Introduction

On request of the Main Department of Civil Service of Ukraine, Ukrainian-European Policy and Legal Advice Centre (UEPLAC V) has undertaken the analysis and assessment of the implementation in 2008 – 2009 of the State Targeted Program for Training, Re-training and Advanced Training of Specialists in the Sphere of European and Euro-Atlantic Integration for 2008 – 2011 (hereinafter referred to as the Program).

The engagement of UEPLAC to perform this assessment demonstrates that the Main Department of Civil Service of Ukraine (hereinafter referred to as the Main Department) is open to an independent assessment of its performance regarding the Program implementation. It also indicates that the Main Department has employed new approaches to the Program implementation. This practice should be followed by other government agencies carrying out government Programs, particularly in the area of European integration.

The goal of this document is to summarize the findings of the analysis and assessment of the implementation of the Program in 2008 – 20091. Based on this, recommendations have been formulated to enhance implementation of the Program, which can be used when implementing it in 2010 – 2011 and when preparing amendments for it.

When assessing the Program implementation measures in the reporting period, the context in which the Program was being implemented was taken into account.

After completion of the previous Program that was carried out in 2004 – 2007,2 the Government of Ukraine stated that as of June 2008 the staffing level of government agencies and local self-government authorities was inadequate for a full-scale implementation of the government policy in the area of European and Euro-Atlantic integration of Ukraine3. That is why the Government of Ukraine had initiated the development of a new Program with a particular emphasis on the need to create an effective system for training, retraining and qualification improvement for specialists working in the area of European and Euro-Atlantic integration. Creation of such a system was viewed as a precondition for finding a proper solution for the problem of shortage of such specialists available for government agencies and local self-government authorities.

Taking into account the above considerations, when performing the analysis and assessment of the Program implementation in the reporting period, UEPLAC was looking not only at the implementation of quantitative parameters (such as number of specialists trained, regulatory instruments prepared, etc.), but at the implementation of the tasks relating to the institutionalisation of the system for training, retraining and qualification improvement of specialists.

The methodology for carrying out the analysis and assessment of the implementation of the Program was based on the comparative analysis, under which, in particular, the measures planned within the framework of the Program were compared with measures actually taken to implement the Program. planned tasks with the results of actual measures carried out by the School as principal entity responsible for implementation of the Program.

In the course of the preparation of the document:

– the Program and the Plan of measures for 2009 concerning implementation of the Program, approved by the order of Golovderzhsluzhba were analysed;

– empirical data relating to the Program implementation and the Plan of measures in 2008 – 2009 were collected from the School of the Higher Corps of the Civil Service and other implementing entities;

– the analysis and assessment of the Program implementation were carried out;

– the recommendations were developed with a view to improving the effectiveness of the Program implementation in the future.

In the course of the analysis and assessment the principal focus was on the following parameters:use of new approaches in the implementation of the measures of the Program, completeness of the implementation of the measures, timeliness of the implementation, proportion of implemented and not-implemented measures in the reporting period relative to the total scope of measures envisages under the Program.

The structure of the document provides for three sections. Summary findings of the study are presented in the format of the table containing the analysis of the implementation of the Program and its assessment by each of the tasks envisaged by the Program. A separate section includes key findings on the state of implementation of the Program. The recommendations aimed to enhance implementation of the Program in the future complete this document.

of the State Targeted Program for Training, Re-training and Advanced Training of Specialists in the Sphere of European and Euro-Atlantic Integration

for 2008 – 2011

1. The overall context for the implementation of the Program in the reporting period

Asserting the need to create an effective system for training, retraining and qualification improvement for specialists working in the area of European and Euro-Atlantic integration4, the Program stresses that this goal needs to be achieved on the basis of new approaches. Such new approaches must be followed, first of all, when managing the process of the implementation of the Program (in particular, assigning coordination and control functions to the Main Department), as well as when identifying the training needs and ensuring quality of the training process.

The analysis of the Program implementation has demonstrated that in the reporting period both new and past approaches to the implementation of the Program were applied.

