    ENG101 P&ID Legend / Drafting Basis Establishes the drafting basis and Legend for the Flow diagrams.

    This includes: Standards to be used (Fluor, Client, others), Drawing

    size, Drawing numbers, titles, title block, Equipment info blocks,

    Symbols and abbreviations, Layout, typical arrangements, Standard

    hook-ups, Line thickness, Units (metric, English) etc

    ENG103 Hazardous Area Classification

    Memorandum / Plan

    In this activity the steps necessary to design safe plants according

    to the applicable codes and standards are taken. First it is

    established whether there is a need to have Hazardous Area

    Classification, followed by ensuring that emission/ignition control

    has taken place and safety design and conditional requirementsrelated to hazardous areas are met. Area classification documents

    comprise a memorandum, (plot)plans, sections and/or narratives

    indicating type, source and degree of hazards and the extent of the

    hazardous or potentially hazardous areas.

    ENG104 Definition Package Units Package units shall preferably be selected during the project

    proposal phase or ultimately at the start of the actual project.

    Conclusions (scope of facilities) shall be indicated on PFDs and/or

    P&IDs Some criteria to be considered in the pre-selection of

    package units are: - Sourcing / seller's experience - Project

    objectives and key result areas - Client requirements etc. -

    Responsibility for the functionality - Character of prime contract -

    Ability to control the execution.ENG105 3D Model Parti tion Index Establishes the basis for 3D modeling of all parties on the Project.

    This includes: Grade elevation (e.g. 0.00 or 100.000), Location of

    origin and Plant Bench Marks, Construction breakdown, Model

    breakdown, Worksharing breakdown.

    ENG106 Identify Authority Requirements Identify multi-discipline authority requirements and align with other

    disciplines for discipline authority requirements. Following aspects

    should be addressed: - existing permit situation, legal design

    requirements (e.g. emission limits), required documentation to be

    submitted to authorities and applicable procedures. Results in

    definition of involved authorities and their requirements. This activity

    concludes with steps to ensure proper implementation of these

    requirements.ENG107 Noise Philosophy This document specifies the noise limits to be imposed on the

    installation and, if applicable and relevant, in what area, to ensure

    that noise limits on site for personnel as well as the noise limits

    according to the Environmental permit are defined.

    ENG108 Conceptual Hazard Analysis Hazard identif ication, or HAZID, is a methodology for early

    identification of critical HSE matters on the project. First an analysis

    of the installation and its operating environment is made, to identify

    all initiating events which could lead directly, or indirectly, to ahazardous event. Engineering analysis follows to combine the

    hazards as identified to escalating events. Qualitative assessment

    can follow to decide which hazard requires further detailed analysis.

    This HAZID report is intended to promote early awareness on HSE-

    associated design requirements and -impacts.

    ENG109 Develop Overall and/or Area/Unit Plot

    Plan

    The development of Overall and/or Area/Unit Plotplans, locating all

    plant facilities, process units and major equipment consistent with

    function and in accordance with job specifications, codes, safety,

    operation, construction and maintenance requirements.

    ENG110 Tracing Philosophy Activity which covers the steps to be taken to define the

    requirements for heat tracing and/or jacketing, the selection of the

    type of tracing (e.g. steam, water, oil, electrical, etc,), and the

    preparation of the engineering documents.

    ENG111 Value Engineering Value engineering is defined as a systematic and rational approachto maximize the value of every project dollar spent for goods and

    services without loss of quality in the end product.

    ENG112 Maintenance / Spare Parts Philosophy Philosophy which handles the selection and procurement of spare

    parts for the Client's warehouse and for providing lubrication data.

    ENG114 Define Protection This step is to clearly establish the framework for HSE requirements

    to be implemented in the design. This framework essentially

    provides the basis for the specification of how facilities are to be

    protected. This so-called protection philosophy is based on three

    elements: * intended use of the facility, as laid down in e.g.

    operational philosophy * boundary conditions as imposed by

    legislation * hazards associated with excursions from the operating

    window of the facility, with its construction and with its operation.

    This activity should provide pro-active focus and awareness on the

    relevant HSE-aspects and to identify critical HSE aspects for the

    ro ect.

