With the ever changing science and technology needs of the country today, our Honorable Secretary Mario G. Montejo has called for a “One Time, One Goal, One Direction, One Thinking” battle cry for the Department, starting year 2011.

In line with this unified direction, the DOST-CAR has pursued comprehensive and sustainable science and technology programs geared towards the development of livelihood opportunities and improvement of the quality of life of the people in the Cordillera Region.

We have, for the year prioritized the implementation of Small Enterprise Technology Upgrading Program (SETUP) and Community-Based Projects (CBPs) to benefit the firms and communities, repectively. Technology trainings, fora, and seminars have likewise been conducted for our cooperators and other beneficiaries in the region. Packaging and Labeling designs were provided to Micro, Small and Medium Enterprises (MSMEs) in order to ensure that their products remain competitive in the market, both domestic and foreign.

S&T Promotion activities were highlighted by the conduct of the Regional Science and Technology Fair and Invention Contest cum Exhibit last September 27-29, 2011 at the Benguet State University, La Trinidad, Benguet. Aside from giving a good venue to promote the merits of S&T to the general public, the invention contest was conducted to identify qualifiers from the region to represent CAR in the National Invention Contest cum Exhibition (NICE) in July 2012.

The DOST-CAR has also started to implement the “Clustering of the Regional Enterprises of CAR for Agri-Industrial Machinery and Parts Manufacturing”, a collaborative project designed to boost the growth of the metals and engineering industry cluster in CAR. The CREAMM project, which was supported by the DOST-CAR, involved several stakeholders from the government, academe and the private sector namely: DOST-MIRDC, MOOG Controls Corp., Metals Industry Association of the Philippines-CAR (MIAP-CAR) , TESDA-CAR, RDC-CAR, PEZA-CAR, Provincial Government of Benguet, LGUs of Baguio City, La Trinidad, Itogon, Sablan, Tuba and Tublay, University of Baguio, CIERDEC and its member agencies.

Chemical and Microbiological services through our Regional Standards and Testing Laboratory (RSTL) have likewise continued to provide the best laboratory services, not only to our customers in the region, but to nearby regions as well. We have, through our Human Resource Development Program continued to prioritize the capability enhancement of our staff, to be able to provide the best possible services to the people in the locality.

Such accomplishments shall become the yardstick in implementing new programs, projects and activities of the office in the years ahead.

S since its inception in 2002, a total of 112 Micro, Small and Medium Enterprises (MSMEs) were assisted by DOST-CAR through the Small Enterprise Technology Upgrading Program (SETUP) . For CY 2011, a total of 74 existing firms were assisted and provided with 139 technology interventions. The MSMEs were able to realize gross sales of about Php70M, generate direct employment of 711 workers and indirect employment of 1,490 workers, with

an average improvement of productivity of 67%. For CY 2011, a total of 15 new SETUP projects were approved with tech-nology interventions such as the fabrication/acquisition of equipment, packaging and labeling services, and provision of technologies through trainings and seminars, among others.

For the regular regional fund of DOST-CAR, a total of 20 Community-Based Projects (CBPs) and 18 firm level proj-ects were implemented with funding support of Php1,931,701.00. These projects were identified based on DOST priority commodities and on the regional, provincial and municipal development plans or niches. Projects under this program are those that cannot be accommodated under SETUP. Under both the CBP and firm level GIA projects, around 28 existing and 6 new firms were assisted and provided with 69 technology interventions. Cooperators were able to achieve gross sales of Php3.3M, generate direct employment of 106 workers and attain a 10.62% average improvement in productivity.

Most of the new projects implemented for the year were on food processing and GDH. Support to other industry sectors such as horticulture, marine and aquatic resources, and furniture were provided through the technical consultancy programs, specifically the Consultancy for Agricultural Productivity Enhancement (CAPE) and the Manufacturing Productivity Extension (MPEX) programs. Under the CAPE program, a total of 18 fish growers, 14 coffee and organic red rice “unoy” farm beneficiaries from Abra, Apayao and Kalinga were assisted. For MPEX, 20 firm-beneficiaries in the provinces of Ifugao (10) and Kalinga (10) were assisted. Both programs were funded by the Technology Application and Promotion Institute (TAPI-DOST) and SETUP.

RDI patented technologies such as carrot juice, squash noodles and wine kits were adopted and commercialized in Ifugao, Mountain Province and Kalinga, respectively.

Support to MSMEs, cooperators and various stakeholders in the region were likewise done through technology diffusion activities. A total of 54 technology trainings were conducted regionwide benefitting about 1,013 participants and 235 firms. The technology trainings covered the six (6) priority sectors of SETUP aside from trainings on Good Manufactur-ing Practices, Packaging and Labeling and others.

A total of 34 packaging and labeling services were provided to 31 MSMEs in the region through DOST-CAR’s on-call Artist-Designer. Of the 34 label designs provided, 23 firms were provided with the initial printing/execution of the label designs.

The office has implemented around 18 technology clinics/investors’ fora, benefitting some 576 participants and assisting 139 firms in the region. Experts from the DOST’s Research and Development Institutes (RDIs) were tapped for technology fora especially those under the Metals and Engineering, Food Processing and Furniture sectors. Consultative Dialogues with MSMEs were likewise conducted to inform various stakeholders on the DOST’s programs, projects and activities. Aside from these, biogas generation and utilization, and hazard risk assessment seminars were conducted.

