ANS-18.1.

Action Item 06/07-07: Carl Mazzola to review the ballot participation and meeting attendancereport per the requirements set in the NFSC Policy and Procedures Manual.

5. Standards Issues and DiscussionJeff Brault questioned why the meeting was held offsite as he felt that it was inconvenient.Others stated that they preferred the offsite location as they were not attending the ANSmeeting and would not have to register. Pat Schroeder stated that there was not a meetingroom large enough at the Boston Marriot Copley to accommodate the NFSC, and thereforethe meeting was held offsite. Schroeder added that the ANS Meetings Department was limitedin the hotels they could contract with based on the number of sleeping rooms they couldguarantee and the number of meeting registrants. Carl Mazzola and Eric Loewen agreed todiscuss a standards classification for registration at ANS meetings.

A. Process for Addressing Clarifications/Prasad KadambiPrasad Kadambi described a training program ASME was developing on the suite of PRAstandards that would begin with their internal events standards but would also include theANS standards on external events, low power shutdown, and fire. A portion of the funding forthe training course was provided by the NRC. Kadambi informed the committee that he metwith ASME BNCS Vice Chair Ken Balkey and expressed concern about ANS standards beingused as raw material in the ASME training courses as there would be a potential for spawningclarifications/interpretations. Kadambi reported that he expressed to Balkey his thought thatthe training on the ANS standards should be supported by ANS to the extent possible.Kadambi stated that Balkey agreed in principal.

Kadambi reminded the committee that the Standards Board had provided only a high levelpolicy on clarification/interpretation. The policy designated the responsibility to thesubcommittee chair in the absence of a working group chair and to the consensus committeechair in the absence of a subcommittee chair.

Jim August stated that ASME had similar difficulties with clarifications/interpretationsparticularly when a user had a case that did not clearly fit in the code but petitioned to use thecode anyway.

As clarification to historical standards posed the most difficulty due to a lack of active workinggroup members, Schroeder questioned whether a separate policy should be established forhistorical standards. Mike Wright stated that we had the responsible to respond if at allpossible. Kadambi recommended that a group be formed to take a look at the issues onclarifications/interpretations and report suggestions back to the committee. JimAugust, Don Eggett, and Mike Wright were selected for the special committee.

Action Item 06/07-08: Jim August, Don Eggett, and Mike Wright to review current issues withresponding to clarifications and report suggestions back to the committee.

Action Item 06/07-09: Subcommittee chairs with issues on clarifications to provide input to thespecial committee.

B. Process for Expediting PINS Approval/Mike RubyMike Ruby stated that there was no formal ANSI requirement for consensus body approval ofPINS. He explained that the focus for review of PINS was to make sure the project wasnecessary. Ruby summarized a draft process for the subcommittee chair to provide the PINSto the standards administrator who would provide the PINS to the NFSC Chair and StandardsBoard Chair for review. The NFSC and Standards Board chair would determine if the PINSrequired NFSC review or if it should be sent to ANSI. In cases where an NFSC review wasdeemed appropriate, comments would be requested without the formality of a vote. Rubyexplained that the goal was to get away from the balloting/comment process that took so long.Prasad Kadambi expressed his thought that we needed to make sure there was no overlapand felt that a broad based review was beneficial.

The sense of the committee was that the PINS should be distributed for comment only withnon responses considered approved.

C. Emergency Management Standards Project Plan/Charles Brown and Evan LloydAs noted under Agenda Item #4, Charles Brown and Evan Lloyd took an action item to reviewthe list of emergency preparedness volunteers and attempt to form working groups to initiatereinvigorations to the withdrawn emergency preparedness standards. Brown and Lloyd wouldneed to coordinate this action with subcommittee chairs Andy Wehrenberg and Kevin Bryson.

D. Plant Security Issued in Nuclear Facility Standards/Don SpellmanDon Spellman stated that he had wanted to consider security issues in design standards sosecurity enhancements could be incorporated, but ultimately it was determined that it was notfeasible because of safeguard issues. In the future, standards that could potentially includesecurity issues would be reviewed by NEI to make sure no safeguard issues were involved.

