FOREWORDBY THE FEI PRESIDENT

There is a saying in my part of the world, that those who do not pay tribute to the past shall have no future. The FEI has an illustrious past, steeped in history. In fact, we are a proud organisation whose past is the very history of sport itself. According to historical records, the first ancient Olympic Games can be traced back to 776 BC.; they were Games that celebrated horsemanship, a tradition which has carried on to the present day.

Our recent past is no less proud, for we are now evolving from an organisation that holds the history of sport in its hand, to an organisation that also embraces the future. We are able to take this step into the future because of the wise leadership of those who have guided the FEI to where it is now.

As HRH The Infanta Doña Pilar de Borbón took her leave of the FEI at the General Assembly in Kuala Lumpur, she must have been very proud. Under the guidance of Doña Pilar, the number of international competitions more than trebled and my ability to lead the organisation forward into a new era of growth is entirely down to the fact that the presidential legacy from that era reflects a modern sport on a stable platform.

When Doña Pilar left the Presidency she left us an astonishing gift, a gift that horsesport did not see the enormity of for three months. It was, of course, the FEI World Equestrian Games, Aachen - an event of such breathtaking sporting perfection that it was, without doubt, the jewel in the crown of horsesport in 2006.

Only history can judge its long term effect but my instant feeling, which has not changed since, was that we will view the FEI WEG, Aachen 2006 as the benchmark of event organisation for many decades to come. The geo-strategic location of Aachen in the centre of the strongest triangle

of countries in modern horsesport is always going to be an advantage. But an event of the size of a World Equestrian Games only becomes extraordinary through the atmosphere in which the event is held. The combination of a knowledgeable community and top class competition created an atmosphere that was magical.

The IOC President, Dr Jacques Rogge, came to Aachen and we have continued to have regular communications since then. I know that the development of this relationship can only serve to further strengthen the position of Eventing, Dressage and Jumping at the heart of the Olympic Family.

The IOC is constantly striving to see its member IFs embracing universality. Through another legacy of Doña Pilar, the FEI is already laying the foundation of a truly global sport. In 2010 we all look forward to the first FEI World Equestrian Games outside mainland Europe and I am delighted that this setting will be at the very heart of horse country in North America, Kentucky.

The year 2006 was a momentous year for both the FEI and for me personally. Being the first elected President of the FEI was an honour beyond words.

Bringing the Manifesto, your Manifesto, containing your wishes, to life and turning a policy framework into action has taken time in the discussion phase. More time than I would have liked, but I appreciate that, as a modern organisation, inclusive conversation is important. I am delighted that the Manifesto is now woven into the fabric of the FEI not least through the FEI Business Plan which will go to the 2007 General Assembly for approval.

Think of the changes as seeds that have been planted and allowed to grow, as a plant does, at first unseen, and then,

in time, they will take firm roots below the ground, in the fertile ground that you have given me, and then the shoots and blossoms appear. Impatient as I am, this process must take place.

I pledged to myself, to the Bureau and to a wider audience at the FEI World Equestrian Games, that I would produce a mid-term report so that you could see the progress made against the Manifesto and the targets that we set ourselves and this we did in November.

Further progress was made between then and the end of 2006 which touched on a wide range of areas under the six pillars of the Manifesto. These have become for me the broad framework of reference in which I must focus efforts to move the organisation forward during the next eight years.

At the General Assembly, we will seek approval for not only revised Statutes but also General Regulations, Internal Regulations and the implementation of the important policy of Integrity in Sport. These documents will create a transparent organisation and make those responsible for the FEI more accountable, thereby protecting the integrity of the organisation. This emphasis on integrity is vital for our future development as an international sport business and as a part of the Olympic Family. Development of the sport is a major legacy of the previous administration and credit for the re-structuring and modernisation processes should be given to no one but Doña Pilar. She, who is wiser than I in the intricacies of the organisation, counselled me on flexibility and patience and I have heeded her advice.

I am particularly pleased with one component of the revised Statutes, and that is that we will now have a truly visible and audible Athletes Commission. Whilst the FEI holds paramount

the welfare of our athletes, both horses and people, our Athletes Commission will open a new and exciting chapter for us. Their voices and faces in the decision – making process are vital for the welfare of our organisation, and will ensure that we always have our fingers on the pulse of all our disciplines, and that they remain the heartbeat of the organisation. Without our athletes, and without properly respecting our sports, there is no FEI.

The first few months of my Presidency were indeed turbulent with the FEI functioning, in essence, without a Secretary General. While the Headquarters moved bravely forward, we arrived in Aachen, before the restructuring of the internal management of the FEI and the appointment of Michael Stone to the position of Secretary General. As a result, I do not believe that Headquarters can be judged fairly before that point, and indeed the dust has been settling and the organisation displaying its growing pains ever since. The process of shaping Headquarters into a sleek and agile service organisation is far from finished at this point. Its strengths, and its weaknesses, are becoming clearer by the day and so, as it begins to take shape, we will see more clearly what remains to be done.

At the last General Assembly, I spoke constantly of com-munication with the National Federations. I was convinced that the provision of a Global IT Network linking the work of the FEI with all its national facets, would aid this process. Communication with our National Federations is not an improvement in my eyes, it is a simple and basic necessity. Improving this communication is nothing to be proud of, it was lacking and so it cannot be seen as advancement. The advancement, however, is that the Global IT Network is now starting to come alive, and promises not only to provide this basic need, but to become a vehicle of communications for

both our internal and external audiences. I hope it will define the character of the FEI, as the governing body of a sport as old as time, but whose function is cutting edge and a leader in modernity among the family of IFs.

Having achieved my target of raising CHF 10 million for the FEI and following my Manifesto request that 20% of any revenue raised by me personally goes towards Development, this pillar of the manifesto has made a seismic move forward. The Development Strategy based on the quantitative analysis of the situation in developing NFs, carried out by the Development Department, will become a major artery in the body of the FEI. While the Developing NFs have seen this as a step forward for them, the General Assembly indicated its wish that the distribution of funds be dictated by a concrete business and financial plan. This plan has been laid down for us with the help of friends from the FEI as well as a community of business people who will ensure that we are advised correctly, and wisely. The FEI has not paid for this guidance, and the money will be spent so that it makes a true change to both our present and our future.

The efforts of the Commercial Department have reaped positive dividends already, celebrated by the announcements of our commercial partnerships with both Alltech and Rolex. Yet this is only the beginning, many more changes must be made to the Commercial Department in order for it to function to the maximum, and in order for us to turn the tide on an IF that exists mainly from taxation of its own product.

To facilitate this end and in support of both the NFs and the Commercial Department, I created a team, from Dubai Investment Group (DIG) and the Boston Consultant Group (BCG), to guide the FEI towards a true Financial and Business Plan. As I have said before, the FEI is not taxed to pay for this help, and I believe very strongly that the composition of this team will not produce an agency template, what it will do is create a true, individual recipe for a solid investment plan. This Presidential Advisory Team is tasked with unlocking the hidden potential of horsesport, in order to increase our revenue streams and thereby support the common goals of the NFs and the FEI. I promised, in 2006, to increase the efficiency and timescale of anti-doping and judicial decisions by decreasing the existing average of 2.5 months from testing to judgement to 1.5 months, within two years. Progress has been made during the course of 2006 in the judicial processes but there is still much work to be done. On 1 June the new Equine Anti-Doping and Medication Control Rules (EADMC) came into force and have been well received at all levels. The continued development of The Medicine Box is also an invaluable tool inproviding technical information to both treating veterinarians and athletes. Despite these advancements, we are not there yet, and there have been glitches found in the system, which the Judicial Committee and our Legal Counsel are working hard to rectify.