Through the continuous upgrading of the DOST-CAR’s Regional Standards and Testing Laboratory (RSTL), the laboratory was able to accommodate a total of 2,481 samples, 9,310 tests, 1,442 customers, and 459 firms. RSTL has surpassed its targets, generating an income of P2,043,247.75 for the year. It continues to maintain its ISO/IEC 17025:2005 accreditation.

DOST-CAR maintains its ISO 9001:2008 certification. Activities such as audits, both internal and external, were accomplished to ascertain the smooth flow of the agency’s Quality Management System as well as to ensure that DOST-CAR continues to conform to ISO procedures.

As part of its S&T promotion activities, the agency sponsored the 2011 Regional S&T Fair and Invention Contest cum Exhibition last September 27-29, 2011 at the Benguet State University, La Trinidad, Benguet. With the theme “Nasa Siyensya ang Pag-asa”, the S&T fair and invention contest showcased recent developments and achievements in science and technology. In addition, the event identified regional finalists to represent CAR during the National Invention Contest and Exhibit (NICE) in July 2012. The regional contest identified finalists under the Utility Model Category, Creative Research (Likha Award), Creative Research Category (Sibol Award) both for High School and Elementary.

As part of its S&T promotional activities four (4) press conferences/Kapihan sa Benguet were sponsored in coordination with the Philippine Information Agency (PIA-CAR). Aside from this, regular TV and radio interviews were conducted both in the region and in the provinces. Press releases were published in various lcoal newspapers while the quarterly circulation of Cordillera S&T Gazette has been maintained.

For CY 2011, the DOST-CAR library acquired 399 publications from the Department’s line agencies, government and private agencies and various Local Government Units (LGUs). A total of 40 instructional print materials and 92 video courses were provided by the Technology Resource Center (TRC). Moreover the Online Public Access Catalog (OPAC) has been continually updated. At present, the eight (8) computers of the library are used for OPAC, internet, and encoding for students and researchers.

For the DOST scholarship program, there were forty (40) passers from the Cordillera Administrative Region who took the 2011 undergraduate science and technology examination held last November 21, 2010. Thirty-two (32) availed of the scholarship, one deferred and seven opted to forego the scholarship. For SY 2012-2013, a total of 1008 students applied for the S&T scholarship examination. DOST-CAR likewise assisted in processing and administering the Philippine Science High School National Competitive Examination with a breakdown of passers as follows: Apayao- 2, Baguio- 79, Benguet- 4, Ifugao- 1, Kalinga- 3 and Mountain Province- 1.

As part of the agency’s Human Resource Development Program, a total of 51 trainings and seminars were attended by the staff to enhance their skills and capabilities..

Construction of the buildings for the Innovation and Provincial S&T Centers in Abra, Ifugao, Kalinga and Mt. Province have been completed (Phase I), except for the province of Apayao which is still on-going. Phase II of the construction is scheduled for CY 2012.

One major activity of DOST-CAR is to spearhead the Clustering of Regional Enterprises of CAR for Aerospace and Agro-Industrial Equipment and Parts Manufacturing (CREAMM). This is a program in partnership with MIRDC to help develop the metals and engineering industries in the region. DOST-CAR assisted MIRDC in the implementation of all project activities, as well as the lead agency in the preparation of feasibility study and business plan for establishing (a) a specialized business incubator for aircraft parts and other high technology requirements and (b) technology business incubator for the jewelry industry and other metal-based products.

DOST-CAR continues to be the vice-chair on the Disaster Prevention and Mitigation Committee of the Regional Disaster Risk Reduction Management Council (RDRRMC). Funds were appropriated for the conduct of several activities in support to disaster risk reduction and management.

The office maintained its inter-agency linkages and networks in the region as well as its support to the research consortia namely: Cordillera Industry and Energy Research and Development Consortium (CIERDEC), Cordillera Regional Health Research and Development Consortium (CRHRDC) and the Highland Agricultural Resources Research and Development Consortium (HARRDEC). Linkages in both government and non-government agencies, LGUs, SUCs and HEIs were sustained and proved to be very valuable for the promotion and implementation of various S&T programs and projects in the region.

SMALL ENTERPRISE TECHNOLOGY UPGRADING PROGRAM (SET-UP)

Economic policies has been geared in supporting and sustaining the growth of the manufacturing industry through the development of the micro, small and medium scale enterprises (MSMEs). The government has long acknowledged the role played by the MSMEs in the upliftment of the economic condition of the country particularly

in the less developed areas, through the development of MSMEs as well as to expand domestic markets and assist MSMEs in penetrating non-traditional markets for sustained growth and competitiveness.

The Department of Science and Technology (DOST) through the Small Enterprises Technology Upgrading Program supports such policy and has revitalized its services and programs to be more responsive to the needs of the MSMEs, focusing on the provision of innovative techno transfer programs to ensure that S&T will play a role in these MSME’s development. It is for this reason that the Small Enterprise Technology Upgrading Program or SETUP was implemented in 2002.

