The year 2009 has been a very busy one for the DOST-CAR. The hard work, perseverance and dedication that the DOST-CAR staff has done to ensure that the programs and projects of the agency are accomplished are both commendable

and praiseworthy. Thus, I am very pleased to present DOST-CAR’s accomplishments for this year.

The CY 2009 Annual Report presents all programs, projects and activities that DOST-CAR has accomplished in the Cordillera Administrative Region.

One of the major highlights of the year is Secretary Estrella F. Alabastro’s visit to the region in February and September. Secretary Alabastro visited all provinces of the region, taking time out to inquire from the cooperators about the status of DOST’s assistance in the provinces.

Through the concerted efforts of management and staff, the agency can now boast of being the first agency to be granted the ISO 9001:2000 in the region. Changes in human resource capability and expansion of facilities has likewise been enhanced with the entrance of the PTRI-CAR Field Office Staff and facilities as a result of the rationalization program of the DOST system as well as the transfer of library services to the Urban S&T Center, making the available resources more accessible to library users.

The Regional Standards and Testing Laboratory (RSTL) has acquired new equipment that consequently expanded its services to its customers. In addition, the RSTL was awarded the ISO/IEC 17025:2005 accreditation last March 2009 by the Philippine Accreditation Office of the Department of Trade and Industry.

The agency continued to bring S&T interventions to its stakeholders in CAR. Regular programs and projects were ably implemented through the Small Enterprise Technology Upgrading Program, DOST-CAR GIA program, provision of packaging and labeling and consultancy services to cooperators, and S&T scholarship programs to the students in CAR.

Indeed, CY 2009 has brought along with it a lot of changes that has resulted to the further improvement and strengthening of DOST-CAR programs and services to the region. It is with confidence that the agency looks forward to 2010, knowing full well that it will continue to deliver the best S&T services possible to the people of the Cordillera Administrative Region.

For CY 2009, the DOST-CAR continued to implement its mandate and programs/projects in the region. The main programs/projects implemented are the following:

A total of 66 MSMEs were assisted regionwide in CY 2009 under the technology transfer program. These projects focused on food processing, aquaculture, horticulture, furniture, GDH manufacturing, and metals sectors. The technological interventions provided include technology needs assessment and sourcing of technology, proposal preparation/revision, innovation system support or upgrading of various equipment and production/manufacturing processes/technologies, technology trainings, laboratory testing of products and materials, improvement of product packaging and labeling, provision of technical consultancy services, and other necessary technical assistance to address their technological problems and technology needs.

The Regional Standards and Testing Laboratory (RSTL) has served 442 firms and 1,376 customers from CAR, regions 1 and 2; conducted 11,044 microbiological and chemical/physical tests; and generated an income of 1,782,206.00

On product packaging and labeling services, 32 designs were developed/completed in collaboration with the DOST’s Packaging Research and Development Center (PRDC) and the DOST-CAR on-call local artist-designer, for 22 MSMEs in the region. The local artist-designer is an offshoot of the graphic arts contest sponsored by the

PErFOrmANCEagency primarily to identify on-call designers to prepare label designs to cooperators in the region.

Under the technical consultancy services, eleven beneficiaries in Kalinga were assisted under the Manufacturing Productivity Extension (MPEX) program. Likewise, 22 beneficiaries from Apayao and Ifugao were assisted under the Consultancy for Agricultural Productivity Enhancement (CAPE) program.

Sixty-nine (69) technology trainings were conducted regionwide with a total of 2,034 participants. These trainings were mostly on food processing, lemon grass processing, fossilized leaves/flowers, handmade paper making and utilization into novelty items, good manufacturing practices and food safety.

Three fora on solid waste management were conducted in Baguio City and in Apayao Province in coordination with the LGUs. These fora were participated by barangay officials and residents. In addition, consultative-dialogues were conducted in the provinces to promote the SET-UP and other programs and activities of DOST in the region.

Forty one (41) print releases were published in local papers while 59 radio interviews/announcements in the local radio stations and six TV interviews concerning DOST programs/projects/activities were carried out as part of local S&T promotion activities.

The Northern Luzon Cluster Invention Contest cum Exhibit was spearheaded by DOST CAR in coordination with DOST Regions I, II and TAPI-DOST and in partnership with the City Government of Baguio City, the Cordillera Inventors’ Society, and other partner agencies on August 18-20, 2009 at the Baguio Convention Center, Baguio City.

For S&T promotion, the DOST-CAR had participated in the exhibits during the Cordillera Day Celebration on July 15, 2009 at the Baguio Convention Center. Likewise, it has assisted in the conduct of the Northern Luzon Cluster S&T Fair in SM-Rosales, Pangasinan on December 3-6, 2009.

In addition, DOST-CAR has spearheaded the conduct of rice wine competition, both in the provincial and regional levels; and one of the activities lined up for the Baguio Centennial Celebration.