    ENG116 Project Revamp Planning Step1 The step 1 Revamp Plan (Overall Revamp Plan) sets the basis and

    defines the concept for design/engineering respectively construction

    activities of the work to be revamped.

    ENG118 Material Selection Diagram / Report Preparation and issue of the Material Selection Diagrams and

    Guide, and the determination of the applicable preventive measures

    and concludes with the determination of the responsibilities of the

    parties involved for the application of this guide and agreed

    measures. In a diagram format, for instance a PEFS, P&ID, with the

    identification of all materials of: (1) The pieces of equipment (2) The

    equipment internals, like rotors, trays, etc. (3) Piping and piping

    components (4) Material selection diagram is based on the material

    ENG201 P&ID First Draft The First Draft of the P&ID represents schematic information of

    equipment /instrument/ process-control information becomes

    available.

    ENG202 P&ID Design Review A review of the P&ID (flow diagram conference) with all involved

    disciplines P&ID Design Reviews are performed, to verify if the

    content of the document is conforming with the requirements of the

    Prime Contract, to verify compliance to the Protection philosophy

    and to establish consistency with other documents (e.g. line lists,

    equipment data sheets, vessel drawings, and utilities supply), to

    verify actual Process and Control design against the Process

    Control Philosophy, and to arrive, for all parties involved, at a

    consensusENG203 Hazardous Area Classification / Emission

    Source List

    A list which identifies all sources of emission and classifies the

    release rate as a continuous, primary or secondary grade.

    ENG204 Package Unit Specs for RFQ Develop package unit specifications for RFQ.

    ENG205 Technical Packages for RFQ/RFP Technical Packages for RFQ/RFP - engineering attachments,

    including specifications and data sheets, prepared for requests for

    quotation.

    ENG206 Authority Engineering Requirements

    Summary Preparation

    This activity serves to prepare an authority requirements summary,

    using the Permit format as applicable on the project, to outline the

    terms and conditions to meet the applicable Authority requirements.

    This summary serves as an input to the relevant engineering

    disciplines to establish the conditions which have to be met in the

    design to ensure compliance between design and HSE-

    requirementsENG207 Noise Control Execution Plan Plan which includes, detailed scope of services for FD, for Outside

    Parties (if any) and for Vendors. The extent of noise control

    applicable for the job such as, work area noise, environmental

    noise, incidental noise conditions. The plan shall indicate general

    terms of Noise Control Measures.

    ENG208 Preliminary Process Hazard Analysis This review is an evaluation procedure aimed at the early

    identification of potential hazards and of threats for a particular

    installation. The purpose of a Coarse HAZOP is to save time and

    cost which could result from major plant redesigns if these hazards

    were to be discovered at a later stage. A Coarse HAZOP also

    serves as an early support to project design development decisions.

    It is a systematic analysis and evaluation of the identified hazards,

    taking into account the likelihood of occurrence and the severity of

    any consequences. Measures to reduce the risk to an acceptable

    level may be identified based on the evaluation of the risks.

    ENG209 Area Safety Review The Area Safety review is a scenario based, multi-discipline review

    of the layout and any safety provisions in there. The reviewevaluates identified hazards by defining possible incident scenarios

    for a given process using the particular layout/area. In this way, it

    can be demonstrated that the protection philosophy is met. When

    deemed necessary recommendations for improvement can be

    made.ENG210 Plot Plan Design Review A review of the Plotplan(s) with all involved disciplines. Plotplan

    Design Reviews are performed, to verify if the document is

    conforms with the requirements of the Prime Contract, to verify for

    consistency with other documents (e.g. equipment data sheets,

    vessel drawings, P&ID's), and to arrive, for all parties involved, at a

    consensus.ENG211 Safety Integrity Level (SIL) Assignment All Instrument protective functions are assessed for their safety

    integrity level. The result of this classification determines how the

    protective function will be implemented. The assessment addressed

    Safety, Environmental and Operational aspects.

    ENG212 Constructability Review Review held leaded by the Project Constructability Management

    Team. The review(s) will focus all of the project objectives in the

    following ways: - Reduced costs, - shortened schedules, - improved

    quality and safety, - innovative ideas, - and enhanced management

    of risk.

