1 Proposed Terms of Reference for EIA Study

Proposed Terms of Reference (ToR) for EIA study are drawn keeping in view of EIA Notification, 2006 (as amended) and Standard Terms of Reference (ToR) for EIA/EMP Report for projects/activities requiring environmental clearance under EIA notification, 2006 (as amended) released by Ministry of Environment, Forests and Climate Change (MoEF&CC) in April 2015 related to Industrial estates/ parks/ complexes/ areas, Export Processing Zones (EPZs), Special Economic Zones (SEZs), Biotech Parks, Leather Complexes.

1.1 Introduction to Project

Visakhapatnam–Chennai Industrial Corridor (VCIC), is a key part of the East Coast Economic Corridor (ECEC), India's first coastal corridor. VCIC traverses along the nine coastal districts of Andhra Pradesh. Initially four nodes i.e. Vizag, Kakinada, Kankipadu- Gannavaram and Yerpedu – Srikalahasthi were proposed during the Concept Development Plan (CDP) stage. Finally two nodes one at Vizag and other at Srikalahasthi were suggested.

Andhra Pradesh Industrial Infrastructure Corporation (APIIC) played a key role in shortlisting of the nodes. APIIC is the owner of the lands identified in both the nodes. Srikalahasti node has two project sites, north block site and south block site. In which, about 2770 acres (~1121 ha) has been delineated in the south block by APIIC for the Industrial Park development. Industrial uses are distributed into five major clusters namely Building Materials Industry/Non Metallic minerals, Electronics and Consumer Durable Industry, Engineering Industries (Machinery/ Electrical Equipment’s/ Automobile etc.,), Food and Agro Processing Industry, Apparels and Textile Industry, Chemical and Pharmaceutical Industry, Logistic and Ware house and MSME (includes Leather, Plastics, wood etc.,). Proposed supporting uses includes residential area, commercial area which is adjacent to the residential area planned to provide necessary services for residents, employees and visitors. Proposed subcomponent within commercial plot includes hotel, offices, retails, eateries and Industrial Training Centre.

Open Space/Green area proposed is around 11% of the total area. The proposed project will integrate green and sustainability features in its development. Total one time water demand for the proposed project is ~18.0 MLD but considering the reuse of ~10.0 KLD of treated wastewater, the actual fresh water demand is ~8.0 MLD. The water requirement will be met from Kandaleru Reservoir through approved the Bulk water supply project planned by APIIC.

The power requirement during the operation phase of the proposed IP is ~106 MVA. The energy/power for the proposed project will be sourced from 400 KV substation of APSPDCL which is under construction in Rachagunneri substation at Yerpedu Mandal, west of Srikalahasti. The estimated Industrial wastewater generation is about 6.45 MLD and total sewage will be about 3.89 MLD. The Industrial Park will have a common facility for treating the industrial and domestic wastewaters (STPs/CETPs). The wastewater characteristics of the individual sectors will be analyzed and based on the compatibility with other sectors treatment facility shall be conceptualized. Possibility of combining and treating the Industrial area sewage and industrial wastewater will also be analyzed. The treated wastewater shall be recycled and reused in the system. Industries willing to have their own treatment facilities for effluent and sewage shall be developed by the industry in their premises. The sewage generated (2.77 MLD) at residential area will be treated in STP which will be developed on modular basis.

MSW generated for the proposed IP is estimated to be ~15.0 TPD and Industrial solid waste including hazardous and non-hazardous waste is estimated to be ~102 TPD. Municipal waste in the form of canteen waste, commercial wastes from operations will be generated. Disposal of these wastes will be carried out as per prevailing norms. Hazardous waste will be sent to new TSDF near Raviguntapalli, Nellore which 60 km north of the Industrial park proposed. Industries shall follow Hazardous and Other Waste (Management and Transboundary Movement) and amendment thereof, 2016.

The Pre-feasibility Report outlining project details is enclosed as a standalone document. The proposed project attracts EIA notification, 2006 (as amended).

1.2 Location

Project site is located in Routhusurumala, Gowdamala, Kothatpalem, Alathuru and B.S.Puram villages in Thottambedu and B. N. Kandriga Mandals of Chittoor District, Andhra Pradesh.

The location map is given as Figure FD0101.

1.3 EIA Methodology

Methodology to carry out the EIA study involves the following stages:

Reconnaissance survey and site visits Review of available literature Compliance to statutory requirements Baseline environmental monitoring (Terrestrial environment) Identification and Prediction of Impacts Preliminary Risk Analysis and Disaster Management Plan Environmental Management Plan

1.3.1 Baseline Environmental Monitoring

The baseline environmental studies will be carried out for terrestrial environment. The study will be a combination of primary (field surveys) and secondary data collection.