I have always been taught by horses never to trust that feeling that you have achieved enough, and after seven

months in office, I don’t feel like I have done enough. I am very aware that I endeavoured to engender a good team spirit at Headquarters. I have striven to maintain the balance between empowering the FEI Staff, while endeavouring to check their over enthusiasm, and by guaranteeing the balance that must exist between them and the Executive Powers of Bureau and Board that represent the National Federations. While Headquarters has been given increased responsibility, there is no doubt responsibility must walk hand-in-hand with accountability. As an elected President I feel that my role is to ensure that accountability. I will never be the one to take the pressure off and allow the organisation to feel that it is doing too well.

We do have more energy, new ideas and a more agile administration. We have a great team. My job is to be realistic and to look at the FEI and the sport with unbiased eyes. As I look out across horsesport at the end of 2006, I see that we have not made a lasting difference yet, we have a very long way to go, but whether we will get there or not, is not a question any more. It is a fact that we will get there.

I should like to thank all those, particularly the FEI Bureau and the FEI team in Lausanne, whose advice has always been valuable or who have in so many other ways supported me through this first year as FEI President.

I have made no secret of my passion for horsesport and although there have been many times during 2006 when I have been frustrated by the speed of progress, possibly because of politics or bureaucracy, this past year has ingrained in me an even deeper commitment to the concept of enshrining the FEI at the heart of horsesport.

Constructive criticism will only serve to make me work harder, and spur the organisation to greater success through the inspiration that is often derived from necessity. I am eternally grateful, for all the friends that I have in the sport all around the world and particularly in the National Federations, who have given me good counsel. I look forward to hearing more from you in the year to come, for, as I said to the General Assembly, in Kuala Lumpur in 2006, “This is your FEI.”

inexperienced organisation. But what a success! The cross country course was a master stroke, difficult and challenging but safe. Crowds of tens of thousands just kept pouring in to see the home team dominate. Zara Phillips, who was later elected the BBC Sports Personality of the Year, proved that she has what it takes to be a World Champion by holding her nerve to clinch the Individual gold.

Driving saw another great competition but the unsportsmanlike behaviour of some sections of the crowd was very disappointing to witness; hopefully this was an isolated incident and will not continue. Félix Brasseur’s gold medal was just the start of a great weekend for the Belgians and Félix looks to be the dominant driver in years to come.

Jumping always dominates the coverage of the FEI World Equestrian Games and this time was no exception. However, the real star of the show was the ground in the main arena where, after more rain than anyone could have imagined, the surface remained almost perfect. The competition itself has been reported many times but the big question is whether the final-four concept is still valid. The crowd was enthralled and the TV reaction was hugely positive; however, the FEI will review the format and consider all the options for future Games.

Several very significant sponsorship agreements were signed this year, the most important being with the Swiss watchmaker Rolex for the title sponsorship of the FEI World Cup™ Jumping, Western European League, and with the global animal health company Alltech for the title sponsorship of the FEI World Equestrian Games 2010. We have started and will further focus on the centralisation of rights in order to achieve a truly win-win situation: positive for the riders, organisers and the FEI and as such, commercially viable for current and future sponsors. The goal obviously is not to have money for the FEI in a Swiss bank. This new income will be reinvested in the sport in the form of additional prize money and especially in the various development programmes the FEI is running worldwide.

Another positive development was the launch of a revamped version of the FEI website www.horsesport.org. One of the

predominant efforts in redesigning the site was to ensure a more user friendly interface, which was of particular impor-tance given the amount of information available on the web-site. The improved www.horsesport.org takes us a step closer to the underlying vision of effective and comprehensive com-munication and increased simplicity in order to better serve all our members as well as the fans of horsesport world wide. This is a first phase and we will be unveiling an even better version in the coming year.

2006 was a momentous year for me personally as I was appointed FEI Secretary General. My main goal will be to further strengthen and professionalise the FEI and its working methods. We must make sure that we deliver to our members as well as to all the stakeholders of the sport. A well structured and efficient FEI should no longer be perceived as a burdensome administration but as a reliable partner adding value to horsesport.

Before I conclude, I would like to take the opportunity to express my sincere thanks to the hardworking FEI staff in Lausanne for their efforts and dedication. But most of all, I would like to pay tribute to the defining force that brings us together and drives us forward - the horses, they are the true heroes that keep us involved.

2006 was a momentous year for the FEI.

On 1 May 2006, HRH Princess Haya Bint Al Hussein was elected the 13th FEI President. This election, which was won on the basis of a detailed Manifesto, has invigorated the FEI and is a patent step forward in the modernisation of equestrian sport and the organisation.

The fifth FEI World Equestrian Games held in Aachen will stay in the memory of all equestrian fans for a long time to come. With 576,000 spectators attending the competitions and media coverage of an unprecedented scale, the Games were clearly a remarkable public and sporting success demonstrating the potential of equestrian sport to an enormous audience.

The Games began for the first time with Endurance and it really was endurance for all concerned! The weather felt more like November than August which put a strain on everyone and information was in short supply. But as always the sport rose above the conditions and the sight of the drenched leaders coming into the stadium cheered by the enthusiastic crowd was an emotional occasion.

The Dressage Team event followed predictable lines and it was in the Individual competitions that the real excitement

was to be found. Much had been discussed before the Games about the two individual medals in that discipline – one for the Grand Prix and one for the Freestyle – and admittedly not everyone was pleased with the two-medal formula. The fact that two World Champions were crowned may be seen as problematic by some but Anky Van Grunsven and Isabell Werth are both heroes. Dressage had two great days, the spectators got to witness two medal competitions as did the TV audience. We must not be frightened to innovate and question what we have and what was done in the past; the reaction of the fans was very vivid and cannot be ignored.

Aachen’s smaller indoor arena – Stadium 3 – provided the surprise success stories of the Games and witnessed many emotional and loud moments. Reining and Vaulting are arguably the most disparate of disciplines but in terms of passion and excitement they exceeded all expectations. The original concept of the FEI World Equestrian Games was to give fans of one discipline a chance to see another. Aachen provided that opportunity and both Vaulting and Reining showed that they stand proud with the longer and more established sports.

Eventing held its breath: the first four-star Championship without steeple chase, a new venue, torrential rain and

- revision of starting order in the team competition at the 2007 European Jumping Championships

- appointment of a representative from the Development Department to attend Committee meetings

FEI World Cup™ Jumping FinalIn a rare show of emotion, Germany’s Marcus Ehning threw his arms around Sandro Boy’s neck and punched the air in delight after claiming the FEI World Cup™ Jumping trophy for the second time in his career at the Putra Stadium in Kuala Lumpur, Malaysia on 30 April. Joint-leader after the first two final competitions, he held his ground to win the day with the stallion Sandro Boy whose spectacular jumping kept the spectators enthralled throughout the week of competition. Ireland’s Jessica Kuerten fought him every inch of the way and finished just one point behind on Castle Forbes Libertina. Beat Mandli (SUI) on Ideo du Thot had to settle for third.

The closing stages of the 2005/2006 FEI World Cup™ Jumping series turned into a battle between arguably the very best big-jumping horses in the world.

