Clarifications on the calculation/ careful cost estimation for didactic equipment and equipment are essentially needed
The rationale for Phare 2006 assistance to TVET modernization and transformation, as well as additional clarifications on the calculation for didactic equipment and equipment proposed to be procured under this programme, are the following:
1. European and national context of Phare 2006 investments in TVET
The 2006 Joint Council/Commission progress report on the implementation of the “Education and Training 2010” work programme, adopted by the Commission on November 10, 2005 and by the Education Council on November 15, 2005, is based on national reports from the participating countries themselves. It takes stock of progress at national level towards modernising and adapting education and training systems in view of the Lisbon goals. In particular, the draft report warns that unless substantial progress is made in the coming years in ensuring that young people leave school with the qualifications and key competences they need, and that more adults take part in lifelong learning, increasing numbers of people will face social exclusion, at great cost to themselves, the economy and society as a whole. The reforms called for under Education and Training 2010 are therefore vital for the long-term sustainability of the European social model. In this context the Commission stresses that greater efficiency in education and training systems should not be sought at the expense of equitable outcomes for all.
The national reports demonstrate that Governments are addressing of the challenges involved in modernising education and training. In this context, particular attention must be paid to the following key areas of if the reforms underway are to be successful:
• Effectively combining efficiency and equity – i.e. investments in human capital, in order to be efficient in the long term, must ensure that all citizens, whatever their socio-economic background, can enjoy the benefits of high quality education and training, and contribute actively to society and the economy.
• and improving the governance of the systems – in particular by developing learning partnerships, especially at regional and local levels, as a means of sharing responsibilities and costs between the relevant actors (institutions, public authorities, social partners, enterprises, community organisations, etc.).
The Commission will support national efforts by giving priority to these areas in future peer learning activities at EU level.
The Commission also calls on Member States to take Education and Training 2010 more into account in their national policy making, and to ensure that education and training have a central place in their reforms for implementing the Lisbon strategy.
The Commission also stresses that better use should be made of the EU structural funds for investment in human capital.
2. Economic and social cohesion - Investing for improving learning conditions in disadvantaged areas The Phare 2006 is part of the second multi annual projects having as major aim to assist the modernization and the transformation of the technical and vocational education and training (TVET) in Romania in order to make the domain:
- more responsive to the industrial restructuring by contributing with the necessary skills provision - more supportive to the communities regeneration, mainly in the rural areas, contributing to economic
and social cohesion development. The first multi annual project is assisting 122 TVET schools, from urban areas, out of which 111 are from industrial restructuring areas having growth potential. 100 of these schools have never been assisted through a Phare project. These schools have never received equipment from a Government programme, regardless the Financial Institution provenience of funds. In order to ensure the visibility and the impact of the Phare investments the schools targeted assistance consists of integrated services and supplies provision packages. The assistance package includes institutional capacity building and procurement of didactic equipment in order to ensure the adequate learning conditions as described by the training standards accredited at national level. All these are prerequisites for assuring the quality of TVET as also portrayed by the European related policy documents.

The didactic equipment provision has been decided based on needs assessment having as references both the training standards and the existing education school infrastructure. In the same time, the above projects took advantage of the Phare VET RO 9405 project experience. Phare 2002 and 2003 assisted the TVET schools by procuring didactic equipment as follows:
1. didactic equipment for basic TVET 2. didactic equipment for specialized TVET
The second multi-annual Phare assistance to TVET, specifically Phare 2004-2006, is based on similar logic, but beneficiaries are different. It refers to 50 schools selected from the rural areas and to 100 TVET schools from rural and areas and small and medium localities from urban areas. Out of the 150 TVET schools 69 are from rural areas. All 150 TVET schools are located in poorer areas than the 100 TVET schools, thus the current learning conditions they offer are of inferior quality. Phare 2005 will provide didactic equipment for basic TVET. The estimated budget allocation for each of the 150 TVET schools is of 115,000 Euro/school. The aim of the Phare 2006 is to complete the didactic infrastructure with didactic equipment for specialized TVET within a proposed estimated budget allocation of 135,000Euro/school. Comparison of school budget allocation, between the first multi annual Phare project (2001-2003) and the 2nd one (2004-2006) is presented below:

(proposed for Phare 2006) As above mentioned, the current learning conditions offered by the 150 schools are of inferior quality compared to the previous 100 schools. The JAP on Employment is highlighting the priority Romania should give to enhancing access to quality VET in rural areas, especially for upper secondary education. Specialised TVET is part of upper secondary education. Consequently, a budget allocation in Phare 2006 comparable to the one invested through Phare 2003 in the 100 schools is merely supporting the comparable learning conditions assurance in the schools assisted by the Phare projects and is not creating disparities between schools in rural and urban areas. It’s worth mentioning the later is in line with the purpose of economic and social cohesion, the aim of the Phare component. 3. Economic and social cohesion - enhancing access to TVET in a LLL perspective by using a ESF approach In education and training policy development, all member states, candidate countries and the European Commission are emphasizing the role of Life Long Learning (LLL) in developing the knowledge based economy and society. The revised Lisbon Agenda is highlighting LLL contribution to its objectives achievement.