On S&T Scholarships, a total of 394 on-going undergraduate scholars were assisted in the region. DOST-CAR has maintained its inter-agency linkages in the region. It continuously supported two regional R&D consortia: the Highland Agricultural Resources Research and Development Consortium (HARRDEC) and the Cordillera Industry and Energy Research and Development Consortium (CIERDEC).

Small Enterprises Technology Upgrading Program (SET-UP)

The DOST-CAR continued the implementation of the DOST Small Enterprises Technology Upgrading Program (SET-UP) to assist micro, small, and medium enterprises (MSMEs) improve their productivity

and competitiveness. Technological interventions provided to assisted MSMEs include technology needs assessment and sourcing of technology, proposal preparation/revision, innovation system support or upgrading of various equipment and production/manufacturing processes/technologies, technology trainings, laboratory testing of products and materials, improvement of product packaging and labeling, provision of technical consultancy services, and other necessary technical assistance to address their technological problems and technology needs.

The assisted MSMEs are currently engaged in the following SET-UP priority sectors: food processing, furniture, horticulture, GDH (gifts, decors and housewares manufacturing), aquaculture, and metals and engineering.

As shown in Table 1, DOST-CAR has assisted a total of 66 MSMEs under the technology transfer and commercialization program in CY 2009. Twenty eight (28) continuing projects and twenty (20) new projects were funded by SET-UP while 18 were funded under the regional grants-in-aid program. Of the 48 SET-UP assisted projects, 28 were continuing wherein provision of technical assistance started before CY 2009 while 20 were newly approved and started implementation in CY 2009. In addition, technical interventions were also provided to 18 local GIA projects implemented in the year.

The Food Processing sector comprises 30 projects the highest share or 45.5% of the 2009 total projects. The furniture and horticulture sectors have 13 projects or 19.7% and 10 projects or 15.2%, respectively. The GDH has 8 projects or 12.1%. Meanwhile, the aquaculture and the Metals and Engineering sectors have 4 project (6%) and 1 project (1.5%), respectively.

On food processing projects, most of the technologies commercialized are production of veggie noodles, veggie bread, fruit wines, rice-based snack foods, processed peanut products, banana chips, ground coffee, processed meat products, dried tilapia, and baked products.

The furniture as well as GDH projects were mostly on the upgrading of production processes and improvement of product finishing techniques.

On horticulture projects, technical interventions lead to the improvement of greenhouses for the production of high value vegetables, cutflowers, and citrus fruit tree seedlings.

The aquaculture projects were focused on the improvement of tilapia hatchery and production facilities. Meanwhile, the metals sector projects were focused on the improvement of facilities for metal works and services.

Table 2 shows the distribution of the on-going and new projects implemented per province through the Provincial/Urban Science and Technology Centers (PSTC/USTC). In 2009, Mountain Province has the most number of projects with 14, of which 5 are on-going and 9 are new. It is followed by Abra and Apayao having 10 on-going and new projects each. On the other hand, Baguio City, Benguet and Ifugao have 9 projects each while Kalinga has 5.

Based on Table 3, a total of 614 people were directly and indirectly employed by the assisted MSMEs. Of which, 218 workers are employed as regular employees while 396 people are indirectly employed.

Among the assisted MSMEs per sector, the food processing sector had the highest share of employment with 279 (45.4%) while the aquaculture sector had the least employment share of 10 (1.6%). The Food Processing sector directly employed 94 and indirectly benefited 185 other workers. The Furniture sector also generated 74 jobs while indirectly employing 148 others. Likewise, the GDH sector directly employed 25 and indirectly benefited 31 others. The Horticulture sector absorbed 15 workers and indirectly benefited 32 others while the Aquaculture sector absorbed 10 workers. Meanwhile, the new project on metals sector still has to generate new employment.

Market outlets include not only the local markets but also the neighboring towns, provinces and regions. Aside from these, project cooperators, through trade fairs and market matching activities in the local, regional, and national levels, have found niche markets for their products. Carlo’s Bamboocraft in Abra, for example, had contracted to supply bamboo products for a Cebu-based exporter last December 2009. However, most of the markets are within the locality and neighboring areas where the projects are implemented and operated.

Ground coffee, branded as Kalinga Blend, is produced by Our Tribe Food Products owned by Ms. Grace Agtina in Tabuk, Kalinga. DOST assistance include improvement of packaging materials and upgrading of equipment such as fabricated coffee roaster, coffee grinder, and packaging machine.

Wood-fired furnace installed in the processing area of Talledo’s Miki Commercial for use in the production of veggie noodles owned by Mr. Arturo Talledo in Abra, .

