2. PROJECT DESCRIPTION Please provide a detailed description of the project.

juwi Renewable Energies (Pty) Ltd (juwi) propose to develop four 75 Megawatt (MW) Photovoltaic (PV) facilities and associated ancillary infrastructure. The proposed 1,440 hectares of Portion 6 of Farm No. 103 (locally known as Nelspoortje) is located northeast of Eskom’s Kronos substation, near Copperton in the Northern Cape. It is proposed that each 75 MW facility would be phased with a shared central 132 kilovolt (kV) substation to maximise connectivity options, while reducing the overall project costs. In order to evacuate the power generated from the proposed onsite substation, it is proposed to construct two double circuit overhead transmission lines (between 9 and 11 kilometres in length) to connect the proposed PV facilities with the existing Kronos substation. Each of the proposed PV facilities will be assessed in separate Environmental Impact Assessment Processes and the two transmission lines would be assessed separately in two Basic Assessment Processes1. This application deals specifically with the proposed 75 Megawatt Kronos Photovoltaic (PV) Facility 4 near Copperton, Northern Cape. This proposed PV facility is described in detail below. The Kronos PV4 facility would consist of the following:

• A photovoltaic component comprising of numerous rows of PV panels and associated support infrastructure to generate up to 75 MW through the PV effect.

• Facility substation: A shared central 132 kV substation. • Battery storage facility. • Underground cabling to connect the PV 4 facility to the onsite central substation. • Roads: Access roads for servicing and maintenance of the site. • Water storage. • Stormwater infrastructure. • Buildings: Buildings would likely include a connection building, control building, guard cabin,

an electrical substation and solar resource measuring substation.

GN R544 Item 10 (i): The construction of facilities or infrastructure for the transmission and distribution of electricity:

(i) outside urban areas or industrial complexes with a capacity of more than 33 kV but less than 275 kV.

Onsite transmission lines, with a capacity that would likely exceed 33 kV, would be required to connect the proposed PV facility to the proposed onsite central 132 kV substation. The proposed facility is situated outside of the urban edge. This activity would therefore be triggered.

(iii) bridges; (vi) bulk storm water outlet structures; (x) buildings exceeding 50 square metres (m2) in size; (xi) infrastructure or structures covering 50 m2 or more where such construction occurs within a watercourse or within 32 m of a watercourse, measured from the edge of the watercourse.

From BGIS (2014) it appears that there are few wetlands and or drainage lines present onsite. However, this has not been ground truth and in reality more or less wetlands and or drainage lines might be present. An aquatic and storm water assessment would therefore be undertaken. If the proposed buildings and or infrastructure cover more than 50m2 and cross water bodies, then activities (x) and (xi) would be triggered. The storm water specialist might recommend the construction of bridges and or bulk storm water outlets to mitigate storm water runoff. Should this be the case, then Activity 11 (iii) and (vi) would trigger.

Attenuation ponds may need to be constructed in order to manage storm water. Furthermore roads crossing drainage lines may require infilling or depositing of material.

The proposed PV facility would have a generation capacity of 75 MW; as such this activity is triggered.

GN R545 Item 15: Physical alteration of undeveloped vacant or derelict land for residential retail, commercial, recreational, industrial or institutional use where the total area to be transformed is 20 ha or more.

The predominant farming activity of the site is assumed to be grazing. It is therefore assumed that this activity would be triggered as DEA has indicated that it considers grazing land to be ‘undeveloped’ land.

GN R546 Item 14 (a)(i): The clearance of an area of 5 ha or more of vegetation where 75% or more of the vegetative cover constitutes indigenous vegetation:

(i) All areas outside urban areas.

The clearance of more than 5 ha of vegetation where 75 % or more of the vegetative cover constitutes indigenous vegetation outside urban areas will be required for the project. As such this activity will be triggered.

Please note that any authorisation that may result from this application will only cover activities specifically applied for. Co-ordinate points indicating the location of each listed activity must be provided with the relevant report (i.e. either BAR or EIR). Please provide a project map indicating any sensitive areas (e.g. critical biodiversity area, World Heritage Site, etc.) overlaid by the study area in Appendix 6. A project schedule, indicating the different phases and timelines of the project, must be attached as Appendix 7. 7. PUBLIC PARTICIPATION Provide details of the public participation process proposed for the application as required by Regulation 54(2) of GN R. 543, dated June 2010.

