About Naval Justice School
Background
Since the establishment of the Naval Justice School (NJS) in 1946 at Port
Hueneme, California NJS has annually trained thousands of Department of
Defense (DoD) personnel in all aspects of military law. In 1950, NJS moved to
its present location in Newport, R.I. NJS currently provides accession-level and
long-term legal training for all Navy, Marine Corps and Coast Guard lawyers,
enlisted legal professionals, active and reserve. In addition, NJS provides
training for civilian personnel, sea service commanders, legal officers, senior
enlisted and others in the administration of military law.
Mission
The mission of NJS is to:
Train all Sea Service (Navy, Marine Corps and Coast Guard) judge
advocates, and enlisted and civilian legal professionals to deliver
quality legal services, promote justice, and enhance Sea Service fleet
readiness.
Train Sea Service leaders and legal support personnel to perform their
command and staff duties in accordance with United States and inter-
national laws.

Advanced Operational Law
Newport, RI
Course Description
This advanced course provides practical training regarding existing
operation and execute orders. It is taught in conjunction with the
Naval War College. Material will be presented in lecture and
seminar-type discussions. Topics of instruction include targeting,
cyber warfare and use of autonomous and semi-autonomous
weapons systems. Although principles of law of armed conflict and
targeting are discussed, this course is not a substitute for Joint
Targeting School Collateral Damage Estimation.
This course is for mid-career and senior judge advocates with
experience in operational law and a working knowledge of the
basic principles of law of the sea and the law of armed conflict. This
course is recommended for judge advocates assigned to
operational or strategic level commands requiring expertise in law
of armed conflict policy recommendations and/or targeting
analysis.

Advanced Staff Judge Advocate

Course Description
This advanced level course provides instruction on current legal issues
advising flag and general officers. Among the key topics reviewed in this
course are government ethics and standards of conduct, professional
responsibility, officer misconduct, investigations, information access, DON IG
investigations, claims, civilian employee supervision, fiscal law, environmental
law, operational law, the Victim Witness Assistance Program, and the Sexual
Assault Prevention and Response Program. The course includes panel
discussions and break-out sessions based on specific areas of practice.
Facilitators include current or former senior SJAs from SECNAV, OPNAV,
Component Commands, Fleet Commands, Type Commands, CNIC/
Regions, Headquarters Marine Corps, PERS, IG, and major Navy or Marine
Corps installations and operational commands. For Navy judge advocates,
this course provides initial ethics counselor certification and is mandatory for
all first time flag officer staff judge advocates.
This course is open to Sea Service judge advocates, who are presently
serving in or have orders to a billet in which they will serve as a designated
Ethics Counselor for a flag or general officer.

Basic Trial Advocacy

Course Description
This beginner trial advocacy course focuses primarily on courtroom
advocacy via student participation and competitive skills based
drills. Topics will include direct examination, cross examination,
opening statements, closing arguments, evidentiary foundations,
effectively using evidence at trial, vicarious trauma, working with
experts, and preparing a sentencing case. A mock scenario and
practical exercises are used to maximize participation and
enhance advocacy skills.

Classified Information Litigation
Washington, DC
Course Description
This intermediate course is designed to provide students with an
overview on litigation of cases involving classified information,
including National Security cases. Topics will include:
(1) General classified information security;
(2) Personnel security clearance eligibility, including access for military attorneys, civilian attorneys, and accused;
(3) Coordinating with Original Classification Authorities;
(4) Preparing the courtroom for classified sessions;
(5) Classification review process and declassifying evidentiary documents;
(6) MRE 505 procedures and application; and
(7) Charging under both the UCMJ and Federal Code. Guest speakers include members of the intelligence community, military judges, and attorneys with experience in cases involving classified information. SECRET level security clearance is required to attend this course.

Coalition Operational Law

Course Description
This intermediate course provides in-depth instruction in areas of
law relevant to the judge advocate serving on a joint or combined
joint staff. Topics include the law of armed conflict (LOAC), law of
the sea, rules of engagement (ROE), rules for the use of force (RUF),
joint operational planning, operational fiscal law, humanitarian
assistance and foreign disaster relief operations, homeland security
and homeland defense, environmental law, intelligence law,
information operations, and jurisdiction over civilians accompany-
ing the force. The course will consist of substantive lectures and
interactive group problem-solving exercises. A key component of
this course is that it will involve substantial classroom and small-
group interaction with international students attending the
International Law of Military Operations (ILOMO) Course at the
Defense Institute of International Legal Studies (DIILS).