Samsung Super League with FEI CommitteeThe Samsung Super League with FEI Committee held its annual meeting in Barcelona (ESP) on 16 September.

Main items / activities included:- acknowledgement of the report on the 2006 season given

by the Chairman and consideration of the evaluation report for the 2005 season

- decision to encourage improvements to facilities organising the Samsung Super League with FEI events

- approval of 2007 calendar- report on TV and media coverage- agreement on establishing a limitation on entry fees for

CSIO events- approval of a change to the Samsung Super League with FEI

Rules pertaining to the distribution of points- discussion of the issue of personal invitations extended

by organising committees of CSIO events and unanimous agreement that this practice was against the rules and therefore must cease

- discussion for the replacement of the Committee’s Chairman and recommendation to the FEI Jumping Committee

- agreement to consider FEI financial support for certain CSIO events in 2007.

Samsung Super League with FEI 2006 SeriesThe Samsung Super League with FEI got off to a great start in La Baule (FRA) and culminated in a thrilling Final at the Real Club de Polo in Barcelona (ESP). Germany se-cured the series title with a win in the final round in Bar-celona, with a total of 65.125 points. The German team’s strength this season, with victories at La Baule, Aachen, Lucerne, Dublin and Barcelona, was such that on five oc-casions their fourth rider did not even have to start in the second round. The USA, second with 46 points, saw their hopes of scoring a back-to-back double of title wins spoi-led when they finished third at the Final. The Netherlands,

EXECUTIVE BOARD The FEI Executive Board presided by HRH The Infanta Doña Pilar de Borbón met twice in 2006 prior to election of HRH Princess Haya Al Bint Hussein at the 2006 FEI General Assembly in Kuala Lumpur. The former Executive Board first met in 2006 on 6-7 March at FEI Headquarters. The Board mainly discussed the re-structuring/modernisation report which had been put together by the Strategic Planning Committee Working Group. The report included the Working Group’s conclusions concerning clarifications of roles and responsibilities of the various FEI constituencies.

The second meeting with the former President took place in Kuala Lumpur on 27 April. During this meeting the Board was up-dated on the latest modernisation developments and the organisation of the 2008 Olympic Games equestrian competitions in Hong Kong. The Board also reviewed and congratulated the President on the achievements accomplished during her 12-year tenure. Following the election of HRH Princess Haya Al Bint Hussein, the newly constituted Executive Board met for the first time in Lausanne on 13 June. The Board discussed among other items the attendance of Bureau Members at Championships, Modifications of Rules, Branding, FEI representatives on advisory boards and finally book projects on the History of FEI Championships and the Olympic Games. On 27-28 September, a day and a half prior to the President’s 150th day in office, the Executive Board reviewed the strategies developed by the Members of the Board and the FEI Staff for turning the President’s Manifesto into policy. The Board also discussed the FEI Statutes and General Regulations, FEI Development Fund, FEI’s investment policy, pony measurements and TV strategy.

FINANCE COMMITTEEThe FEI Finance Committee met on 8 March and 14 September at the FEI Headquarters in Lausanne (SUI).

Main items / activities included:- review and approval of the 2005 accounts audited by

PricewaterhouseCoopers for presentation to the FEI Bureau and General Assembly

- review of the 2006 financial outlook and revision of 2005 operating budget, capital expenditure budget, balance sheet and cash flow.

JUMPING COMMITTEEThe first of the two annual meetings of the FEI Jumping Committee was held on 22 May in Aachen (GER) following the CHIO. The second took place on 29 September at the FEI Headquarters in Lausanne (SUI).

Championships- consideration and approval of various changes to the Rules

for Jumping Events- approval of rule changes for the FEI World Cup™ Jumping

2006/2007 season- approval of the allocation procedure for the FEI World

brilliant second at the Final, finished overall in third place with 35.125 points. Ireland was forced to accept relegation despi-te a determined effort from the team throughout the year. The final results of the 2006 leaderboard are: 1, GER; 2, USA; 3, NED; 4, FRA; 5, SUI; 6, GBR; 7, SWE; 8, IRL (relegated).

FEI Nations Cup 2006 SeriesThe FEI Nations Cup 2006 Series began in Wellington, Florida (USA) and included 19 events. Belgium’s promotion to the Sam-sung Super League with FEI in 2007 was confirmed after the conclusion of the FEI Nations Cup series in Buenos Aires (ARG).

Having accumulated points from 13 of the 19 FEI Nations Cup legs, Belgium finished with a total of 79.5 points while Denmark slotted into second place with 73 ahead of Italy in third with 71.5 points. Thirty nations obtained points in the series.

DRESSAGE COMMITTEEThe FEI Dressage Committee met twice in 2006, first in Aachen (GER) from 21 to 23 May, and then again in Torino (ITA) from 25 to 26 September.

Main items / activities included:- replacement of Dressage Committee Members- introduction of two new levels of Dressage events, the

CDI4* and the CDI5*- discussion about Hyperflexion and steps to be taken- changes to the FEI World Cup™ Dressage Final Formula for

2008 pertaining to the number of finalist riders and the number of judges

- decision to abandon the B-final from the FEI World Cup™ Dressage Formula as of 2008

- decision to withdraw the version B from the name of the Grand Prix test 2003 for the Dressage Tests 2007

- discussion and agreement in principle on the rules for a new North American League to replace the USA and Canadian Leagues

- decision to introduce a new application procedure for Western European League and Central European League qualifying events

- proposal of the calendar for the Western European League- proposal of minor changes and clarifications to the rules- adoption of a codex for judges - decision to introduce a Foreign Rider report in addition to

the Foreign Judge report- decision to introduce on a trial basis and as of 2007, a Young

Rider Grand Prix category for riders aged 20-25.

FEI World Cup™ Dressage FinalThe 2006 FEI World Cup™ Dressage Final was held in Amsterdam (NED) on 23 April. On her home turf, Anky van Grunsven (NED) lined up her eighth FEI World Cup™ title. This is her ninth victory overall. Performing to the ‘Esprit Chansons’ programme, the undisputed doyenne of freestyle and her 12-year-old Hanoverian gelding Keltec Salinero carried out a beautiful test that nearly matched their record-breaking score at the final qualifier at Indoor Brabant.

In second place, Germany’s Isabell Werth and Warum Nicht FRH just got the edge over Sweden’s Jan Brink and Bjorsell’s Briar. Werth achieved an 81% score and Jan Brink gained his highest yet FEI World Cup™ Final placing (with a score of 79,32%). The top three riders gave the spectators top sport, and so did the organisation. Thanks to them, the FEI World Cup™ Final 2006 was simply magical.

FEI World Cup™ Dressage for Young Riders FinalHeld in Frankfurt (GER) from 14 to 17 December, the second Final of the FEI World Cup™ Dressage for Young Riders took place thanks to the generous support of Schenker Logistics Deutschland AG. The winner of the Grand Prix, Valentina Truppa (ITA) aboard Chablis, won the first test, became the runner up behind her European Championships-rival Lorraine van den Brink (NED) in Prix St Georges and became the winner again of the Freestyle scoring 77,50%. She really rode for the win and her Freestyle was marked by an interesting choreography, a good relaxation and suppleness. Andrea Timpe (GER) and Welltender took second place scoring 71,353%, and Annemette Mortensen (DEN) riding Mitchell Imhoff finished in third position with a score of 71,20%.

