Each year PASEO hosts Pennsylvania’s premier Conference and Trade Show for sewage enforcement officers. Last year’s attendance exceeded 200 attendees who participated in numerous educational sessions as well as networked with onsite wastewater manufacturers and service providers. For the past 15 years, our Exhibitor Hall has sold out.

PASEO invites you to take part in another successful conference and trade show. This year’s Annual Conference will be held on March 8-10, 2015, at the Holiday Inn Harrisburg East, 4751 Lindle Road, Harrisburg, PA (www.hiharrisburg.com). We have once again expanded the number of break-out sessions at the Annual Conference giving you even more choices on the type of educational workshops you want to attend. We have applied to DEP for 4 SEO continuing education credits for the Annual Conference.

As a result of last year’s strong response, PASEO is again offering a Western Conference on March 15-16, 2015. This conference will provide SEOs from the western part of the state an opportunity to network with peers closer to home. It will be held at the DoubleTree by Hilton Hotel, 101 Mall Blvd, Monroeville, PA 15146. We have applied to DEP for 2 SEO continuing education credits for the Western Conference.

On the Sunday before each conference, attendees have the option to sign-up for a training course worth up to 6 SEO continuing education credits. You must be registered for the conference in order to take a training course. Additional fees apply. Space is limited to 40 participants per course.

This course was designed to assist you in understanding the decision process and flowchart outlined in DEP’s Technical Decision Making Guidance for Onlot Sewage System Repair Situations document (TDM); the reasons TDM was developed as well as its intended use in resolving malfunctions; and, how to apply the TDM process to situations involving real-life malfunctions.

MONDAY, March 9, 2015

9:00 am Opening Session & Keynote: “Expand Your Horizon!” 10:45 am Onlot Septic System Inspections for Regulators

John Peffer, Montgomery County Health Department After attending this session, participants will gain a better understanding of how the regulations allow for SEOs to inspect systems, learn the importance of consistent inspection protocols, understand the relationship between an installer and the SEO, be able to identify “key issues” with septic system inspections, and possess better tools to educate installers and homeowners concerning onlot systems. Shallow Limiting Zone Systems & Related Cost Comparison Laurel Mueller, Soil Services Company & Charlie Barkman, Expert Septic For each shallow limiting zone on DEP’s “Onlot Alternate Technology Listing,” attendees will learn about: soil and site qualifications, O&M design criteria, aggregate specs, space requirements, SEO requirements to issue the permit, soil scientist’s morphological assessment reports, and BTG options for repairs. At-grade absorption areas – sloped and level – will be discussed along with advanced pretreatments. Instructors will provide informative insights and cost comparisons to consider when owners select the best-fit technology. Pennsylvania’s Land Development Process Kate Blansett, Ph.D., P.E., Pennsylvania Housing Research Center The land development process is a long and complicated process. Many of the entities

involved in the process do not know what other steps are involved in getting a project

from conceptual idea to construction. The PHRC published a Land Development Brief,

Summary of the Typical Residential Land Development Process in Pennsylvania, in 2012

to help educate those involved with the process about the many steps. This seminar will

focus on the land development flow chart included in that Brief to provide municipal

officials, code officials, sewage enforcement officers (SEOs), and builders with an

overview of the land development process and resources available to find out

background information about a piece of property.

Tank Technology Advancements Larry Earney, Infiltrator Systems This session will discuss advancements in septic tank technology to include compartmentalization, materials (concrete, fiberglass, plastic), manufacturing processes, water tightness, regulations and O&M access.

2:00 pm Using Google Earth Maurie Caitlin Kelly, Pennsylvania Spatial Data Access

This session will include a demonstration on the key feature of the Google Earth software platform and how it can be applied by SEOs to real estate and environmental scenarios. Basic navigation and functionality will be covered along with techniques to calculate perimeters and areas, import & manipulate additional data layers, and how to attach system-specific information/photos/notes to a property for future reference.