Thus, on the basis of the new approaches:

– target trainee groups for qualification improvement were formed in a way reflecting functional competences, position rank and area of activity;

– measures aimed to attract international technical assistance for implementation of the Program were taken;

– public organizations were engaged in the implementation of the measures of the Program.

Certain measures were carried out using both new and past approaches, for instance:

– a list of job positions of specialists requiring intensive language training was prepared;

– educational institutions have developed training Programs addressing specific needs;

– a list of providers of educational services has been prepared.

Some tasks were performed under approaches employed under the previous Program (2004 – 2007), in particular:

– gauging the needs of government agencies and local self-government authorities in specialist training, analysing composition of groups of government employees and officials of local self-government bodies for purposes of formation of the government order for trained specialist personnel and drawing an annual schedule for training, retraining and qualification improvement for specialists, including training in languages;

– determining the structure, scope and substance of training, retraining and qualification improvement of specialists;

– developing qualification requirements to job positions to be filled by the specialists, taking into account a foreign language proficiency requirement;

– developing and publishing methodological and training manuals, including instruction materials relating to study of foreign languages, collections of regulatory instruments concerning European and Euro-Atlantic integration issues, and supplying such to libraries of educational facilities selected on the competitive basis.

Undoubtedly, such a combination of the approaches did complicate the implementation of the Program in the reporting period. However, the reasons that had caused this situation were of an objective nature and were not linked to the principal implementing entity for the Program. This document did not provide for a preparation period during which the principal implementing entity would be able to draft and approve regulatory instruments establishing new approaches to the specialist training. Instead, the document specifically requires parallel training of a specified number of specialists and creation of an effective system through formation of a relevant regulatory-legal framework.

Besides, implementation of the Program during the reporting period was complicated by other unfavourable factors as well.

Firstly, implementation of the Program was negatively impacted by the absence of a unified government Program (strategy) for Ukraine’s European integration5. Today, there are three separate sector-specific government Programs regulating particular components of the policy of the European integration of Ukraine6. This situation makes it difficult to identify the training needs and training content (who should be trained and what should be taught).

Secondly, due to the substantial delay with the approval of the Program (November 2008), the quantitative parameters set for 2008 could not be achieved at all. Actually, the training of specialists began as late as in September 2009, since it was not possible to commence the training process earlier (spring session, 2009) due to the lack of the necessary regulatory-legal framework7

and delayed approval of volumes of a government order for training of specialists for government service needs (June 2009)8.

Thirdly, one of the major obstacles to proper implementation of the Program in 2008 – 2009 was the inadequate financing of the Program from the state and local budgets.

Although it had been planned to provide funding in the amount of 10.4 mn UAH in 2008, in fact nomoney was provided from the state budget for implementation of the Program. In 2009 under the projected figures for funding for the Program implementation 15.2 mn UAH from the state budget, 8 mn UAH from local budgets and additional 0.88 mn UAH from other sources were to be allocated. Instead, in 2009 as little as 9.55 mn UAH was provided for the implementation of the Program. 5 The strategy for Ukraine’s integration to the European Union, which was approved by Order # 615/98 of the President of Ukraine of 11 June 1998, had specified the principal priorities for executive government agencies only for the period until 2007.

A problem that should be addressed separately is that of late provision of funding from the state budget to the principal implementing entity for the Program, where over 50% of all planned funding was delivered as late as in December of the respective budget year. Accordingly, lack of funding prevented the principal implementing entity from signing contracts with educational institutions for the training of specialists.

And fourthly, we should note the delayed commencement of the implementation of the planned specialist training indicators, which actually started in September 2009. This was caused, in particular, by the Cabinet of Ministers of Ukraine’s making a decision on the government order for services as late as in June 2009, and by the summer vacation season.

2. Implementation of the Program in the reporting period

2.1. Setting up and developing agencies responsible for implementation of the Program

Under the Program, the Main Department’s function was to coordinate and monitor implementation activities relating to the Program. Golovderzhsluzhba designated the School of Higher Corps of the Civil Service, which was established by the end of 2008, principal implementing entity for the Program, having delegated to it all necessary powers.