E. Inquiries N18.1 (ANS-3.1), ANS-3.5 & ANS-56.8 (ANS-21)/Tim DennisTim Dennis reported that there had been no progress on the inquiry received on N18.1-1971(ANS-3.1), "Selection and Training of Nuclear Power Plant Personnel,” as there were noactive working group members and no past members available. Pat Schroeder was requestedto forward the inquiry on N18.1 (ANS-3.1) to the NFSC for review and possible response.

Action Item 06/07-10: Pat Schroeder to distribute N18.1 (ANS-3.1) inquiry to NFSC for reviewand possible response.

Action Item 06/07-11: Pat Schroeder to send inquirers a letter letting them know that theNFSC was working on providing a response.

In regards to the inquiry on ANS-3.5-1985, ”Nuclear Power Plant Simulators for Use inOperator Training," Dennis reported that the current ANS-3.5 Working Group had reviewedthe inquiry and a response was in progress. (Action Item 11/06-05 was previously assignedfor the ANS-3.5 inquiry.) He further stated that the ANS-56.8 Working Group was working onthe inquiry received on ANSI/ANS-56.8-2002. (Action Item 11/06-04 was previously assignedfor the ANS-56.8 inquiry.)

F. Inquiry & Errata ANS-58.2 (ANS-24)/Andy WehrenbergAndy Wehrenberg stated that the current inquiry on ANS-58.2-1988, “Design Basis forProtection of Light Water Nuclear Power Plants Against the Effects of Postulated PipeRupture,” was possibly two years old and that the working group was having difficultyreaching agreement on the errata from the previously issued clarification. Prasad Kadambireminded the committee that ANS-58.2 received comments from the ACRS. Wehrenbergexplained that the attention of most comments were more specific then the scope of thestandard. Kadambi said that a statement needed to be issued responding that the standardhad met the scope of the standard. (Action Item 11/06-06 was previously assigned for theANS-58.2 inquiry.)

Action Item 06/07-12: Andy Wehrenberg to request ANS-58.2 Chair to respond to ACRScomments.

G. Inquiry ANS-57.1 (ANS-27)/Jeff BraultJeff Brault stated that he reviewed the inquiry on ANSI/ANS-57.1-1992;R2005, “DesignRequirements for Light Water Reactor Fuel Handling Systems,” right away but needed toprovide a formal response. According to Brault the inquiry is a translation inhibit and did notfeel there was a need for a clarification but would provide a response.

Action Item 06/07-13: Jeff Brault to provide a formal response to Pat Schroeder on the ANS-57.1 inquiry.

H. ANS-57.2/ANS-57.3 & Withdrawal of ANS-57.7 (ANS-27)/Jeff BraultJeff Brault stated that he inherited projects ANS-57.2, “Design Requirements for Light WaterReactor Spent Fuel Facilities at Nuclear Power Plants,” and ANS-57.3, “Design Requirementsfor New Fuel Storage Facilities at LWR Plants,” when he took over the ANS-27Subcommittee. Both had stalled in 2002 in the middle of resolving ballot comments. The pastworking group chair resigned from the joint project when he took a position out of country.Brault explained that Rob Tucker offered to review the comments, but that he had not heardfrom him recently and needed to touch base with him.

Action Item 06/07-14: Jeff Brault to contact Rob Tucker for update on progress of reviewingANS-57.2/ANS-57.3 ballot comments.

In regards to the ballot to withdraw ANS-57.7, “Design Criteria for an Independent Spent FuelStorage Installation (Water Pool Type),” Brault stated that he spoke with Eric Loewen.Loewen had commented that there was a need for ANS- 57.7 and suggested to contactGNEP, AREVA, Energy Solutions, Westinghouse, Toshiba, and General Electric to put aworking group together and reinvigorate this standard.

Action Item 06/07-15: Jeff Brault to form new working group to reinvigorate ANS-57.7.

I. ANS-18.1 Status/Andy Wehrenberg

The status of the revision to ANS-18.1 was discussed under Agenda Item #4 resulting inAction Items 06/07-05 and 06/07-06 to acquire the needed information from utilities to move

the project along. A previous action item 06/06-12, was assigned to acquire information fromNEI.

J. ANS-29 Subcommittee Meeting/Jeff Brault and Don SpellmanIt was reported that Jeff Brault organized a reprocessing facility technical standardscommittee meeting under the new subcommittee held on June 25, 2007.

