The Emerald Necklace is a visionfor an interconnected loop of parks andgreenways connecting 42 cities and over2,000,000 residents of the Ro Hondo andSan Gabriel River Watersheds in the LosAngeles County. The network serves 62cities in the San Gabriel Valley and GatewayCities Region with a population of 3.7million residences. Nestled in the heartof the San Gabriel Valley and extendingthrough the Gateway Cities, down to thePacic Ocean, the necklace will providedesperately needed recreational areas forcommunities suffering from health challengesand social issues associated with a lack of open space and recreation opportunities.Over the course of the past ve years,

Amigos de los Rios, as a non-prot, has worked as a liaison between community andpublic agencies to facilitate the collaborative effort known as the Emerald Necklace.Amigos de los Rios Emerald Necklace Vision Plan (2005) outlined a detailedstrategy for the development of a multi-benet river parkway to help catalyze change inthe way we plan and grow our cities. Implementing the Emerald Necklace is a critical stepfor the San Gabriel Valley and Gateway Cities. We need to work proactively togethertowards an Environmental Renaissance to reverse environmental degradation, connectcommunities to opportunities for recreation; make a commitment to completing thiswonderful network of parks so as to re-establish a balance of open space and urbandevelopment for our regions prosperity, economic health and sustainability.Many of our youngest residents are not aware of or connected to the natural beautythat exists within the urban environment; as a result, Nature Decit Disorder isrampant. Being committed to the Emerald Necklace is also a conviction that we mustcollaborate effectively, invest in training a new generation of civic leaders, and create anew class of Green Collar Workers in the process. In cooperation with the San GabrielValley Conservation Corps, the Green Collar initiative will train over 5,000 individuals.Implementing the Emerald Necklace Open Space Vision is a daily, multi-ethnic, multi-disciplinary, and multi-generational effort to restore the health of our watersheds and inso doing establish a new balance of knowledge and civic empowerment.

The Emerald Necklace greenway vision projects a 68 mile interconnected actitransportation multi benet trail network touching 67 cities and nearly 3.7 Mresidents. The Greenway will provide much needed recreation areas for com-munities su ering from lack of access to open space including obesity, asthma Type II diabetes and hypertension. The Emerald Necklace has the potential tobecome a world-class urban park network. This collaborative project is inspirby the 1929 Olmsted Bartholomew plan for the Los Angeles County Region aincludes habitat restoration, water and air resource protection, multi modaleducation and job training opportunities.

The Necklace and its jewels will signicantly enhance quality of life forresidents of the region for generations to come.

The Emerald Necklace

The Emerald Necklace is a vision for a 68 mile interconnected network of multi-benet trails, parks and greenways touching 42 cities andearly 2 million residents along the Rio Hondo and San Gabriel Rivers. The network of trails will connect 2,500 acres of parks, open spacesnd habitat corridors while re-connecting the historically linked Rio Hondo and the San Gabriel Rivers. The multi-benet park & trail network

will provide critical recreation opportunities and foster public health. The network serves 62 cities in the San Gabriel Valley and GatewayCities Region with a population of 3.7 million residences.

Green Infrastructure: (At a glance)

Urban Biodiversity & Habitat Restoration: Habitat Restoration provides the platform for the development of UrbanBiodiversity, and a Regional Conservation effort.

Nature and Cultural Heritage: With restoration of habitat, the original character of the land and the peoples of the pastome back to life. The history of Mexican American, the barrios and the Native American peoples is highlighted .This gives generations of theresent and future a glimpse of the past.

ublic Health and Recreation Opportunities: The Emerald necklace provides critically needed recreation opportunitiesor residents suffering from chronic diseases such as hypertension, asthma, diabetes and obesity. It creates alternative transportation corridorswith opportunities to walk and bike to work or school.

nvironmental Health and Restoration: Environmental restoration and Environmental Health go hand in hand. Cleaningp blighted areas and doing habitat restoration intrinsically improves the health of the greater interconnected biological ecosystems.