    ENG213 Rigging Study Categorizes rigging lifts for Fluor projects and establishes

    responsibility for the design, engineering and approval of the

    transportation and rigging of all equipment and modules. This study

    covers all crawler cranes, truck cranes, carry deck cranes,

    monorails, boom trucks, etc.

    ENG214 Implement Plant Protection

    Requirements

    Continuation of activity ENG114

    ENG215 The consumption of all Utilities is closely monitored as the Project

    develops. The purpose is to ensure that consumption rates do notexceed the values as guaranteed by FD in the contract.

    ENG216 Project Revamp Planning step2 The Detail Revamp Plan (step2) describes on a unit by unit (or if

    more appropriate area, system, building, facility etc.) basis, the

    detailed scope of work and the execution details of the construction

    activities, sequences and contract split of the scope of work items

    for that unit (area, system, etc.)

    ENG217 As-Built Package for Revamp An as-built package of all relevant available documentation to

    reflect the existing situation, before any modification.

    ENG218 Define Handling of Material Certificates Definition How, When and Who shall handle and/or administrate the

    various material certificates for the project.

    ENG220 The review (squad check), by the relevant disciplines, of documents

    from Vendors and Contractors, issued by contractors as per DC-

    ENG301 P&ID's AFD Preparation and issue of P&IDs Approved For Design, which

    basically means incorporation of Client comments from the Issued

    For Comments. The Approved for Design P&IDs represent detailed

    schematic information on equipment, pipelines, instruments and

    controls. The P&IDs are further detailed with equipment, vendor,

    instrument, process, and control information, and are the basis for

    other disciplines to perform their detailed design.

    ENG302 3D Model Review #1 A Model Review held at the end of the Basic Engineering phase

    used to review Plant escape, Maintenance, Safety, Ergonomics,

    Constructability and Operations. This Model Review shall result infrozen Equipment, main Structure locations, and very large bore

    and critical pipe routings, on which basis the Design Engineering

    phase may commence.

    ENG303 Hazardous Area Classification Design

    review

    A Design review of the Hazardous Area Classification philosophy

    and associated documents. Design Reviews are performed, to

    verify if the document is conform the requirements of the Prime

    Contract, to verify for consistency with other documents, and to

    arrive, for all parties involved, at a consensus.

    ENG304 Technical Quotation Summary Package

    Units

    Summary technical and commercial evaluation of the Bidders

    quotations. The summary shall be the basis on which the Purchase

    Order can be placed.

    ENG305 Package Unit Specs for PO Updates and/or revised specif ication(s) made from input prepared

    by applicable disciplines including contracting and procurement,

    ready for Purchase Order.

    ENG306 Implementation of the Authority engineering requirements, on aDiscipline level.

    ENG406 Same as ENG306 as amended by:

    Includes Permit support.

    ENG307 Noise Abatement Implementation A noise allocation plan. In this list, noise levels are allocated to the

    relevant noise sources (equipment, control valves and piping) in

    such a way that the noise limitations are met.

    ENG308 Process Hazard Analysis This is a method to enhance the safety of a process / installation,

    based on the concept that if a process always operates within the

    intended design parameters, hazards will not occur. HAZOP is a

    systematic inductive method aimed at identifying hazardous

    deviations, their causes and means of detection, as well as the

    active/passive precautions to reduce their frequency or mitigate

    their consequences. HAZOP is carried out by a multi-disciplinary

    team, which reviews a process to discover potential hazards and

    operability problems. Systematic use is made of keywords as

    applied to the functioning parameters to identify the hazardous

    deviations. By doing this, the causes of this deviation and means of

    detection the potential process hazards are identified and

    prevention of these deviations can be considered.

    ENG309 Area Safety Review Close-out Collect answers to action raised in Area Safety Review and execute

    Area Safety Review close out, chair meeting and prepare report

    ENG310 Safety Integrity Level (SIL) Verification Based on the proposed design of the Safety Instrumented Systems,

    perform availability calculations to verify whether or not each system

    meets the performance requirements associated with its assigned

    Safety Integrity Level (SIL). These calculations can be used to

    optimize the level of redundancy within each Safety Instrumented

    System as well as the requirements for testing the system

    components during operation.