Courtroom Communications

Course Description
This advanced course provides experienced litigators training in trial
advocacy techniques to enhance their ability to prepare and
present cases in both prosecution and defense. Mr. Joshua Karton,
co-creator and former director of the Applied Theater Techniques
Workshop™, utilizes film, theater, and storytelling methods to focus
communications and transform courtroom presentations into
persuasive arguments. Mr. Karton has trained over 8,000 attorneys
nationwide and served as curriculum developer and faculty
member of the American Association for Justice National College
for Advocacy, Gerry Spence Trial Lawyer’s College, multiple
National Institute of Trial Advocacy colleges, Army and Navy JAG
Corps, ABA, and numerous state trial lawyer association programs.

Defending Sexual Assault Cases

Course Description
This course is an intermediate trial advocacy course on providing
an effective defense in cases involving sexual assault and other
sexual offenses. The course will be conducted by instructors, both
civilian and military, with substantial experience in the field of
criminal defense. It also includes nationally known speakers,
including experienced litigators and subject matter experts in
various fields of science. The course incorporates trial advocacy
exercises including mock opening statements, closing arguments,
cross-examinations, and courtroom skills based exercises. Teams of
experienced civilian and military defense counsel will provide
feedback to students during practical exercises, and actors are
utilized to play the role of witnesses, creating a more realistic
training environment.

Defense Counsel Orientation

Course Description
This course teaches new defense counsel how to effectively
prepare, manage, and litigate cases from the investigation stage
through to sentencing, with a focus on the practical aspects of
defense practice. The course includes lectures and breakout
sessions on case management, handling sexual assault cases,
negotiating with convening authorities, interviewing the alleged
victim and witnesses, employing defense expert consultants and
witnesses, high-visibility cases, client control, creating and
preserving appellate issues, and leveraging multi-service military
justice resources. Additional instruction will be provided on changes
to the law pursuant to the Military Justice Act of 2016. Lecture
format and practical exercises are utilized.

Ethics Counselor Certification Course

Course Description
This intermediate/advanced course will provide training for first-time
Ethics Counselors or personnel who need a refresher before
assuming an Ethics Counselor billet on topics including managing
an effective command ethics program, assessing your command
ethics program, gifts, travel and transportation rules, post-
government employment, review of financial disclosure reports,
and use of government resources. This course will combine lectures
with practical exercises to deliver the course material. For Navy
judge advocates, this course provides initial ethics counselor
certification.

Ethics Counselor Short Course (DOD SOCO)

Course Description
This course is a short course conducted by the Department of
Defense Standards of Conduct Office (DoD SOCO). DoD SOCO will
utilize subject matter presentations and outlines in the Ethics
Counselor Desk book to include ethics counselor fundamentals,
running an effective ethics program, ethics program reviews,

Joint Appellate Advocacy Training

Course Description
This course is a three-day joint training course that annually gathers appellate
counsel from all services in order to develop cross-organizational synergy,
build a “one-team” approach to complex litigation, and provide counsel of
all experience levels with organized and interactive training on the “nuts and
bolts” of appellate litigation, as well as current and prospective complex
appellate issues. The course is comprised of lectures and collaborative panel

Joint Military Judge Advocate Training

Course Description
This course is a joint CLE training for military judges of all services. This
course is designed to increase the professionalism of the trial
judiciary, consistency in rulings, and expertise in presiding over
complex motions practice and trials. The joint training environment
among all trial judiciaries allows for consolidation of training

This intermediate course provides in-depth instruction in areas of
law relevant to the judge advocate providing operational law
advice relative to the maritime and amphibious domains. Topics
include the law of the sea, the law of armed conflict, and rules of

Legal Officer Course Norfolk, VA/San Diego, CA/Japan
Course Description
This course prepares non-lawyer Legal Officers to assist the
command with criminal law, military justice procedure, and
evidence. The course also provides basic training in civil law topics
such as administrative separations, standards of conduct, and
administrative investigations. Students will gain and demonstrate
proficiency in drafting pleadings, preparing a report of investigation,
and acting as a recorder for an administrative separation board.
The information is presented through lectures, practical exercises,
and examinations.

Course Description
This course is the second in a two-part course designed to increase
the knowledge and skills needed to be a Leading Petty Officer. This
course prepares Navy Enlisted paralegals to be more effective in a
mid-level leadership position by providing professional development
and advanced substantive training. Specific areas of instruction
include preparation of awards and evaluations, legal briefing,
integration, legal assistance, ethics and standards of conduct, NJP,
processing Freedom of Information Act requests, victim rights and

Navy and Marine Corps Trial Judiciary
Sexual Assault (NMJCT SA) Training

Course Description
This course is a CLE training for military judges in the Navy-Marine
Corps Trial Judiciary. This course is designed to increase the professionalism of
the trial judiciary, consistency in rulings, and greater in-depth understanding
of the complexities involved in sexual assault litigation. New statutory
requirements in this field have significantly changed practice in this
area and require additional judiciary focus. For FY19, the training
would be the first in-person training opportunity for the trial judiciary
after the significant reforms of Military Justice Act of 2016 take
effect.