Access to Nature/Multi Modal Learning for Under served Youth: Natural settings make for a dynamic learningnvironment which has been strongly linked with better performance at school. Outdoor Classrooms address the disconnect urban youthace with nature.

Youth Job Training: The Amigos de los Rios Green Jobs Corps program not only creates jobs in a much needed economy, but isble to give youth the skills and experience to ll those positions in the new emerging green economy.

Water Resource Management: Amigos provides water quality management along with nature conservation through NPDESnd stormwater treatment. Additionally, the projects along the Necklace improve water quality, as well as encourage conservation, by utilizingustainable landscaping practices (by the use of: swales, porous pavement, recycled water, water recovery & recharge).

Transportation Corridor Alternative: The Emerald Necklace is an alternative to the monotonous days of driving in aar. Our trails allows community members to walk, run, bike, horseback ride, and many other types of transportation other than the use of utomobiles. The Emerald Necklace also allows cross community traveling, letting us interact with our neighboring cities.

Climate Change, Heat Island Mitigation and Community Forestry : Greenhouse gases are emitted as a resultf the energy we use by driving and using electricity and through other activities that support our quality of life such as growing food andaising livestock. Greenhouse gas emissions can be minimized through the creation of the Emerald Necklace.

EMERALD NECKLACE

Amigos de los Rios , a non-prot organization working in conjunction with public and private sectorpartners, is a leading advocate for enriching the quality of life for residents in Southern Californiathrough enhancing access to recreational opportunities and improving the quality of open spacewithin the region. Since 2003, Amigos has convened and facilities a coalition of public agencies, andprivate partners to create a vision and implementation plan to expand the Emerald Necklace GreenInfrastructure.

READINESSUnder its direction, many active and passive recreational projects located within the Emerald Necklace(the area of land located between the San Gabriel and Rio Hondo Rivers) have been completed orare currently under construction, with many more in the initial planning stages. Additionally, Amigosde los Rios has several projects that could commence with construction immediately but cannotproceed without a committed funding source. Compatibility with Green Infrastructure IniativesIn all of its projects, Amigos de los Rios utilizes a holistic approach to conservation that encompassesthe needs of the environment, the economy, and social equity. Open space, parks, wetlands, andother types of green infrastructure are critical components to maintaining a high quality of life forurban residents, especially those living in built-out environments like the San Gabriel Valley. Greeninfrastructure also plays an integral role in furthering environmental efforts aimed at reducingthe carbon footprint of urban residents, especially in regards to air and water quality and habitatconservation and restoration.

Replication to Other Geographic AreasGovernmental agencies and non-prots have all been mandated to develop and manage scarceopen space assets in a sustainable manner, and the knowledge, resources, and solutions created inconjunction with the Emerald Necklace effort can serve as a model for future efforts elsewhere.The complexity of the issues involved requires initiatives that are innovative and progressive, andthe proponents of the Emerald Necklace and other similar programs are well-suited to capitalize onfuture funding opportunities and achieve positive change to the urban environment.

EMERALD NECKLACE ACCORD 2005

THIS EMERALD NECKLACE ACCORD (hereinafter, Emerald Necklace Accord) is entered into

by and among municipalities and agencies of the San Gabriel Valley and Gateway Cities Region (the

Emerald Necklace Agencies) for the purpose of establishing a network of support, cooperation andcollaboration among Agencies of the San Gabriel Valley and Gateway Cities Region to preserve the rivers

and tributaries in this Region for recreational, open space and native habitat conservation/restoration

purposes. In addition to municipalities, agencies will include water districts, utility companies, County

agencies, conservancy agencies, and other relevant entities.