    ENG311 Supplier Inspection and Expediting - Support of PDDM and

    Procurement in expediting data and equipment from suppliers.

    Inspection support and shop visits for witness of shop tests and

    Factory Acceptance Tests.

    ENG411 Same as ENG311ENG312 Constructability, Maintainability,

    Operability Review

    Review held lead by the Project Constructability Management

    Team. The review will focus on Maintainability, Operability, and

    Constructability.

    ENG313 HAZOP Follow-up Follow-up on HAZOP actions as established in the HAZOP review

    [see ENG 308] and/or addressing comments made during the

    HAZOP. This includes an assessment on present design status and

    possible consequences of implementing HAZOP. This activity is

    about implementing the actions as required by the HAZOP.

    ENG316 Detailed Revamp Plan Step3 The Detail Revamp Plan (step3) describes detail construction

    activities, which together define the sequential train of events

    required to start, execute and complete the construction of the

    specific scope of work items.

    ENG317 3D Model Review #2 A model review held at the end of the design engineering phase,

    used to review large bore pipe routings, valve placement, stress

    requirements, location of control sets, supports, vents and drains,and to freeze the routing of these lines. This model review shall

    result in AFC (approved for construction) P&IDs on which basis the

    detail design phase may commence.ENG318 Risk Identification and Evaluation for

    Construction Sites

    In the design phase the Safety & Health plan for construction is to

    be set up and a risk identification evaluation has to be carried out.

    ENG401 P&IDs AFC Preparation and issue Approved For Construction P&ID's, is done

    after the 2/3rd Model Review. Based on this issue Production

    Engineering may commence and Isometrics are generated. The

    Approved for Construction P&ID's represent detailed schematic

    information on equipment, pipelines, instruments and controls. The

    P&ID's are detailed with equipment/ vendor/instrument/process

    control information. The quality of information is good for

    construction related activities.ENG404 Package Unit Vendor Data Review Review (Squad Check) of Drawings prepared by the Package Unit

    supplier / contractor.

    ENG405 HAZOP Vendor Packages HAZOP review of Vendor supplied P&ID's. For format of the review

    see ENG 308.

    ENG407 Final Noise Report A report including the final noise allocation plan, calculations,

    computer print outs, etc. as required by Client or Authorities.

    ENG409 3D Model Review #3 A model review held at the end of the Detail Design phase used to

    review the remaining Process and Utility lines and to freeze the

    remaining design. The 3D Model Review shall result in a frozen

    Plant design.

    ENG418 Design Books All activities related to preparation, compilation or administration of

    the design books. The design books are prepared as a project

    deliverable for our client and can comprise all kind of design

    information from the various project stages. The format and

    contents of the design books is normally prescribed in the prime

    contract.ENG421 P&IDs As Designed The P&ID's are revised and updated to the As Designed status.

    This normally means after all Isometrics are issued.

    ENG518 Turnover Documents Documents representing the system or Plant which is turned-over.

    Usually this is done on a system by system basis as agreed early in

    the Project and issued as part of the Project Execution Plan (PEP).

    ENG601 As-Built Documents Update and final issue of the documents required to be As-Built,

    with the As-Built comments resulting from the construction and turn-

    over activities. Check constructed plant against latest issue of

    P&IDs.

    ENG602 Authority Package As-Builts Update and final issue As Built with comments resulted from the

    construction and turn-over activities.

    CSA101 Initial Boundary / Topo Survey

    Specification

    Specification for initial boundary and or topographic survey. Not

    required if client has furnished this data with ITB or has this data in

    their file.

    CSA102 Preliminary Boundary / TopographicalSurvey Report

    This is a very basic survey report showing plot limits or limits ofwork and the contours of the plot for cut and fill estimates and

    hydrology assessment.

    CSA103 Basic Geo-Technical / Contamination

    Specification

    Specification for initial geo-technical and/or contamination

    investigation. Not required if client has furnished this data with ITB

    or has this data in their file.