6. Management Reports

A. Chairman Report/Carl MazzolaCarl Mazzola summarized the written report he provided to the committee. Since the lastNFSC Meeting in November of 2006, three standards had been reaffirmed. Eight ballots hadbeen issued for approval of draft standards, current standards for reaffirmation, or PINS. SeeNFSC Chairman’s Report -- Attachment A for more detail.

B. Standards Coordinator/Mike RubyMike Ruby reviewed the Hot List (Attachment B) that included all NFSC standards within threeyears of being withdrawn. In total, seven standards were reviewed. Two were in revision andthree were involved in reaffirmations. Action Items already existed for the two remainingstandards on the Hot List.

C. Secretary/Pat SchroederPat Schroeder summarized the written report she provided to the committee. See Secretary’sReport – Attachment C for more detail.

In discussion of the proposed volunteer database, Pat Schroeder explained that she would beneeding scopes to help guide potential volunteers to each subcommittee.

Action Item 06/07-16: Pat Schroeder to request subcommittee chairs to draft subcommitteescope for use on the web-based volunteer database.

7. NFSC Subcommittee Reports

A. ANS-21 Maintenance, Operation, Testing & Training/ Tim DennisTim Dennis stated that ANS-21 Subcommittee included 13 members comprised of workinggroup chairs, co-chairs, and members at large. Dennis reported that he felt ANS-2.10 ChairDennis Ostrom remained interested in participating. Dennis informed the committee that ANS-3.11 Co-chair Stan Marsh would be retiring soon while Co-chair Carl Mazzola would remainactive with the group that would be reconstituted for a revision before the five year mark.Additionally, Dennis stated that Robert Kassarara needed to be contacted to reviewANSI/ANS-2.23-2002, “Nuclear Plant Response to an Earthquake,” and determine ifappropriate for reaffirmation. For more detail, see ANS-21 Subcommittee Report – AttachmentD.

Action Item 06/07-17: Pat Schroeder to contact ANS-2.23 Working Group Chair RobertKassawara to review ANSI/ANS-2.23-2002 for potential reaffirmation.

Don Eggett explained that the draft of ANS-3.12.3 needed a review before NFSC ballot andwas suggested to send the draft to the committee for a preliminary review.

Action Item 06/07-18: Don Eggett to send Pat Schroeder the draft of ANS-3.12.3 fordistribution to the NFSC for preliminary review.

Dennis reported that ANS-21 Subcommittee comments on ANS-3.5, “Nuclear Power PlantSimulators for Use in Operator Training and Examination,” were resolved, and the draft ofANS-3.5 would be sent to the NFSC soon.

B. ANS-22 Systems Design Criteria/Dennis NewtonDennis Newton reviewed the status of standards under the ANS-22 Subcommittee andrecognized that several standards should be considered for reaffirmation. Pat Schroeder wasasked to contact the respective working group chairs to perform the necessary review and ifappropriate prepare a reaffirmation statement.

Action Item 06/07-19: Pat Schroeder to contact working group chairs of ANS-51.10, ANS-58.8, ANS-58.9, and ANS-59.3 to review their standard and provide a reaffirmation statementif found appropriate.

With no current working group chair for ANSI/ANS-58.11-1995;R2002, “Design Criteria forSafe Shutdown Following Selected Design Basis Events in Light Water Reactors,” Newtontook an action item to have someone at AREVA to review and consider whether appropriatefor reaffirmation.

Action Item 06/07-20: Dennis Newton to arrange AREVA review of ANSI/ANS-58.11-1995;R2002 and determine appropriateness for reaffirmation.

Schroeder was asked to extend the current reaffirmation ballots on ANSI/ANS-59.51-1997,”Fuel Oil Systems for Safety-Related Emergency Diesel Generators,” and ANSI/ANS-59.52-1998, “Lubricating Oil Systems for Safety-Related Emergency Diesel Generators,” until July 9,2007.

Action Item 06/07-21: Pat Schroeder to extend ballots on ANSI/ANS-59.51-1997 andANSI/ANS-59.52-1998 until July 9, 2007.