Specifically, DOST-CAR is committed to provide S&T interventions to MSMEs in the Cordillera Administrative Region to improve their productivity and enhance their competitiveness in both local and international markets. The agency promotes the adoption of technologies in view of poverty alleviation, and fostering growth and development in the countryside through the creation of livelihood opportunities. Through SET-UP, there are more focused programs of assistance for MSMEs. These programs enable the firm to address their technical problems through technology transfer and technological interventions to improve productivity through better product quality, human resource development, production cost reduction and waste management and other operation-related activities.

In July 2011, the SETUP NPMO devised two proposed schemes on how to fast track the evaluation of proposals, as instructed by Secretary Mario G. Montejo. Originally, the evaluation process was done by the different RDIs in Metro Manila which takes time before the approval. To hasten evaluation of new proposals, a new processing scheme has been adopted since September 2011. This new processing scheme involves evaluation of proposals by Third Party Review and Technical Evaluation Committee (3rd Party RTEC) composed of experts outside the DOST Regional Office. The new scheme further presupposes that the proposals are holistically evaluated to consider among others the technical, marketing, financial, and environmental aspects; the proposed Line-Item-Budget (LIB) are aligned with the identified S&T interventions; and utilization of local experts who are more familiar with the manufacturing settings in CAR. The whole evaluation process is shown below:

As a result of the new processing scheme, there were sixteen (16) projects approved by SETUP NPMO- ten (10) projects from CY 2011 proposal, four (4) from CY 2010 and one(1) from CY 2009 with a total allotment of Php 4,000,6074.00 to support the program.

From 2002-2011, there are one hundred twelve (112) approved projects. The following graph shows the distribution by province:

Out of the 112 projects, sixteen (16) cooperators have already finished their repayments thus the ownership of equipment was transferred to them. Meanwhile, there are sixty four (64) completed projects, eleven (11) terminated while there are twenty one (21) on-going projects.

2002 – 2011 Funded Projects

The projects are classified into different sectors namely; food processing (47), GDH (22), furniture (22), horticulture (11), aquaculture resources (6), metal works and engineering (3) and environment/energy (1). Below shows the distribution of project per manufacturing sector:

Since program implementation, cooperators’ production has been valued at Php 33,386,859.00 and created 711 direct and 1,490 indirect jobs.

Province of Abra. For the Province of Abra, there are a total of eight (8) projects. For 2011, there were three (3) projects approved by SETUP NPMO with a total assistance of Php 728,000.00.

Province of Apayao. The Province of Apayao has eleven (11) total approved projects, four (4) of which were approved in 2011. The newly approved projects fall under furniture (1) and food processing (3). The assistance for the four (4) projects has a total value of Php 1,006,505.00.

City of Baguio. Currently, the USTC-Baguio, has twenty two (22) approved projects. Of the 22 projects, three (3) cooperators have already finished their repayments and the equipment acquired through the project were turned over to them.

For 2011, five projects were submitted for funding, with four out of five approved while one (1) project is still pending evaluation at SETUP NPMO. The allotted amount for the newly approved projects was Php 2,034,925.00.

Most of the newly approved projects in Baguio City focused on the improvement of equipment and packaging and labeling designs of the MSMEs, realizing the vital role of appropriate equipment and improved packaging practices/techniques in the market potential of their products.

Province of Benguet. There are seventeen (17) approved projects for the Province of Benguet. The projects are classified under food processing (7), horticulture (1) furniture (1), GDH (1) and metals and engineering (1). Of the 17, two (2) cooperators finished their repayments and the ownership of equipment acquired through the project were transferred to the cooperators.

Province of Ifugao. From 2002 – 2011, SET-UP funded projects in the province totaled twenty two (22). The projects are classified under the sectors of GDH (7), food processing (5), furniture (6), and aquaculture (3) and metals and engineering (1).

In 2011, there were five (5) proposals submitted and evaluated. One (1) was approved for assistance in SET-UP NPMO for Php 299,177.00, while the others are being revised. DOST’s Manufacturing Productivity Extension Program (MPEX) provided further assistance to four (4) SET-UP cooperators in the province.

Province of Kalinga. There are seventeen (17) projects approved in the province from 2002-2011. For 2011, two (2) projects were approved by SETUP NPMO with an allocation of Php 130,000.00, both under the food processing sector. Two of the 17 projects graduated and the equipment acquired through the projects were turned over to the cooperators. To improve the productivity of MSMEs, the five (5) SET-UP cooperators were assisted through the Manufacturing Productivity Extension Program (MPEX). All of the participants were classified under the food processing sector.

Mountain Province. For Mountain Province, there are a total of fifteen (15) approved projects falling under furniture (6), GDH (1) food processing (2), aquaculture resources (1) horticulture (4) and metals and engineering (1).

For 2011, one (1) project was approved by SETUP NPMO with an approved amount of Php 69,000.00. Of the seven (7) proposals submitted to the NPMO, three (3) were revised for possible consideration of SET-UP NPMO, while the other two (2) are still subject for evaluation by the 3rd Party Evaluators in the region.

