Cannot Comply?

The City allows residents to apply for a Firebreak Variation.

• Variations must be received by 1 October for view.

• Variations are approved when no effective solution can be practically completed

• Non variation areas must still comply with the Fire Control Order

Recommendation - LPG Gas cylinders

• Place LP gas cylinders on the side of

the house furthest away from the likely

direction of a bushfire.

• Do not place them under a verandah.

Make sure the pressure relief valve is

directed away from the house and that

there is no flammable material in front

of the valve for at least 6 metres.

• Set the cylinders on a concrete or brick

base and fix them to a strong support.

Turn the valve off as a fire approaches

and if the cylinders are exposed to heat,

and if it is safe to do so, hose them

down with water to reduce the pressure.

Main Roads dragging its feet

• Armadale Road widening funds promised in September

2015

• MRWA plans still not finalised

– Doing detailed plans

– Seeking environmental approvals

– What have they been doing for a year?

• MRWA must have had concept plans for years

• Why were environmental approvals not sought years ago?

• Earthmoving will not start until mid-2018

What is WAPC’s rationale?

12 March 2017Banjup Residents Group 37

Land within 25 ANEF cannot be residential

BUT can be commercial

Schaffer cannot use the land

except for commercial

Residents spent days and days preparing

submission

• Cockburn did not alert us to very relevant

information

– WAPC roundabout approval

– ANEF considerations

– Treeby structure plan

• Residents at great disadvantage

• To respond to public consultation, residents

need expert help

– Beyond capacity of most

– Are residents just a nuisance to Cockburn?12 March 2017Banjup Residents Group 39

Page 40: Annual General Meeting Meetings/BRG AGM 170312 Presen… · 12/03/2017  · Annual General Meeting 12 March 2017. Banjup Residents Group 2 12 March 2017 2016 Committee Members Ian

Why not keep the land as ‘Bush Forever’?

• Schaffer knew the

rules when they

bought the land

• Now they are trying

to change the rules

• Does Cockburn

really want to see

26 ha of banksia

woodland

bulldozed?

Banjup and Jandakot residents submission

asked for equity

• Either

– ALL Jandakot rural properties given ‘Additional Use’

• or

– NO properties given ‘Additional Use’

• Give Jandakot rural residents opportunity to

escape the ‘sandwich’ planning blight

Better still, avoid piecemeal planning

• Develop a formal structure plan for the whole

area

– Armadale Road to the Airport

– Not just the Treeby structure plan for south of

Jandakot Road

• Defer Schaffer decision until then

12 March 2017Banjup Residents Group 43

Jandakot Road use has doubled since 2010

• 17,335 vehicles per December 2016 weekday

– 15,000 vpd is limit for single carriageway

• 26,000 vpd at Berrigan in 2031

• 18,000 vpd at Warton Road in 2031

– 8,000 vpd from urban Treeby

– 10,000 vpd from Piara, Harrisdale, etc

• Why is this traffic not on Armadale Road?

– Jandakot Road was built to ‘Rural’ standard

– Where is Cockburn’s vision?

– Why has rural amenity been trashed?

Cockburn now planning dual carriageway

• Stockland will pay for some widening work

– After 900th lot sold in 2018

– Will land needed come from Stockland?

• Land from 20 rural properties to be bought

• Cockburn negotiating with owners

• Several owners rejected Cockburn’s offers

This has been a contentious and emotional

issue

• Proposal advertised 29 November 2016

• 41 metre high mast in Harper Road

Many residents were alarmed by the proposal

and 56 objected on these grounds

• Visually intrusive

• Inappropriate for rural area

• No need to improve reception in Banjup

• Only a repeater for Piara Waters

• Nearby properties will be devalued

• Mast may affect future land development

• Radiation will be harmful

• Precedent for more masts

• Why not somewhere else?

• Compromises aircraft safety

Other residents did not object to the mast

• Mast would be obscured in midst of 20 to 35

metre high trees

• Residents further than 250 metres away will not

see the mast

• Mobile reception in much of Banjup needs to be

improved

• Good mobile reception needed in case of fire

and emergencies

BRG Committee did consult widely

• Committee exchanged 10 emails on draft

• Facts were emailed to 232 households - 30 Dec

– Included line of sight diagrams

– Asked for comment

• 6 responses received

– 3 supportive of mast

– 3 against

To reflect residents’ diverse opinions,

BRG made 2 submissions to Council

• Opposing the mast on the grounds listed

• Not opposing based on observable facts

• Cockburn Council resolved unanimously to

reject Optus’ application

• Optus unlikely to appeal to State Administrative

Tribunal

Implication would be that we accept the noise

nuisance

• Airport claims it is practical advice

• Endorsing it would undermine our

position

– They would say:

• How can residents seek to change pilots’

behaviour when you buy houses with your

eyes and ears wide open?
