Policy Context
The Innovation Union, 2010: “Standards play an important role for innovation”
The Standardization Regulation, 1025/2012: “Standards can help to bridge the gap between research and marketable products or services”
Horizon 2020 “Contribute to European competitiveness through support to the standardisation process and standards”
Single Market Communication 550/2015 “Standards are crucial for innovation and progress in the Single Market: they increase safety, interoperability and competition and help remove trade barriers.”

Overview of our work
20 000 European Standards (CEN and CENELEC)
+/- 1500 standards per year
+400 technical committees
+50 000 experts
Involvement of all stakeholders

What do we do?
We provide a platform for stakeholders in a specific area to come together
We facilitate consensus at European level We help ensure principles of transparency,
openness, coherence, consensus We foster European unanimity We support and enable the deployment of
innovation

Innovation – what role for standards?
© CEN-CENELEC 2016 - 12
From research to standardization
© CEN-CENELEC 2016 - 13
How researchers can contribute to standardization
Directly in a Technical Committee
Propose a ‘standard’
Develop a standardization plan
© CEN-CENELEC 2016 - 14
Option 1 – directly in a TC
Identify relevant TCs for research (proposal)
Get in touch with the TC Secretariats and CEN or CLC Member
Discuss (if time allows) contribution with the TC to asses feasibility for new standards
Plan the standardization work to feed into the TC
Budget a ‘Project Liaison’ and expert contribution in your proposal
Contact the Research Helpdesk for support

Influencing Standardization in TC
Project funded under FP7 PantoTRAIN: Pantograph and Catenary Interaction
Research:
proposal to extend EN 50367 pantograph homologation procedure to different catenary systems by numerical simulation has been made
proposal to extend TSI HS ENE procedure by the use of simulation for pantograph characteristics has been made

Option 2 – propose a ‘standard’
Identify relevant TCs for research proposal
If no TC consider to propose new standards
Define the standardization gaps
Partner with a Member in the research consortium
Plan the standardization work:
To feed into the TC
To develop a CWA
Budget a ‘Project Liaison’ in the proposal
Budget a ‘Standardization Work Package’

Driving Standardization
Project funded under FP7 SustainValue: Sustainable Value Creation in Manufacturing Networks
Research on new industrial models for a sustainable and efficient production.
Standardization: The project developed a Workshop Agreement covering good-practices for developing business models, governance models, sustainable solutions and performance management for existing and new sustainable production and service networks.
The CWA was published in summer 2014.

Option 3 – develop a plan
Define gaps or revision of standards needed
Partner with a Member in the research consortium
Identify relevant TCs for the proposal (who will be the receivers of the output)
Budget a ‘Project Liaison’ in the proposal
Budget a ‘Standardization Work Package’

Supporting Standardization
Project funded under FP7 STACAST - New Quality and Design Standards for Aluminium Alloys Cast Products
Research on the strategic role of Aluminium Alloys for the future of European Foundry Industry
Standardization: The project developed a Technical Report in CEN/TC 132 TR “Aluminium and aluminium alloys - Classification of Defects and Imperfections in High Pressure, Low Pressure and Gravity Die Cast Products”
© CEN-CENELEC 2016 - 20
Project Liaison
Conditions:
The project requesting the Liaison can demonstrate formal collaboration with the European Standardization System (usually a requirement in Horizon 2020 calls);
The project representative can participate in the TC directly, thus ensuring synergies between the research and standardization work (avoiding duplication of standardization work);
Consider the budget needed to cover the overhead costs which is 525EURO/year per TC
Note: Project Liaison only applies to European work (CEN or CENELEC)
© CEN-CENELEC 2016 - 21
Good practice :
Step 1 – establish contact with your National Standardization Organization (identify your innovation contact online)
Step 2 – identify relevant Technical Committees for the research proposed
Step 3 – understand the role of standardization (this PPT)
Step 4 – analyse and identify standardization needs (gaps, plans, roadmaps?)
Step 5 – create partnerships (project proposer & national standards organization)