    CSA104 Basic Geo-Technical / Contamination

    Report

    Initial geo-technical and/or contamination soil investigation report to

    define the type of foundations (i.e. piled or non-piled) and also to

    define the potential type of pile. The report must also include de-

    watering and shoring recommendations for excavations as well as

    the existence of soil contamination if any. Included are Site Specific

    Seismic requirements.

    CSA105 Civil Site Meteorological Design Criteria

    Data

    Basic data containing information on site location, ambient

    temperatures, rainfall data, flood levels, frost lines, etc. including

    references to the source of information, codes or practices to help

    develop a Civil Design Criteria Specification.

    CSA106 Structural Site Design Criteria DataIncluding FP Philosophy.

    Basic data defining applicable wind and seismic codes, client'sunderwriters requirements for fireproofing supports and structures,

    corrosion potential and protection requirements, foundation

    recommendations, local stipulations, construction material

    specifications for concrete, steel, bolting, walking surfaces, grout,

    fireproofing and coating, vibration limitations, bundle pull, etc. to

    help develop a Structural Design Criteria Specification.

    CSA108 RFP/Contracts/ Tech Pkgs

    Boundary/Topo/ UG / AG Survey

    All activities related to the preparation of Technical Packages for

    Boundary & Topographical surveys such as: 1. Scope of Work for

    Subcontractor. 2. List of Drawings, Specifications and Standards. 3.

    Unit Price Descriptions. 4. Document Commitment sheets. The

    deliverables of the sub-contractor should include both preliminary

    and detailed survey reports.CSA109 RFP/Contracts/ Tech Packages Geotech

    / Contamination

    All activities related to the preparation of Technical Packages for

    Geotechnical / Contamination reports such as: 1. Scope of Work for

    Subcontractor. 2. List of Drawings, Specifications and Standards. 3.Unit Price Descriptions. 4. Document Commitment sheets. The RFP

    includes the deliverables for both basic and detailed investigations.

    CSA112 Site Infrastructure Study Initial study of the civil work with respect to cut and fill, dikes,

    pavement, grading, seeding, graveling, firewater source, supply and

    storage, site de-watering, site drainage, main and secondary roads,

    railroads, culverts and bridges, fencing, etc. Also included is the site

    accessibility study.

    CSA113 Material Availabil ity Study Visit or contact construction material suppliers in the vicinity of site

    and study the availability of material such as; concrete mix, backfill,

    underground pipes, catch basins, culverts, precast items, etc.

    CSA202 Detailed Topographical Report Detailed topographical data report for the plot that is either existing

    in client's file or performed by a subcontractor. This is to establish

    cut and fill needs, drainage design and setting site elevation.

    CSA203 Geotech/Contam Specification Specification for investigation to obtain more than basic geo-

    technical and/or contamination information. Optional activity if the

    basic geotechnical report gives enough information to establish the

    civil/ Structural design criteria.

    CSA204 Geotech/Contam Detailed Investigations

    & Recommendations

    Geo-technical and/or contamination soil investigations report

    including preliminary foundation and pile recommendations to define

    type of foundation (i.e. piled or non-piled) and also to define

    potential type of pile. Report must also include de-watering and

    shoring recommendation for excavations as well as existence of soil

    contamination if any, including recommendations for

    decontamination. This report must be suitable to perform a

    preliminary assessment of foundation design.

    CSA205 Civil Eng Design Criteria & Material

    Selection Spec

    Specification defining design criteria for the Civil work based on the

    Meteorological data, Topographic Survey and Geo-technical reports

    on the project. This will also define the material for backfill, catch

    basins, manholes, culverts, and underground pipe (if not identified

    by piping). It will also include codes and standards, and criteria for

    contaminated soil mitigation when the existence is identified in the

    Geo-technical report.CSA206 Structural Eng Design Criteria & Material

    Selection Spec

    Specification defining Engineering design criteria for structures and

    foundations based on the codes and standards, local stipulations,

    meteorological data and client requirements including fireproofing

    and corrosion protection philosophies. The construction material

    such as concrete, steel, bolts, walking surfaces, and fireproofing will

    be identified in this specification.

    CSA207 Building Authority / Overall PermitApplication

    If required by the local jurisdiction prepare and submit to theBuilding Authority an overall permit application package. If this is

    not required conduct a meeting with the Building Authority to

    understand their needs and establish a streamline review of the

    packages.