EVENTING COMMITTEE The FEI Eventing Committee held two meetings in 2006, first in Hartpury (GBR), on 17-20 February on the occasion of the Eventing Officials and Riders Level 3 Seminar and a British Open Eventing Forum in Addington. Then a second meeting took place in Paris (FRA), 26-27 September, after the FEI Eventing World Cup™ Final in Malmö (SWE).

Main items / activities included:- ongoing efforts to define the Ten Year Eventing Strategic Plan

and confirmation of the importance of the development programme for this discipline

- consideration of a change in name of the sport, for “Eventing” does not express the true values of this discipline

- presentation and discussion of conclusions of the Eventing Safety Programme Annual Report and 2003, 2004 and 2005 statistics – available on the FEI website

- updating of Olympic Regulations and Qualification Criteria for Eventing for the 2008 Olympic Games considering the special conditions in Hong Kong

- approval of the FEI Eventing World Cup™ calendar for 2007 with a date for the Final set in spring 2008

- review of requirements for 4-level competition- revision and clarification of Art 506 Qualification deadlines

for CCI/CIC of the FEI Rules for Eventing- proposal of rule changes for the 23rd edition of the FEI

Rules for Eventing- review of the scoring system and discussion of possible

changes- update of an Eventing Syllabus concept and list of Course

Directors- preparation of Guidelines on the Training and Introduction

of Eventing Officials to the sport- approval of list of Courses and Seminars 2007.

FEI World Cup™ Eventing FinalThis series is considered very successful and the FEI World Cup™ status has enabled many qualifiers to obtain govern-ment sponsorship. As it turned out, the French had specifically targeted the FEI Eventing World Cup™ 2006 Final, in Malmö (SWE) with some of their best riders and horses. Nicolas Tou-zaint (FRA) made a spectacular comeback with his wonderful grey horse, Galan de Sauvagère (scoring 42.2), to take the FEI Eventing World Cup™ to France for the first time. Second was Jean-Lou Bigot (FRA), riding Derby de Longueval (48.5) while Andreas Dibowski (GER) interrupted French domination with third place on FRH Little Lemon (53.6).

DRIVING COMMITTEE The FEI Driving Committee held its annual meeting in Düsseldorf (GER) on 4 September.

Main items / activities included:- approval of 2007 Course Directors- replacement of outgoing Committee Members- appointment of a new Deputy Chairman as of April 2007- appointment of Mr Franz-Josef Vetter (GER) and Mr Klaus

Peppersack (GER) to the Official’s “O” Status- discussion and approval of various rule amendments

and changes.

FEI World Cup™ DrivingThe qualifying season held outdoors had seen some exciting competitions. A total of 80 Four-in-Hand drivers had taken part in 13 competitions in 7 countries in Europe and in the USA. Ten drivers would compete throughout the winter at 7 events and a final held in Göteborg (SWE), 13-16 April. And what a Final. With some fantastic driving, Dutchman Ijsbrand Chardon managed to keep the tension in the competition un-til the last obstacle and became Champion, for the third time, of the FEI World Cup™ Driving Series. Michael Freund, with whom Chardon had to share the title last year, came second and Switzerland’s Werner Ulrich ended in the third place.

FEI Top Driver AwardsFour-in-HandDriving,supportedbyFinnCaspersenThe final event for the Top Driver Award for Four-in-Hand took place in Donaueschingen (GER), 14-17 September. Ijsbrand Chardon (NED) won the 2006 Trophy with 75 points, Werner Ulrich (SUI) again came second with 74 points and Félix-Marie Brasseur (BEL) third with 72 points.

PairsDriving,supportedbyVanderWielHarnessThis year, competitors from three different countries took the top three places in the final event of the Top Driver Award for Pairs held in Warka (POL), 18-20 August. François Dutilloy (FRA), winner of the Top Driver Award for Pairs with 67 points and who was in third position in 2005, Sebastian Bogacz (POL) second with 63 points and Szolt Selyben (HUN) third with 52 points.

in Warka (POL), 18-20 August, witnessed the victory of André Herman (BEL) with 62 points, followed by Anne-Violaine Brisou (FRA) and Dieter Lauterbach (GER), tied with 54 points each.

ENDURANCE COMMITTEE The FEI Endurance Committee met for its annual meeting on 23 August in Düsseldorf (GER).

Main items / activities included:- 2008 World Endurance Championships and 2006 Trial

Event:- appointment of Officials for the 2006 trial event held in

Terengganu, East Malaysia- request addressed to those Officials attending to produce

detailed reports- confirmation from the trial event OC to provide detailed

weather reports- agreement on minimum requirements necessary to

consider the Trial Event as a success - suggestion and discussion of possibly organising a FEI

Veterinary overview involving examination and sample taking of competing horses (held in February 2007 in Dubai (UAE))

- approval of changes to FEI Rules for Endurance Events- appointment of Mr Derek Liebenberg (RSA) as the approved

Endurance Course Director for Southern Africa- agreement pertaining to FEI funding for 2007 courses in

Eastern Europe - replacement of an outgoing Committee Member- rescheduling of the 2006 World Endurance Forum, (This

Forum will now be held in Paris (FRA), 31 March – 1 April 2007 as part of the process of full review of the Endurance discipline).

VAULTING COMMITTEE The annual FEI Vaulting Committee Meeting was held at the FEI Headquarters in Lausanne (SUI) on 16 and 17 June.

Main items / activities included:- approval of a new FEI International Vaulting Competition

starting in 2008- appointment of Officials for the 2007 FEI European Vaulting

Championships- discussion on continued education for Vaulting Judges on

the Horse Score- approval of proposed additions to the FEI Rules for Vaulting

Events (6th edition)- discussion of a Vaulting Challenge concept and decision to

explore this proposal further.

REINING COMMITTEE The FEI Reining Committee held two meetings in 2006; the first in Tioga, Texas (USA) on 30-31 May and the second on 21 October in Denver, Colorado (USA) in conjunction with the FEI World Reining Masters Finals.

Main items / activities included:- discussion of ways to ensure continued growth updating of

the FEI Reining Strategic Plan to include :- a full integration of Reining into the FEI system- development of a comprehensive plan to provide horses

and course directors in developing countries- establish a clearly defined plan for Regional, Continental

and World Championships- promote the training of additional Reining Officials- encourage a search for sponsors/funding for champion-

ships and development- develop a worldwide marketing and television platform

for Reining- approval of rule changes/clarifications for 2007 including

Rules for Young Riders, Juniors, Children and tiebreakers for Championships

- review and approval of changes to the FEI Reining Masters Rules 2007

- approval of breed-specific International Reining Com-petitions (CRIs)

- discussion of a “Leading Reiner of the Year Award” based on the best three riders on the Reining Riders Ranking list 2006

- scheduling of World Championships for 2008.

FEI World Reining Masters Finals 2006The crowd at the Masters Finals cheered for all the internation-al riders from 18 different countries, but the Americans were especially encouraged at the FEI World Reining Masters Finals, on 21 October in Denver, Colorado (USA). They proved them-selves worthy of the wild cheers by taking home both the gold and silver medals.

Gold medallist Shawn Flarida (USA), scored 223.5 in the Masters Open Division riding Tinsel Nic. Fellow American, Tom McCutcheon, riding Smartest Chic Olena, took the sil-ver medal with a score of 223 and the bronze medal went to Shawna Sapergia (CAN) riding BL Whiz Kid and scoring 221.5.

