ANNOUNCEMENTS JOINT STATEMENT OF THE LANGUAGE LABORATORY ASSOCIATION OF JAPAN AND THE NATIONAL ASSOCIATION OF LEARNING LABORATORY DIRECTORS (NALLD) OF THE UNITED STATES The Language Laboratory Association of Japan and the National Association of Learning Laboratory Directors have just concluded holding a very successful First International Conference on Foreign Language Education and Technology (FLEAT) in Tokyo, Japan. Over 700 participants from 12 different countries attended the Conference. More than 113 papers were presented. The underlying theme of the FLEAT Conference was international cooperation in the use of technology for foreign and second language education. This theme was followed not only in the many sessions of the Conference, but also in the private meetings and small group discussions among the participants. In addition, with suggestions from many of the leaders of the Conference, officers of the Language Laboratory Association of Japan and the National Association of Learning Laboratory Directors met together and agreed upon ten areas in which to further promote international cooperation. 1. Association of Applied Linguistics, with headquarters in Sweden, is well known and has established programs throughout the world in language education. LLA and NALLD recognize the work of the Commission for Educational Technology and Language Learning, which commission has been organized by AILA, and are committed to further support and involvement in its work.

5. Recognition is given to research studies and publications of the past regarding the application of technology to foreign language instruction. The associations will encourage an increased effort in research and publication in this area by further recognition in their respective journals and by other means.

6. Students and faculty in foreign language education often have the opportunity to visit other countries with the intent of becoming acquainted with noteworthy programs and facilities. Both associations will prepare up-to-date lists of language laboratory facilities and otherwise provide assistance to visitors from other countries in planning their itinerary for educational visits.

7. Great value has been experienced in foreign language programs in the exchange of teaching materials. These exchanges will further be encouraged by both associations, to include exchanges between schools, classes and individuals of audio and video tapes, letters, pictures and other materials which will further motivate and help in foreign language learning. Bibliographies of appropriate instructional materials will also be identified.

8. Government agencies provide valuable encouragement and support in foreign language education. The associations will make further effort to recognize and commend the positive efforts of these agencies, and encourage increased financial and other appropriate support where needed.

9. The need is recognized to assist teachers in integrating the equipment and laboratory facilities in the foreign language instructional program. Greater efforts will be encouraged to bring this about.

10. Both associations will encourage articles, research and internships which promote teacher training in the use of technology as well as foreign language teaching methodology.

AlLA COMMISSION ON PSYCHOLINGUISTICS NEWSLETTER

In October 1981 the first issue of the Psycholinguistics Newsletter under the editorship of T. Slama-Cazacu (University of Bucharest), H. W. Dechert and M. Raupach (University of Kassel) was mailed to interested parties around the world. DDR DIDAKTIK DES FREMDSPRACHENUNTERRICHTS

Ein Autorenkollektiv unter Leitung von Gunther Desselmann und Harald Hellmich hat 1981 eine Didaktik des Fremdsprachenunterrichts veroffentlicht, die sich-so der Untertitel-hauptsachlich dem Deutschen als Fremdsprache verpflichtet ftihlt. Von der Fremdsprachenmethodik einer Einzelsprache unterscheidet sich diese Didaktik des Fremdsprachenunterrichts aber vor allem dadurch, da13 sie von der Ausgangssprache der Lerner, dem gesellschaftlichen Milieu, in dem sie operieren oder der Bildungsinstitution, in der sich der Unterricht vollzieht, abstrahiert. Nur wo es sich als notwendig erweist, werden konfrontative Bezuge genereller Art hergestellt. Das 331 Seiten starke Werk ist im Verlag Enzyklopadie Leipzig erschienen und kostet M 16.00.

MULTILINGUAL DICTIONARY OF BANKING AND FINANCE

In November 1981, the Department for Economic Research of the Union Bank of Switzerland (UBS) has issued a multilingual (English, German, French and Italian) dictionary of banking and finance. It is the 66th volume in the UBS series on business, banking and monetary problems. This reference work provides brief definitions of some 1300 current financial and banking terms. UBS hope that this 122-page dictionary will be of use to bank customers, students and businessmen alike. The Head Office of UBS is located at Bahnhofstrasse 45, CH-8021 Zurich, Switzerland.

MINIMALPAARE IM DEUTSCHEN

Wolf Dieter Ortmann von der Arbeitsstelle fur wissenschaftliche Didaktik (AWD) des Goethe-Instituts hat 1981 mit Minimalpaare im Deutschen einen weiteren Band aus der Reihe von Manuskriptdrucken vorgelegt, die seit geraumer Zeit aus dem Projekt “Phonothek” des Goethe-Instituts hervorgehen. Das vorgelegte Buch dient vor allem dem Zweck, Minimalpaare fur Hbr- und Sprechiibungen in den Fachern Deutsch a/s Fremdsprache, Sprecherziehung und Sprachheilkunde in einer moglichst unmittelbar in Ubungen umsetzbaren Weise bereitzustellen.

