EXECUTIVE SUMMARY

Preamble:-

Red mud is produced in the process of alumina extraction from Bauxite ore.Red

mud is highly alkaline, which is potential pollution threat to water, land and air of

close proximity of the red mud area. Meanwhile high costs are associated with

the large area of land needed for storage of the residue and also polythene lining

on the surface in the storage pond. The disposal of Bauxite residues is a major

problem in alumina plants throughout the world.

Justifications:

Usually, Production of 1 tonne of Alumina generates 0.6-2.5 tonnes of red mud

depending upon the bauxite source/quality and Alumina Extraction efficiencies.

The treatment and utilization of High volume red mud waste has been a major

challenge for the alumina industry. The R & D study is needed to recover the

different mineral values from red mud. The main objective is to minimize the

waste generation by recovering the mineral values. The iron phase minerals are

almost 50-60% in the red mud. If 70-80% of Iron values can be recovered, the

good amount of waste materials can be reduced. UAIL is producing around 1.5

million tonnes of Alumina and the capacity may extend to 3 million tonnes per

annum in future. Hence red mud produced will be around 1.30-1.4 times of

Alumina production capacity (i.e. from present 1.9 MTPA to 4.2 MTPA). IIMT

Bhubaneswar, a CSIR laboratory under the DST, GOI is a pioneer in the field of

research and development of processes and technologies for economically viable

recovery of precious materials from solid wastes generated from various

metallurgical industries. This will be a joint R&D exercise between IIMT & Utkal

Alumina International Ltd.

This is a very good approach towards protection of environment for long

term sustainable development, for the companies doing Alumina

Business.

The Entire expenses will be incurred within the Scientific Study period in

different phases in the financial Years: 18-19(Ist Phase), 18-19, 19-20 (IInd &

IIIrd Phase)& 19-20(IVth Phase) .

e) Raw Material, utilities & In-bound Logistics: Red mud bagging,

loading and Logistic under the scope of UAIL.

f) Implementation time frame: This project will be completed within the

time frame from the Date of receiving Red Mud at IMMT-Bhubaneswar.

g) Manpower: It is in the Scope of IMMT-Bhubaneswar.

h) Environmental implications: Nil.

i) Statutory implications: Nil

j) Statutory approvals required: No additional Statutory Approvals are

required.

k) Financial, Business case, gains, IRR&NPV: There will be no immediate

gain after the Scientific Study. This Study shall guide us for further

investment and achievement of zero disposal of Red Mud further. It will be

treated as raw material for another process.

l. Accounting treatment of each item of cost: To be treated as assets, hence

to be capitalized, Percentage of depreciation: 3.5 % (Considering a life span of

30 years).

1. Barrier around Red Mud Pond & Ash Pond for protection of human & animals.

Red mud pond area is protected by boundary wall and fence. Ash pond is situated on a hill top valley and surrounded by deep garland drains and guard wall, and thus is protected. Both these ponds are under continuous security surveillance. Operation and maintenance personnel are continuously monitoring the pond status. Continuous maintenance of the boundary wall and chain-link fencing will be ensured for the protection of human and animals.

2. Prevention of Dust pollution caused by the industry in Dwimundi, D Korol & other nearby villages

Potential dust pollution sources have been identified during the EIA/EMP study. All the mitigation measures have been outlined and shall be implemented during project construction stage. These measures are the part of the plant design. State of the art equipment like ESP, Bag Filters, DSS, DES and Wet Scrubbers etc. at respective point/fugitive source shall be installed. High pressure fixed water sprinkling system shall be put in place at Bauxite & Coal handling areas. Regular water sprinkling and cleaning shall be carried out on roads through mobile water tankers. All in plant roads have been black-topped/concreted. Greenbelt being developed along the boundary wall of the plant. All the above measures have already been implemented in the existing operating plant. These measures have successfully prevented any kind of dust pollution in the nearby villages like Dwimundi and D. Korol. In proposed expansion all the above air pollution control measures shall be adhered to, from the design stage.

3. River water Pollution in Bada Nadi due to discharge from plant affecting downstream villages.

The plant is operating on a zero liquid discharge principle as mandated by the OSPCB & MoEFCC ensuring Zero river water pollution of the Bada Nadi. Various ponds like Red Mud Pond, Ash Pond, Caustic Pond, Guard Pond and Holding Pond are in place to collect and reuse waste water in the process. STP (Sewage treatment Plant) has been provided to treat the domestic waste water and reuse of treated water in gardening and afforestation. The expanded plant will have similar features to prevent any waste water discharge to outside and the plant will be designed and operated on Zero Discharge concept.