DOST Secretary Estrella F. Alabastro, Assistant Secretary and OIC-Office of the Undersecretary for Regional Operations, Dr. Carol M. Yorobe and representatives from the different

Research and Development Institutes and Councils (RDIs/Councils) of the DOST system tripped to Baguio City and the provinces of Benguet and Abra on February 18-20, 2009 primarily to conduct project visits. On February 19, 2009 at La Trinidad, Benguet, Secretary Alabastro graced the awarding of the DOST-CAR ISO 9001:2000 certificate from Mr. Renato Navarrette, Managing Director of Certification International Philippines Inc. Likewise, the event highlighted the formal turnover of PTRI sericulture staff and facilities in La Trinidad, Benguet as well as an office building located inside the campus of the University of the Cordilleras (UC) to the jurisdiction of the DOST-CAR as part of the DOST’s ongoing reorganization drive.

Later in the day, the Secretary inspected a number of DOST project sites including the DOST-CAR sericulture facilities, the PAGASA weather radar center in Sto. Tomas, Tuba, the temporary campus for the newly-opened Philippine Science High School-CAR in San Vicente, Baguio City, and SET-UP project beneficiary QF Enterprises in Baguio City before heading to Bangued, Abra for another round of project visits.

In Abra, Secretary Alabastro and party checked on the status of DOST project beneficiaries such as V & V Enterprises, a producer of local delicacies, Balbin Furniture, which specializes in wood furniture, and Talledo’s Miki Commercial, a producer of miki and noodles with squash.

On September 17-20, 2009, Secretary Alabastro and party once again visited the region to continue project visits in CAR, particularly in the provinces of Ifugao, Mountain Province, Kalinga and Apayao Various completed and on-going DOST SET-UP assisted projects were visited. The projects visited ranged from furniture, food processing, aquaculture, Gifts/Decors/Housewares (GDH), and horticulture projects. Generally, the cooperators of the projects visited have expressed their limitations in marketing their products. Secretary Alabastro has stressed the need to ascertain other ways of promoting the local products, one of which is advertising their products online.

Guided by the RSTL Quality Policy Statement that is:

“Regional Standards and Testing Laboraty (RSTL) is committed to provide our customers timely and accurate tests in accordance with mutually agreed terms and conditions. To achieve this,

resources are adequately provided, testing and calibration are properly maintained, competence of laboratory personnel is ensured and a management system complying with ISO/IEC 17025 is established and continually improved. All laboratory personnel are required to be familiar with

the ISO/IEC 17025 and quality documentation”

The RSTL had its SURVEILLANCE VISIT last August 25-27, 2009 and all the non-conformities raised have been cleared. Accreditation of the Regional Standards and Testing Laboratory – DOST-

CAR with the Philippine Accreditation Office will continue until March 11, 2014 for the Chemical and Microbiological Testing. There are four approved signatories, two for the Chemical Laboratory (Eufresnie Ann D. Simbajon and Jasmin Lee-Donaal) and two for the Microbiology Laboratory (Zenaida Juan Baucas and Jamie Beth B. Galian).

Timely and accurate tests were provided to the RSTL customers through the analysis of samples by the Microbiology and Chemical Laboratory. The Microbiology Laboratory conducted 4112 potability test that include total coliform, fecal coliform, and heterotrophic plate count and Pseudomonas aeruginosa enumeration to 1173 water samples; serving 589 customers, majority of which are the water refilling stations of Baguio City, and La Trinidad, Benguet. Coliform and Escherichia coli enumeration was conducted to 450 samples of vegetables such as carrots, broccoli, cabbage, potatoes, iceberg and romaine lettuce, celery and bell pepper, thereby serving 287 vegetable farmers or traders while generating an income of P360,000.00. Sixty-one (61) customers of which majority are food processors in Baguio City and La Trinidad, Benguet availed of the microbiological analysis that includes total coliform, fecal coliform, aerobic pate count, yeast and mold count, Staphylococcus aureus enumeration and Salmonella detection that was conducted to 141 samples of food such as cake, egg, loaf bread, pandesal, siopao, banana chips, powdered milk, fried chicken, smoked tilapia, pancit canton, pasta, pancit miki, yogurt, coffee beans, buko pie, creamy nuts, choco nuts, sugar coated peanuts, ginger tea, and meat based viands such as picadillo, embutido and adobo with 1145 tests and generated an income of P200,100.00. Four wine processors availed of the microbiological analysis that include total coliform, fecal coliform, aerobic plate count, yeast and mold enumeration, and Staphylococcus aureus enumeration to winers such as bugnay, rice and strawberry with 56 tests and generated an income of P8,950.00. Fourteen students also availed of various microbiological services such as antimicrobial susceptibility test to four plant extracts, and generated an income of P4,500.00. Nine students availed of 12 pure cultures of bacteria that generated an income of P2,400.00 while an undergraduate student availed of the microbiological analysis of kitchen utensils (spoon and fork) that generated an income of P3,000.00. In summary, the microbiological laboratory conducted 2669 test to 1779 samples, served 955 customers and generated a total income of P916,90000 (Table 5).