The aim of the Public Participation Process (PPP) described below is to be compliant to Regulation 54 (2) of GN 543 and to:

• To ensure that the full range of Interested & Affected Parties (I&APs) including stakeholders, regulatory authorities, community leaders, landowners, neighbouring landowners, key Non-Government Organisations and civic associations, as well as general members of the public, are consulted at the applicable time and in the appropriate manner; and

• To ensure the communication of key information to registered I&APs, and to encourage feedback in the language of preference.

Authority Consultation: Authority consultation represents the first stage of the PPP. Representatives from the relevant national, provincial and local departments will be consulted during Scoping. The purpose of consultation with the authorities at this stage in the process is to ensure that the authorities are aware of and understand what is being proposed, and that Aurecon has a clear understanding of what the authorities will require. In addition to DEA, consultation with the following authorities is envisaged (additional authorities may be added once more information is obtained):

• Department of Agriculture; • Northern Cape Provincial Department of Environment and Nature Conservation (DENC);

Public Consultation during the Scoping Phase: The public will be notified of the availability of the Draft Scoping Report for a 30 day public comment period and of the opportunity to raise issues and concerns for inclusion in the investigation. Public consultation during the Scoping Phase would involve the following activities:

• Placement of poster/notices, at the entrance of the proposed site, and advertisements (to be placed in one local newspaper namely Die Gemsbok) to notify the public of the proposal and the availability of the Scoping Report for comment, and to invite them to register their interest such that they can raise any issues or concerns.

• Compiling an I&AP database (to be developed in consultation with the local authorities). This database will list all potential and registered I&APs and stakeholders including relevant authorities, the owners and occupiers of the property on which the development is proposed, all owners and occupiers of land adjacent to the site, the relevant municipality, the applicable Municipal Councillors and other representatives of the affected wards.

• Notify all I&APs on the database of the availability of the Draft Scoping Report in writing and provide them with a non-Technical Summary. The report will be made available for comment as follows:

• Hard copies will be lodged at the most central public library (i.e. the Prieska (Elizabeth Vermeulen) Public Library) and Nelspoortjie Guesthouse;

• Hard and digital copies will be circulated to relevant authorities; and

• Digital copies will be made available on the Aurecon Public Participation website (www.aurecongroup.com).

Registered I&APs and authorities will have 30 days (as required in terms of the amendments to the 2010 EIA Regulations, published in September 2014) in which to comment on the Draft Scoping Report. All relevant comments will be documented in a Comment and Responses Report (CRR), which will include copies of all of the submissions received, a summary of the issues raised, and the responses from the Environmental Assessment Practitioner (EAP) and the Proponent. Where relevant, the Plan of Study for EIA will be revised to address particular issues and concerns, if required. The draft will be amended and finalised as necessary. The CRR will be included with the Final Scoping Report, which will be made available at the same locations as the drafts. All registered I&APs will be notified of the availability of the Final Scoping Report. Registered I&APs will have 21 days (as required in terms of the EIA Regulations) in which to comment on the Final Scoping Report. Any comments received from I&APs will be included in a CRR along with the responses from the project team. The CRR will be submitted to DEA for consideration.

EIA Phase: All registered I&APs will be notified of the availability of the Draft EIA Report in writing and will be provided with the non-Technical Summary. The Draft EIA Report will be made available for comment at the same locations as the Draft and Final Scoping Report (as discussed above). Registered I&APs and authorities will have 30 days in which to comment on the Draft EIA Report. All relevant comments will be documented in the CRR, which will include copies of all of the submissions received, a summary of the issues raised, and the response from the EAP and the Proponent. The Draft EIA Report will be amended and finalised as necessary. The requirement for a public meeting during the EIA Phase will be based on the public interest during the Scoping Phase. The CRRs (i.e. for Scoping and EIA) will be included with the Final EIA Report, which will be made available for comment at the same locations as the Draft. All registered I&APs will be notified of the availability of the Final EIA Report. Registered I&APs will have 21 days in which to comment on the Final EIA Report. Any comments received from I&APs will be attached to the Final EIA Report (without responses from the project team) and will be submitted to DEA for consideration.