PARA-EQUESTRIAN COMMITTEE The FEI Para-Equestrian Committee held its first meeting within the FEI structure in Brussels (BEL) on 26 September.

Main items / activities included:- review of the FEI Rules for Para-Equestrian Dressage

events- completion and approval of Classification Rules for PE

Dressage- approval of a Classification Manual completed by

Dr Christine Meaden (GBR), Classification Consultant, in conjunction with the International Paralympic Committee (IPC)

- attending the first “Combined” FEI Dressage and Para-Equestrian Dressage competition in which the “Hand-in-Hand Trophy”, arranged by the FEI President, was awarded to a team of CDI and Para-Equestrian riders

- discussion of adding a “Pas de Deux” style to the 2007 edition of the “Hand-in-Hand” Trophy event.

PONY RIDERS COMMITTEE The FEI Pony Riders Committee held its annual meeting in Saumur (FRA) on 31 July, following the FEI European Championship for Pony Riders.Main items / activities included:- decision to draw up a set of guidelines for Organising

Committees of European Championships for Pony Riders - review and clarification of several rules and the decision

to undertake a complete review of the FEI Rules for Pony Riders and Children for publication in 2008

- appointment of Officials for the 2007 European Championship for Pony Riders

- approval of new proposal pertaining to pony measurements to enter into effect 1 January 2007.

CHILDREN’S COMMITTEE The FEI Children’s Committee held its annual meeting in Spruce Meadows, Calgary, Alberta (CAN) on 27 October, during the Final of the FEI Children’s International Jumping Competition.

Main items / activities included:- replacement of an out-going Committee Member- reworking of the present rules for the FEI Children’s

International Jumping Competition and Final- appointment of Officials for the 2007 FEI Children’s Inter-

national Jumping Competition Final.FEI Children’s International Jumping Competition FinalThe 2006 Final of the FEI Children’s International Jumping Competition took place at Spruce Meadows, Calgary, Alberta (CAN) from 23 to 28 October.

Host to the event for the second time, the Southern family went to great lengths to ensure the week’s competition was a tremendous success and the standard of horsemanship dis-played by the 32 qualified riders representing AUS, BEL, BRA, CAN, CHI, COL, GER, NZL, RUS, RSA, UAE, USA provided mo-ments of great excitement.

Sixteen riders, from nine different nations, made it through to the Final with home riders securing the three places on the podium.In first place Taylor Bland (CAN) with Tango, in second place Ben Asselin (CAN) with Serrano and in third place Jake Krembil (CAN) with Caretino.

VETERINARY COMMITTEEThe FEI Veterinary Committee held its annual meeting, in collaboration with the Medication Advisory Group, in Lausanne (SUI) from 28 to 31 January.

Main items / activities included:- promotion of closer ties to the FEI Technical Committees- ongoing discussion pertaining to the use of borrowed or

shared horses- discussion on a rating system for event Endurance

veterinarians- examination of the issue of EIPH (nosebleeding) in

Endurance horses- simplification of the rules for Equine Influenza vaccinations- decision for research-related Endurance trial ride to take

place in Dubai (UAE)

- request for budgetary support for additional research on climatic conditions in view of the 2008 Olympic Games

- presentation of an overview of testing issues in 2006- the Medicine Box and additional Detection Times for

JUDICIAL COMMITTEE The FEI Judicial Committee, composed of qualified attorneys from various jurisdictions all with equestrian experience, held monthly meetings by teleconference and met twice in plenary, on 22 January in Frankfurt (GER) and on 26 October in Lausanne (SUI).

Main items / activities included:- medication cases for horses: 60 cases were processed

and finalized, 29 of which were decided according to the fast-track procedure (administrative sanctioning) which is working effectively. Nine hearings were held, of which two were held on short notice at/or immediately prior to events and led to decisions within 48 hours.

- 18 cases were open as of 31 December 2006, of which 12 were pending before the Judicial Committee. This compares to 27 cases open (22 pending before the Judicial Committee) at the same time last year.

- five cases were appealed to the Court of Arbitration for Sport (CAS)

- review of the use of only one Judicial Committee Member for certain hearings and decisions, allowing to deal quickly with urgent welfare issues or temporary relief requests

- confirmation of the Judicial Committee jurisdiction for decisions by Ground Jury / Appeal Committee pertaining to abuse

- review of the possibility to grant stays of suspension under the new Equine Anti-Doping and Medication Control Rules (Art. 10.8)

- clarification of strict liability in doping cases- recommendation of rule changes pertaining to the

suspension of minors or horses- discussion of disciplinary actions against Veterinarians and

Judges acting as Officials- discussions pertaining to “fitness to compete”, hyper-

sensitisation issues and performance enhancement- review of laboratory standards- review of ways to decrease the turn-around time at major

events- review of the needs for cost-effective and efficient decision

making- beginning the process of producing Internal Regulations of

the future Tribunal- follow-up on FEI submissions to WADA for a World Anti-

Doping Code revision

- review of adopted internal benchmarks with a view to improving case processing.

The FEI Medical Committee, sub-committee of the FEI Judicial Committee, met also in Aachen (GER) on 21 August.

Main items / activities included:- consideration of FEI sanctioning policy for human athletes,

and FEI comments to WADA on the revision of the World Anti-Doping Code

- processes for approval of standard and abbreviated Therapeutic Use Exemptions (TUEs), and related information and education efforts

- in-competition testing at major events- creation of a network of physicians interested in equestrian

sports and in volunteering, to promote education of and support to athletes where it matters.

- reviewed qualification requirements for the FEI World Equestrian Games and Olympic Games.

GROUP IV- noted the progress of the FEI modernisation process and

discussed conflict of interest issue- showed great interest in the plans/Situation Analysis of the

FEI Development Department- expressed difficulties in reaching a level necessary to

compete in FEI competitions - discussed FEI Challenge competitions in the area- reported on striving to build an arena of the correct size

within their group- reported on efforts to increase the number and level of

competitors and competitions- promoted discussion for the launch of inter-island

competitions.

GROUP V- discussed the PAEC-PASO funds for Development- expressed the need for establishing sanitary protocols for

longer terms- noted the need for more Group representation in Technical

Committees- suggested the introduction of new categories for the FEI

World Jumping Challenge and discussed difficulties faced by children between 14 and 16 years of age in regards to the FEI World Dressage Challenge competitions

- reported on the success of the FEI Coaching System- reviewed aspects which need to be reinforced in future

Central American and Caribbean Games.

GROUP VI- held three meetings during the year and a joint meeting

with Group V during the Odesur Regional Games held in Buenos Aires (ARG)

- organised Level I and II Coach Courses - carried out efforts to develop FEI Courses with the help of

ODEPA in ECU- reported on the success of the FEI World Jumping and

Dressage Challenges- noted an increase in the number of International events with

borrowed horses, especially in Children and Juniors categories.

GROUP VII- decided to elect a new Chairman for the remaining term of

the former Chairman (2006-2007)- decided to form a task force to examine the Arab League

Calendar for the Season 2006-2007 and the suggestions and changes relevant thereto

- reviewed qualification requirements for the 2008 Olympic Games

- examined the candidatures from Group VII for the organisation of the 2007 Olympic Qualifier

- organised International Judging and Stewarding Courses/Seminars and encouraged its members to increase participation in such courses

- formed a panel to study the creation of an Arab League for Endurance

- extended a promise of support to the Palestine NF and an invitation of participation to Palestinian riders and technicians

- discussion of forming an Arab Equestrian Federation.