Study Period: The prosed project site is falling in the Chittoor district of Andhra Pradesh. Though Chittoor districts experiences both Southwest and Northeast Monsoon, as per IMD (glossary) NE monsoon is termed as Post monsoon/Retreating SW monsoon. Also NE monsoon is the main rainfall season for Tamil Nadu compare to other southern peninsular areas of influence such as meteorological subdivisions of Coastal Andhra Pradesh (CAP), Rayalaseema (RYS), Kerala (KER) and South Interior Karnataka (SIK). In addition, Chittoor District rainfall data for the period 1951 – 2000 reveals that 417.1 mm during Southwest monsoon and 362.9 mm during Northeast monsoon.

Considering the project timelines and above mentioned IMD monsoon classifications, the study period proposed for baseline surveys is Post-monsoon season of year 2018 (October 2018 – December 2018).

Baseline data generation will be initiated as per the guidelines provided MoEF&CC Office memorandum dated August 29, 2017.

Study Area: Study area would be 10 km radius from the boundary of the proposed project site. A map showing the study area is enclosed as Figure FD0102.

1.3.1.1 Meteorology

Meteorological data pertaining to wind speed, wind direction, relative humidity, atmospheric stability, cloud cover, barometric pressure, rainfall and ambient temperature will be collected using automatic weather monitoring station at One (01) location at or near the project site during the study period. Meteorological observations shall be carried out as per the IS 5182 Part 1-20 Standards prescribed by the Bureau of Indian Standards (BIS) and the relevant IMD Specifications. In addition, the general meteorological data from Climatological Tables of Indian Meteorological Department (IMD) will be reviewed and presented. For the purpose of carrying out the air quality modelling study, region specific hourly meteorological data (pre-processed from MM5) for the year 2017 will be used.

1.3.1.2 Ambient Air Quality

The ambient air quality will be monitored as per CPCB/MoEF&CC guidelines. The locations shall be identified with regard to the predominant wind direction, topography, population, sensitive locations, and possible impact zones. Ambient Air Quality monitoring will be carried out at Seven (07) locations in the study area with twice a week frequency during the study period.

Ambient air quality monitoring will be done for establishing background concentration levels for all the Twelve (12) parameters as per CPCB NAAQS, 2009. The measurement will be carried out for establishing 24-hourly background concentrations for all parameters except CO and O3 which will be measured on eight hourly basis on each monitoring day. A map showing air quality monitoring locations is enclosed as Figure FD0103.

1.3.1.3 Ambient Noise Levels

Noise level will be measured at Nine (09) locations within the study area. Representative intensity of the noise levels (Peak noise and Equivalent noise levels) in the study area will be measured at hourly intervals for 24 hours once during the study period. Noise level measurement shall be carried out as per the IS: 4954-1968 as adopted by CPCB, CPCB/IS: 4954-1968 and the CPCB/ OSHA Standards using a precision noise/sound level meter. A map showing noise level monitoring locations is enclosed as Figure FD0103.

1.3.1.4 Inland Water Quality

The study area will be first inventoried for identifying the sources of water i.e. both surface water and groundwater sources. Water samples will be collected at the identified sources based on the type of the source, its relevance, number of upstream and downstream users and the type of the industrial activity in the vicinity. Water Quality including ground water and surface water will be monitored at Fourteen (14) locations (7 surface water and 7

groundwater). Existing groundwater levels in nearby areas will be established based on secondary data. The water samples will be collected and analysed, for physio-chemical and biological characteristics. Water Quality will be monitored adopting procedures as per IS 3025 and relevant guidelines of MoEF&CC/ CPCB. A map showing water quality monitoring locations is enclosed as Figure FD0103.

1.3.1.5 Soil Quality/Land Environment

The soil types in the study area will be identified based on the review of the available data supported with information gathered from reconnaissance survey. Soil samples will be collected at Nine (09) locations. The collected samples will be analysed for physio-chemical characteristics. Soil quality monitoring and analysis will be carried out as per the BIS Standards. A map showing soil sampling locations is enclosed as Figure FD0103.

1.3.1.6 Terrestrial Ecology

The sampling locations will be identified in the study area based on the reconnaissance survey. The number of sampling locations covering the study area will be decided based on the LU/LC Map. Standard procedures and guidelines of CPCB/MoEF&CC will be followed in this study. All the location details will be captured using a GPS navigator. A list of flora and fauna of terrestrial ecosystem present in the study area will be prepared. Endangered and dominant plant species in the study area will be identified.

1.3.1.7 Land Use/Land Cover

Land use/ Land Cover around 10 km radius of the project site (study area) will be established from the satellite imagery (IRS P6, LISS III MX or LISS IV MX based on data availability) for the study area and will be processed to identify various land use categories and existing land cover in the study area. The proposed project layout shall be superimposed on the map to give an idea on the status of the land in and around the project site.

