TERMS OF REFERENCE (TORS) FOR WORKING GROUPS

a. Identify preliminary areas of interests / priorities of action in these areas (group topic (s)), as per national priorities/policies/strategies and Pakistan's commitment to global environment conventions in order to avail GEF funding in future.

b. Discuss the threats and challenges faced by Pakistan regarding identified preliminary areas of interest.

c. Identify the opportunities and resources (financial, human, knowledge, partnerships, donors, etc.) available to help in addressing the priority issues of concern in partnership with GEF.

d. Identify the gaps in coverage of priorities and future preliminary areas of interest / priorities for action in this focal area/group topic that may be developed for consideration of government, GEF, and other sources of funding.

GROUP - AGOAL:The National Environment Policy aims to “Protect, conserve and restore Pakistan's environment in order to improve the quality of life of the citizens through sustainable development”.

NATIONAL PRIORITIES:Given the resource constraints, our priorities revolve around four building blocks vis-à-vis climate change, namely Mitigation; National Action Plan for Adaptation; Technology Transfer and Assessment of our financial capacity to mitigate and adapt to climate changes.

RECOMMENDATIONS:In order to achieve these priorities, our group has made the following recommendations:

1. Pakistan requires financial and technical assistance to meet its obligations under the convention and to undertake appropriate measures to respond adequately to climate change impacts.

2. Pakistan has a low institutional and financial capacity to adapt to climate changes, therefore improving the adaptation capability is considered to be of the highest priority.

3. Pakistan requires support both in technical and financial terms to meet its needs for food security, health security, water security, energy security and effective disaster management.

4. Given the resource constraints as spelled out by GEF in the area of mitigation, we may look for alternative sources of funding in mitigation area which is equally important and crucial.

5. In order to meet its growing energy needs, Pakistan requires specific assistance in Environment Friendly Technologies and Renewable Energy Development on a sustainable basis.

6. Technical support in the area of inventory preparation, climate change impact assessment and adaptation, disaster mitigation and institutional strengthening are areas of serious concern.

7. Urban mass transport and clean coal technology have also been identified as priority areas for addressing climate change impacts in Pakistan. The group, however felt that this priority should not be tied.

There exists tremendous scope in Pakistan for the transfer of suitable technical and technological expertise in the areas of climate change and impact assessment, evaluation of Green House Gases emissions, assessment of mitigation options and adaptation of host of relevant mitigating technologies. Such a transfer has been limited to very few applications but given the size of the country and its development forecast the possibilities of a much larger assimilation of technical knowhow with wide spread replication potential is enormous.

CHALLENGES:Our challenges in the area of climate change are daunting. Some of these are as follows:

1. Pakistan's economy is heavily dependent on agricultural production. Agriculture accounts for 24% of our GDP and employs more than 40% of our labor force. It is highly vulnerable to the stress caused by the changing weather and climate, thereby leading to desertification and loss of water and biodiversity.

2. We lack appropriate action plans awareness and education to fully implement our commitments

of Multilateral Environmental Agreements.3. We also lack global change early warning and monitoring system.4. We have insignificant research and mitigation plan to combat climate change.5. Water availability due to de-glaciation could have serious consequences.

Pakistan requires financial and technical assistance to meet its obligations under the convention UNFCCC and to undertake appropriate measures to respond to climate change impacts and developing sound adaptation strategies.

In order to meet its growing energy needs it requires specific assistance in environment friendly technologies and renewable energy development on sustainable basis. Technical support in the area of inventory preparation climate change impact assessment and adaptation disaster mitigation institutional strengthening tied with the availability of counterpart funds.

Lastly and foremostly, preparation of effective national plans and strategies for mitigation and adaptation both at macro and sectoral level has been flagged as crucial by the group.