The Chemical laboratory on the other hand conducted 3603 physico-chemical tests such as nitrate, turbidity, pH, chloride, sulfate, total dissolved solids, calcium, magnesium to 674 water samples of 358 customers who are mostly water refilling stations and generated an income of P602,813.00 which is 69.66% of the total income generated by the Chemical Laboratory. Proximate analysis, drafting of nutrifacts, sodium, and sugar analysis totaling to 639 tests was conducted to 144 samples of food such as cassava choco taro cream, orange-lemon marmalade, strawberry jam, ube jam, guava jam, guava jelly, choco cornflakes, bangus fingerlings, chicken meat, ginger tea, pancit canton, choco pinipig, rice, cookies, noodles, pasta, tarts, pickled sayote, mixed pickles, pastillas, bread, creamy nuts, choco nuts, ginger tea and sugar coated nuts thereby served 34 food processors and generated an income of P185,738.00. Three hundred eighty (380) plant samples of nine (9) customers was tested for its nitrogen content (366 tests) and 38 test for phytochemical analysis and generated an income of P14,875.00. Other test conducted are pH and acidity (2) of vinegar, chemical analysis of a crystal substance, and pH of six soil samples that generated a total income of P1,700.00. In summary, the Chemical Laboratory conducted 4815 tests to 1281 samples, served 421 customers and generated a total income of P865,306.00 (Table 6).

In summary, RSTL was able to serve 1376 customers, analyzed 3060 various samples of water, food, vegetables and others, conducted 11,044 tests and generated a total income of P1,782,206.00 Resources such as media, reagents, and other laboratory supplies were purchased from accredited suppliers to assure the quality of the products used in the analysis. Sophisticated equipment, specifically the atomic absorption spectrophotometer was purchased for RSTL to to enable it to analyze heavy metals such as lead, iron, manganese and cadmium in water samples and sodium and iron in food samples. Dehumidifiers were purchased to be able to attain the required relative humidity that is 45 to 50% at the Microbiology Laboratory. Ductless fumehood was purchased to trap hazardous chemicals during analysis to ensure the safety of the analyst. The equipments were purchased through the DOST project, “Rationalized Upgrading of Regional Laboratories.”

Testing and calibration was maintained with an in-plant calibration of 30 units of equipment at DOST-CAR from April 27-30 to May 01, 2009. In March 24, 2009 the small equipment such as digital thermohygrometer, refrigerator thermometer, oven thermometer and incubator thermometer were calibrated at the MIRDC Testing Laboratory at Bicutan, Taguig City.

The competence of laboratory personnel is continuously enhanced through their attendance to trainings and participation to Proficiency Testings. The Quality Manager participated in the seminar-workshop on Establishing the Calibration Interval of Measuring Devices on February 26, 2009 at MIRDC. One staff of the Micro Lab participated in the Maintenance of Reference Cultures at BIOTECH, Los Baños, Laguna on May 25-27, 2009 while one staff each of the Micro and Chem Lab participated in the seminar on Standard Practice for Calibration of Laboratory Volumetric Apparatus on August 27-28, 2009 at MIRDC.

Proficiency test was conducted to monitor the laboratory’s performance and compare it with other laboratories. Micro Lab staff participated in proficiency tests such as Quality in Microbiology Scheme (QMS) for detection of Salmonella species and total aerobic mesophilic count at 37○C on October 6, 2009 and Escherichia coli, and coliforms in October 27, 2009. Likewise, the Chem Lab Staff participated in the FAPAS Nutritional Components in Canned Meat Meal (ash, total fat, moisture, nitrogen) from August 4 to September 15, 2009.

The calibration of the equipment, participation to trainings and proficiency testing were conducted through the project “Implementation and Maintenance of Laboratory Accreditation in DOST Laboratories in Accordance with ISO/IEC 17025.”

The agency recognizes the importance of packaging and label designs as a marketing strategy to enable local Micro, Small and Medium

Enterprises (MSMEs) in the region to compete with big businesses both local and foreign. Appropriate packaging and label design is considered one of the most crucial tools in marketing products.

Aiming to facilitate the provision of packaging and labeling services in the region and to establish a pool of accredited graphic art designers to provide label designs for MSMEs in the Cordillera Region, the DOST-CAR has conducted a local Packaging and Labeling Design contest on March 20, 2009 in Baguio City. The on-the-spot contest was participated by a total of 19 local graphic designers from Baguio City and La Trinidad, Benguet. This contest has resulted to the identification of the top three winners who can be tapped for designing of packaging materials and labels for local products of MSMEs in the region. One of them was recommended and sponsored by DOST-CAR to attend the two-week training on packaging and labeling at PRDC-ITDI, DOST in May 2009. Initially, these designers provide label design services for the DOST-CAR assisted cooperators and other interested MSMEs in CAR.

At the end of CY 2009, a total of 32 designs were developed/completed in collaboration with the ITDI-DOST’s Packaging Research and Development Center (PRDC) and the PRDC-trained DOST-CAR on-call packaging and labeling designer. These label designs were provided to 22 assisted MSMEs in the region, resulting to more attractive and marketable products.

