The Four Levels of Systemic Competitiveness
PLACES VISITED
Observations and Insights
Levels Observations
Meta Mindset and culture of taking care of environment…
Macro •Clear goal and targets on renewable energy• phase out of nuclear energy by 2022, eight nuclear power plants switched off straight away in spring 2011• concrete objectives for RE (remain in place according to energy concept from Autumn 2010
• Government providing budget /financial support for green programs/projects
Meso • National Agency for Renewable Energy has strong links with universities and research institutions which provide them with facts and figures that they use to analyze and package into information materials for dissemination and advocacy• Program of Tourism Agency encouraged businesses to cooperate
Micro Private enterprises investing in renewable energy, efficient (green)buildings and practicing green business (local procurement of fruits for wine making, Nature tour, e -bike tours…),,,,
• Many of the changes observed were initiated by external persons (experts providing technology to a community or external investor or resident of a place who was educated and gained knowledge and skills from outside of village decided to come back and operate business )
• Green hotel was an example of a result of a push-pull-enable approach
Other Insights
• To effect changes, looking at the entire system is necessary (in this case, Germany’s move towards use of renewable energy )
In ProGED, good to use a systemic approach in moving towards green economy
• Push-pull-enable approach can help in moving MSMEs to green their enterprises
Conclusion