SIP 7: Integrated urban space and public transport programme Coordinate planning and implementation of public transport, human settlement, economic and social infrastructure and location decisions into sustainable urban settlements connected by densified transport corridors. This will focus on the 12 largest urban centres of the country, including all the metros in South Africa. Significant work is underway on urban transport integration.

SIP 8: Green energy in support of the South African economy Support sustainable green energy initiatives on a national scale through a diverse range of clean energy options as envisaged in the Integrated Resource Plan (IRP2010) and support bio-fuel production facilities.

SIP 9: Electricity generation to support socioeconomic development Accelerate the construction of new electricity generation capacity in accordance with the IRP2010 to meet the needs of the economy and address historical imbalances. Monitor implementation of major projects such as new power stations: Medupi, Kusile and Ingula.

SIP 10: Electricity transmission and distribution for all Expand the transmission and distribution network to address historical imbalances, provide access to electricity for all and support economic development. Align the 10-year transmission plan, the services backlog, the national broadband roll-out and the freight rail line development to leverage off regulatory approvals, supply chain and project development capacity.

SIP 11: Agri-logistics and rural infrastructure Improve investment in agricultural and rural infrastructure that supports expansion of production and employment, small-scale farming and rural development, including facilities for storage (silos, fresh-produce facilities, packing houses); transport links to main networks (rural roads, branch train-line, ports), fencing of farms, irrigation schemes to poor areas, improved R&D on rural issues (including expansion of agricultural colleges), processing facilities (abattoirs, dairy infrastructure), aquaculture incubation schemes and rural tourism infrastructure.

SIP 12: Revitalisation of public hospitals and other health facilities Build and refurbish hospitals, other public health facilities and revamp 122 nursing colleges. Extensive capital expenditure to prepare the public healthcare system to meet the requirements of the National Health Insurance (NHI) system. The SIP contains major builds for 6 hospitals.

SIP 13: National school build programme A national school build programme driven by uniformity in planning, procurement, contract management and provision of basic services. Replace inappropriate school structures and address basic service backlog and provision of basic services under the Accelerated School Infrastructure Delivery Initiative (ASIDI). In addition, address national backlogs in classrooms, libraries, computer labs and admin buildings. Improving the learning environment will strengthen outcomes especially in rural schools, as well as reduce overcrowding.

SIP 14: Higher education infrastructure Infrastructure development for higher education, focusing on lecture rooms, student accommodation, libraries and laboratories, as well as ICT connectivity. Development of university towns with a combination of facilities from residence, retail to recreation and transport. Potential to ensure shared infrastructure such as libraries by universities, FETs and other educational institutions. Two new universities will be built - in Northern Cape and Mpumalanga.

SIP 15: Expanding access to communication technology Provide for broadband coverage to all households by 2020 by establishing core Points of Presence (POPs) in district municipalities, extend new Infraco fibre networks across provinces linking districts, establish POPs and fibre connectivity at local level, and further penetrate the network into deep rural areas. While the private sector will invest in ICT infrastructure for urban and corporate networks, government will co-invest for township and rural access, as well as for e-government, school and health connectivity. The school roll-out focus is initially on the 125 Dinaledi (science and maths-focussed) schools and

1525 district schools. Part of digital access to all South Africans includes TV migration nationally from analogue to digital broadcasting.

SIP 16: SKA & Meerkat SKA is a global mega-science project, building an advanced radio-telescope facility linked to research infrastructure and high-speed ICT capacity and provides an opportunity for Africa and South Africa to contribute towards global advanced science projects.

SIP 17: Regional integration for African cooperation and development Participate in mutually beneficial infrastructure projects to unlock long-term socio-economic benefits by partnering with fast growing African economies with projected growth ranging between 3% and 10%. The projects involving transport, water and energy also provide competitively-priced, diversified, short and medium to long-term options for the South African economy where, for example, electricity transmission in Mozambique (Cesul) could assist in providing cheap, clean power in the short-term whilst Grand Inga in the DRC is long-term. All these projects complement the Free Trade Area (FTA) discussions to create a market of 600 million people in South, Central and East Africa.