Overall, in CY 2011 MSMEs benefitted from SET-UP through the infusion of new technologies geared to improve operations; design appropriate packaging and labeling to boost market potentials of their products; assistance in the establishment of product standards; and development of networks and linkages in the different industries.

REGIONAL GRANTS IN AID PROJECTS:COMMUNITY-BASED PROJECTS

One of the major programs that was implemented for CY 2011 was the Community-Based Projects (CBP). Identifica-tion of CBPs were based on the DOST priority commodities. Others not under the DOST priorities were based on the regional, provincial and municipal development plans or niches. In addition, most projects were identified in

consultation with the local government units and other stakeholders.

Prioritization of projects were based on the sustainability of raw materials, marketability, and existing or new en-trepreneurial projects with better economic potential. Such projects were provided with S&T interventions such as tech-nologies including equipment, packaging and labeling, laboratory analysis, and technology trainings.

The Regional Standards and Testing Laboratory (RSTL) is accredited as a Water Testing Laboratory (WTL) by the Department of Health since April 2006. RSTL has renewed its ISO 17025:2005 accreditation with validity until December 31, 2013. As a WTL, RSTL is authorized to provide physical, bacteriological, and chemical analyses of

water samples. This accreditation is important because majority of the samples being analyzed are water samples. For the year, a total of 2,481 samples had been analyzed, 9,310 tests conducted, 1,442 customers with 459 firms served, and P2,043,247.75 income generated. Table 3 shows the breakdown of accomplishment per laboratory.

The type of sample analyzed, number of tests, number of customers, and income of the Chemical Laboratory is presented in Table 4. Water samples comprise majority of the samples analyzed. The parameters tested for drinking water were pH, turbidity, total dissolved solids, chloride, nitrate, sulfate, calcium, total hardness, and lead. Other parameters tested were oil and grease and total suspended solids for wastewater and dissolved oxygen for spring water. Food samples were analyzed for proximate analysis or nutrition facts. Plant samples were tested for their phytochemical constituents – alkaloids, tannins, saponins, flavonoids, anthraquinones, cyanogenic glycosides, and steroids. Wine samples were analyzed for alcohol and methanol contents and acidity among others. Other samples analyzed include soil, liniment, and feeds.

Table 5 shows the accomplishment of the Microbiological Laboratory per type of sample. Similar to the Chemical Laboratory, majority of the samples analyzed were water samples. The parameters tested for drinking water, fastfood water/ice, dialysis center reverse osmosis water were total coliform, fecal coliform, and heterotrophic plate count. Other water samples were also tested for Pseudomonas aeruginosa. On the other hand, 248 vegetable samples were analyzed for coliform and Escherichia coli. Food samples were tested for total coliform count, Escherichia coli count, aerobic plate count, yeasts and molds, Staphylococcus aureus, Salmonella detection, and Pseudomonas aeruginosa detection. Antimicrobial susceptibility test were conducted to the plant samples. Pure culture of Staphylococcus aureus and Escherichia coli were bought by students for their research studies.

Majority of the customers served by RSTL were from Baguio City and La Trinidad, Benguet. Others came from the other provinces of CAR, Region 1 (La Union, Pangasinan, Urdaneta City, Ilocos Sur, Ilocos Norte), Region 2 (Nueva Vizcaya), Region 3 (Nueva Ecija), and the National Capital Region.

To ensure accuracy of results, in-plant calibration of 23 equipment were conducted by the Analysis and Testing Division of the Metals Industry Research and Development Center (MIRDC) on July 11-15, 2011. The thermometers, thermohygrometers and other small items, a total of 19 were sent for calibration at MIRDC, Bicutan, Taguig City. The calibration of equipment is part of the DOST-GIA project, “Implementation and Maintenance of Laboratory Accreditation in DOST Laboratories in Accordance with ISO/IEC 17025.”

To assess the competency of RSTL, the Chemical laboratory was enrolled in one (1) food and one (1) water proficiency testing programs. RSTL results were found satisfactory in ash, moisture, and crude fat of food and chloride, conductivity, and total dissolved solids in water.

Trainings, fora, seminars and meetings were participated by RSTL staff to further enhance their knowledge. Attendance to these was funded by the DOST-IX spearheaded project, “Rationalized Upgrading of RSTLs” and DOST-CAR.

In addition, as members of the Food Safety and Quality Team, two RSTL staff served as resource speakers of Good Manufacturing Practices at Baguio City.

One of the major projects being implemented by the agency is the provision of appropriate packaging and labeling services to local MSMEs. Recognizing fully well the importance of appropriate label designs, DOST-CAR has sponsored a Packaging and Labeling Design Contest in March 2009 to identify on-call Artist Designers who can be

tapped to design product labels for MSMEs in the region.

For CY 2011, a total of 34 label designs were prepared for 31 firms in the region, the breakdown of which is as follows:

Technical Consultancy Services

Consultancy for Agricultural Productivity Enhancement (CAPE) Program

The CAPE progam for this year was implemented in the provinces of Abra, Apayao and Kalinga. It covered 32 freshwater ponds (tilapia, panggasius sp. and prawns), coffee and organic red rice “unoy” farm-beneficiaries. It is distributed as follows: eight (8) freshwater farm-beneficiaries in Abra, ten (10) freshwater farm-beneficiaries in Apayao, 13 coffee

farm-beneficiaries and one organic red rice “unoy” farm-beneficiary in Kalinga.