Prasad Kadambi questioned whether there were any problems with revising ANS-58.14,“Safety and Pressure Integrity Classification Criteria for Light Water Reactors.” Newtonexplained that the working group’s main concern was that the historical standard was writtenmore encompassing than Regulatory Guide 1.206 and that the goal was to acquire NRCendorsement. Kadambi reminded the committee that the NRC can take a few exceptionswhen endorsing a standard.

Newton informed the committee that comment responses to the NFSC review of the PINS forANS-58.16, “Safety and Pressure Integrity Classification Loads and Behavior Criteria forNuclear Facilities Other Than Large Nuclear Reactors,” were distributed and if responsesacceptable would be forwarded to the Standards Board. Several members questioned the use

of the phrase “other than large reactors” in the title. Pat Schroeder was requested to providethe revised PINS to the NFSC before sending on to the Standards Board.

Action Item 06/07-22: Pat Schroeder to distribute the revised PINS of ANS-58.16 to the NFSCfor comment.

C. ANS-24 Modeling & Analysis/ Andy WehrenbergAndy Wehrenberg reported on ANS-24 Subcommittee progress. He noted that new standardANS-2.29, “Probabilistic Seismic Hazard Analysis,” was currently out at ballot with the NFSC.ANS-5.4 Working Group Chair Carl Beyer planned a meeting for June 27. The ANS-41.5Working Group scheduled a meeting in August and would be revising the standard for re-ballot. Wehrenberg reported that he had recent communications with ANS-3.8.5 Chair TrishMilligan who stated that she did not currently have the time to address the historical revision.As it appeared contact was lost with ANS-16.1 Working Group Chair Roger Spence, DonSpellman offered to check with Herschel Godbee at ORNL to see if he had updatedinformation on Roger Spence.

Pat Schroeder informed the NFSC that an inquirer from Japan was interested in informationabout a revision to ANS-56.11. Per old NFSC minutes, the project was slated for revisionseveral years ago but a revision was never started and eventually dropped. Wehrenbergconfirmed that working group members to head this project were unable to be found. Withbrief discussion, the committee felt other standards had a higher priority for revision but thatthey would sponsor the activity if the inquirer would be interested in leading a revision. PatSchroeder was asked to contact the inquirer for interest in revising and potential for workinggroup member recommendations.

D. ANS-25 Siting: Environmental & Emergency Preparedness/Carl Mazzola for Kevin BrysonCarl Mazzola reported for Kevin Bryson. The committee was informed that a new workinggroup for ANS-2.6, “Guidelines for Estimating Present & Forecasting Future PopulationDistributions Surrounding Nuclear Facility Sites,” was forming and that the PINS was sent tothe NFSC for review. Mazzola stated that drafts were expected soon of ANS-2.17, “Evaluationof Radionuclide Transport in Ground Water for Nuclear Facilities,” and ANS-2.22,“Environmental Radiological Monitoring at Nuclear Facilities.” ANS-2.27, “Criteria for

E. ANS-27 Fuel Cycle, Waste Management & Decommissioning/Jeff BraultJeff Brault provided an update on the ANS-27 Subcommittee progress. He noted that severalworking groups needed to be formed or completed which he had existing action items for.Additionally it was identified that a working group should be formed to review ANSI/ANS-57.9-1992;R2000, “Design Criteria for an Independent Spent Fuel Storage Installation (Dry Type),”and consider for reaffirmation or revision.

Brault reminded the committee that a revision to the historic standard ANS-40.37-1993;W2003, “Mobile Low-Level Radioactive Waste Processing Systems,” was balloted bythe NFSC earlier in the year. The ballot received numerous comments which were beingreviewed.

F. ANS-28 HTGR Design Criteria/Jim August for Malcolm LaBarJim August reported for Malcolm LaBar. He noted that ANS-53.1, “Nuclear Safety Criteria forthe Design of Modular Helium-Cooled Reactor Plants,” was moving forward in completion of adraft for the NFSC and would be considering additional lower tiered projects. The groupplanned to meet for two days during the June ANS meeting.