The cooperator, Mrs. Clarita Villanueva displays her products, known as “Inladit” or Bangued cracker. Initially, the product packaging with label was designed by PRDC-DOST for 500 grams per pack. In March 2009, the packaging material was resized to include 250 grams per pack.

PACKAGING & LABELING SERVICES

Through the Science and Technology Experts Volunteer Pool Program (STEVPP), a total of 24 experts from the DOST’s ITDI, MIRDC, FPRDI, FNRI, and PTRI were requested by DOST-CAR benefiting 185

clients in the region for technical assistance in the improvement of their current manufacturing processes. Technical assistance in terms of technology training, product quality and process improvement, and plant lay-out were provided. In addition, PHILVOCS experts have visited and observed the apparent soil movement in Kalinga.

To help increase the productivity of MSMEs, DOST-CAR in collaboration with TAPI-DOST continued the implementation of the Manufacturing Productivity Extension (MPEX) and the Consultancy for Agricultural Productivity Enhancement (CAPE) programs.

Eleven firms in Kalinga were provided MPEX assistance. Of these firms, five are engaged in food processing, another five in weaving, and one in furniture production. Aside from the on-site visits and productivity needs assessment, a Training Course on Grow Your Business thru Productivity Improvement was conducted for the beneficiaries. The training course aimed to improve the participants’ knowledge on managing their respective businesses and improving their productivity through GMP and 5’S (Good Housekeeping).

Likewise, continuing technical consultancy assistance under the Consultancy for Agricultural Productivity (CAPE) was provided to the 22 farm beneficiaries from Apayao (12) and Ifugao (10). Farm visits and training on updates on aquaculture were conducted. In addition, acquisition of Improved EXCEL tilapia fingerlings from BFAR was facilitated. Production and

utilization of duckweed (Lemna sp.) as feed supplements for tilapia; and vermiculture and application of vermicast (worm excreta) as organic fertilizers in ponds were introduced. All beneficiaries are engaged in tilapia production.

TECHNOLOGY TRAININGS

Sixty nine (69) technology trainings were conducted regionwide with a total of 2,034 participants. These trainings were mostly on food processing (fruit processing, veggie noodle processing, squash processing,

peanut processing, meat processing, fish (tilapia) processing); lemon grass processing; fossilized leaves/flowers, handmade paper making and utilization into novelty items; and good manufacturing practices and food safety. Seminars on cleaner production technology (CPT), productivity improvement, 5S, and updates on aquaculture were also conducted.

Training on handmade paper making and utilization into novelty items held at Baguio City on June 16-18, 2009.

DOST-CAR staff lectures on peanut processing during the training on June 9, 2009 at La Trinidad, Benguet. The training was conducted in coordination with CIERDEC and with Mr. Cipriano Alvarado SRS II, DOST-CAR as resource speaker. A total of 24 participants attended the training.

S & T PROMOTIONNorthern Luzon Cluster Invention Contest cum Exhibit

The Northern Luzon Cluster Invention Contest cum Exhibit was conducted by DOST Regions CAR, 1

and 2 with TAPI-DOST and in partnership with the City Government of Baguio City, Cordillera Inventors’ Society, DTI-CAR, DOLE-CAR, and DA-CAR. It was held on August 18-20, 2009 at the Baguio Convention Center, Baguio City. It was conducted to select regional winners from Regions 1, 2 and CAR to compete in the national level competition of the National Inventors Week in November 2009. The activity aimed to harness the inventiveness and ingenuity of inventors and researchers from the northern region aside from providing a venue for local inventions to be exhibited and promoted, apart from giving due recognition and encouragement to local inventors and researchers.

Aside from the contest and exhibit, a press conference and an invention forum were conducted.

A total of 32 participants competed in the invention contest cum exhibit. Exhibit / Showcase of Programs and Services of Various Gov-ernment Agencies/Offices in celebration of the Baguio Women’s Month Celebration

The DOST-CAR participated in the exhibit of Programs and Services during the celebration of the Women’s Month in

Baguio City. The activity aims to increase the public awareness of government frontline programs and services. It was held in the Baguio Convention Center on March 10, 2009. There are 65 registered walk in customers that were served in the DOST-CAR booth during the whole day activity.

The activity aimed to exhibit the various products developed in the region through the assistance of the different government agencies as well as to promote the programs and services of each agencies in support to Small Medium Enterprises (SMEs) in the region.

Rice Wine Competition held in Baguio City

As a component of Baguio City’s Centennial Celebration, the DOST-CAR was tasked to spearhead the conduct of rice wine competition in cooperation with the Department of Agriculture (DA),

Department of Tourism (DOT), Department of Trade and Industry (DTI), TESDA, Baguio City School of Arts and Trade (BCSAT), Philippine Information Agency (PIA), Baguio Centennial Committee and the Local Government Units.

The rice wine competition had two levels: provincial and regional. Each province conducted the provincial competition to select entries for the regional competition. The regional level competition was held at SM City Baguio on November 25, 2009.