How Water Moves Through Soil Joe Valentine, Consulting Soil Scientist

This session will focus on how water moves through soil. Water flow through soil can be saturated or unsaturated flow. How water moves and the potential transport of contaminates is directly affected by the type of water flow. A short film will be presented which shall demonstrate the water flow principals described during the session. Installers, designers and SEO’s should find the information presented useful in their work

Maryland’s Limitations on Septic Systems: Coming to Pennsylvania? Chris Ryder, Stock and Leader

This session will review the fundamental provisions in Maryland’s 2012 legislation on septic systems and sustainable growth to provide a better understanding of the approach and the basis for the legislation. The discussion will also explore whether such an approach is possible and/or probable in Pennsylvania – including comments on why Pennsylvania would move in this direction and how Pennsylvania may move in this direction.

Septic Solutions with the Newly NSF-Certified Ecoflo Coco Filter Mike Kaub, Premier Tech Aqua

This session will highlight the PA DEP approved and recently NSF International certified Ecoflo Coco Filter. The new Ecoflo Coco Filter is a model of sustainable development – a permanent septic installation that fully protects ecosystems using a filtering media mindful of its impact on the environment and the prosperity of future generations. The system is based on an innovative, 100% natural coco husk fragment-based filtering media that biologically treats pollutants and acts as a barrier to retain solids. As with any filter, the media has to be replaced after usage, and the choice of natural organic filtering media used in any Ecoflo model allows for recycling of the spent filtering media at the end of its useful life to produce renewable energy or a compost for soil amendment. Most of the other filtering media utilized in onsite septic systems, such as sand, textile or foam, create unwanted trash at the end of their useful life.

3:45 pm Non-Domestic Wastewater Considerations for Onsite Systems Sue Ahern, Evans Mill Environmental

Water use in non-residential buildings and commercial establishments is certainly

different than typical residential water use. In fact, water use in typical houses is not

always typical. But other than trying to quantitatively define the flow, do we really ever

consider the unusual quality or high strength of the wastewater when designing or

permitting an on-lot system? The presentation will discuss how domestic wastewater is

not always domestic wastewater quality. This session will then look at ways to estimate

anticipated wastewater strength from common non-domestic uses and determine

whether or not the wastewater is within the range of “typical domestic

wastewater”. The session will also present some basic system design considerations

and ongoing maintenance practices that designers and SEOs can consider to help

address specific wastewater quality concerns.

Alternate Systems: The Latest on Guidance and Regulatory Revisions Alexandra Chiaruttini, Stock and Leader

The regulations in Pennsylvania have not been revised for a number of years and are admittedly outdated with respect to alternate systems. The PA DEP, with input from the Sewage Advisory Committee, is working on revisions to regulations that include updates to these regulatory sections as well as related regulatory sections. What the

current proposed revisions are and how guidance will be revised will be discussed along with legal analysis as to the process and timing of the revisions.

Installation & Application for Ejlen Geotextile Sand Filters Charlie Barkman, Expert Septic

Attendees will get a review / refresher of the Eljen GSF approval listing, the site/soil siting criteria and manufacturer’s design and application requirements, an in-depth review of installation procedures and the role of the SEO in regards to installation. The session will cover siting criteria of greater than 20" sites, shallow soil placement (sites less than 10"), and difficult repair situations. Pennvest Homeowner Septic Loan Program

Rebecca Kennedy, PENNVEST & Roberta Schwalm, PHFA

PENNVEST & the Pennsylvania Housing Finance Agency (PHFA) currently administer a

low-interest loan program to assist homeowners with the repair or replacement of their

individual on-lot sewage disposal systems, and as of 1/1/2015, to make first time

connections to public sewage management systems. This program is currently under

review with the aim of expanding exposure and encouraging more applicants to take

advantage of this low-cost financing program. The goal is to make the program more

appealing and easier to access and use. This session will consist of a presentation

describing the existing program, as updated from last year, followed by a facilitated

discussion of the changes that have been proposed, and the solicitation of comments

and ideas for additional improvements. PENNVEST and the PHFA are interested in

hearing your "on the ground" experiences and are interested in gathering ideas from

SEO's as to how to best promote and enhance this funding program.

