About MSME-Development Institute, Raipur
Micro, Small and Medium Enterprise Development Institute, Raipur ( Formerly known as Small
Industries Service Institute, Raipur ) is engaged in promotion and development of Micro, Small and
Medium Enterprises in the state of Chhattisgarh. This Institute was started as a Branch Institute under
the control of MSME-DI, Indore and after the formation of new State of Chhattisgarh, it became
fulfledged in the year 2001. It works under the control of Additional Secretary & Development
Commissioner (MSME), Ministry of MSME, Government of India. Presently this Institute is headed by
the Director, who is assisted by one Deputy Director (Mechanical), one Deputy Director (Metallurgy)
and Eight Assistant Directors of different trades.
This institute provides following services to the prospective and existing entrepreneurs.
A) THE PROSPECTIVE ENTERPRENEURS
i) Product identification and selection of location.
ii) Selection of machinery and technology.
iii) Information on Marketing / Financial Assistance.
iv) Preparation of detailed Project Report.
v) Assistance in co-ordination with DICs and other Govt. and Non-govt. agencies.
B) THE EXISTING ENTREPRENEURS
i) Guidance on Technical assistance on plant and machinery including lay out.
ii) Technology upgradation and use of sophisticated technologies and best practices.
iii) Improvement in tooling.
iv) Product development and Quality improvement.
v) Product diversification.
vi) Consultancy for managerial, marketing or financial related matters.
vii) Energy conservation.
viii) Pollution control and environment friendly clean technology and waste minimization.
ix) NSIC Registration to participate in the Govt. Store Purchase Programme.
x) Export Promotion.
xi) Capacity Assessment of Unit.

C) TRAINING PROGRAMMES
This institute conducts different training programmes in the state of Chhattisgarh for the benefit
of prospective entrepreneurs and existing as well.
i) Industrial Motivation Campaigns (IMCs) – This institute conducts Industrial Motivation
Campaigns at different places of the state to motivate the unemployed youths to become
entrepreneurs by acquiring the desired skills and by taking advantage of the Govt.
Schemes. The information on the viable projects which can be set up based on available
resources and demand is disseminated in the IMCs.
ii) Entrepreneurship Skill Development Programme (ESDP) In this programme different
skills are imparted to the candidates, which enable them to become self-employed and
entrepreneurs as well. Besides the training skills the speakers from various promotional
agencies deliver talks on different aspects of industries. Necessary assistance is also
extended to identify project and also to prepare the project profiles to set up the enterprises.
Certificates are issued after successful completion of the training.
iii) Entrepreneurship Development Programme (EDP) – In this programme candidates are
imparted training on different aspects of entrepreneurship including steps to set up SMEs,
Sources of finance, marketing techniques etc. The speakers from various promotional
agencies deliver talks on different aspects of industries. Necessary assistance is also
extended to identify projects and also to prepare the project profiles to set up the
enterprises. Certificates are issued after successful completion of the training.
iv) Management Development Programme (MDP) – The objective of the Management
Development Programme is to improve managerial skills of entrepreneurs, managers and
staff members of the Micro & small enterprises. The MDPs are organized on subjects like
industrial management, marketing management, financial management, export
management, personnel management, etc. Certificates are issued after successful
completion of the training.
D) SEMINARS / SENSITISATION/ AWARENESS PROGRAMMES
This Institute conducts Seminars/ Sensitization/ Awareness Programmes on different
themes like Product Certification, IPR, WTO, CLCSS, Product Certification, ZED Scheme,
Energy Efficient Technology, Design Clinic, Bar Code, etc. for the benefit of MSEs in the
state.

E) National Manufacturing Competitiveness Programme (NMCP) Schemes Under XI Plan -
The Government of India announced formulation of National Competitiveness Programme in
2005 with an objective to support the MSMEs in their endeavor to become competitive and
adjust the competitive pressure caused by liberalization and moderation of tariff rates. NMCP
Schemes are:
Support for Entrepreneurial and Managerial Development of SMEs through Incubators
Enabling Manufacturing Sector to be competitive through Quality Management Standard &
Quality Tech. Tools (QMS/QTT).
Building Awareness on Intellectual Property Rights (IPR) for MSME.
Lean Manufacturing Competitiveness Scheme for MSMEs.
Design Clinic Scheme for MSMEs.
Marketing Assistance & Technology Up-gradation Scheme for MSMEs.
Technology and Quality Upgradation Support to MSMEs.
Promotion of ICT in Indian Manufacturing Sector (ICT).
ZED Certification Scheme.
F) Micro & Small Enterprises Cluster Development Programme (MSE-CDP) – The
DC(MSME) launched MSE-CDP for holistic development of selected MSEs clusters through
value chain and supply chain management on co-operative basis.Objectives of the Scheme:
To support the sustainability and growth of MSEs by addressing common issues such as
improvement of technology, skills and quality, market access, access to capital, etc.
To build capacity of MSEs for common supportive action.
To create/upgrade infrastructural facilities in the new/existing industrial areas/ clusters of
MSEs
To set up common facility centres (for testing, training centre, raw material depot, effluent
treatment, complementing production processes, etc).
G) Credit Linked Capital Subsidy Scheme for Technology Upgradation - The scheme aims
at facilitating Technology Upgradation of Micro and Small Enterprises by providing 15%
capital subsidy on institutional finance availed by them for induction of well established and
improved technology in approved sub-sectors/products.
H) Credit Guarantee Scheme - Collateral free loans upto a limit of Rs.100 lakhs –This Scheme
was launched by the Government of India to make available collateral-free credit to the micro
and small enterprise sector. Both the existing and the new enterprises are eligible to be
covered under the scheme.