R ECITALS

WHEREAS, the Emerald Necklace Agencies recognize that the increasingly urbanized development

of the San Gabriel Valley and Gateway Cities Region has reduced the amount of available recreational space

and open space for its residents;

WHEREAS, the Los Angeles, Rio Hondo and San Gabriel Rivers and their tributaries (collectively,

the Watershed) are part of a significant ecological area that is home to a rich variety of plants and animals

and provides a welcome sanctuary for the people who call this Region home;

WHEREAS, the collaborative efforts of the Emerald Necklace Agencies to preserve the Watershed

is urgently needed to protect this ever shrinking sanctuary for humans and wildlife.

NOW, THEREFORE, the Emerald Necklace Agencies agree as follows:

SECTION 1. The Emerald Necklace Agencies acknowledge and agree that:

(a) The Watershed is a precious and invaluable recreational and environmental resource

conferring both tangible as well as intangible benefits to the health and welfare of the

residents of the San Gabriel Valley and Gateway Cities Region;

(b) The preservation of the open space in the Watershed for purposes of recreation,

education and native habitat preservation/restoration is a highly desirable regional

objective. Recreational use includes, but is not limited to, trails for walking, jogging,

bicycling and equestrian use;

(c) In conjunction with the preservation of open space, we agree that a sustainable vision for

water usage and the protection of water resources in the Watershed including water

conservation, water quality protection, and flood management necessitate a multi benefit

approach to greening projects conceived and implemented;

(d) Fulfillment of this objective is best achieved by the cooperative efforts of agencies in the

region;

(e) The efforts of any one Emerald Necklace Agency to preserve the Watershed produces

benefits for the residents of the San Gabriel Valley and Gateway Cities Region as a

whole by enhancing the overall beauty and value of this precious regional resource;

(f) The Emerald Necklace Agencies demonstrate that preservation and development of

open space in the Watershed is an important regional objective and will increase the

likelihood of outside funding support for such efforts;

(g) Preservation of open space in the Watershed enhances property values and the quality of

life for the residents of the San Gabriel Valley and Gateway Cities Region while also

creating invaluable educational opportunities for the youth of the Region;

(h) Providing meaningful educational and training opportunities for youth living in the

Emerald Necklace region is a critical component for the development and long term

maintenance of the open space network.

SECTION 2. The Emerald Necklace Agencies agree to review and consider requests for mutual

support from one to another in the form of resolutions and correspondence voicing support for the efforts of

any one of the Emerald Necklace Agencies to secure grant funding for the preservation/restoration/operation

of any portion of the Watershed for purposes of multi benefit projects fostering community health, passive

and active recreation, environmental education, native habitat preservation, and open space in the common

interest.

SECTION 3. The Emerald Necklace Agencies agree to foster greater dialogue concerning ways in

which the Emerald Necklace Agencies can work together to develop a sustainable vision for the health and

welfare of residents through a coordinated plan for the preservation and enhancement of open space in the

Watershed for purposes of recreation, environmental education, development and enhancement of regional

trails, (including, but not limited to, trails for walking, jogging, bicycling, and equestrian use), native habitat

conservation/restoration, water conservation, and protection of water resources. We agree to adopt a multi-

benefit approach to greening projects conceived and implemented to include: passive and active recreation,

water conservation, water quality protection, flood management, environmental education, and habitat

enhancement and management for vector prevention.

SECTION 4. This document is not intended to create any financial obligation or commitment on

the part of any one of the Emerald Necklace Agencies. In order to be as effective as possible each Emerald

Necklace Agency may want to provide grant writing and other in kind staff resources in response to

opportunities that arise for developing the Emerald Necklace. Any one of the Emerald Necklace Agencies

may opt out of this Emerald Necklace Accord upon giving 30 days written notice to the other Emerald

Necklace Agencies listed on the membership list (as updated) referred to in Section 5 below.

SECTION 5. Each agency signing this Emerald Necklace Accord shall be designated an Emerald

Necklace Agency. Each such agency may sign individually and Amigos de los Rios shall coordinate the

distribution of true and correct copies of the fully executed document to all of the Emerald NecklaceAgencies. The Amigos de los Rios shall have the responsibility of maintaining a list of the Emerald

Necklace Agencies, including the address, telephone number, and name and email address of the contact

person for each Emerald Necklace Agency, and shall provide a current membership list to each Emerald

Necklace Agency on or about October 1 st of each year. The Amigos de los Rios shall also notify each

Emerald Necklace Agency in writing (which may be by email) of changes in the membership list, including

new members and changes in contact information, when the Amigos de los Rios is made aware of such

changes.