For purposes of implementation of the Program, the Main Department has created the Coordination Council and Interagency Expert Group for issues that concern training, retraining and qualification improvement for specialists working in the area of European and Euro-Atlantic integration, as well as approved their structure and operating procedures9. During the year their composition was upgraded10. These institutions were established on the basis of new approaches, and, in particular, the Coordination Council included representatives of public and donor organizations.

Therefore, based on the results of the reporting period, the formation of agencies ensuring implementation of the Program has been largely completed.

2.2. Development and adoption of regulatory instruments needed for implementation of the Program

In order to implement the tasks of the Program, the Main Department has developed and adopted 7 regulatory instruments (of 10 planned for 2009). Also were prepared 3 draft regulatory instruments, which are currently reviewed by the government agencies concerned11. Approval of these instruments enabled implementation of specific measures aimed to train specialists in accordance with the Program.

Therefore, based on the results of the reporting period, formation of the necessary regulatory-legal framework was completed. 2.3. Coordination of Program implementation activities

The Program has clearly identified Golovderzhsluzhba as institution that must coordinate activities of government agencies and local self-government authorities relating to the implementation of the Program.

The Main Department has initiated and carried out a series of communication measures with a view to ensuring horizontal cooperation with the central executive government bodies, including those that are immediately involved in the implementation of the Program. Under the initiative of the Main Department, in every central executive government body (CEGB) an official was designated as responsible for implementation of the Program by this body (head of the personnel department or representative of the relevant structural unit).

The Main Department has organized and carried out the training for coordinators and responsible officials designated by CEGB for issues that concern implementation of the Program, as well as seminars for educational institutions providing educational services within the framework of the Program.

Therefore, in the reporting period the principal implementing entity has ensured coordination of the implementation of the Program by relevant institutions.

2.4. Implementation of planned parameters of the Program relating to specialist training

During the reporting period the problems concerning implementation of the planned parameters relating to the training of specialists arose due to, primarily, late and inadequate funding from the state budget provided for the implementation of the Program12.

In this conjunction, the problem of identifying priorities in the implementation of the tasks of the Program arose. Since training and retraining of specialists is primarily focused on academic training, whereas qualification improvement is aimed at practical needs of specialists, the Main Department had passed a decision to implement qualification improvement of specialists only13.The Main Department had reasonably favoured the form of training which ensures preservation of the personnel potential of government agencies and rapid application of the obtained knowledge by the specialists in their practical activities.

Application of this approach allowed almost complete implementation of the planned parameters of the Program in the part concerning qualification improvement of specialists and language training, and in the part concerning qualification improvement of specialists in the area of European integration the fulfilled parameters exceeded the planned ones14.

2.5. Development of methodology and instruction manuals

Development of methodology and instruction manuals for issues that concern European and Euro-Atlantic integration is an important part of achieving the goal set forth by the Program. However, in the reporting period the preparation and publication of methodology and instruction manuals, including those relating to foreign languages, collections of regulatory instruments and providing such to libraries of educational institutions, just started. According to results of the reporting period, this work has not been completed15.

2.6. Principal financial parameters

To implement measures of the Program in 2009, the Main Department had spent 4.6 mn UAH, whereas 3.7 mn UAH was reallocated to another budget program.

2.7. Attracting international technical assistance to implement the Program

During the reporting period the Main Department has succeeded in implementing measures aimed to engage international technical assistance projects (in particular, UEPLAC) and use the EU Twinning and TAIEX institutional development instruments.

In the reporting period, introduction of new approaches to creation of an effective system for training, retraining and qualification improvement for specialists working in the area of European and Euro-Atlantic integration was commenced.

Golovderzhsluzhba has succeeded in creating a system of institutions responsible for the implementation of the Program, and to organize their operation as well.

However, in 2008 – 2009 the principal implementing entity had ensured implementation of merely a part of the planned parameters of the State Targeted Program for Training, Re-training and Advanced Training of Specialists in the Sphere of European and Euro-Atlantic Integration of Ukraine. This was caused primarily by factors of objective nature, mostly by the funding deficit and lack of time needed to prepare for implementation of the Program.