G. ANS-29 Advanced Initiatives/Don SpellmanDon Spellman reminded the committee that a meeting on reprocessing facilities was held theprevious Sunday morning. The meeting chaired by Jeff Brault focused on facilities, siting, andoperations. Future meetings are anticipated. Spellman was asked to provide a list of potentialstandards for the new subcommittee. Committee input was requested. See the ANS-29Subcommittee Report – Attachment F for more detail.

the requirements from the ANS external events standard. Spellman believed that thecorporative effort could prove very beneficial. The NRMCC would like to see IEEE involved aswell.

E. ISO TC 85/SC-6/Don SpellmanDon Spellman report that SC6 had not made much progress since their meeting in fall of2006; however, the group was scheduled to meet in Boston on June 27, 2007. Previous NewWork Item Proposals were not approved by member countries. A new membership list wasfinished recently. Wade Richards replaced Jim Adams as SC6 Chair. Spellman confirmed thatif progress was not shown, the U.S. would lose the secretariat of SC6 to the French. Kadambisuggested recommending ANSI/ANS-2.26-2004, “Categorization of Nuclear FacilityStructures, Systems, and Components For Seismic Design ,” to SC6.

F. CSA/Shami Dua and Bill ReulandShami Dua provided a report on the Canadian standards. He noted that a mandated wasissued for Canadian nuclear standards to align themselves with best practices in the world.Dua stated that the association with ANS NFSC was very important to this goal. Dua informedthe committee that they formed an international task force that includes IAEA, IEC, ISO, andRCCM. He explained that the RCCM is similar to ASME International. Dua stated that if theUnited States was planning for a nuclear renaissance, it was his belief that we needed to workon harmonization.

Prasad Kadambi questioned Dua on the process that this new task force used to achieveconsensus and balance of interest. Dua replied that they had a balanced membership andthat negative ballots had to be addressed. He stated that the process was very similar to theANS process. Kadambi clarified that IAEA does not use a consensus process and that ANSIaccredited standards developers must comply with specific requirements. He added that theterm of consensus standard is much more formal in U.S.

9. New Business

A. ANS Strategic Plan/Don SpellmanDon Spellman stated that there was no update on the ANS Strategic Plan.

B. NFSC Tool Kit/Bill ReulandThe NFSC previously reviewed a revised toolkit prepared by Bill Reuland, and commentswere incorporated. Don Spellman stated that he’d like to take a thorough look at the tool kitbefore finalizing.

C. NFSC Glossary/Sheila LottSheila Lott reported that she reviewed the most current, edited glossary and had found somedefinitions missing.

Mike Wright stated that the definitions in standards were for the users while the glossary wasfor standards writers. Prasad Kadambi added that it was the responsibility of the standards

writers to standardize the definitions. Wright suggested that the NFSC choose the bestdefinition when there were variants. Mazzola commented that all variant definitions could belisted in the glossary. Prasad Kadambi added that the NFSC should evolve to have onedefinition for each term

Lott stated that she would go through and pick out the definitions that had significantvariances and would attempt to have a first cut by November 2007.

10. Other BusinessGene Carpenter, NRC, informed the committee that the NRC was looking at operating thecurrent fleet of nuclear power reactors past 60 years as they were not degrading as fast asinitially anticipated. Mike Wright felt that this was a perfect opportunity for ANS to providesomething for the future. Carpenter stated that the NRC was planning a public workshop nextyear.

The committee debated the role of consensus standards verses NEI guidance. As NEIguidance documents were not produced within the consensus process, NEI was able toexpedite the drafting process with paid writers and skip the formal balloting and public reviewprocess. Several members stated that NEI filled an urgent industry need consensus standardscould not. Additionally many felt it was ANS’s responsibility to use what we had available andgood planning to compete on a consensus standards level. It was recognized that both theNRC and NEI valued consensus standards, and the NFSC should take advantage of itsliaison with NEI through Jack Roe.

Kadambi stated that the current ANS Strategic Plan had plenty of direction to give standardsactivities and recognized the importance of standards and what we should be workingtowards.

Carl Mazzola took an action item to work with the Standards Board to determine a strategy tonarrow the gap.