Raising employment is the most effective way to generate growth and promote social inclusion. The challenges posed by an ageing population make the modernisation of social protection systems and the promotion of a life cycle approach to work all the more important. To enhance access to employment for all ages and raise productivity the EU needs higher and more effective investment in human capital and lifelong learning.
In industrial ages citizens, and this refer mainly to adults, go to school, in knowledge based society school goes to citizens. Broadening the access to education and training of all citizens, during their available time, and offering the possibility to choose what is for their direct benefit with indirect benefit in community development are representing the major objectives all Europe is looking to achieve. Distance learning is the most adequate mode of education and training delivery that could facilitate access to learning for citizens, especially in case of an ageing society as the Romanian case. Additionally the actual performance of Romania in LLL is tremendously unsatisfactory. On the other hand, the Phare 2001-2003 projects assisted the TVET schools capacity development to act as resource community centers for human resources development. Phare 2006 is designed to coordinate and to complement the two objectives: enhancing LLL participation and TVET schools acting as education and training providers for the whole community members. This is representing a very impact oriented approach and is giving value for the invested money. Furthermore, all these investments are supporting the schools to act as ESF projects promoters. In addition, the selection of schools which are supposed to be assisted in order to act as support centres is competition based, using as criteria some ESF similar criteria. In terms of budget allocation, the Programming Document for ESC 2006 is mentioning: • Assurance of specific equipments to distance communication and learning infrastructure and related
software for the national unit and the 16 support centres, in 2006. An average amount of 400,000Euro for the central unit and 125,000 Euro for the support centres is indicative.
The Programming Document is also stating: • The PPF for TVET 2004 will prepare technical specifications and it will propose the necessary IT and office
equipment, as well as the estimation of the costs for the national unit and each support center, within the total estimated Phare amount of 2.4 Meuro.
However the indicative allocation has been decided based on the Feasibility Study being carried out under a bilateral cooperation project of the Romanian and the Flemish Governments in 2001-2002. The estimated budget allocation is following the minimal costs recommended by the above Feasibility Study (see Annex) In order to have a cross checking of the proposed technical solutions, under Phare 2004 technical assistance is asked to carry out an additional Feasibility Study aiming at careful cost/effectiveness analysis and elaboration of alternative technical specifications. The Feasibility Study is subject of MoER approval due to the fact sustainability of agreed solutions should be ensured. The ToRs based on which the consultancy will be selected under Phare 2004 PPF are stating: The specific objective of this project is to provide the technical assistance needed for developing tender dossiers aiming: • To supply the central unit and the 16 support centers with proper equipment and related software for
delivery of distance education. The results include: • Complete Tender Dossier for specific equipments for distance communication and learning infrastructure
for the central unit and the 16 support centres to deliver distance education, financed under Phare 2006, approved by the EC Delegation and the Ministry of European Integration. Prior approved Feasibility Study by the Ministry of Education and Research will allow decision related to the technical solutions (e.g. software) and type of distance education infrastructure (communication and equipment) to be procured. The Feasibility Study will include cost/effectiveness analysis for the recommended alternatives containing both technical solutions and distance education infrastructure.

The related Activity refers to: Activity 7. Draft Tender Dossier for distance learning equipment
The Consultant will identify the necessary equipment for the distance learning tailored platform which includes the central unit and the 16 support centers, considering future extension of the number of the support centres.
The Consultant will visit all schools subject of financing and will draft a feasibility study to propose an accurate design of e-platform including the links with other organizations (if the case).
In order to establish the technical specifications for the distance learning, the Consultant will elaborate a feasibility study regarding the technical solutions (e.g. software) and type of distance education infrastructure (communication and equipment) to be procured, taking into account the beneficiaries’ needs. The Feasibility Study will include cost/effectiveness analysis for the recommended alternatives containing both technical solutions and distance education infrastructure.
The Consultant and will prepare the complete Tender Dossier for the procurement of specific equipments to distance communication and learning infrastructure for the central unit and the 16 support centers as well as the related technical solution (e.g. software), to be procured in 2006.
The Consultant shall consider the necessary equipment for the distance learning -tailored platform, including at least:
o Hardware to be installed centrally at national centre (web server for hosting the e-portal, the application server(s) to run the established modules, and all related accessories as for instance dedicated workstations, control stations, firewalls, backup systems and other architectural elements of the e-portal);
o Software (including licence and maintenance cost); content manager system, relational database system; central antivirus system and all other related accessories.
It is worth stressing that the envisaged technology platform must offer at least: • continuous system development; • easy integration with dominant platforms worldwide; • rapidity of implementation (i.e. number and quality of built-in functionalities); • perfect integration with all the most popular IT environments and communication standards; • best business model applicability for the e-portal (i.e. enabling technology); • future expandability of the system and easier maintenance by the host institution