GROUP VIII- discussed the preparation of the Doha Asian Games- noted the major equestrian events, regional equestrian

games and others which took place within Group VIII’s area- noted the various FEI Courses and Seminars organised

within Group VIII.

GROUP IX- recommended more emphasis on coaching clinics for

coaches and less time between the successful completion of Level 1 and the beginning of Level 2

- requested that the development plan include financial assistance to the disadvantaged countries

- expressed concern for the need of a new sponsor for the FEI World Jumping and Dressage Challenges

- appreciated the coaching clinics given in Botswana and Swaziland

- informs that the African horse sickness is still restricting the movement of horses

- informs that the ban on horses from Southern Africa to the EU has been lifted and quarantine conditions adapted

- noted that Endurance and Vaulting are the fastest growing disciplines in this Group

- reported on their participation in the FEI 2006 World Equestrian Games

- requested exception to the Foreign Judge requirement for World Jumping Challenge events due to extra cost

- requested arena size for the Jumping challenge to revert to 45 x 65 m.

GROUP I- discussed FEI modernisation process- discussed the role of the Group and Group Chairman - discussed invitation system and pay cards- recommended that the FEI accept the rule additions

proposed by the Pony Riders’ Committee- requested more information concerning the Athletes

Forum in 2007- discussed the success of Drug’s Off initative.

GROUP II- discussed the modernisation process and its progress- expressed concern pertaining to riders’ insurance policy,

change of nationality, riders and horses registration, horse passports and micro-chipping of horses

- recommended that the FEI accept the rule additions proposed by the Pony Riders’ Committee

- agreed to establish a working group including WBFSH representatives to discuss cloning and gene manipulation

- discussed the Nomination Committee, Athletes Committee and the role of the Strategic Advisor

2006 was an exceptionally busy year with a continued FEI modernization process, election of a new President and the FEI World Equestrian Games in Aachen, among many other events. This heightened activity brought about additional work and, as a result, we failed to achieve some of our objectives. Another factor was the rhythm at which National Federations develop according to changing political and economical situation, culture, etc.

In 2006, we saw huge progress in Central and South America – Groups IV (Caribbean), V (Central America, Northern part of South America), VI (Southern Part of South America) – as well as in Groups VII (Northern Africa & the Middle East) and IX (Sub-Saharan Africa). Many individual initiatives were successful in the other Groups: NFs in Central and Eastern Europe, the Balkans, Armenia, Georgia with the Caucasus region. It is now a primary task for the FEI Development Department to help NFs improve their sports structure by the establishment and implementation of the FEI Development Programme according to regional needs and resources.

FEIDEVELOPMENTADVISORYGROUPThe FEI Development Advisory Group, composed of Gerry Mullins (IRL), Jean-Philippe Camboulives (FRA) and Peter Strijbosch (NED), met in March 2006 in the presence of the then-FEI First Vice-President, Freddy Serpieri. The following objectives were presented for 2006: 1) situation analysis and long-term development strategy; 2) consolidation of structure for Coach Education System; 3) courses for Coaches; 4) newsletter / TV magazine. Harald Muller, Senior Manager for Education at IAAF, made a presentation on why a development programme is neccessary; how to set up a development programme; development strategy; implementation and its problems; example of coaches education; budgeting and staff requirements for running such programmes.

Stephan Wirth (GER) submitted new course plans for the FEI World Jumping Challenge and Andrew Griffiths (GBR), FEI Eventing Development Officer for Eastern Europe, reported on the advancement of his programme and his plans for 2006. The Development Working Group further discussed several items regarding the coaching system and the evaluation of Level II logbooks.

EDUCATIONA course for style competitions in Jumping was held in Ukraine while Level 1 courses for coaches took place in Calcutta, Bangalore, Delhi, Lima, Caracas and Istanbul. In total, 84 coaches, as well as a number of observers, took part. Clinics for Jumping riders were organized in Jamaica and Antigua.

Advanced Training for OfficialsThanks to the Advanced Training Programme for Officials, two Course Designers, two Coaches, six Judges (one Jumping and five Vaulting) and four Veterinarians took part either in shows to get experience or attended courses to upgrade their level.

FEI Contribution to ShowsIn 2006, the FEI Development Fund supported the organisation of the FEI Africa Cup, the FEI Caucasus Cup and FEI World Cup™ Jumping and Dressage shows in Central Europe/Asia Leagues.

Eventing Development ProgrammeBoth FEI Development Officers José Ortelli (ARG) in South/Central America and Andrew Griffiths in Eastern Europe could count on the fund from the IOC/IFs Development Assistance Programme, which amounted to USD 50,000, to continue their work. Both programmes have shown results. In Central America, a huge interest was raised and events and development meetings in Guatemala and Mexico took place where the

creation of an FEI Challenge - type competition at a level below CCI* was discussed. In the short term, both Groups V and VI were focusing in qualifying either a team or individuals for the 2007 Pan American Games. One of their goals on a longer term basis was that the FEI intercede with the Organising Committee of the 2010 Central American and Caribbean Games to include Eventing in the event’s programme. Both Guatemala and Mexico have established a long term development plan for the discipline.

In Eastern Europe, riders from Belarus and Russia participated in the FEI World Equestrian Games. A Level 1 FEI Course for Coaches was held in Belarus and another within the framework of the CCI 3* in Moscow. FEI Tutor Jean-Philippe Camboulives extended the course by accompanying the new Level 1 coaches throughout the event where they could directly apply what they had learned during the four previous days. Estonia has now joined the programme.

An Eventing rider from Swaziland spent three months training at the Ecole Nationale d’Equitation in Saumur (FRA) with the financial assistance of the Justice for Athletes Foundation. This scholarship enabled him to make a serious step forward in his attempt to qualify for three-star level.

FEI Courses for CoachesA Level 2 FEI Courses for Coaches was held in Ecuador, under the tutorship of Lt. Col. Gerry Mullins. Twelve candidates from

Argentina, Colombia, Costa Rica, Ecuador, Peru, Puerto Rico, Venezuela were in attendance; another five observers from Cuba, Dominican Repblic, Honduras, Trinidad, and Uruguay were invited to join the course. In addition to its original function which is to certify Level 2 coaches, the purpose of this course was to also identify potential regional tutors who would be able to initiate this system in their region under the supervision of the FEI. The course took place in outstanding facilities (classroom, internet access, jumping arenas, good quality horses and riders) which ensured the good delivery of the course. It was supported by Pan American Sports Organisation (PASO) funding.

The objective of the FEI Development Department to hold 20 FEI Courses for Coaches was nearly reached as 17 Level 1 and one Level 2 courses were held in Eastern Europe, Africa and South/Central America.

FEI Courses for OfficialsCourses for Endurance Officials were organised in Australia and New Zealand. Courses for Event Veterinarians in Brazil and Australia, Jumping Judges in Uruguay and Stewards in Bermuda were also partly supported by the FEI Development Fund.

Training Courses for Riders (clinics)Since the introduction of FEI Courses for Coaches, the requests for clinics have decreased. Only five clinics were

financed by the Development Fund: Mary Binks (KEN) went to Malawi, Denis Soyer (BEL) to Jamaica and Antigua. Susanne Macken (IRL) and Kathy Amos Jacob (FRA) took advantage of the courses for coaches to also conduct clinics in India and Botswana.