Scope

The Nuclear Facilities Standards Committee (NFSC) is responsible for thepreparation and maintenance of voluntary consensus standards associated withnuclear facilities. These include power reactors greater than 200 MWt, non-reactor nuclear facilities, waste management facilities, fuel fabrication facilities,and new facilities to be developed under the Global Nuclear Energy Program(GNEP) initiative. NFSC standards address the entire life-cycle of such facilitiesincluding siting, design and construction, operation and maintenance (inclusive ofwaste management activities) and deactivation and decommissioning; as well asremediation and restoration of formerly utilized sites.

The ANS Standards Committee, through its Standards Board (SB), coordinatesall aspects of standards activities and interests within ANS and makesrecommendations to the Society on matters involving standards and theirrequirements.

The NFSC consists of the consensus committee, seven subcommittees, andnumerous working groups, and is responsible for establishing and managing theactivities of the subcommittees and working groups needed to develop proposedstandards within its scope of responsibility. The ANS focus is on design,construction and operations, while another Standards Development Organization(SDO), the American Society of Mechanical Engineers (ASME) focuses itsstandards efforts on materials used to design and construct these facilities.

NFSC Subcommittees have been established to manage the activities of theworking groups and to perform detailed reviews of proposed standards fortechnical need, relevance, and acceptability. Each subcommittee has beenassigned a unique and specific area of technical responsibility.

These subcommittees have been organized as follows:

ANS-21 Maintenance, Operations, Testing & Training;ANS-22 Systems Design Criteria;ANS-24 Modeling & Analysis;ANS-25 Siting: Environmental & Emergency Preparedness;ANS-27 Fuel Cycle, Waste Management & Decommissioning;ANS-28 HTGR Design Criteria; and,ANS-29 Advanced Initiatives (Gen III-A/V, GNEP).

Each subcommittee has established various Working Groups to develop specificproposed standards and maintain existing standards within its respective area ofresponsibility. These working groups create the text of NFSC standards andresolve review and ballot comments.

The following present brief descriptions of the scope of the Subcommittees:

Proposal to Streamline the PINS Process (Action Item NFSC 11/06-13).

NFSC Action Item 11/06-13 assigned me to determine a streamlined PINS Process. Afterreviewing the current process and existing requirements (see attached email), I developed thebelow proposal for your initial review and comment.

Points of consideration:

There is no formal documented process for review and approval of a PINS form. Thecurrent unwritten process (attached excerpt from Pat Schroeder email) appears to haveevolved over time. It approximates the consensus process for approval of a draftStandard.

The current process is cumbersome and can take up to a year to complete. Theapproval process, as currently administered, uses significant ANS resources anddramatically slows the process of Standard development.

ANSI does not require consensus approval of a PINS form. Their only requirement isthat the PINS be submitted to them before the draft is developed. Further, ANSI willaccept a revision to a PINS form at any time.

The main focus for review of a PINS review is to ensure that the project is valid andnecessary, and that it is under the management of the appropriate committee(s).

The completed PINS serves to inform ANSI of ANS Standards work in progress

Since there is currently no written guidance, I propose the following process be adopted andincluded in the appropriate committee procedures.

1. The Working Group Chair drafts the PINS form and forwards to the StandardsAdministrator (SA).

2. The SA reviews the PINS for completeness and standard nomenclature. The WorkingGroup Chair is consulted if any content is altered.

3. The SA forwards the PINS form to the appropriate Management Committee Chair, theNFSC Chair and the Standards Board (SB) Chair for a parallel review. A review periodof 30 days is standard for PINS review. The Chair may use whatever resources athis/her disposal in the review of the PINS. A full committee review is not required unlessthe Chair determines that the PINS is of a significant nature that requires full committeeapproval.1

4. Approval and/or comments shall be returned to the SA, who will reconcile anysignificant changes with the WG Chair.

5. After the comments are reconciled, the SA forwards the PINS to ANSI and notifies theWG Chair to proceed with development work.

6. A summary of approved PINS shall be presented at the next scheduled NFSC and SBmeetings. If there are significant issues raised at those meetings, a revised PINS maybe considered.

Standards Development (6/9/07 – 10/31/07)Standard Proposals: Five Project Initiation Notification System (PINS) forms were recentlysubmitted to ANSI. Proposed standards include three revisions and two new standards.(ANS-8.12, ANS-8.19, ANS-10.4, ANS-10.7, and ANS-19.12.) Additionally, 10 PINS forms arein the approval stage.