RECOMMENDATIONS to improve implementation in 2010 – 2011

of the State Targeted Program for Training, Re-training and Advanced Training of Specialists in the Sphere of European and Euro-Atlantic Integration

for 2008 – 2011

The following recommendations have been formulated by UEPLAC based on the results of the analysis and assessment of the implementation of the Program in 2008 – 2009 and are aimed at suggesting possible ways for strengthening the effectiveness of implementation of the Program in the future years.

Recommendations of general nature

1) With a view to properly achieving the Program’s objective, which is to create an effective system for training of specialists and to fully implement the Program’s planned indicators as regards providing the government agencies and local self-government authorities with specialists, it is recommended, when implementing the tasks of the Program in the following years, to apply, to the maximum extent possible, the new approaches specified in the Program.

2) Creation of an effective system for training, retraining and qualification improvement for government specialists will be more productive if projected results (indicators) of the implementation of this segment of the Program’s objective are endorsed16. Introduction of such parameters (qualitative and quantitative) will enable the Main Department to more effectively perform coordination and monitoring of the implementation of the Program.

For instance, the Program has set forth a task of «examining the needs of government agencies and local self-government authorities in specialists’ training, and performing the analysis of personnel composition for government employees and officials of local self-government bodies for further use to formulate the government’s request for trained personnel». This rather general task can be made more specific through establishing the following projected results (parameters): a) the government bodies and local self-government bodies’ submitting reports on the findings of the study of the demand for specialists and analysis of the personnel structure; b) the Main Department’s compiling an annual summary report on the findings of the studies of the demand for specialists and analysis of personnel structure; c) forming a unified database of needs of government agencies and local self-government authorities in specialists training.

3) To ensure a systemic approach to the implementation of both components of the Program’s objective, and to make a clear account of key problems that need be addressed in the course of the implementation of the Program, it is recommended to consider the appropriateness of modifying the Program’s structure.

The existing structure of tasks and measures of the Program has some weaknesses that complicate its implementation, including implementation of the coordination function by the Main Department. Thus, there is not always a logical connection between separate tasks and

measures, which leads to artificial grouping or separation of different measures aimed at achieving the same objective17.

We propose to structure the tasks of the Program as follows:

A. Creation of an effective system for training, retraining and qualification improvement for specialists working in the area of European and Euro-Atlantic integration:

a) enhancing a mechanism for identifying the needs in specialists;

b) formation of a network of educational institutions providing educational services;

c) improving quality of educational services provided by educational institutions;

d) raising the effectiveness of coordination and controlling activities relating to the implementation of the Program;

e) engaging international technical assistance in the implementation of the Program.

B. Providing government agencies with trained specialists:

a) qualification improvement of specialists;

b) foreign language training for specialists;

c) training and retraining of specialists.

4) In UEPLAC’s opinion, under conditions of absence of a government Program (strategy) for European integration of Ukraine, the Ukraine – EU Association Agenda (hereinafter – the Agenda) can serve as document defining a scope and volume of government agencies and local government authorities in the area of European integration18 in the short-term and medium – term future19. Focusing on the tasks defined in the Agenda will let determine the scope and volume of knowledge needed to specialists involved in their implementation, and, correspondingly, organize the training process (contents of training Programs and methodological and instructional materials, selection of instructors).

As a result of such a role assigned to the Agenda, implementation of the Program will be centred on priorities of this document, for instance:

– Government agencies and local self-government bodies, when analysing personnel structure and assessing specialist training needs will take into account their own ability to ensure implementation of the tasks of the Agenda;

– Golovderzhsluzhba, when developing job qualification requirements for jobs that will be taken by specialists in the field of European integration, will follow the priorities specified in the Agenda;

– Formation of target audience groups for training, retraining and qualification improvement will be carried out in conformity with the tasks arising in the course of implementation of provisions of the Agenda;

– Educational institutions engaged in implementation of the Program will develop training Programs focused on provision of practical knowledge and skills relating to the implementation of the Agenda.