SIP 18: Water and sanitation infrastructure A 10-year plan to address the estimated backlog of adequate water to supply 1.4m households and 2.1m households to basic sanitation. The project will involve provision of sustainable supply of water to meet social needs and support economic growth. Projects will provide for new infrastructure, rehabilitation and upgrading of existing infrastructure, as well as improve management of water infrastructure.

Aurecon conducted the integrated basic assessment and waste licence application process to decommission and rehabilitate the site. Responsible for report writing and management of 10 specialists. Cost provision for future rehabilitation associated with the rehabilitation of existing landfill sites at Magareng, Dikgatlong, Siyancuma, Beaufort West and Kareeberg Municipalities (South Africa) 05/2014 - Date. Project Leader. The project entails an assessment of landfills to determine the associated future rehabilitation costs in line with GRAP 17 requirements. Where licences and permits were lacking, the minimum requirements for rehabilitation as developed by Department of Water Affairs during 1998 were used to ensure compliance. The costing included provision for the relevant environmental processes, civil works and post decommissioning monitoring. Responsible for review of deliverables, project management and management of specialists. Involved for 3 person-months. (Mubesko Africa). Assessment of various Transnet property precincts f or the identification of environmental contamination and the proposal of rehabilitation (South Africa) 03/2014 - Date. Project Staff Member. The project comprises an assessment of various precincts to identify the source of contaminants and to propose suitable remediation processes. Responsible for coordinating site assessments and compiling site assessment report. Involved for 2 person-months. (Transnet SOC Ltd). Basic assessment for the previously approved 100MW De Aar 1 wind energy facility (Northern Cape Province, South Africa) 01/2014 - Date. Project Leader. This project entailed the assessment of potential impacts on surface water features which were omitted from the previously authorised 100MW wind energy facility near De Aar. Responsible for management of the process, report compilation, review of specialist reports and public participation process. Involved for 4 person-months. (Mulilo Renewable Energy (Pty) Ltd). Environmental impact assessment (EIA) for three 10M W photovoltaic facilities proposed for Mariental, Omaruru and Okah andja (Namibia) 01/2014 - Date. Technical Staff Member. Aurecon was appointed to select three preferred sites of a possible nine through a multi-criteria decision-making (MCDM) model to assess in the environmental impact assessment (EIA) process. The specialist assessments informed the scoping study and the environmental management plan (EMP). Responsible for the management of tasks, review of specialist reports as well as report writing including a scoping report, chapter on the MCDM site selection process and EMP. Involved for 2 person-months. (Namibian Power Corporation). Implementation of the environmental authorisation f or the 100MW Klipgats Pan solar energy facility (Northern Cape Province, South Africa) 11/2013 - Date. Project Leader. Mulilo Renewable Energy was awarded preferred bidder status for a 100MW photovoltaic facility near Copperton and