Land use around 10 km radius of project site will be established based on satellite imagery. Necessary features such as National Highways, State Highways, district road/approach road, river, canal, natural drainage, protected areas under Wild Life (Protection) Act, archaeological site, natural lake, human settlements, industries, and ponds will be presented on the map.

1.3.1.8 Demography and Socio-economics

The socio-economic conditions in study area will be established through collection and review of available secondary/ published data and socio-economic data. This will include Demographic structure covering total households, total population, population density,

sex ratio, schedule caste and schedule tribe, literacy and occupational pattern. Cultural and aesthetic attributes in study area including places of historical and

archaeological importance Inventory of places of historical, cultural and religious importance in the study area. Details of various economic activities, industries if any, shall be collected

1.3.2 Establishment of Baseline Environmental Conditions

The information gathered from secondary/ published data and primary surveys will be used for presenting the baseline environmental and social conditions. The baseline levels will be compared with the existing standards prescribed by the MoEF&CC/CPCB or APPCB. Any critical issues in the baseline environmental/social conditions will be identified and adequately addressed in the report.

1.3.3 Anticipated Environmental & Social Impacts and their Mitigation Measures

Environmental attributes likely to be affected by project activities will be identified and impacts will be assessed. Project activities can be broadly classified into construction and operation phase activities. Most appropriate and accepted methods will be used to quantify impacts likely to arise due to development of proposed project. The mitigation measures proposed to minimise/avoid each of the likely impacts that occur during construction and operation phases will be discussed in detail.

1.3.3.1 Air Environment

The construction phase will involve movement of construction materials to the project area, site clearing, vehicular emissions, emissions from the construction machinery, etc. which in turn could influence the ambient air quality in the region through build-up of dust levels and gaseous emission levels. The build-up of pollutants in the ambient air during the construction phase is temporary in nature and will be localised.

Adverse impacts are envisaged on the air environment during the operation phase. There will be stack emissions from the industrial units proposed in the Project and DG sets are likely to be used during construction and operation phase of the project. All the emission sources shall be inventoried and based on that the prediction of ground level concentrations of SO2, NO2, PM10 and PM2.5 will be carried out. Prediction of impacts on the air environment shall be represented in the form of Isopleths through the application of air quality models (Gaussian Dispersion mode – ISCST3/AERMOD) taking in to account the requirements specified in the publication by CPCB – “Assessment of Impacts on Air Environment: Guidelines for Conducting Air Quality Modelling”. The likely impact due to emissions from stacks of industries in the proposed project, DG sets and vehicular emissions during operation phase will impact the air quality. Based on the predictions and prevailing NAAQS, suitable pollution control measures if any will be suggested in the EIA report.

1.3.3.2 Noise Levels

Generally, the activities which tend to impact the air environment also equally impact the noise levels. The impacts on the noise levels during the construction phase could arise from vehicular traffic, construction machinery, DG sets and transportation of goods to the site.

Further, during the operation phase, noise might be generated due to industrial activities involved in manufacturing, product handling and transportation and same will be felt upon work personnel and nearby settlements. Impacts will be evaluated qualitatively taking into consideration the noise generating sources together with environmental conditions and the receptors in the project influence area. Suitable mitigation measures shall be suggested in the EMP.

1.3.3.3 Water Environment

The source of water requirement vis-à-vis waste water to be generated along with treatment facilities, use of treated waste water along with water balance chart taking into account all forms of water use and management will be presented.

Run-offs containing contaminated water during construction and operation phases of project can affect water environment. Impacts on the drainage of the area and its surrounding will be studied. Rainwater harvesting, water conservation measures and possibility of zero discharge options for wastewater will be studied.

1.3.3.4 Land Environment

The impacts on the land environment during the construction and operation phase shall largely result from soil erosion, soil permeability, disposal of construction materials and change in land use patterns. Details of solid and other hazardous/non-hazardous waste generation, handling, transportation, storage, treatment and disposal will be studied. Impacts on land environment will be predicted considering activities involved in construction and operation phases.

1.3.3.5 Solid Waste Management

Details of solid and other hazardous/non-hazardous waste generation, handling, transportation, storage, treatment and disposal will be studied. Suitable mitigation measures shall be suggested for eco-friendly and sustainable waste management techniques.

1.3.3.6 Ecology

Impact prediction on ecology within the study area will be carried out by analysing likely changes in sensitive biological indicators. Impact on ecology will be assessed considering the fact of number of trees/vegetation to be retained/felled or cleared from the Project site and planned as part of landscape development of the Project site.