5) As of today, formation of the regulatory-legal framework required for implementation of the Program is largely complete. UEPLAC suggests to carry out an expert assessment of regulatory instruments that were developed in 2008 – 2009 to gauge their conformity to requirements of the Program concerning introduction of new approaches to the implementation of the Program’s objective. In the course of the expert assessment interrelationships between various regulatory instruments developed within the framework of the Program should be taken into account, as well as the systemic relationship between provisions of individual regulatory instruments, to ensure that related issues are resolved on the basis of the uniform principles.

Recommendations concerning particular issues related to the implementation of the Program

The following recommendations concern priority areas in the implementation of the Program:

– Enhancing the mechanism for measures needs in specialists;

– Setting up a network of educational institutions providing educational services;

– Improving quality of the educational services provided by the educations institutions;

– Strengthening effectiveness of coordination and control activities relating to implementation of the Program;

– Attracting international technical assistance for purposes of the Program implementation;

– Providing government agencies with specialists.

Enhancing the mechanism for assessing needs in specialists

6) When determining their own needs in specialist training, government agencies and local self-government bodies need to provide information not only about the number of specialists which require training, but also about the scope and volume of knowledge they require. This will let Golovderzhsluzhba more effectively formulate government requests for training, and will let educational institutions more effectively plan the training process content.

Setting up a network of educational institutions providing educational services

7) In the reporting period for the first time on the list of educational institutions providing educational services within the framework of the implementation of the Program were selected educational institutions of different ownership forms20.

In the view of UEPLAC, this innovation favourably impacts the implementation of the Program through removing the monopoly and strengthening competition in the market of educational services, which will help improve their quality. In this conjunction it is suggested to create conditions enabling private and communal of educational institutions to further engage in the implementation of the Program21.

8) The Main Department has initiated a series of regular communication measures to maintain communication with educational institutions that provide educational services within the framework of the implementation of the Program.

UEPLAC believes that this positive innovation requires further development to achieve steady horizontal links between educational institutions (making memoranda on cooperation, expertise sharing, joint ventures, instructor exchange projects, etc.) and to stimulate educational institutions to taking an active position in respect of the implementation of the Program.

9) The Main Department’s initiative to set up a training centre for government employees deserves attention and support. Establishment of such an institution could help, in particular, improve qualification of instructors of national educational institutions, and introduce new approaches to training on the basis of the best practices of the EU Member States. We draw your attention to the fact that setting up such a centre may necessitate changes in the legal status of the School of Higher Corps of the Civil Service.

Improving quality of the educational services provided by the educations institutions

10) In the view of UEPLAC, the Main Department ought to require, as a condition for selecting educational institutions and signing contracts with them, that specific characteristics of target audience groups be taken into account both in the course of training Program development and for the training process. This will ensure conformity of training curriculum to the needs relating to practical activities of government employees22, as well as that the specialists obtain in-depth knowledge concerning issues that are necessary for performance of the tasks assigned to them.

11) Given the dynamic nature of processes of European integration, the Main Department ought to require that educational institutions providing educational services within the framework of implementation of the Program constantly update their training Programs.

12) In the context of the improvement in the quality of educational services, UEPLAC points at the importance of ensuring development of personnel potential of educational institutions providing educational services within the framework of the implementation of the Program.

In this conjunction the Main Department is advised to stimulate educational institutions to invite best national and international specialists to deliver educational Programs.

Also advisable is to look at the possibility of including in the Program measures that concern retraining and qualification improvement for instructors of educational institutions in issues concerning European and Euro-Atlantic integration23.

Strengthening the effectiveness of coordination and control activities relating to implementation of the Program

13) To enhance the government bodies’ planning of the Program implementation measures, it would be appropriate for the Main Department to develop an interagency annual plan of measures concerning implementation of the Program24. This would help establish proper horizontal coordination among central government bodies, and also will help Golovderzhsluzhba perform its functions involving coordination and monitoring of the Program implementation.

14) Within the framework of introduction of new approaches to achieving the Program’s objective, the Main Department has started engaging public organizations in planning the implementation of the Program through their membership in the Coordination Council.