Already employment has been provided to more than 210 local ladies (Direct & Indirect) depending on their qualification and skill levels. This will continue.

3. Provision of 500 bedded Hostel at Kucheipadar, ITI at Baghrijholla, +2 Science College at Tikiri, Support to all Government UP School to develop as Model Schools &

i) Govt. is taking up similar projects in the area as part of model school. ii) Skill building center will be set up for training of local youth in

consultation with SDC. iii) As committed during the PH, +2 Science College will be opened nearby

Tikiri (Osapada) within the next two years.

ENTERPRISE SOCIAL COMMITMENT FOR EXPANSION PROJECT

UTKAL ALUMINA INTERNATIONAL LTD.

While going forward for its expansion, Utkal Alumina has proposed the peripheral development initiatives (attached herewith) as a part of our

Enterprise Social Commitment (ESC). The projects have been planned based on the findings of Socio-economic and baseline survey conducted

by Utkal University, follow up studies conducted internally and the suggestions received during Public Hearing. These initiatives will definitely

contribute significantly in holistic development of the people in the peripheral villages. These ESC will benefit people from about 20 villages in

Core zone and 70 villages in Buffer zone covering 8 Gram Panchayats in around 10 km radius of the plant. Necessary changes may be done to

this plan as per the changed need scenario from time to time based on Need Assessment Surveys.

DETAILED MANAGEMENT PLAN FOR STORM WATER COLLECTION,

TREATMENT AND DISPOSAL INCLUDING THE PLANT AS WELL AS RED MUD

POND.

Plant Area:

A network of separate concreted drainage system has been developed following the

gradient of the plant area for discharge of the storm water. The total length of the

drainage network is around 23 km of size 1m depth × 1m width. The entire drainage

system of the plant is divided into four sections viz. Refinery process area, Power Plant

area, Coal handling area and Bauxite handling area.

The entire storm water of Refinery area is collected through three inlets in impervious

(RCC) guard pond of capacity 13,243 m3 of Dimension (Ø 71.5m X depth 3.3m). The

storm water is allowed here for settling and if required, acid neutralization is carried

out at the inlets of the guard pond having online continuous pH monitoring system.

The whole quantity of this water so collected is used in the process. Continuous

monitoring system has been installed with web camera and flow-meter, connected

online to the CPCB server for real time data transfer. In case of heavy rain fall, the

water is discharged outside after neutralization (if required) which meets discharge

standards prescribed in the CTO.

All the process areas of the refinery are provided with caustic proof concrete floor and

bounded with concrete bund walls of about 1 metre height. Steel lined sump pits with

submersible pumps are provided to collect and pump back all the process water

generated out of draining, cleaning and hosing in the respective operational areas.

Separate drainage system is in place to collect all the alkaline process water from the

refinery process areas and diverted to concreted caustic pond lined with LDPE. The

water so collected in the caustic pond is recycled in the process. The sludge settled in

the caustic pond is basically red mud and hydrate which is cleaned periodically and

dumped in the red mud pond.

The above system is designed to ensure separate management of surface run off

water and process water and prevents contamination of surface and ground water.

The storm water of Power Plant area is collected via separate drainage system in a

holding pond and reused in housekeeping, dust suppression and ash conditioning

after settling.

Dedicated settling pits have been provided at coal and bauxite yards connected with

RCC drains. The storm water generated during rainy season from these areas are

collected via these drains and allowed for settling in the above settling pits. The over

flow of these pits is discharged outside.

Red Mud Pond Area:

Storm water drain is provided around the outer side of the Red mud pond having a

length of 5.2 km with depth varying 1- 2 m and width 4-12 m following the gradient of

area. Check dams are provided at intervals to allow any sediments.

The total storm water is collected at the lowest elevation i.e. SW side of the red mud

pond area and is discharged outside. The rain water in the active red mud stacking

pond gets collected within the Ponds (i.e. Pond-A/B) and pumped to Pond-C. This

water is stored in Pond-C and pumped back to the plant for mud washing process. It

may be noted here that Pond-C which holds this water is completely lined with clay

and 1.5mm thickness HDPE liner to prevent any ground/surface water contamination.