VIDEO IM FREMDSPRACHENUNTERRICHT

In einem weiteren Band seiner Werkhefte legte das Goethe-Znstitut im Oktober 1980 die Ergebnisse eines Werkstattgesprachs vor, das in der Zeit vom 17 bis 21 Marz 1980 unter dem Titel “Adressatenspezifischer Einsatz von Videoaufzeichnungen in Lehr-, Lern- und Informationsveranstaltungen Deutsch als Fremdsprache” stattgefunden hat. Die Veranstaltung fand auf Anregung und Wunsch des Arbeitskreises Deutsch als Fremd- sprache im DAAD, AKDaF, statt. Herausgeber dieses 292 Seiten umfassenden Bandes sind Helm v. ASTON ESP RESEARCH REPORTS

John Swales of the Language Studies Unit at the University of Aston in Birmingham has written a 95-page paper on “Aspects of Article Introductions”. It is the first in the Aston ESP Research Reports. The corpus consisted of 48 recent Article-Introductions

(between 100 and 500 words) selected at random. The author contends that investigations such as his are genre-specific. By genre he means a more or less standardized communicative event. Within such a narrow context functionform linkages may hold, which cannot normally be found in the broader social, stylistic and functional settings. Genre analysis thus manages to reveal something of the internal logic and external language of a standardized communicative event, but it also has a price to pay, because it can say nothing about other communicative events. THE PRAGMATICS OF DISCOURSE

In their Janus Linguarum Series Maior, Mouton Publishers of The Hague (Netherlands) have recently published a collection of papers on the pragmatics of discourse from the pen of Teun A. van Dijk of the University of Amsterdam. Most of the papers were originally written and published between 1973 and 1979 in relatively inaccessible books and journals. The discussions have a tentative nature and although no unified theory has been attempted and many of the relationships between pragmatics and (text) grammar still remain obscure, it is maintained that a theory of discourse cannot be adequate without a pragmatic component. This 331-page volume of Studies in the Pragmatic-s of Discourse is priced at DM 85.00.

SPEECH, WRITING, AND SIGN

Linguistics has traditionally dealt with questions about structure-what are the parts of a language and how are they assembled? In Speech, Writing, and Sign (A Functional View of Linguistic Representation, Bloomington: Indiana University Press, 1981, 303 pp., $22.50) Naomi S. Baron adopts a new approach by asking what a human language is used for and how it achieves its goals. She examines what is communicated, why it is important, and how the exchange is accomplished. In the process of this redefinition, she fashions a systematic introduction to the study of linguistics. The initial chapters discuss language as a source and solution to problems of human communication, the various aspects of representation, the definition of human language, and a methodology for the functional analysis of language. The three chapters that follow explore this functional perspective for spoken, written, and signed languages, and offer new evidence to demonstrate the effect of social context on linguistic structure. Written to be accessible to beginning students, this book will also interest linguistic scholars because of its challenges to current linguistic theory.

FIPLV INTERNATIONAL SYMPOSIUM ON COMPACT COURSES

In September 198 1, the University of Marburg (Federal Republic of Germany) hosted an International Symposium on compact Courses organised by the Federation Internationale

des Professeurs de Langues Vivantes (FIPLV). For one week a panel of recognized language educators from Belgium, Canada, the Federal Republic of Germany, France, Great Britain, the Netherlands, Poland and the United States of America discussed the unsatisfactory situation of present-day foreign-language teaching and suggested that one way of tackling the problem would be to replace the old and ineffective system by a new system of Compact Courses. According to a FIPLV communique issued at the close of the symposium, the characteristic features of Compact Courses are as follows:

“1. A Compact Course has clearly specified objectives. These must be seen by the learner as being attainable and as having a recognized validity. “2. A Compact Course has short-term objectives and a clearly defined time span. “3. Each Compact Course should be considered as self-contained, but forming part of a broader scheme of Language Education. The content should be substantial and meaningful in itself.”

The FIPLV invites the cooperation of national and international agencies in further pursuing the concept of Compact Courses. In particular, it is suggested that a Research

and Development Programme be mounted to include “1. The further clarification and elaboration of the concepts outlined above. 2. The collection and evaluation of existing experience. 3. The organization and carrying out of carefully monitored projects in a number of different countries and educational institutions.”
