Items in this catalog are either stock items orspecial order items.

Collective protection for civil defenseA nuclear, biological, and chemical (NBC) saferoom protects its occupants from inhalingharmful or deadly airborne toxins such as veryfine particles of radioactive fallout, biologicaltoxins, and chemical agents. In the past, theUnited States Government has poured extensiveresources into providingthe best information (atthe time) for theprotection of its citizensfrom NBC warfareagents. This is not thecase today.

For protection of theU.S. population we havethe governmentwebsite:www.ready.gov. Itsuggests duct tape andplastic, then wait forfurther officialinstruction. Although thetape and plastic methodwould offer someimmediate short termprotection from low leveltoxins at lowconcentrations, it wouldbe, at best, a short termsolution. Mostgovernments tend toonly recommendemergency proceduresthat can be afforded byall their citizens.

As a contrast to mostgovernments, bothSwitzerland and Israelrequire, and subsidizethe cost of, NBC saferooms in apartment buildings. They have strictstandards in place governing both theconstruction of the room and the ventilationequipment protecting the room.

For protection of some of our military personaland government officials, the U.S. Department ofthe Army - Corps of Engineers has standards bywhich NBC airborne toxic free areas must comply.These standards dictate the differential pressurein the safe room (protected space) as well as thedesign of the NBC filter/ventilation system.

The main reasons whyan un-pressurized roomwill not protect theoccupants for very longis that the room"breaths" - in otherwords, it leaks air bothin and out through thecracks as the externalatmospheric pressurefluctuates - due wind orother atmosphericvariables liketemperature, andbarometric pressureswings due toapproaching weatherfronts. Air constantlytries to normalize itspressure andtemperature betweendifferent variants - as itdoes this, it brings withit whatever that aircontains. Also, in asealed room, there is noaccommodation toreplenish oxygen andexpel the exhaledcarbon dioxide of theoccupants.

In order to create andmaintain overpressureas well as give the

required air exchanges to support the air supplyneeds of the sheltered occupants, a safe roommust be equipped with true positive pressureNBC filter/ventilation unit and a means of ametering the exhaust air out of the protectedspace.

Safe Cell System Components

The American Safe Room Safe Cell NBC airfiltration systems are positive pressure NBCfilters designed to meet the critical requirementsof the US Army Corp of Engineer’s documentnumber ETL 1110-3-498 - Design of CollectiveProtection Shelter to Resist Chemical, Biological,and Radiological (CBR) Agents. This provendesign has been deployed worldwide togovernments, militaries, and civilians in blast andfallout shelters, command bunkers, and militaryvehicles. It has been submitted to the US StateDepartment who issued a Commodity Jurisdictionruling it to be a Class XIV munition by thebecause of it’s effectiveness in filtering warfaregases and particulates.

This series of filters all have a system airflowrating of 100 cubic meters per hour of filtered air.You can get them a variety of voltages fordifferent applications. See pages 7 and 8 formore information.

The Safe Cell and it’s related components havebeen especially designed with the end user andinstaller in mind. All components are turn keysystems - including all components, hardware,and step by step technical documentation foreasy installation.

DescriptionThe Safe Cell is an NBC air filtration systemdesigned to overpressure a protected space. Itmounts on a wall, connects to an air intake pipeand contains a bank of filters and a blower (fan).

This model features a built in power supply thattrickle charges a user-supplied 12 volt battery,automatically reverts to the battery when the ACpower drops out, then automatically reverts tothe AC when it comes back online, and thenautomatically recharges the battery.

Overpressure Valve

DescriptionThe Overpressure Relief Valve is a diaphragmvalve that uses gravity to properly calibrate theopening pressure.

It is used to meter the air flowing out of yourshelter. The opening pressure of this valve hasbeen calibrated to work with the Safe Cell tocreate and maintain positive pressure in yourprotected space.

The valve is normally closed and opens when theair pressure inside the shelter has reached thefactory set release point of 0.3 inches of watercolumn.

These valves can either be mounted on a wall orceiling or directly onto a Blast Valve. Please seethe following page for the differentconfigurations.

DescriptionThe Automatic Ventilation System will providedaily unfiltered ventilation to an undergroundshelter in order to evacuate moisture and odors.

It mounts on a wall adjacent to the Safe Cell.

The quick connect hose allows easy operationusing the air intake hose from the Safe Cell andthe existing ventilation pipes.

The blower is a marine grade, long life airhandler that is controlled by the timer.

Blast Valve

DescriptionThe automatic double acting Blast Valves areused to protect the Safe Cell and the occupantsfrom the high pressure wave caused by a nearbydetonation.

These valves are designed to mount onto aconcrete wall or ceiling over the air intake andoutflow pipes with the included wedge anchors.

The internal valves are normally in the centralneutral position and then automatically slam shutwhen the initial blast wave from an nearbyexplosion hits and then automatically closes asecond time when the vacuum that follows thepressure wave hits.

The Blast Valves need to be used on every portalin your shelter. The air intake pipe and the otheron the air outflow pipe need blast protection andany other portal - such as septic vents.

DescriptionThis Blast Door is designed to withstand a 50 PSI(3.4 bar) pressure wave and a 14.5 PSI (1 bar)rebound load. It must be installed with the doorseated toward the pressure threat (usuallyoutward).