The rice wine contest was conceptualized primarily to raise awareness and promote rice wine or “tapey” utilization in the region. Abing 3rd prize winner – Ms. Antonia Dagoyen 4th prize- North Sanitary Camp c/o Mr. Virgilio Orca, Jr. 5th prize winner – Ms. Constancia Ang-ayan Likewise, the product of a DOST-assisted enterprise in CAR was submitted as entry to the 2009 DOST Tropical Fruit Wine Competition on November 11, 2009 at SM-Sta. Rosa, Laguna during the Southern Luzon Cluster S&T Fair. This competition was conceptualized primarily to determine outstanding tropical fruit wine in the country and to promote the availability of local fruit wines to consumers at large. The Jason’s duhat wine from CAR garnered third place in the duhat wine category.

Northern Luzon Cluster S&T Fair

As member of the Northern Luzon Cluster, DOST-CAR assisted/participated in the Northern Luzon Cluster S& T Fair held at SM City Rosales, Pangasinan on December 3-6, 2009. Four DOST-assisted

MSMEs in CAR such as 1)Nor-Ref Food Products (ground coffee), 2) Jane Hardwoven and Native Crafts (woven products), 3) Arellano Silver and Handicrafts (silver jewelry and papercraft), and 4) PRAJ Gift Shop (woven products) had also participated to further promote their products.

S & T Forum

Fora on solid waste management were conducted in Baguio City and in Apayao Province in coordination with the LGUs. The DOST generated technologies related to solid waste management such as bioreactor,

styro-plastic densifier , biogas digester, waste plastic bags in asphalt paving mixer, and vermicomposting were disseminated. These fora were participated by barangay officials and residents. The agency has scheduled a consultative/dialogue meeting with the Micro, Small and Medium Enterprises (MSME’s) in the different provinces of the Cordillera Administrative Region to promote and encourage

local entrepreneurs to avail of the different programs of DOST especially that of the Small Enterprises Technology Upgrading Program (SET-UP). The consultation-dialogue, which was spearheaded by Dr. Ben D. Ladilad in coordination with the Provincial S&T Directors was held in the various Provincial S&T Centers of Abra, July 16, 2009; Ifugao, July 15, 2009; Kalinga, July 28, 2009; Apayao, July 30, 2009; Urban S&T Center, August 4, 2009; and Benguet, August 5, 2009.

Participants for the activity came from the various industry sectors namely food processing, furniture, GDH, marine and aquatic resources, horticulture, and metals and engineering. Some existing cooperators of the agency likewise attended the dialogue.

Baguio City MSME Consultation- Dialogue last August 4, 2009 at the PCCI, Baguio City. A total of 55 MSMEs attended the activity organized by the USTC-Baguio City and PCCI.

Ifugao MSME Consultation- Dialogue last July 15, 2009 at the Provincial Livelihood Center, Lamut Ifu-gao. A total of 85 participants joined the dialogue organized by the PSTC-Ifugao.

Benguet MSME Consultation-Dialogue last August 5, 2009 at the DOST-CAR Conference Hall. A total of 55 participants attended the activity organized by the PSTC-Benguet.

Library Services

After settling to a more accessible site in 2009 at the UC campus, the DOST-CAR Regional Library has gradually served more customers. An annual total of 1,735 consisting mainly of students have availed

of the S & T information services. The investigatory projects still remain as the main materials being used as references. Meanwhile, the office has added six units of new computer desktop and two printers to accommodate the increasing number of users. The computers were used as an online public access catalog, and at the same time for researching educational information through the Internet.

In the last quarter of the year, letters and brochures have been disseminated to the different elementary and high schools as part of the S & T information and promotion services. Hence, it is expected that the previous number of users will greatly increase.

Press Releases

A total of 37 press releases, both from DOST-CAR and media outfits were published in local and community papers in the region. The press releases focused on the agency’s programs, projects and

activities for the year. In addition, press conferences, “Kapihan sa Benguet”, and radio guestings were conducted by the regional office as well as the different Provincial S&T Centers.

To enable the smooth transition of functions of the newly transferred PTRI staff to DOST-CAR the Information and Communication Technology (ICT) Unit conducted an In-house Hands-on Training

on office automation. Basic Microsoft Applications (MS Word) and spreadsheet trainings were conducted to re-tool and familiarize them with such tools. The ICT equipment of the DOST-CAR Regional Office including the six (6) Provincial S&T Centers and the Urban S&T Center. Aside from the regular maintenance of the computer units in the agency, the ICT unit likewise assists in the acquisition of IT equipment needed by the agency.

Last March 20, 2009, the ICT staff assisted in the implementation of the Packaging and Labeling Design Contest sponsored by the Department of Science and Technology-CAR at the University of the Cordilleras. Assistance includes being a part of the Technical Working Committee and Secretariat for the activity’s implementation.

The training was conducted by ICT staff, Mr. Shadler A. Isidro and Mr. David Greg S. Agaya on April 3, 2009 at the DOST-CAR Conference Hall.