This positive trend can be further strengthened by means of involving public organizations in direct implementation of the Program’s measures. In particular, we consider appropriate to set up, in affiliation with the Coordination Council, the following additional advisory groups: a) the expert group, which would provide professional support in connection with various issues (expert assessment of draft regulatory instruments, educational and methodological materials, including training Programs, manual, etc.); b) the monitoring group, which would monitor the dynamics of implementation of the Program.

15) The Main Department’s performance of a coordination function can be significantly strengthened by informing government agencies implementing the Program, as well as other government entities.

For this purpose it is advised to place all information relating to the implementation of the Program on the dedicated web portal in the real-time mode. This will also help create a forum where individuals and agencies involved in implementation of the Program could exchange their opinions. Such a web portal can be developed on the basis of the already existing Management information system (MIS) that was developed within the framework of the UEPLAC project (Phase IV). It would also be advisable to set up links between this web portal and web sites of government agencies and local government authorities.

Following the completion of Phase IV of the UEPLAC project, in line with the Terms of Reference the aforementioned Management information system (MIS) was provided to the Ministry of Justice of Ukraine. In this regard UEPLAC advises the Main Department to ask the Ministry of Justice to grant it the right to administer the MIS in the part relating the implementation of the Program.

Attracting international technical assistance for purposes of the Program implementation.

16) In view of the problem of inadequate funding from the state budget for measures relating to the implementation of the Program, it is necessary to make a greater emphasis on complying with the Program’s requirements that relate to use of international technical assistance and its effective utilization. In particular, it is recommended to employ more actively such institutional development instruments as EU Twinning and TAIEX.

17) Combining measures of the Program with respective measures of institutional development instruments of the EU Twinning and TAIEX creates a synergy effect strengthening effectiveness of the implementation of the Program in the part relating to the training of government employees in issues that concern sector cooperation with the EU. Therefore, UEPLAC welcomes Golovderzhsluzhba’s decision to combine within the framework of the School of high corps of the Main Department activities relating to the implementation of the Program and use of institutional development instruments of EU Twinning and TAIEX.

Providing government agencies with specialists.

18) The Program envisages that qualification improvement for government employees and officials of local self-government bodies of V–VII categories can be provided only by the central government agencies, local government bodies and local self-government bodies. As to the Main Department, it can place orders for training only for government employees and officials of local government bodies of I–IV categories only.

Under conditions of insufficient funding in 2009 for the measures relating to the implementation of the Program25, such a division has led to the situation where qualification improvement of specialists was actually carried out by the Main Department. Accordingly, in the reporting period the implementation of the Program was primarily limited to the training of government employees and officials of local government bodies of I–IV categories. However, the experience has demonstrated that specialists holding lower category positions play an important role in direct implementation of the tasks of the policy of European integration of Ukraine, and, consequently, require qualification improvement.

Therefore, in UEPLAC’s view, it would be appropriate to provide the Main Department with the right to carry out orders for qualification improvement of government employees and officials of local government bodies of all (including V–VII) categories.

19) At the current stage of the implementation of Ukraine’s policy of European integration, government agencies and local self-government bodies need specialists possessing practice –oriented knowledge and skills most of all.

Therefore, UEPLAC would advise to place a major emphasis, within the framework of the implementation of the Program, not on lengthy academic training of specialists, but rather on their qualification improvement, which can be done within a shorter term. Therefore, it is advisable to favour training of specialists in the form qualification improvement and, accordingly, to shorten the length of training and retraining.

20) Taking into account significant differences between the processes of European and Euro-Atlantic integration of Ukraine, it will be appropriate to completely divide training of specialists

in these areas. Accordingly, training in both these areas at the same time should not be undertaken, which would let organize the training process more rationally.

21) When implementing language training measures, one should favour studying of the EU working languages (English, French, and German) and should not diffuse available limited resources to study various other languages of the EU Member States. However, if necessary it would be possible to implement language training measures in other EU languages (for instance, Polish, Hungarian, Romanian). However, such a necessity will need be determined by government agencies and local self-government bodies on the basis of clear objective criteria.