The project was funded by the Technology Application and Promotion Institute (TAPI) DOST and the Small Enterprise Upgrading Program (SETUP)-DOST.

CAPE Abra

The CAPE implementation in Abra benefited eight freshwater farm-beneficiaries in the municipalities of Bangued, Danglas, Lagangilang, Manabo, and Peñarrubia. The project was implemented from January 2011 to December 2011 covering one cropping cycle from pond preparation to harvesting of grown tilapia.

Dr. Melchor M. Tayamen, center chief of the Bureau of Fisheries and Aquatic Resources-National Freshwater Fisheries Technology Center (BAFAR-NFFTC), was tapped as the consultant for the implementation of the project.

The technical assistance provided include the following: (1) conduct of on-farm seminar-training on proper pond preparation, proper feeding of stocks, water and fish health management, organic farming (vermiculture production), poly culture, and utilization of locally available indigenous resources as fish feed; (2) provision of BFAR- GET EXCEL 2010 fingerlings; and (3) training on record keeping to ensure that records of all farm activities as well as inputs and outputs for pond performance evaluation are documented. Beneficiaries were also encouraged to continually seek technical assistance from the DA-BFAR in their region.

CAPE Apayao

In Apayao, the ten (10) freshwater farm-beneficiaries assisted were from the municipalities of Luna and Sta. Marcela. The project implementation started in April 2011 and completed in December 2011. The consultant-partner for the implemented project was again, Dr. Melchor M. Tayamen.

The technical assistance include the following: (1) conduct of on-farm seminar/training on proper pond preparation, pond engineering, proper feeding of stocks, water and fish health management, organic farming (vermiculture production), Lemma sp. “duckweed” production, basal fertilization, feed formulation, and the use of locally available indigenous resources as food supplements; (2) provision of cold tolerant tilapia fingerlings for grow-out production, BFAR-GET EXCEL breeders for hatcheries, panggasius for some beneficiaries for grow-out production and breeding, and prawns for some beneficiaries for grow-out production; (3) provision of seminars/trainings and IEC materials related to tilapia fish farming and pond engineering; (4) recommendations to heighten their perimeter dikes or raise tilapia during dry season and to stock size 17 fingerlings which require short growing period, construction of drain catch basin, to keep records of all farm activities as well as inputs and outputs for evaluation of pond performance; and (5) encouragement to continue seeking available technical assistance from the DA-BFAR in their region.

CAPE Kalinga

In Kalinga, there were fourteen (14) coffee and organic red rice “unoy” farm-beneficiaries assisted from Tabuk City and the municipality of Pasil. The project implementation started in January 2011 and is expected to be completed by February 2012 to cover one cropping cycle from flowering to harvesting of the coffee fruits.

The consultant-partners are Mr. Valentino L. Macanes, Director of the Institute of Highland farming Systems and Agroforestry - Benguet State University and Ms. Felicitas W. Balmores, City Agricultural Technologist of Tabuk City from Department of Agriculture. The consultants assisted seven farm-beneficiaries each.

Manufacturing Productivity Extension (MPEX) Program

For this year’s MPEX, the program was implemented in the provinces of Ifugao and Kalinga covering 20 firm-beneficiaries with 10 beneficiaries each per province. In Kalinga, ten (10) firm-beneficiaries, all under the food processing industry are from the city of Tabuk and municipality of Rizal. The ten (10) firm-beneficiaries from the

municipalities of Lamut, Lagawe, Hingyon and Banaue in Ifugao are distributed as follows: six (6) firm-beneficiaries from the gifts, decors and housewares (GDH) industry, two (2) firm-beneficiaries from food processing, and two (2) from the furniture industry.

The consultant for this program is the Covenant Consultant International, Incorporated (CCII), a long term partner of TAPI-DOST in the implementation of the MPEX program in the country. The team is headed by Mrs. Rebecca Josiah, president and founder of the CCII.

Project implementation started in November 2011 and is expected to be completed by March 2012. The consultant has conducted the pre-visit and qualification on November 8-11, 2011 with the participation of the concerned provincial S&T staff, and DOST program coordinator; while the progress monitoring and validation was conducted on November 27 to December 2, 2011 with the concerned provincial S&T staff, regional office representative, and TAPI-DOST representatives.

The program is funded by the Technology Application and Promotion Institute (TAPI)-DOST and the Small Enterprise Upgrading Program (SETUP)-DOST. It is being monitored by the Philippine Council for Industry, Energy and Emerging Technology Research and Development (PCIEERD)-DOST.

Science and Technology Experts Volunteer Pool (STEVP) Program

For the year, the projects implemented under the STEVP program were funded through the agency’s regional grants-in –aid (GIA) fund. The projects are implemented by the seven (7) urban and provincial sciences and technology centers in the region.