The library services was improved by providing free Internet access to users and researchers in Baguio City and La Trinidad. The transfer of the library to the Urban Science

and Technology Center in Baguio City has enabled it to expand its library services which was made possible through the assistance of the ICT unit in terms of acquisition of equipment and cabling of the library’s Local Area Networking (LAN).

The unit continuously updated of the DOST-CAR Website in the www.car.dost.gov.ph domain, courtesy of the Advanced Science and Technology Institute’s (ASTI) Domain Name Servers. Regular programs, projects and activities are posted in the site for easy access of information to Internet users. In addition, the two systems developed in-house, namely the scholarship and inventory system is maintained and regularly updated.

In support to MIS program of the agency, several computers were upgraded using licensed software during the 4th quarter of this year amounting to about P600,000.00. This activity is set for completion in 2010.

Summer Orientation and Enrichment Program (SOEP)

The DOST-CAR conducted the Summer Orientation and Enrichment Program at the Saint

Louis University and Baguio College of Technology from May 4-29, 2009. There were 104 incoming RA 7687 freshmen scholars who participated in the Study Management Seminar-Workshops and the Refresher Courses in English, Math and Computer Education. The participants were provided with stipends; however, equivalent amount of their absences from the sessions were deducted.

Summer Practical Training Program (SPTP)

The DOST-SEI scholars in the junior/senior years were required to undergo a Summer Practical Training Program to enrich practical experience along their fields of specialization thus, preparing

them for future employment. There were 18 scholars that have undergone the training and have received their stipends after they have submitted the required documents.

DOST-SEI Undergraduate Scholarships

Out of the 898 hopefuls from the Cordillera Administrative Region who took the DOST-SEI Undergraduate Examination in November 15, 2008, there were 123 qualifiers. Under the RA 7687

program, 18 qualified for the Bridging Education in Science and Technology for Indigenous People (BEST for IP), six (6) for the BS with Bridging, 16 for the Ladderized, 44 for the BS Regular and 22 for the Merit B. Under the Merit A program, there were 17 qualifiers.

At present, there are 394 DOST-SEI Undergraduate scholars enrolled in CAR; 253 scholars are 2004 to 2008 awardees and 141 scholars are 2009 awardees from CAR and grantees endorsed from other regions. Also, there were 40 scholars who graduated for the year 2009.

The application for the 2010 DOST-Science Education Institute Undergraduate Scholarships started as early as July 2009. There were 1016 applicants from the Cordillera Administrative Region. The

examination took place at the testing centers in Abra, Apayao, Baguio City, Kalinga, Ifugao and Mt. Province in November 15, 2009. Results for the qualifiers will be announced sometime in April 2010.

Philippine Science High School (PSHS)

The DOST-CAR assisted in the preparation and finalization of the memorandum of agreement relative to the immediate introduction of initial developments to the identified permanent sites for

the establishment of the Philippine Science High School - CAR Campus. At present, the PSHS-CAR campus is temporarily housed at the Domogan Building at the Baguio City National High School – San Vicente Annex in San Vicente, Kennon Road, Baguio City. An arrangement for the permanent site for the establishment of the PSHS-CAR campus is now in progress.

Every year, the Philippine Science High School opens applications for the National Competitive Examination for in-coming freshmen. The DOST-CAR assisted in the information dissemination, processing of application forms and distribution of test permits to qualified examinees. There were 118 students who applied at the CAR regional office, others directly filed their application forms at the PSHS-CAR campus, and 442 applied at the Provincial Science and Technology Centers (PSTC) in Abra, Kalinga, Apayao, Ifugao, and Mt. Province. The examination was conducted at the specified testing centers in PSTCs and Baguio City in November 7, 2009. Results shall be announced as early as January 2010.

Cordillera Association of Regional Executives (CARE)

The CARE scholarship is awarded to poor but intelligent and deserving students. Initial applicants from the provinces are screened by the Provincial Science and Technology Directors and endorsed

to the regional office for final interview by the Chairman of the scholarship committee and members from other line agencies. The criteria for the selection are based on the socio-economic status and the scholastic records of the applicants.

At present, there are eight on-going CARE scholars and four graduates. The DOST-CAR Assistant Regional Director for Technical Operations, Dr. Osmundo B. Belmonte, being the Chair of the Scholarship Committee, evaluates the academic performances of the scholars and ensures that financial assistance are released on time.

S & T LINKAGINGThe DOST-CAR has maintained its inter-agency linkages/networks in the region. The linkages with provincial, regional, and national line agencies, SUCs, LGUs, and NGOs were maintained for the promotion and implementation of S&T projects/activities in the provinces/city in the region.

HARRDEC

DOST-CAR provided full support to the activities of the Highland Agricultural Resources Research and Development Consortium (HARRDEC) by their regular attendance to the meetings of the Regional Research and Development Coordinating Council (RRDCC), Regional Applied Communications Group, Regional Management Information Service Group and the Regional Techno-Gabay Group.

