Monteith: old ways may

budget problemsnot solve

By John HurtStaff Writerl'nderstanding the budgeting pro-cess of NC. State is the best way toreach a solution to the present bud-get crisis. Chancellor LarryMonteith said Tuesday at a specialFaculty Senate meeting.“I feel the past should not predictthe future. It is absolutely importantthat we understand the budgetingprocess to solve this problem."Monteith said.l'niversity funds were reduced bynine percent this fall. said GeorgeWorsley. vice chancellor for financeand business.Because of this drop. Worsleysaid. NCSU is being forced to mon-itor the situation month by month tolessen the effect.Monteith said that the differentcircumstances causing the budget

problems have made it impossibleto use solutions to past budget cutsto solve the present crisis. The NC. General Assembly hasmade the budgeting process diffi-cult at NCSU because of theGeneral Assembly's inability toreach a finalized budget plan.Worsley said. The General Assembly has Cttttsts»tently been vague about cuts infunds to the university. he added.NCSU needs a budget plan made60 days in advance to make facultyand class scheduling commitments.“We can't be handed the budgettwo days before classes begin."Worsley said. The General Assembly did notpass the Appropriations Bill thisyear until July 28.NCSU officials made a 4.3 per-cent across-the~tmard cut on July 28after receiving a definite budgetfrom the General Assembly.

()fftcials were aware that additionalcuts could be titade again."I‘d be a fool to guarantee that wetime taken care of all the cuts."\Nttt’slt‘y‘ sttltl. In addition. the l).H. Hill Librarycutbacks were discussed. FranklinHart. the interim provost. said acomparative study of past attd pre-sent library budget criscs' is beingconducted to reveal possible solu-tions to the current dilemma.llai‘t said the inflated iotirnalprices have been a mayor cause ofthe library ‘s cancellation of sub-scriptions. Journal prices ltaveincreased by 10 to 35 percent a yearfor the last l0 years. ”I don‘t seehow the increase in budget couldincrease at same the rate of jountalprices." Hart said.Library officials have also begunelitttiiiating duplicate subscriptionsof the tttagalines.

NCSU 17th in corporate donations

By J. Keith JordanStaff WriterN.(‘. State ranks l7th nationallyamong public universities in thetotal value of corporate donations.according to a study conducted bythe Washington. D.C..-basedCouncil for Aid to Education((‘FAEJ.The primary reason for the top-twenty ranking in corporate dona-tions was the “State of the Future"fund—raising campaign from l983 tol987. That campaign raised about$53,000.()()() over four years. The study also ranks NCSU 30thnationally in overall private dona-tions. Both rankings are for l989-IQ‘X)

Private donations to the universityare now almost five times as largeas the 1980 donations. In that year.NCSU received about $5500.000in total private donations, said JohnKanipe. vice chancellor t'oiUniversity Development. The great increase in private fund, ing is due to the matured. tttorecompetitive nature of the university.Kanipe said."I think it acknowledges theachievements of our faculty." hesaid. "It is a reflection of the natureof the university.”NCSU leads the l6 schools of theUNC system in corporate donationsreceived. Narrow-minded NFL officials in Dark Ages with female reporters

The ltsa Olson-New England Patriots n...incident has produced some interesting fall-out. trtuch of it eriibarrassing and alarttring. As Mark Twain would say. it's alrimstenough to make a body ashamed of thewhole human race.Patriots owner Victor Kiam has earned

himself a prominent place in the Foot—in-Mouth wing of the Sports HalLof-Shamc.right along side Al (‘ampanis and Jimmythe (ireek NH. (‘oinrnissioner PartlTagliabue. forced to act like a commission»er for the first time since taking office. mayactually stop dragging his feet and takeaction any vear now. Maybe not. Wyclie could windup with a much—desery ed susperisiorTwo elements of this whole affair areespecially disturbing. The first is the wayKiam and the Patriots tried to transtotm()ls'on from victim to offender. treating hermuch the same way an aggressive defenseattorney tries to make a rape iclitn appearas it she were asking for it. Second Is the\\.t\ much of the public has etiibraced tlie

notion that women not otily haie no bustness in locker rooms. brit liaie no businesscovering spons at allltt the past lll years. we ha\e seen a pub»lic trashing of the concept of the progresesoc. independent woman. Without turningthis into a partisan political debate. let'syrustsay that nearly two decades worth ofachieiernent by the women's movementwere llttshed away during the Willis. Moreand more. men have come to see HarrietNelson and June (’leavet as ideals forwonten. with a woman's place being in thekitchen or quietly beside her man.Such a mindset probably will never accepta woman as a sportswriter. much less the

idea that a woman sportswriter must have

access to a men‘s locker room to properlydo her job. Instead. seieral nusconceptronshave come to be accepted as fact aboutwomen in locker rooms. One is that womenreporters are merely sight-seers inspectingthe beef. Athletes who believe this are flat-tering themselves. Lay people who believeit don't know much about reporters.Almost no reporters. male or female.enjoy going into the locker room. btit it‘s anecessary part of the job. The locker roomis the athlete‘s turf. and no matter mm.friendly and aceommodatrng the athletesmay be. it‘s still their turf and a torigh placefor an outsider to feel comfortable, When awriter goes into the locker room. it is to geta story and get the hell out. not to peek at

people’s privates. No group of people any-where is better at maintaining eye contactthan women sportsw'riters. The central ()hjCL‘llUn to women in thelockcrroorti is the fact the men are oftennaked. If an athlete feels uncomfortable thata woman is in the lockerroom. he can doseveral things about it. all of them quitesimple. One. he can keep his pants on untilthe woman leaves. which will be as quicklyas she can get her story and get out. and nota minute longer. She probably has a dead-line. Two. he can drape a towel around hismid-section. Three. he can do what he