Small Enterprise Technology Upgrading Program – DOST Academe Technology-Based Enterprise

Development (SETUP-DATBED) Program

A forum on the SETUP-DATBED program was conducted on April 15, 2011 at the DOST-CAR conference hall, Km 6, La Trinidad, Benguet. This was attended by the provincial S&T Center staff from the DOST-CAR Urban and Provincial S&T Centers, the research head/coordinator and representatives from the States Universities and Colleges (SUCs)

of CAR and the Higher Education Institutes (HEIs) in the region. The SUCs present were as follows: Apayao State College (ASC), Abra State Institute of Science and Technology (ASIST), Benguet State University (BSU), Ifugao State University (IFSU), Kalinga-Apayao State College (KASC) and Mountain Province State Polytechnic College (MPSPC). Meanwhile, the HEIs were Cordillera Career Development College (CCDC), Saint Louis University (SLU), University of Baguio (UB), and University of the Cordilleras (UC). The resource person was Engr. Arman P. Bionat, program manager of SETUP-DATBED from Technology Application and Promotion Institute (TAPI)-DOST.

To date, only Benguet State University (BSU) was accredited by TAPI-DOST in the region. Accredited schools are entitled to submit student proposals within the sectors covered by the program for possible funding assistance. Some student proposals were already endorsed by the agency to TAPI for possible funding assistance but approval is on-hold pending the submission of the financial status of the previous DATBED project implemented by the university.

Moreover, the accreditation of Kalinga-Apayao State College (KASC) is on-process. As one of the requirements of accreditation, an inspection of the school facilities and a program orientation was conducted on September 7, 2011 by Engr. Bionat and Mr. Alfonso K. Berto, Provincial S&T Director of Kalinga. Accreditation of the school is awaiting the submission of the school’s proposed implementation plan/guidelines.

A total of 54 technology trainings were conducted regionwide with 1,013 participants and 235 firms assisted. These trainings covered the six (6) priority sectors of SETUP namely food processing, furniture, GDH, marine and aquatic resources, horticulture, and metals and engineering. Aside from these, trainings on Good Manufacturing

Practices, Proper Food Handling Packaging and Labeling, Weighing Scale Calibration, and Product Costing and Analysis were conducted.

Training on Meat Processing at Benguet Provincial S&T Center on May 30-31, 2011 with Mr. Cipriano Alvarado (retired employee of DOST-CAR) as Resource Speaker.

Hands-on Training on Tropical Fruit Wine and Distilled Spirits at the ASIST Alumni Center which started on May 16, 2011.

The agency has conducted a total of 18 technology clinics/investors fora, benefitting 576 participants and assisting 139 firms in the region. Technology fora conducted for SETUP cooperators include industry sectors under the Met-als and Engineering, Food Processing, Furniture and Horticulture. Resource speakers from the DOST’s Research and

Development Institutes (RDIs) were tapped for these activities.

Other topics included Consultative Dialogues with MSMEs, Hazard Risk Assessment, Biogas Generation and Utiliza-tion, Disaster Mitigation and DOST-CAR RSTL services.

Science & Technology Promotion

2011 REGIONAL SCIENCE & TECHNOLOGY FAIR and INVENTION CONTEST cum EXHIBIT

The Regional Science and Technology Fair and Invention Contest cum Exhibit is the regional celebration of the Nation-al Science and Technology Week (NSTW). Previously called as the Philippine National Science Week in the 1950s, the NSTW was instituted by virtue of Presidential Proclamation 2214 in 1982 and has since become the platform of

informed exchanges on important S&T issues, developments, and locally developed technologies.

The theme of the NSTW keeps in step with current global challenges through the theme “Nasa Siyensya ang Pag-asa.” Specifically, the Regional S&T Fair showcased recent developments and achievements in science and technology. The S&T fora focused on varied topics such as organic vegetable production, furniture production, food production, soap making and radiation. The activity also included the “Sharing of Best Practices” from the DOST-CAR cooperators. This was a good venue for the cooperators to share actual experiences in their respective fields and encourage the participants, especially those planning to go in the business themselves.

It should be noted that this year’s S&T Fair is implemented by DOST-CAR in partnership with the Benguet State University. The S&T Fair is intended to create public awareness on S&T and encourage Filipino technopreneurship in the region through a highly interactive manner.

Again, the Benguet State University was tapped to be a partner in the S&T fair’s implementation through the pro-vision of the venues needed for the various activities lined up for the fair. In addition, the accommodation of participants and exhibitors from the DOST RDIs, SMEs and DOST Regions I and II were at Benguet State University.

Invention Contest cum Exhibition

The Regional Invention Contest cum exhibition was conducted on September 28, 2011 at the BSU Gym and was at-tended by a total of 26 entries representing the Utility Model Category, Creative Research Category (Likha Award), and

Creative Research (Sibol Award) for College and High School. The judges tapped for the invention contest were: Dr. Miriam Janeo, Dean, CAS, University of the Cordilleras; Dr. Lorenza Lirio, CAS, Benguet State University; Dr. Danilo Pilar, MIRDC-DOST; Dr. Conrado Rotor Jr., PSHS-CAR; and Engr. Thommy Purisima, TESDA.

The qualifiers for the regional invention contest will represent the Cordillera Administrative Region in the National Invention Contest cum Exhibit (NICE) which is a yearly activity sponsored by TAPI. In this regard, the following qualifiers shall be joining the NICE scheduled sometime July 2012 to coincide with the Department’s celebration of the National S&T Fair.