DOST-CAR is a partner member agency (PMA) of an SCU, the Abra State Institute of Science and Technology (ASIST) and the LGU’s of Bucay, Abra; Sadanga, Barlig, and Natonin, Mountain Province. Various Science and Technology Based Farm (STBF) projects were approved for implementation namely: Dried Mango Production for ASIST; Organic (Heirloom) Rice Production of Barlig, Mountain Province; Dried Beans Production and Packaging of Sadanga, Mountain Province; and Abaca Enhancement of Natonin, Mountain Province. The STBF projects will showcased the effectiveness of S&T interventions in improving productivity and income of progressive farmers and the focus commodity or product of the Farmers Information and Technology Services (FITS) Center. Likewise the S&T interventions address the gap or opportunities in the Magsasaka Siyentista (MS) farms based on the analysis of the technical weaknesses in the existing MS practice and best available Research and Development (R&D) results.

CIERDEC

The consortium continued to expand its membership with the addition of one member from the academe. The field of expertise was also expanded as the need to do R&D in the different sectors of the economy was strongly felt. Henceforth, there has been a heightened desire to do collaborative and multi-disciplinary research among the consortium members in order to answer the perceived R&D needs of the region. More research proposals were thus contributed by the member agencies to come up with a consolidated and program-based approach to access R&D funds. While such scheme undeniably sits well with the interest of the consortium by promoting the sharing of expertise across disciplines, donor agencies may not respond favorably well considering that the country is way off in the horizon in national R&D spending, about 0.14% of Gross Domestic Product (GDP) in 2007.

Two laboratory-scale researches on locally produced food crops were completed during the year with the end-in-view of boosting local vegetable production by the farming sector. Up-scaling to pilot stage has been well contemplated and is now being evaluated by PCIERD. Meanwhile, two proposed research programs on ethnic food and micro-hydro resource assessment are already with PCIERD for further study.

After the formulation of the Energy R&D Agenda in the past year, its relevance and importance to industry in the context of regional development became apparent to the eye of planners and leaders. This has prompted the consortium to initiate the drafting of the Industry R&D Agenda towards the end of the year. Consequently, the integration of the two agenda will define the more specific areas where R&D resources will be poured in, so that knowledge creation and wealth

generation maybe better rationalized through research.

There was a preferential attention given to the development of human resources in the production sectors, particularly the SMEs. The consortium took active role and involvement in coordinating and facilitating various trainings, seminars and fora for small and medium enterprises as well as for local government units. A pool of graphic artists and designers was also organized to facilitate the efficient design of product labels for local businesses. Promising results were already realized toward this end and the consortium shall continue to spearhead developmental efforts along this endeavor.

The consortium finally initiated discussions with member institutions in the academe to assist in the development of the critical mass of R&D manpower in the engineering field.

A total of Php 1,148,729.19 was generated for the operational expenses from various sources. The breakdown of which is presented in Table 7.

For Calendar Year 2009, the Department of Science and Technology-Cordillera Administrative Region received the total amount of Forty Eight Million Nine Hundred Seventy Nine Thousand Five Hundred

Eight Pesos only ( P 48, 979,508.00 ) by way of Special Allotment Release Orders (SARO) and Advice of Sub-allotments (ASA), and per the Department’s Agency Budget Matrix ( ABM ) for the regular operations of the agency. Out of this regular allotment, savings in the amount of Three Hundred Sixteen Thousand Six Hundred Eighty Nine Pesos & 02/100 only (P 316,689.02 ) was reverted and the amount of Eleven Million Forty Thousand Forty One pesos & 15/100 only (P 11,040,041.15 ) was forwarded as continuing appropriation, purposely for the construction of Science and Technology Innovation and Provincial Centers in Abra and Kalinga and for the purchase of equipments for various SET-UP projects. Included in the regular appropriations of DOST-CAR for CY 2009 is the construction of Science and Technology Innovation and Provincial Centers in Abra, Kalinga and Mountain Province, amounting to fifteen million pesos ( P 15,000,000.00 ). The design of these provincial centers were completed and construction is targeted to be completed by year 2010. With regard to income collected for the year 2009, the DOST-CAR Regional Standards Testing Laboratory (RSTL) was able to surpass its targeted collections by 43%. The RSTL generated a total cash collection of one million seven hundred eighteen thousand five hundred seventy seven and 50/100 pesos ( P 1,718,577.50) as payment for services rendered vis-a-vis its targeted collection for the year amounting to one million two hundred pesos ( P 1,200.000.00) . human resource

The Department of Science and Technology – Cordillera Administrative Region (DOST-CAR) conducted numerous recruitment, selection and placement activities in CY2009. A number of employees of the

agency applied for retirement, while others were promoted and transferred to other agencies within the Department, opening doors for vacancies, both under the Technical and Finance and Administrative Services. It has been a policy of the agency to ensure that qualified and competent personnel are hired or placed to perform the required duties and responsibilities identified.