TECHNICALVISITSWhile the Chairman of Group I, Dr Cesare Croce (ITA), made a visit to the Albanian NF in view of its affiliation to the FEI, Tutor Susanne Macken put to good use her attendance of the FEI World Jumping Challenge and clinics in India to visit Cambodia which has applied to become an FEI member.

OTHERSVaulting Judges from Argentina, Brazil, Colombia and Mexico attended the Vaulting Seminar in Bad Boll (GER) with the assistance of the FEI Development Fund. In Swaziland, Vaulting was part of the programme of the third FEI Africa Cup Jumping competition.

The former IPEC (International Paralympic Equestrian Committee) development programme was taken over by the FEI Development Department which will continue to administrate the programme financed by the Christopher Reeves Foundation and which consists in conducting clinics for riders and coaches in selected countries.

The data base for coaches has been created according to plan and the data of all coaches are monitored.

COMPETITIONSFEI World Jumping ChallengeThe new design of the FEI World Jumping Challenge Category B including trot phases with trotting poles and cross poles has been a source of discussion and disagreement in some places. However, it was well received, generally speaking, once the philosophy behind it, which is to ask riders to improve safety, control and the basic Jumping technique that is necessary to progress at higher levels, was well understood.

In Cat. A, 50 riders went clear and the winner was Paulo Zenteno from Chile ahead of Helen Campech from Mexico. In Cat. B the winner Alejandro Vila from Guatemala was the fastest out of the 39 riders that went clear in all four rounds of the competition. The New Zealand team finished first of the Team classification for Cat. A, and Guatemala won Cat. B.

FEI World Dressage ChallengeOnce again, the FEI World Dressage Challenge was a great success. Though the number of participants slightly decreased compared to last year’s competition, the Challenge is still considered one of the most important events in some of the countries involved.

Unfortunately, the NFs of Kazakhstan, Philippines, Slovenia and Chile had to withdraw from the competition. A week before the Challenge was scheduled in Chile, several clubs were hit by an outbreak of Equine Influenza and therefore unable to organize the event.

It was a great pleasure for us to count the NF of Croatia as a new member of the FEI World Dressage Challenge family.

Our Judges were very enthusiastic to see the progress of some of the riders and noticed great improvement concerning the organization of the competition in some countries. The FEI World Dressage Challenge is indeed a team effort, since its success is entirely due to the hard work of our Judges, the NFs and the participants. However, further efforts to make the competition more attractive for riders, sponsors and media are necessary. It has been frequently reported that children find it difficult to move from the Children’s class to Novice level. This will be taken into consideration and a review of the tests will be done in 2007.

OthersThe third FEI Jumping Africa Cup was organised in Swaziland in April with participants from Botswana, Kenya, Namibia, Zambia, Zimbabwe, South Africa, and Swaziland; it was partly supported by the FEI Development Department. This year Vaulting was added to the programme.

In Eastern Europe, the FEI contributed once again to the organization of the Jumping Caucasus Cup in Tbilisi, Georgia. The FEI contribution was to pay the travel expenses of the Course Designer (Stephan Wirth, GER), the Foreign Judge (Rakhshan Radpour, IRI) and various material (jumping poles, safety cups, etc.).

VISITSThe Development Manager visited several countries in 2006:

PeruThe PER NF organized the Meeting of Group VI. The trip to Peru was combined with a visit of various clubs and a discussion with the NF which was in the process of reviewing its structures.

ChileThe purpose of this visit was to help NFs to review their structure and put in place, among others, a Coach Education System, a license system for riders, education system for officials, and develop other disciplines like Vaulting and Pony riding for children. The FEI World Dressage Challenge which was due to take place during the visit had to be cancelled due to an outbreak of Equine Influenza. Instead, the two FEI Judges gave a training course in three different clubs. A visit of the renowned Army Equestrian School in Quilotta was organized as well as attendance at a Jumping qualifier for Young Riders, Juniors, Pre-Juniors and Children in order to qualify a team for the South American and Americas Championships in Argentina.

BarbadosThe NF of Barbados organized the Meeting of Group IV on 1 December under the chairmanship of Kate Jackson. Simon Brooks-Ward, Chairman of the FEI Strategic Planning Committee, also attended. The following subjects were discussed: FEI modernization; development strategy; situation analysis in developing NFs; Caribbean Jumping and Dressage competitions; FEI World Jumping Challenge Category B; construction of a riding centre in Trinidad; veterinary issues and transportation of horses; relationship with NOCs and footing of arenas and up-grading of facilities.

Guatemala & MexicoIn Guatemala, a development meeting gathering representatives from Argentina, Mexico, El Salvador and Uruguay and the FEI Development Manager took place in the framework of CCI 1 and 2*. The meeting focused on preparations for the 2007 Pan American Games. Development Officer José Ortelli summarised his activities and the way forward. The FEI Development Manager presented the FEI Development Strategy adopted by the Bureau.

The same scenario was repeated in Mexico with, in addition, a Course for Eventing Officials directed by Roger Haller (USA) and Janine Rohr (ARG). The development meeting was followed by a very interested Eventing community and the creation of an Eventing Challenge for lower-level competitions was supported with enthusiasm. José Ortelli and Jacqueline Braissant took advantage of their sojourn in Mexico to make a visit to PASO/ODEPA. They discussed with Mr Reynaldo Gonzalez Lopez, General Coordinator, the situation of Eventing in the various Olympic Regional Games and the financing of FEI Courses for Coaches in the framework of the PASO/ODEPA Coaching Programme.

AFFILIATIONSThe candidacy of Albania was accepted by the FEI Bureau. It will be ratified by the 2007 General Assembly.

TelevisionAs far as television was concerned, the Samsung Super League with FEI series led to great brand visibility for the title sponsor.Somefigures(Source:IFMReport,2006):- The total broadcasting time in 2006 was 167:20:30 compared

to 131:53:21 in 2005, which represents an increase of 27%.- The total duration of brand visibility was increased by 47%

and attained 64:53:27. - The visibility of the Samsung brand in relation to

broadcasting time reached 38%, an exceptional result.

Three main supports were dominant in the discipline and gave excellent returns to the sponsor:

1. Insert – 20.9%

2. Board – 26.6%

3. Jump – 26.7%

The FEI Commercial Department is proud to state that Samsung is very pleased with the returns they get in terms of visibility and sponsoring value for the first season of the second cycle of the three year contract (2006-2008).

In June 2006, Alltech became the first-ever title sponsor of the FEI World Equestrian Games. This historic title sponsorship gave the company naming rights to the 2010 Games, now officially called the Alltech FEI World Equestrian Games 2010.

ROLEX TO BECOME THE FEI’S PREMIERBRAND

Title sponsorshipThe partnership with the Swiss watchmaker Rolex, which began in 2005, was extended. The FEI and Rolex signed a three-year contract whereby Rolex became the title sponsor of the FEI World Cup™ Jumping. The partnership includes the Rolex FEI World Cup Jumping Final™ and the Western European League starting with the 2007/08 season.

As a continued pledge of co-operation, Rolex also became the title sponsor of the FEI World Cup™ Final Jumping and Dressage for the 2006/07 season.