1.3.4 Analysis of Alternatives

GoAP through APIIC has identified large land parcels to promote the industrial development in the state of Andhra Pradesh. Site analysis was carried out inline with proposed VCIC project. Out of which 2770 acres of identified land parcel in Routhusurumala, Gowdamala, Kothatpalem, Alathuru and B.S.Puram villages in Thottambedu and B. N. Kandriga Mandals of Chittoor District, has been proposed for the development. Salient features of the site are presented in the Pre-Feasibility Report and will be provided in the EIA

1.3.5 Environmental Monitoring Programme

Environmental Monitoring Programme covering the technical aspects (including methodology, parameters, frequency, location, etc.) of monitoring to check the effectiveness of mitigation measures during construction and operation phases of the proposed project will be prepared.

1.3.6 Additional Studies

1.3.6.1 Public Consultation

In line with the requirements of EIA Notification, 2006 (as amended) for Category A projects, Public Hearing for Proposed Project will be conducted. For conducting Public Hearing, the Draft EIA Report will be prepared as per MoEF&CC approved ToR and Executive summaries in English and Local (Telugu) languages will be submitted to Andhra Pradesh Pollution Control Board (APPCB).

1.3.6.2 Social Impact Assessment

The social impacts associated during construction phase such as land acquisition, R&R details, impact on local infrastructure, etc. will be provided and social impacts during

operation phase in terms of employment generation and impact on nearby settlements etc. will be addressed.

1.3.6.3 Risk Analysis

Preliminary Risk analysis will be carried out for the project involving storage of hazardous chemicals/materials and gases. Maximum inventory of storage at site shall be taken into account. Potential hazards shall be identified. Based on the analysis, appropriate mitigation measures will be provided.

1.3.6.4 Disaster Management Plan

A broad Disaster Management Plan (DMP) shall be prepared in conjunction with and taking into consideration all technical reviews and suggestions as per acceptable norms. A broad structure of on-site and off-site emergency preparedness plans shall be prepared. Occupational health and safety aspects shall be covered. Emergency evacuation during natural and man-made disaster will be covered in DMP.

1.3.6.5 Traffic Surveys and Assessment

Traffic surveys will be carried out to estimate the present traffic scenario in the project region and also traffic projections due to the proposed project. Traffic assessment and analysis details will be presented in EIA report.

1.3.6.6 Drainage study

There are natural drains of varying in orders and distributary canals noticed in the project area. Planning is being done in such a way that there will not be any disturbance for the existing drainage pattern of the region/study area. Diversion of streams/drains or maintaining them by providing sufficient buffer as per prevailing guidelines is proposed which will render the impact insignificant. The details of the same will be provided in the EIA report along with Storm Water Drainage System.

1.3.7 Project Benefits

The project benefits in terms of improvements in the physical infrastructures and social infrastructure, employment potential and other tangible benefits will be discussed in detail in the EIA report.

1.3.8 Environmental Management Plan

An Environmental Management Plan (EMP) will be formulated for the proposed project. EMP will address mitigation measures for each area i.e. air, water, soil, water environment, solid waste, green areas, etc. separately, covering all relevant aspects as per the recommendations and requirement of MoEF&CC. Based on the identified potential impacts associated with the project, an EMP will be framed for the construction and operation phases of the project, which will include:

Administrative and Technical Setup for Environmental Management Pollution abatement and control measures Green belt development plan (suggesting suitable species, width of plantation, spacing,

etc.) Water recycle/ reuse and rainwater harvesting potential

1.3.9 Structure of EIA Report

Based on above tasks, the EIA report will be compiled and submitted to MoEF&CC for seeking Environmental Clearance. The structure of EIA report is as per the Appendix III of the EIA Notification, 2006 (as amended) and is given below:

Chapter-I: Introduction – describes the introduction to project, background of study, scope and objectives of study and approach adopted to carry out the study.

Chapter-II: Project Description – describes the basic features of project, basis and considerations, project operations

Chapter-III: Description of Environment – describes the baseline environmental status covering both terrestrial and socio economic environments

Chapter-IV: Anticipated Environmental Impacts & Mitigation Measures – describes the potential impacts due to project activities on environment and their mitigation measures

Chapter-V: Analysis of Alternatives – describes the alternative layouts considered if any Chapter-VI: Environmental Monitoring Programme – describes the technical aspects of

monitoring the effectiveness of mitigation measures (including measurement methodologies, frequency, location etc.)

Chapter–VII: Additional Studies – describes social impact assessment, traffic studies, preliminary risk analysis and DMP

Chapter–VIII: Project Benefits – describes the project benefits due to project development Chapter–IX: Environmental Management Plan – describes the administrative aspects of

ensuring the mitigation measures that are going to be implemented including budgetary provisions

Chapter–X: Summary and Conclusion – overall justification for implementation of the project, impact evaluation and mitigation

Chapter–XI: Disclosure of Consultants Engaged – describes the Consultants engaged with their brief profile and nature of the consultancy rendered.