Robotics Competition

The Robotics Competition- Tertiary Level was conducted on September 27, 2011 at the gymnasium of BSU, La

Trinidad, Benguet. Three categories namely the TTL/Logic Gates Mobot, Microcontroller Mobot and Open Category were implemented with competing teams from Saint Louis University, University of Baguio and Systems Technology Institute (STI) joined the competition. The total number of entries are: 18 teams for Logic Gates, 12 teams for Microcontroller and 6 teams for Open Category. Judges for the robotics competition were Engr. Frenzel Yapyapan, MOOG; Mr. Mark Lucas, PSHS-CAR; and Engr. Abraham Os-osa, CHED-CAR. The Open Category was spearheaded by CIERDEC, a consortium under the auspices of PCIERD-DOST.

The Investor’s Forum and Technology Training was conducted from September 27-29, 2011 at the BSU Gladiola

One major highlight/innovation that was introduced in the conduct of the Investor’s Forum and Technology Training is the Sharing of Best Practices from DOST-CAR’s cooperators. The S&T Quiz was conducted at the Benguet State University Closed Gymnasium on September 29, 2011 from 8:30AM to 12:30PM, with the Elementary Category from 8:30AM to 10:30AM and the Secondary Category from 10:30AM to

12:30PM.

Elementary Category A total of 18 elementary schools pre-registered. However, only five (5) schools were able to participate due to the typhoon Pedring: two (2) from Baguio City, two (2) from Benguet – La Trinidad and Mankayan, and one (1) from Ifugao. Press Releases

For CY 2011, DOST-CAR’s information dissemination was done through press releases, radio interviews and press conferences as well as the timely publication and distribution of the agency’s Cordillera S&T Gazette.

The Gazette, which features DOST-CAR’s programs, projects and activities, are published quarterly and distrib-uted to key government agencies and other stakeholders in the region.

Radio interviews/guestings were done both in the region and in the Urban/Provincial S&T Centers while four (4) press conferences were conducted within the year. Library Services

The DOST-CAR Regional Library continued to perform its function to provide S&T information services to the public.

For CY 2011, the library acquired 399 publications from the Department’s line agencies, government and private agencies and various Local Government Units (LGUs). The 399 publications comprised of 3,583 print cop-ies and 10 S&T-related CDs. Most of the print copies such as the PCARRD, MIRDC, PHILVOLCS, and SEI pamphlets were distributed to interested students, parents, school representatives and researchers.

A total of 40 instructional print materials and 92 video courses were provided by the Technology Re-source Center (TRC). These were very useful not only to researchers and enthusiasts, but also to small and me-dium entrepreneurs.

For the old library materials, 719 publications of STII, SEI, NRCP, PCARRD, Investigatory Projects, and ref-erence materials were inventoried, recorded and labeled. Out of these, 178 were encoded and uploaded to the OPAC.

Although the operation of the library was affected since there was no librarian from March to April, and the library was closed in the month of May as it was transferred to a more spacious room, it was still able to serve a total of 3,291 customers comprised of researchers, students, scholarship clients, scholars, and entrepreneurs coming from the different provinces of CAR. The eight (8) computers of the library served as Online Public Ac-cess Catalog (OPAC) and internet and encoding services; while the print materials provided S&T information and reference to researchers.

The MIS consistently maintained stable network connectivity and reliable information systems in order to improve efficiency and effectiveness of DOST-CAR’s internal operations and the delivery of services to the public through ICT solutions. Full implementation of the Procurement & Inventory System that was developed in-house, including the

configuration of the newly acquired server were undertaken. Trainings and seminars on eDOST-INFRA and eDOST-INFOSYS were also attended. The DOST-CAR’s official website was continuously maintained and updated. Also, the VOIP phone was reactivated by ASTI personnel to help reduce long-distance call fees at the regional office.

In support to the department’s role in weather monitoring and disaster mitigation, the MIS unit together with the Disaster Preparedness and Mitigation Focal Person started the installation of Automatic Rain Gauges (ARGs) in the six (6) provinces of CAR and Baguio City. The ARG is a joint project of the Advanced Science and Technology Institute (ASTI) and the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA), both attached to the DOST. It was developed to gather and record the amount of rainfall over a set period of time and automatically send the data via SMS to a central based station on a pre-determined interval basis. On November 10, 2011 the ARG for Benguet was installed at the roof deck of the DOST-CAR office. Another was installed at the Agromet Site of KASC in Tabuk, on November 22, 2011. For Abra, it was installed at the Agromet Site of ASIST Lagangilang Campus on November 24, 2011. And before the year ended, one more gauging station was installed at the Mountain Province Government Center in Bontoc on De-cember 9, 2011. Installation in the provinces of Apayao and Ifugao, and Baguio City will be completed by the first quarter of 2012. The MIS’s functions were also extended to other agencies in the region. Technical assistance was provided to the Provincial Government of Ifugao in response to their request for their Network Operation Center, ICT Facility Assessment and Website Development plans. On November 8-12 of 2011, the MIS performed an assessment of the ICT equipment and network structure of the twenty nine offices of the town with a series of evaluation which included interviews with the different office heads. A Network Plan and Layout for the twenty nine offices in the capital town of Lagawe was then prepared and presented to the Office of the Governor. The province of Benguet was also assisted in routing its website’s domain name to the local ASTI DNS server. The province’s website is being hosted by a US-based company but routing this site to the Philippine Domain Name Registry had been their recurring problem.