Mulilo Renewable Energy was awarded Preferred Bidder Status for the 100MW photovoltaic facility near Copperton and required assistance with the implementation of the environmental authorisation, including updating the environmental management plan (EMP). Revision of environmental specifications for the re habilitation and replacement of water and sewer networks in the City of Cape Town (Western Cape Province, South Africa) 10/2013 - 11/2013. Technical Staff Member. Aurecon was appointed to review and update the standard environmental specifications typically used for the repair and replacement works of water and sewer pipelines. The review was undertaken to ensure compliance with best practice and legislative requirements. Responsible for report writing. Involved for 0.5 person-months. (City of Cape Town). Due diligence for a potential development of Erf 24 034, Bellville (Western Cape Province, South Africa) 06/2013 - 07/2013. Technical Staff Member. This project entailed the screening of Erf 24034 for the development of a business park in terms of relevant environmental legislation and biophysical features of the site. Aurecon was appointed to manage a social and environmental impact assessment (SEIA) for the proposed mining of the Z20 uranium deposit and the infrastructure corridor linking the mine to the Rössing plant. Responsible for compilation of the scoping, the SEIA and environmental management plan (EMP) reports. Involved for 4 person-months. (Rössing Uranium Limited). Update to environmental and social impact assessmen t (ESIA) for the construction of the Ministry of Staff houses at Omb ika Gate (Etosha National Park, Namibia) 06/2012 - 08/2012. Technical Staff Member. The Millennium Challenge Account Namibia (MCA-N) is supporting the Ministry of Environment and Tourism (MET) with regard to infrastructure improvements in Etosha National Park (ENP). An environmental and social impact assessment (ESIA) study in 2010 by Aurecon identified and assessed all environmental and social impacts and developed required mitigation measures for all identified environmental issues for the site on the eastern side of the Ombika Gate (Ombika East). Both the site selection report and the follow-up site specific ESIA study were formally approved and environmental clearance granted by MET in accordance with the Environmental Management Act (EMA) of 2007. However, MET has formally requested that an alternate site on the west side of the road (Ombika West) be included in the assessment for the new staff village at Ombika (Okaukuejo Gate). Responsible for updating the ESIA report, assisting with report writing, presenting results to Interested and Affected Parties (I&APs), site visits and informing adjacent landowners of the additional study. Involved for 1 person-month. (Ministry of Environment and Tourism). Construction phase environmental management program me (EMP) for the proposed office building for SANRAL on Erf 3968 8, Upper Oakdale (Western Cape Province, South Africa) 04/2012 - 05/2012. Technical Staff Member. SANRAL required additional office space and proposed to develop a business park that would involve the construction of an office building of approximately 3000 m²; widening of the existing Mispel road, additional access roads, landscaping, lighting, parking bays, security and signage. The environmental management programme (EMP) provided a link between the identified impacts and the environmental management required during project implementation. Responsible for compiling the EMP, liaising with client and site visits. Involved for 1 person-month. (South African National Roads Agency Limited (SANRAL)). Integrated waste management plan and Section 24 G p rocess to address the illegal waste disposal activities at Strandfont ein High School, Mitchell's Plain (Western Cape Province, South Africa) 02/2012 - Date. Technical Staff Member. The Department of Environmental Affairs and Development Planning (DEA&DP) Directorate: Environmental Compliance and Enforcement, issued Strandfontein Secondary School with a warning letter based on the illegal waste disposal activities on Erf 14927. In response to these illegal activities, the DEA&DP intervened and all disposal activities were ceased. An integrated waste management Plan (IWMP) was compiled and a Section 24 G process in terms of NEMA is being undertaken. Determination of future rehabilitation costs associ ated with existing landfill sites (Regional, South Africa) 05/2011 - Date. Technical Staff Member. The project entailed the determination of associated future rehabilitation costs of existing landfill and solid waste disposal sites in line with GRAP 17 requirements. Where licences and permits were lacking, the minimum requirements for rehabilitation as developed by Department of Water Affairs during 1998 were used to ensure compliance. The costing included provision for the relevant environmental processes, civil works and post decommissioning monitoring. Responsible for report writing, finances and management of specialists. Involved for 6 person-months. (Mubesko Africa). Basic assessment process for the upgrade of Distill ery Road in Wellington (Western Cape Province, South Africa) 04/2011 - Date. Technical Staff Member. Drakenstein Municipality was aiming to upgrade a 1.4km section of Stokery Road, starting 200m from the intersection with Main Road 27, Champagne Street, up to the intersection with Main Road 219, Main Street. The geometric layout was upgraded from a 9.2m surfaced road to a 14.8m surfaced road, with 1.8m surfaced sidewalks. This allows for two 3.4m lanes per direction to accommodate the left and right turning of heavy vehicles, and for safer pedestrian usage. The stormwater system upgrade included a concrete culvert to replace the current unlined channel on the western side. Responsible for completing the application form, the basic

As a prerequisite to get the building plans for the Sandown Shoprite Checkers approved, an operational environmental monitoring programme (OEMP) had to be submitted to the City of Cape Town. The OEMP addressed key issues of on-site stormwater management, landscaping and management of a portion of public open space and a retention pond containing floating islands. Borrow pit inspection in Oudtshoorn (Western Cape Province, South Africa) 03/2011 - 03/2011. Technical Staff Member. The project entailed assisting with the screening evaluation of potential borrow pit sites in the Oudtshoorn Municipal District. The three potential borrow pit sites were assessed in a high level screening process according to suitability from an environmental perspective to take it to the next level of geological investigation.