TUESDAY, March 10, 2015

8:00 am The POT Method and Sizing Systems Using Effluent Quality Brian Oram, B.F. Environmental Consultants

The presentation will summarize elements of the POT Soil Analysis Method for

evaluating site and soil conditions. During the presentation, we will provide a

description of the approach and examples where poor soil descriptions resulted in

problems. This session will also introduce the concept of designing and sizing on-site

septic systems based on both the hydraulic and pollutant load for the waste source.

This will provide insights into evaluating proposed non-residential systems.

The focus of this presentation will be “How to Create an Infiltration Surface”. The instructor will start with a brief discussion of soil properties and characteristics important to on-lot sewage disposal. He will then look at what is learned from the Soil Probe that relates to soil-water movement, especially infiltration of wastewater into the soil profile. The instructor will define, in detail, the infiltration process and how infiltration is controlled by soil density and water content; and then define the situations that cause soil compaction. Finally, the discussion will be summarized into a practical list of instructions designed to help the designer/contractor/installer know “What not to do” and “What to do” to create/construct/install a functioning infiltration surface.

Positive Communication Techniques for the Rural SEO Chris Wood, SEO

Making an effort to communicate with the public can provide substantial benefits to the SEO while increasing the SEO’s perceived professionalism in the eyes of the public and the governing body. Attendees will learn communication strategies designed to both lessen their daily workload while providing the public with information necessary to properly understand the on-lot program. While the presentation is designed primarily for local agency SEOs serving rural areas, much of the information would have benefit to those serving suburban areas and to SEOs employed in the private sector.

The discussion will include the product’s history in Pennsylvania, what a Puraflo peat biofilter is and how it works, product features, how it fits with state regulations and guidance, case studies for new systems and repairs in Pennsylvania, manufacturer’s recommended O&M, what SEOs need to issue permits, as well as information for designers.

The distribution of effluent throughout onsite systems does impact the treatment

efficiency of the drain field. This presentation will chronologically summarize the

various concepts of dosing used in PA throughout the years focusing on time dosing and

how it promotes treatment efficiency. Various time-dosing concepts currently used in

many of PA’s alternative systems will be discussed. Attendees will learn simplistic ways

to incorporate time-dosing into any onlot system design and will see how time-dosing

can be a good insurance policy for homeowners.

This Ain’t Your Daddy’s Soil Survey John Chibirka, U.S. Natural Resources Conservation Service

Back by popular demand, Mr. Chibirka will be demonstrating a live session of Web Soil Survey (WSS) that provides soil data and information produced by the National Cooperative Soil Survey. Those who attended said this presentation should be a “required course for all SEOs”. The Web Soil Survey, a free service available through an internet browser, is operated by the USDA Natural Resources Conservation Service (NRCS) and provides access to the largest natural resource information system in the world. NRCS has soil maps and data available online for more than 95 percent of the nation’s counties and anticipates having 100 percent in the near future. The site is updated and maintained online as the single authoritative source of soil survey information.

Sewage Facilities Planning begins with soil reconnaissance and a land development concept plan. This session will cover all Component 2 elements: checklist, resolution, transmittal narrative, quad sheet, alternatives analysis, PNDI, PHMC, public notice, sewage facilities plan, and soil report. Attendees will also be exposed to shallow limiting zones for planning (the IRSIS game), when to use (or not use) a non-building waiver, what is considered sufficient testing, marginal conditions, confirmation test pits, perc testing alternate sites, community systems, and operation & maintenance.

The main focus of the presentation will be on the MBR technology for the On-Site applications. The term membrane bioreactor (MBR) defines a combination of a biological process and membrane separation. The MBR forms an important advancement in the treatment of wastewaters.