Television

EQUESTRIAN WORLDTM

FEI Equestrian World sponsored by Rolex was launched in February 2006. This Television Magazine is a monthly half-hour programme produced by FEI Television and distributed by IMG Media. This distribution includes major television broadcasters such as: BBC World, CNBC Europe, CNBC Asia, ESPN International, ESPN Star Sports, ESPN Classic Sports, Supersport, Fox Sports, Sport Italia, ART, Canal + Spain and Sky. With BBC World alone reaching 270 million households, the FEI Equestrian World TV Magazine is without a doubt finding its place on the international scene.

The programmes focus to a great extent on the spirit of horsesport and the lifestyle in which its protagonists evolve. This could very well mean remarkable personalities from within the sport to the FEI’s efforts in key areas such as sports development; the Medication Control Unit officiating at events or even the manufacturing secrets from the latest generation of one of the world’s oldest family-run riding boot makers. A valuable quality is the continued coverage of the eight FEI disciplines, including the latest recruits Reining and Para-Equestrian.

SAMSUNGSUPERLEAGUEWITHFEI2006

The 2006 season was the first year following the renewal of the second contract between Samsung and the FEI. Some interesting and valuable figures to bear in mind:

Media An increase in global volume…In 2006, the global volume of articles monitored increased by 73% compared to 2005. Nevertheless, this very significant result should be put into perspective given the increase in the number of sources monitored, from 78 in 2005 to 294 in 2006.

…In visibilityThe identification of the Samsung brand in the series was confirmed both textually and visually, with a very significant

FEI Series - FEI World Cup™ Jumping, Dressage, Driving & Eventing / Samsung Super League with FEI A dedicated news service is also in place for the FEI World Cup™ series. The news service for the four disciplines is ensured by specialized journalists who produce between ten and twenty press releases for each series. Similarly with the FEI World Equestrian Games press service, the FEI World Cup™ press service are sent out to specific distribution lists: 581 subscribers for Jumping; 445 for Dressage; 270 for Driving; and 385 for Eventing. The press releases for the Samsung Super League with FEI are sent out to 419 subscribers.

FEI ChampionshipsFor the FEI Championships, we provided the organisers with various services, namely forewords by the FEI President; copies of the FEI Annual Report, FEI flags as well as publication of news and photographs from the event.

However, we are well aware that this service can still be greatly improved.

Interviews of the FEI President Excellent working relations were established between the FEI and the FEI President’s communication staff. Some ten interviews with major international media (South China Morning Post (HKG), Die Welt (GER), Folha de Sao Paolo (BRA), Frankfurter Allgemeine Zeitung (GER), ZDF TV (GER), WDR TV (GER), St Georg (GER), L’Eperon (FRA), Horse International) were coordinated. This level of media attention is unprecedented for the FEI.These interviews have in turn been very beneficial to establishing good relationships with the various media organisations and will be used as a basis to promote future FEI activities.

Enquiries from Media/Public Enquiries from the media and general public increased significantly, with an average of five every day.

The presence of “at the heart of horse sport”, FEI’s Brand Positioning Statement, was enhanced in order to clarify and emphasize the role of our brand. This strapline is now mainly used in conjunction with the corporate brand in communications coming from the FEI headquarters.

Due to the title sponsorship of Alltech and in order to increase the understanding of the new brand of this unique competition, the positioning of what had initially been the “FEI Games” was adjusted and will be referred to as the Alltech FEI World Equestrian Games. A special fence promoting this new brand was produced and is used on some selected shows of the Samsung Super League with FEI and the FEI World Cup™.

A new lock-up identity was created, combining the Rolex and the FEI World Cup™ brands. This was needed to identify the title sponsorship of Rolex for the upcoming FEI World Cup™ Finals in Las Vegas and FEI World Cup™ Jumping series for the 2007/08 season.

The FEI official licensee statusThe FEI offers the possibility for international companies to obtain an official licensee status. Licensing partnerships are part of the FEI’s long term commercial strategy.

This status provides category exclusivity and a genuine opportunity to reach core consumers. The FEI Official Licensee status reinforces the brand credibility and loyalty through an authentic marketing platform.

The FEI initiated the first licensee partnership with the American company Heritage Gloves for the product category “equestrian gloves”. This is the first partner to become an exclusive FEI Official Licensee. The agreement with this top performance glove manufacturer is for an initial term of two years.

TELEVISION

FEI World Equestrian Games, Aachen 2006Television was one of the great successes in Aachen.

The final broadcasting report of the European Broadcasting Union (EBU) covering the broadcasters within Europe came to a total of 97:26:47 hours. As a comparison, the coverage from the FEI World Equestrian Games 2002 in Jerez was 74:58:28 hours.

The independent TV Analysis Company IFM reported a total broadcasting figure of 321:51:43 hours. The reason for the higher result from IFM is that they measured broadcasters within and outside the EBU territory.

In reality the total broadcasting hours were more than 320 hours as there were broadcasters not being measured neither by IFM or EBU.

PUBLICRELATIONSThe FEI Communications Department saw some substantial changes in structure and orientation since the departure of Muriel Faienza in May 2006. We took the opportunity to restructure and refocus the goals of the department, which had been created 10 years ago. Indeed, over the past ten years, the Communications Department had taken on a number of functions which were not communication or PR related. Our goals have been to concentrate on PR activities and the efficient management of the image of the organisation.

NF NewsThe NF News is a newsletter which is sent on a regular basis (as often as necessary) to all National Federations. Given its electronic format, it is a flexible and fast means to keep National Federations informed on technical news and relevant information. In 2006 there were 18 NF news containing approximately five items per newsletter.

Media RelationsFEI World Equestrian Games, Aachen 2006Efforts were concentrated on the FEI World Equestrian Games. For the first time dedicated news service was provided to journalists and general public. It began on 27 July and ran until 3 September, which accounted for 35 press releases. It included 12 comprehensive previews consisting of discipline previews commissioned to specialized journalists as well as previews of a more general nature, such as TV broadcasting information, the opening ceremony or doping testing procedure. It then continued throughout the Games, with press releases sent out after every competition. The subscription lists for the 2006 FEI World Equestrian Games amounted to approximately 1800 recipients, including the FEI World Equestrian Games regular press distribution list (approx. 1300 recipients) as well as all the accredited press (approx. 500 recipients).

The press coverage, passed 351 German sources and 100 inter- national sources from 18 countries, resulted in an unprecedented 7351 articles. The corresponding press value was EUR 13 million.

Notes to the financial statements 1. These financial statements are subject to approval by the FEI General Assembly.

2. FEI receives in the year of the Olympic Summer Games a Contribution from the International Olympic Committee (IOC). It is considered that these proceeds, which are only received once every four years, represent a core financing of FEI both for the year of the Games and the succeeding three years.

The contribution is allocated initially to the IOC Contribution Fund. In the year of the Games, a unique amount is first

credited to revenues from the Fund equal to the net costs incurred by FEI for its participation at the Games. The balance is credited to revenues in four equal annual amounts commencing in the year of the Games.

Any contributions received after the initial contribution are added to the balance of the Fund and also credited to revenue over the remaining years of the quadrenium.

3. Designated funds represent funds which require internal approval for their use.

4. Operating funds are those funds of the FEI that have not been designated for any particular purpose and that are freely available for the use of FEI.

5. The financial statements are audited by PriceWaterhouseCoopers, Lausanne, Switzerland.