    CSA208 RFP/Contracts/ Tech Pkgs Piling, UG

    Piping, Civil

    All activities related to the preparation of Technical Packages for

    early construction work such as Piling, UG Piping and civil work.

    Activities include items such as: 1. Scope of Work for

    Subcontractor, 2. List of Drawings, Specifications and Standards, 3.

    Unit Price Descriptions, 4. Document Commitment sheets.

    CSA209 RFP/Contracts/ Contractors Proposal

    Evaluation

    Assist with job walk, technical bid evaluation and award

    recommendation. Issue final Technical Package for Piling/ UG

    piping and Civil works.

    CSA210 UG Piping / Installation Specification Specification defining requirements for Installation of Underground

    piping including trenching and bedding.

    CSA211 UG Piping / Standards Standard drawings showing requirements and typical details forinstalling underground pipe.

    CSA212 Site Infrastructure / Installation

    Specification

    Specification covering installation requirements for cut and fill,

    dikes, pavement, grading, seeding, graveling, firewater source,

    supply and storage, site de-watering, site drainage, main and

    secondary roads, railroads, culverts and bridges, fencing, etc.

    CSA213 Site Infrastructure / Standards Standard drawings showing requirements and typical details for

    installing the items related to site civil work.

    CSA214 Piling / Material Installation Specification

    & MTO

    Specification defining pile type, material, fabrication, installation,

    inspection and testing requirements. Compile preliminary pile count

    estimate and pile design.

    CSA215 Piling / Standards Standard drawing showing typical pile fabrication and installation

    details.

    CSA216 Concrete / Construction Specification Specification covering concrete material such as; cement, sand,

    aggregate, reinforcing bars, and admixtures, placing, testing and

    inspection requirements.

    CSA217 Concrete / Standards Drawings showing standard repetitive typical details to be used indesign, general notes, requirements for reinforcement fabrication

    and placement as well laps, splices and ties, anchor bolt fabrication,

    etc. This includes standard details for concrete fireproofing also.

    CSA218 Structural Steel / Fabrication and

    Erection Spec

    Specification defining Structural steel and bolting material, and

    fabrication and inspection requirements. The Structural steel

    specifications may be developed either separately for fabrication

    and erection or combined for fabrication and erection based on

    project needs.

    CSA219 Structural Steel / Standards Drawings showing standard repetitive typical details to be used in

    design, general notes, connections, fabrication requirements, etc.

    CSA221 Under Ground Survey Specification Specification defining requirements for the identification of existing

    underground's including pipe, duct banks, abandoned foundations,

    etc.

    CSA222 Above Ground Survey Specification Specification defining requirements for identification of the above

    ground facility such as; structures, equipment, piping, cables,

    buildings, etc. The specification may cover any type of survey (i.e.

    hard measurements, photogramatry, laser imaging, etc.) based on

    the project needs.

    CSA225 Structural Steel Fireproofing Specification Specification defining requirements for the extent of fire proofing for

    structural supports and equipment skirts and saddles. Include

    material specification for the proprietary fire proofing if to be used.

    Normally dictated by client's underwriter's regulations. If not use API

    (SAT/FAT)

    FAT During the Factory Acceptance Test (FAT), the hardware and

    firmware delivered and the application S/W developed is checked

    against the system specifications, H/W and S/W definition

    documents and the contract. The test is to ensure that the hardware

    and software is manufactured / programmed according to the

    contract. The test takes place prior to shipment to site of the

    system. During the Site Acceptance Test (SAT), the hardware and

    components and materials. The connection information given,

    includes earthing of equipment, earth connection wires to metal

    parts, bonding to the main earthing bar for potential equalization

    between systems, such as lightning, functional (clean) earth, UG

    piping systems, foundation rebars and building steel. Part of theearthing installation scope to be executed by the civil contractor

    such as welding of the rebars, etc. will not be shown on the drawing.

    ELE425 Electrical Cable Plans The cable plan drawings are topographical plans of plant areas,

    substations control buildings, office buildings, etc. Underground and

    aboveground installed cables are preferably shown on separate
