He is currently a member of the Criminal Jus- tice Advisory Board and has developed community service providers to offer an alterna- tive disposition for juveniles charged with summary crimi- nal offenses. Since fellow District Mag- isterial Judge Samuel Gold- strohm’s retirement, Owen has also served in an admin- istrative capacity in the fourth district. Outside of the courtroom, Owen is a member of the Kit- tanning Hose Company #4 fire police – where he was an ac- tive firefighter for more than 20 years -, a member of the Grace Presbyterian Church choir for more than 25 years as well as on other commit- tees and part of the Kittanning Rotary and Armstrong County Hockey Hall of Fame. In addition to his courtroom serving Kittanning Borough, the second district also in- cludes Applewold Borough, Parker City, West Kittanning Borough, and the townships of Bradys Bend, East Frank- lin, Hovey, Perry, Rayburn, Sugarcreek, Washington and West Franklin.