I) Scheme of National Award - The ministry of Micro, Small and Medium Enterprises with a
view to recognizing the efforts and contribution of MSMEs gives National Award annually to
selected entrepreneurs and enterprises under the scheme of National Award.
J) Economic Investigation Activities:- Preparation of state Industrial profile for obtaining the
economic information and statistical data required for balanced economic development of the
state. Preparation of District Industrial profiles highlighting the thrust areas and possibility of
further industrial development and dissemination of related economic information to the
entrepreneurs.
K) Schemes for Women
i) In implementation of all the schemes women are given priority.
ii) Some training programmes are exclusively for women candidates and in most of the
training programmes women are given priority for participation.
iii) Trade Related Entrepreneurship Assistance and Development ( TREAD )
Scheme for Women. This scheme has been launched for economic
empowerment of women specially illiterate and semi-illiterate women of rural and
urban areas for the development of their entrepreneurial skills in non-farm
activities. The scheme provides loans from banks through NGOs to women of
rural and urban areas. Govt. of India grant is provided for capacity building of the
NGO for trade related training, information and counseling, extension activities
related to trades, products and services etc. The scheme is purely women-
specific.
iv) Govt. of India reimburses 100% of space rent and economy class air fare to
women entrepreneurs, in case of participation in international exhibitions / fairs.

Industrial Motivation Campaigns (IMC) conducted in 2016-17
As per the Action Plan Target 2016-17, 14 Industrial Motivation Campaigns were
organized all over Chhattisgarh State. There are 959 No. of prospective entrepreneurs
participated in the Industrial Motivation Campaigns, out of which 162 SC participants,
245 ST participants and 562 were women participants. The participatnts were motivated
to become entrepreneurs. They were informed with various small possible projects,
various schemes of Govt.s, Banks and other Institutions. The details of IMCs are given

Entrepreneurship Skill Development Programme (ESDP) conducted in 2016-17
As per the Action Plan Target 2016-2017, 9 Entrepreneurship Skill Development
Programme (EDP) were organized all over Chhattisgarh State. There are 219 No. of
prospective entrepreneurs took the trainings in the Entrepreneurship Skill Development
Programme, out of which 37 SC participants, 99 ST participants and 163 women were
participated. The participatnts were trained with Computer Accounting with Tally, Fancy
Cloth Bag Making, Electrical Gadget Repairing, Value Added Jute Products etc. They
were also trained with various small possible projects, various schemes of Govt.s,
Banks and other Institutions, Preparation of Project Report, Small Business
Management, Marketing, Finance etc. in the ESDP part. The details of Entrepreneurs

State Vendor Development Programme (SVDP) conducted in 2016-17
As per Action Plan Target 2016-17, 5 (Five) State Level Vendor Development Programmes were
conducted in the State of Chhattisgarh involving National Thermal Power Corporation (NTPC),
South Eastern Central Railway,(SECR), Bhilai Steel Plant (BSP), South Eastern Coal Fields Ltd.

As per the action plan target 2016-17 one Seminar on Bar Code was conducted on 21/06/16 at
Mahasamund, Dist- Mahasamund (CG.). The Chief Guest of the programme was Sh. Jitendra