Projects at Ballot: Seven ballots have been administered since the June 2007 meeting thatincluded three new standards, two reaffirmations, one revision, and a recirculation. Five ofthese ballots are either currently open or involved in resolving ballot comments. Seven ASMEballots related to the joint standard were distributed to the RISC Committee for review andcomment.

ANSI Approvals: The American National Standards Institute granted final approval as anAmerican National Standard to four reaffirmations, one revised standards, and one newstandard. (ANSI/ANS-1-2000;R2007, ANSI/ANS-8.7-1998;R2007, ANSI/ANS-8.26-2007,ANSI/ANS-15.4-2007, ANSI/ANS-59.51-1997;R2007, and ANSI/ANS-59.52-1998;R2007)

Observers are kept apprised of committee business and may submit commentson projects of interest.

Volunteer DatabaseWith a recently acquired new server at ANS, work has begun on the volunteer database. TheANS IT Department is anticipating a skeleton of the database to be completed by the end ofthe year.

Standards Clarification Issues

The following two issues have been identified with clarifications to Standards:1. Customers i.e. Standards Users are not satisfied with the time required to get a

response once they submit a question.2. Working Group Chairs express frustration over having the right people still involved who

are able to provide the perspective or intent from previous revisions of a standard.

Discussion:The clarification process is well delineated and is clear. In regard to taking a long time toanswer requests for clarifications, the issue is having the commitment to provide either aclarification or the answer to a question in a timely manner. We should have the expectationthat a question would be answered in weeks, while a clarification should be within 90 days.For clarifications we need to utilize conference calls and ballots between meetings to expeditethe process.

When there aren’t enough of the original committee members still participating to clarify aprevious standard revision, there are two options, in my opinion. First, in the event of aquestion on a previous rev of a standard, the existing committee can make a recommendationbased on their knowledge of the revision in question, or the Subcommittee chair could make arecommendation to the NFSC

The ANS Standards Policy Manual addresses the issue with the following guidance in section4.3: A request for clarification or generic interpretation shall be sent to the chairs of the

responsible subcommittee and consensus committee. If the responsible working group isavailable or can be reconstituted, the subcommittee chair shall request that it develop asuitable reply. The working group’s reply shall be voted on by the subcommittee. Uponachieving subcommittee approval, clarifications shall be sent to the SB Chair through theconsensus committee chair; generic interpretations shall be sent to the consensus committeefor consensus ballot prior to sending the reply to the SB Chair. The consensus committee mayalso vote on a clarification if deemed appropriate by its chair. In the event the subcommittee isnot considered by the consensus committee chair to be broadly enough constituted to performan adequate review, the sole voting process on a clarification shall be performed by theconsensus committee. If an appropriate working group is not available to make a timelyresponse, the reply shall be developed and reviewed by the subcommittee. The reply shall besent to the consensus committee for vote (in the case of a clarification) or for ballot (for aninterpretation). Upon consensus for approval the reply shall be sent to the SB Chair.

Recommended Actions:1. Establish a goal for the working group to provide an answer to a request for clarification

within 45 days of the request, the consensus committee and Standards Board shouldrespond ballot the clarification within the next 30 days, and the answer should beprovided to the requester within 90 days of ANS receiving the request.

ASME NQA Liaison Report to ANS NFSC

This report is from the ASME NQA liaison representative from to ANS. (Therepresentative also serves as the ANS Nuclear Facilities Standards Committee liaisonto ASME NQA.)

Status of ASME NQA Committee Activities

The ASME NQA Committee met in Minneapolis on October 8-10. The undersigned wasnot in attendance for the first time in over twelve years.

The main focus at the meeting included working sessions to facilitate final resolution forNRC endorsement, strategic planning, final touches for the 2008 edition due out inmarch and the potential role of the standard in the new generation pilot plants beingconsidered by utilities. All the NRC concerns have now been satisfactorily addressed,including several that were resolved during the meeting. There continues to beprogress by the NRC for endorsing the next version of the ASME NQA -1.

Discussions with the Chairman concerning the merits of combining ANS 3.2 with ASMENQA -1 led to tabling this subject until the spring meeting. The timing for bothdocuments is not optimum right now but can be explored for the next revisions in the2010 time frame.