Course Description
This course is an annual training event hosted at the Washington
Navy Yard as a way to provide specialized training to appellate
judges, both active and reserve. This course is held in conjunction
with the Fulton Conference, a joint service training event for all

Paralegal Litigation Support Course

Course Description
This beginner/intermediate course is designed for entry-level
paralegals assigned to litigation support billets and will focus on the
paralegal role in litigation from case preparation through post-trial
processing. Using a combination of online and classroom
instruction, the course is designed to strengthen understanding and
build experience in the process of case preparation, trial strategy,
and trial execution. The foundation of the course is a core fact
pattern for students to learn and work with during the online
prerequisite and to apply during the in residence classroom
training.

Prosecuting Special Victim Cases

Course Description
This course is an intermediate/advanced trial advocacy course
focused on various aspects of prosecuting cases with special
victims. Substantive lectures include topics such as child forensic
interviews, preparing victims for court, building and corroborating
special victim cases, medical and legal aspects of strangulation,
psychology in assessing risk and lethality in special victim cases, and
an overview of recent legal and policy changes in special victim
cases. The course will incorporate advanced trial advocacy
practical exercises including examinations of witnesses to expose
students to the best practices and techniques for prosecuting a
special victim case. Feedback will be provided by teams of
experienced civilian and military prosecutors. This is an SVIP
certifiable course.

Senior Counsel Manager’s Course

Course Description
This course focuses on preparing senior trial and defense counsel
for a supervisory role. Topics include judiciary viewpoints on leader-
ship and litigation, case and office management, understanding
leadership styles, working with commanders, professional
responsibility, handling complex cases, development of case
strategy, delivering effective training, and mentoring junior counsel.
Each session is designed to provide substantive and practical
training for a joint trial and defense audience. Various civilian and
military experts will provide instruction and valuable performance
feedback. Additional instruction will be provided on changes to the
law pursuant to the Military Justice Act of 2016.

Senior Leaders Legal Course (SLLC)

Course Description
The Senior Leader Legal Course is a two and half day course
designed to prepare Navy and Marine Corps O-5 and O-6
commanding officers, executive officers, and senior enlisted
leaders/advisors for the legal issues they will likely face as a command
triad/team. Previously, the SLLC was called the Senior Officer Course
(SOC). NJS has integrated the SOC with the Senior Enlisted Legal
Course (SELC) into the SLLC. The SELC will no longer be offered.
Senior enlisted should register for the SLLC for their legal training
when detailed to a SEL/SEA billet. The topics covered include:
Investigations, search and seizure, inspections, non-punitive
measures, non-judicial punishment, administrative separations,
officer misconduct, crime reporting, military justice, sexual
harassment, sexual assault, ethics, civilian personnel, political
activity, overseas legal issues, gifts, fundraising, and legal
assistance.

Senior Legalman Leadership

Sexual Assault Policy for the SJA

Course Description
This intermediate/advanced staff judge advocate (SJA) course
provides instruction and facilitates discussion regarding current
legal issues involving sexual assault policy and dispositions facing
SJAs advising GCMCAs, SA-IDAs, and other convening authorities
that frequently convene courts-martial or regularly address issues
related to sexual assault. Among the key topics reviewed will be
post-trial review, appellate issues and UCI, the Military Justice Act of
2016, and legislative/policy requirements for commanders,
convening authorities, and their SJA. The course will also include
instruction and discussion from SAPR stakeholders, including VLCP,
Fleet SAPROs, CNIC SARC program managers, FAP, and NCIS.

Special Victims Capability Course (SVCC)

Course Description
The Special Victim’s Capability Course is a multi-disciplinary course
for Judge Advocates, Legalman, Paralegals, Sexual Assault Victim
Advocates, Domestic Violence Victim Advocates, and Sexual
Assault Response Coordinators who comprise the Navy's Special
Victim Capability. The course will cover a full spectrum of issues to
improve and enhance victim care, victim support, prosecution
support, and to provide a more comprehensive and standardized
response to allegations of child abuse, serious domestic violence,
and sexual assault offenses. The focus of the training will be to gain
a better understanding of the dynamics of these crimes, working
with victims, and collaboration of effort within the military justice
system.

Staff Judge Advocate

Course Description
This beginner/intermediate level course provides an intensive
review of key legal issues in core staff judge advocate/
independent duty Legalman practice areas. Topics include
administrative investigations, administrative and personnel law,
administrative separation processing, government ethics
and standards of conduct, professional responsibility, Freedom of
Information Act/Privacy Act, fiscal law, civilian personnel law,
inspector general investigations, installation issues, and relations
with civil authorities. The course also includes review of military
justice associated with the SJA practice, including evidentiary
issues, post-trial processing, the Victim and Witness Assistance
Program (VWAP), and the Sexual Assault Prevention and Response
Program. The course does not focus on operational law. For Navy
judge advocates, this course provides initial ethics counselor
certification.