Miscellaneous Activities
1. State Industrial Profile & District Industrial Profiles : In the year 2016-17, One State
Industrial Profile and 27 District Industrial Profiles were updated.
2. Procurement Details from CPSUs : The CPSUs and Govt. Dept.s of Chhattisgarh have
been contacted and followed up to get their Procurement details both from MSMEs and
from other sector.
3. Work Chart and Performance Index : Officers done the works as per work chart, visited
different units, guided them, motivated the units for Udyog aadhhar, Data Bank and all
schemes of MSME Ministry.
4. Reimbursement Schemes : Under Reimbursement Scheme Barcode Fees
reimbursement given to two units viz. i)M/s. Global Gulal India Pvt. Ltd. and M/s. Acemark
Traders. Product Certification reibursement was given to M/s Akash Ispat and International
Trade fair reimbursement was given to M/s. Swastik Drilling.
5. Guidance to Entrepreneurs : Besides guidance to the prospective entrepreneurs in
various training programmes, this Institute has guided around 5000 prospective and
existing entrepreneurs on different projects and schemes. 33 MSME units were provided
with intensive technical consultancy in the form of NSIC-SPR and Capacity Assessment.
6. PMEGP Task Force Committee Meetings :- Attended various PMEGP Task Force
Meetings in different Trade & Industry Centres, Chhattisgarh, and helped the committee in
selection of viable projects.
7. SLBC / RBI Meetings : Attended the State Level Bankers Committe Meetings and State
Level Empowered Committe Meetings of RBI, regularly and as per their decisions attended
various awareness programmes organised by different Banks and propaged the schemes
of Ministry of MSME.

8. Coordination Meeting with NSIC & KVIC : Conducted Coordination Meeting with NSIC &
KVIC Quartely, and planned to jointly propagate the schemes of Ministry of MSME.
9. Important Meetings with State Govt. / Associations :-
i) Hon’ble Minister of State, MSME, Shri Giriraj Singh had visited Raipur from
26/04/2016 to 27/04/2016. During his visit Shri A. R. Gokhe, Director, MSME-DI Raipur
along with Director, KVIC Raipur and Sr. Manager, NSIC, Raipur held a meeting at
Hotel Babylon, Raipur on 26/04/2016 (7.30 p.m. to 8.30 p.m.) and on 27/04/2016 (from
7.00 a.m. to 8.00 a.m.). During these meetings, work performed by MSME-DI, Raipur
was deliberated to the Hon’ble Minister. Shri Rajeev S., Dy. Director (Mech.), Shri L.K.
Parganiha, Asstt. Director (Elex.) and Shri C. S. Mund, Asstt. Director (EI) also
attended the meeting.
ii) Officers of MSME-DI, Raipur attended the
inaugural Ceremony of Central Institute of Plastic Engineering & Technology (CIPET),
Raipur on 22/04/2016, and distributed brochures on MSME Schemes. Shri Anant Kumar,
Hon’ble Minister of Chemical & Fertilisers, Govt. of India and Shri Raman Singh, Hon’ble
Chief Minister, Chhattisgarh inaugurated the Institute.
iii) iii) Observed Swachh Bharat Pakhwada from
01/05/2016 to 15/05/2016 and visited three Industrial Areas viz. Bhanpuri, Urla and Siltara
Industrial Areas by three teams of officers and made awareness about cleanliness in
different Industries.
iv) MSME-DI, Raipur observed the second
“International Yoga Day” on 21-06-2016, and organized yoga classes for all the
officers and staff of the office. Shri Dilip Kumar Mishra was the guest yoga
instructor and trained all officials with different yogasan poses and pranayam.
v) Shri A.R. Gokhe, Director alongwith Shri
Rajeev S., Dy. Director (Mech.) and Shri L.K. Parganiha, Asstt. Director (Elex.)
attended Video Conferencing on “MyMSME” at NIC Building, Naya Raipur on
08/07/2016. The Video Conferencing was chaired by the Development
Commissioner (MSME), New Delhi.

vi) Shri A.R. Gokhe, Director along with Shri
D.D. Gajbhiye, Dy. Director (Met.) attended one meeting on allotment of Railway
Land for Central Govt. Offices at Vidhan Sabha Bhawan, Raipur on 18/07/2016.
The Meeting was Chaired by Shri Sanjay Shukla, Secretary, Govt. of
Chhattisgarh.
vii) One meeting was convened and Chaired by
Shri Subodh Singh, Secretary, Govt. of Chhattisgarh on 27/07/2016 on Self-
employment and Start-up, which was attended by Shri A.R. Gokhe, Director
alongwith Shri Rajeev S., Dy. Director (Mech.). The meeting was also attended
by officers from NSIC, CSIDC and Directorate of Industries, Govt. of
Chhattisgarh.
viii) On 12th of August 2016 Hon’ble Minister of
MSME Shri Kalraj Mishra Visited Chhattisgarh and laid the foundation stone of
Technology Centre, Borai, Dist:- Durg, Chhattisgarh. In the function that was held
at Borai along with Hon’ble Minister of MSME, others present were Dr. Raman
Singh, Hon’ble Chief Minister of Chhattisgarh, Shri S. N. Tripathi, Additional
Secretary & Development Commissioner (MSME), Shri Prem Prakash Pandey,
Hon’ble Minister of Higher Education & Technical Education, Chhattisgarh, Shri
Amar Agrawal, Hon’ble Minister of Commerce & Industries, Urban Development
& Commercial Tax, Chhattisgarh, Smt. Ramsheela Sahu, Hon’ble Minister of
Women & Child Development, Social Welfare, Chhattisgarh, Shri Mahesh
Gagda, Hon’ble Minister of Forest, Chhattisgarh, Shri Chhaganlal Mundra,
Hon’ble Chairman, CSIDC, Shri Tamradhwaj Sahu, Hon’ble Member of
Parliament, Durg, Smt. Maya Belchandan, Hon’ble President, Zilla Panchayat,
Durg. Besides this other officers from O/o. DC(MSME), New Delhi, MD, CSIDC,
Director, Industries, DIC officials and officials fron various dept.s , public,
students, faculty of Technical Institutes among others were present in the
programme.
ix) On 26th August 2016 on the visit of Shri
Dinesh Rai, Ex-Secretary (MSME) and presently Spl. Invitee to NBMSME, to
Raipur a meeting was organized at MSME-DI, Raipur and at Hotel Gateway,