SECTION 6. Each Emerald Necklace Agency signing this accord commits to be an active

supporter and participant of the process, attending regular meetings, participating in exchange and

dissemination of information, and relevant tasks required to advance the development and implementation of

the regional vision.

SECTION 7. The primary purpose of this document is to build consensus and shared vision for

the principles of the Emerald Necklace and thereby to provide a coordinated network of agencies to offer

support for grant applications and other fundraising, awareness building initiatives required at this time. Asresources become available we will address the need for a more formal governing structure for efficiently

directing the funds towards implementation, maintenance, ongoing education, and youth training for the

Emerald Necklace as appropriate. For now, funding received by individual agencies for projects related to

the Emerald Necklace will be managed by the individual agency receiving the grant award.

IN WITNESS WHEREOF, the Emerald Necklace Agency listed below has executed this Emerald

Necklace Accord as of the date written indicated below the signature of such agency.

SYMBIO-GENESIS The work we have completed to date has been done with a wealth of committed co - leaderpartners. The City of El Monte has taken a proactive leadership position in the implementationof the Emerald Necklace. Our partners across divisions of the County Department of PublicWorks, Army Corp of Engineers, Law Enforcement and Social Service providers as well as withour own the Board of Directors and Board of Governors provide us breadth and depth of visionand experience. We work with local School Districts, fellow community based organizations, todemonstrate that natural and cultural histories are inextricable we see the Emerald necklaceas a regional urban conservation effort and cultural corridor where multi-modal learning, andgreen job training unfold in the urban environment. The Rio Vista park project is a rehabilitation of an exsiting park to make it an educational and historic resource. The park has been greened with native plants, and a playground will be developed along with a place for exercise, while therich history of the site will be highlighted by signs and displays discussing topics of local history and culture. In addition tobecoming a state of the art recreational and educational site, our hope is to better connect the community to the park and river, the school district to the park and to the river, and in so doing to establish vital connections between the park and greater network of regional natural resources

TheTongva/Gabrielino lived,forthousands of years,in thearea thatis now coveredby LosAngeles Countyand parts of Orange County.They started each day with a prayer to bringout the sun and bathed in the waters of theriver. Food was abundant and men chantedwhile fishing and hunting,women sang whiletheygathered plants,seeds,and shell fish,andchildrenlaughedwhile playinginthe river.Thesound of Shamans chanting in their sacredhouse wasever present. Ifyou listen closely,you can still hear the Shamans chants in thewind and theirwhispers in thewater.

Tongva/Gabrielino hunted and fished the seaingreatredwoodandpineblankcanoescalledTe-ott and fished along the shore using largetule canoes.They also crossed to the islandareas to trade with their fellowTongva whochoseto inhabittheisland areas.

Theyspent themonths fromspring to fallgatheringfoodandpreparingitforthe restof the year.They also gathered reeds and

grass to make the different items theyneeded for daily life.Their houses weredomeshaped,and weremadebybendingand tying willow branches into theshapeneededandriverreedsandgrasseswerethenattachedas thatching.The domeshadoneentranceandasmokeholeintheceilingtoletoutthesmokefromthethesmall firethatwas used forlightandforkeeping warm.

Plantsand animalscouldnot becollectedorhunted unless prayerswere madetoaskthepermissionoftheplantandanimalpeople. Songs weresung and melodieswere hummed to ensure the goodnessofthefoodandtomaintaintheallimportantbalanceand connectionin nature.

Tongva/Gabrielino,through their cultureand rituals,havemarked an importantera in the historyof this area and theirsignificancewill foreverbe present.