In accordance with the existing legislation, the Central GovernmentServiceою has carried out open tender procedures with a view toprocuring services to develop instruction and methodology manualsand collections of regulatory instruments for issues that concerntraining, retraining and qualification improvement for specialists forissues that concern European and Euro-Atlantic integration. Themanuals have not been developed by end of 2009, and this work hasbeen scheduled for completion for the 1-st quarter of 2010. This partialnon-implementation is due to delays in the open tender proceduresaimed at procuring services to develop such instruction andmethodology manuals.

In the opinion of UEPLAC, which, at the request of the School of Higher Corps of the Government Service, has reviewed the working draft of the instruction and methodology manual and the collection of regulatory instruments for issues that concern training, retraining and qualification improvement for specialists in the area of European integration, it requires significant further revision.

In the opinion of UEPLAC, the above manual should concern only the study of working languages of the European Union (English, French and German). However, if necessary, it would be possible to deliver foreign language training for other languages of the EU Member Countries (for instance, Polish, Hungarian and Romanian). However, such necessity must be determined by government agencies and local self-government bodies on the basis of clear objective criteria.

9. Measure 1. Drafting an annual plan of measures for implementation of the Programme.

- - Implemented To ensure implementation of the Programme and its monitoring, the Central Government Service, by its order of 27.03.09 # 87, established the Coordination Council from a number of representatives of the Central Government Service, interested executive government agencies, educational institutions, enterprises, agencies, public organizations and parliament deputies of Ukraine. By this order, the Central Government Service has approved the regulation on the Coordination Council and set its operating procedures. In 2009 two meetings of the Coordination Council were held – in March and December.

The Central Government Service has succeeded in significantly changing the qualitative and quantitative composition of the Coordination Council. For purposes of participation in the implementation of measures of the Programme, the Central Government Service has added to the Coordination Council membership independent experts, representatives of donor projects and non-government organizations working in the area of European and Euro-Atlantic integration. In 2009 were only partly implemented the following plannedparameters of the Programme relating to organization of foreignlanguage training activities for specialists: out of 1902 individuals,only 1801 government employees and officials of local self-government bodies of I-VII categories. Not all the available for thispurpose money from the state budget was spent to organize foreignlanguage training programmes: of 2.85 mn UAH було only 2.69 mnUAH was spent. To implement this task under the Programme, theCentral Government Service has signed contracts with educationalinstitutions, within the framework of which foreign language trainingservices were provided for specialists of I-VII categories of central andlocal government agencies and local self-government bodies.

The Central Government Service has managed to significantly expand the list of educational institutions participating in the organization of foreign language training activities for specialists. In 2009, not only state-owned educational institutions, but educational institutions of other ownership forms as well, were given an opportunity to provide language training for specialists within the framework of the Programme. From now on, participation in the implementation of the Programme need to be extended to specialized institutions, such as British Council, Gete Institute, Alliance Frances and other, which would be able to significantly improve the quality of the foreign language training.

17. Measure 2. Preparing proposals on making amendments to the Procedure for foreign language training for specialists.

This joint order of the Central Government Service and Ministry of Education and Science of Ukraine requires further work.

18. Measure 1. Carrying out training, retraining in the area of European and Euro-Atlantic integration for government employees and officials of local self-government bodies of V—VII categories.

Under the planned parameters of the Programme, 11 government employees and officials of local self-government bodies of V—VII categories were to undertake training and retraining in the area of European and Euro-Atlantic integration, for which purpose 0.17 mn UAH was allocated from the state budget. However, in the reporting period the Central Government Service did not organize training and retraining measures in the area of European and Euro-Atlantic integration for government employees and officials of local self-government bodies of V—VII categories, which actually resulted in the failure to implement the Programme in this part.

Conducting training and retraining for government employees and officials of local self-government bodies of V—VII categories simultaneously in the area of European integration and Euro-Atlantic integration does not seem quite logical and reasonable. Separate areas should be preserved for conducting training and retraining of government employees and officials of local self-government bodies in the area of European integration and Euro-Atlantic integration.