Raipur, attended by various Industry Associations. The issues concerning MSME
Sector was discussed.
x) With reference to the letter No. 10(3)/2016-
Coord. Dt. 05/08/2016, MSME-DI, Raipur organized one Workshop on Khadi on
22/08/2016, in which Shri Rizwan Ahmed from KVIC, Raipur made the
participants aware about the details of Khadi Societies and their present
condition in Chhattisgarh. On this occasion all Officers and Staffs of MSME-DI,
Raipur put on Kadi. The Office Building was decorated with tricolor lights during
the eve of Independence Day. Plantation of trees was also done in the Office
premises.
xi) Observed Hindi Pakhwada from 14/09/2016
to 28/09/2016 and organized Hindi Work Shop in which all Officers participated.
xii) Persuaded NTPC, Korba to accept Udyog
Aadhaar Memorandum of SMEs for EMD Exemption in the tender process.
xiii) On 10/11/2016 Shri Rajeev S., Dy. Director
I/c had a meeting with Shri Kartikeya Goel, IAS , Director Industries, Govt. of
Chhattisgarh towards the proposed meeting on 22/11/2016 at New Delhi on
online cases in respect of delayed payment to MSEs by MSEFC State / UT and
revision of MSEFC rules. Also discussions held on Committee formation on
State Level Advisory Board Members, proposed NVDP, Tool Room and other
issues. Shri C. S. Mund, Asstt. Director (E.I.) and Shri N. C. Sahu, Asstt.
Director (Chem.) also attended the meeting.
xiv) Shri Rajeev S., Dy. Director I/c attended
Meeting on “online cases in respect of delayed payment to MSEs by MSEFC
State / UT and revision of MSEFC rules” at New Delhi on 22/11/2016.
xv) Observed the Constitution day on
28/11/2016.
xvi) Awareness Programmes on e-payment /
cashless transactions and Goods & Service Tax were organized with different
MSME Associations in different industrial areas from 16/12/2016 to 30/12/2016,
throughout Chhattisgarh.

xvii) Shri Rajeev S., Dy. Director I/c along with
other officers attended the Group Meeting of Standing Working Group for
MSME by State Planning Commission at Yojna Bhawan, Naya Raipur,
Chhattisgarh on 16/12/2016, in which inputs were collected by the State Planning
Commission in as far as MSMEs are concerned.
xviii) On 16/02/2017 Shri Virinder Sharma,
Director had a meeting with Shri Hriday Mohan, Executive Director (MM), Bhilai
Steel Plant Bhilai and discussed about implementation of Public Procurement
Policy – 2012 by Bhilai Steel Plant. He also had meeting, on the same day, with
Shri K.K. Jha, Patron, BSP Ancillary Industry Association. Shri Rajeev S., Dy.
Director (Mech.) also attended the meetings.
xix) Shri Virinder Sharma, Director visited the
construction site of Technology Centre, Borai on 21/02/2017 and reviewed the
progress.
xx) On 23/02/2017, Shri Virinder Sharma,
Director attended the SLBC Meeting chaired by Shri Vivek Dand, IAS, Chief
Secretary, Govt. of Chhattisgarh. On the same day also had a meeting with Shri
N. Baijendra Kumar, IAS, Additional Chief Secretary, Commerce & Industries and
discussed about Formation and meeting of State Level Advisory Board. Shri C.S.
Mund, Asstt. Director (EI) also attended these meetings.
xxi) On 27/02/2017, Shri Virinder Sharma,
Director had meeting with Shri Harish Kedia, President and Shri Sharad Saxena,
Secretary, Chhattisgarh Laghu Evam Sahayak Udyog Sangh (CLSUS), at
Bilaspur and discussed about the problems faced by MSMEs in Chhattisgarh. On
the same day the Director visited IID centre, Kapan, Dist:- Janjgir-Champa and
reviewed the development.