Assistance was also constantly afforded to PAGASA-Baguio in the configuration and maintenance of their router and switch for the Sto. Tomas radar link to their central server in Manila. In addition, the MIS through the Office of the Re-gional Director participated and attended activities of the Baguio ICT Council and the Sub-Committee on Communications of the CAR Regional Development Council (RDC).

S &T Scholarship Program

DOST- SEI Undergraduate Scholarship

There were forty (40) passers in the Cordillera Administrative Region who took the 2011 undergraduate science and technology examination held last November 21, 2010. Thirty-two (32) availed of the scholarship, one deferred and

seven opted to forego of the scholarship. For the school year 2011-2012, there were 26 RA 7687 and one (1) merit passer who enrolled in various SUCs and HEIs in CAR. Moreover, there were eleven RA 7687 endorsed from other regions and one (1) merit who preferred to enroll in the region. A scholarship orientation and scholarship agreement signing was also held at the Strawberry Hall, Benguet State University on May 10, 2011. The orientation was conducted to educate the incoming scholars and parent/guardian regarding the program mandates and objectives including policies, procedures and support programs.

At the start of the School Year 2011-2012, a total of 294 on-going scholars were being monitored (Chart A). Under RA 7687, there are 193 scholars, Best for IP- 20, BS with Bridging-10, Ladderized-9, Merit-41 and Merit B-21.

DOST-CAR assisted in the information dissemination, processing of application and distribution of test permits to aspir-ing applicants to the 2012 Philippine Science High School National Competitive Examination administered on Sep-

tember 10, 2011. There were ninety passers from CAR, the breakdown of which are as follows: Apayao- 2, Baguio- 79, Benguet- 4, Ifugao- 1, Kalinga- 3 and Mountain Province- 1.

The ASTHRDP aims to accelerate the production of high-level S&T human resources needed for the S&T activities in the country,

especially in research and development (R&D), through Master’s and PhD degrees in priority S&T areas of study. The objectives of the program are: To help improve the country’s global competitiveness and capability to innovate through alternative approaches on HRD in S&T and to accelerate the production of high-level human resources needed for S&T activities particularly in the area of R&D.

The Objectives of the Program are as follows: Implementation of research agenda aligned to the National Science and Technology

The DOST-CAR Sericulture center had targeted fifty boxes of hybrid silkworm egg production for 2011 and was able to produce about 86 boxes for the year. The hybrid silkworm egg production is summarized as follows;

In addition to hybrid silkworm egg production, the sericulture center also maintained 18 strains of pure lines that were reared for two times during the year. To arrive at these targets, maintenance of the mulberry field had to be per-formed, such as pruning and harvesting of mulberry leaves during the months of July to December. In October 2011, weed-ing a portion of the mulberry field was done by around 150 students from the BSU Secondary Laboratory in accordance with a Memorandum of Agreement signed between DOST-CAR and the school. In order to facilitate proper embryo development of silkworm eggs, acid treatment and incubation were also car-ried out. Other standard laboratory procedures were performed to produce eggs to meet orders from FIDA, BSU,SRDI, and Ilocos Sur Polytechnic State College. FIDA serves as the conduit to farmers involved in sericulture by organizing farm production activities.

On February 2011, 20 layings each of parent silkworms (J102 andC102) were reared for the first hybrid egg produc-tion cycle (1st cropping). These activities were repeated in May to July (2nd cropping) and in October to December 2011 (3rd cropping). During these periods, rearing of the 18 mainlines were also included. Special orders for silkworm eggs were produced for the BSU Sericulture Project, sometime in June & October 2011.

Standard breeding activities were done to produce eggs that were properly kept in cold storage to wait for the next egg processing cycle. During the months of February, May & September 2011, test hatches were assessed to evaluate the hatching performance of the hybrid eggs. A test hatch was done for 100 eggs of SW3 and another 100 eggs of SW4 strains, then replicated 3X as shown below:

In January 2011, a total of 76 smears (12 mother moths per smear) of SW4 & 106 smears of SW3 hybrid eggs were subjected to microscopic examination to obtain disease-free eggs that were subsequently arranged in cold storage. In April 2011, thirty five (35) layings of C102 and thirty two (32) layings of J102 were moth examined. Another 130 smears of SW4 were microscopically examined in May 2011. A total of 128 smears of SW4 & 120 smears of SW3 hybrid eggs were subject to microscopic examination in August 2011. Eggs that were infected with the pebrine disease were then discarded and burned. To mainstream manpower operations, an automatic digital timer was installed inside the incubator to systematize lighting controls for the silkworm larvae.

The sericulture staff attended training-workshop on dyeing indigenous fibers, tie dyeing and basic handloom weaving at PTRI Bicutan Taguig City to gain new skills and perspective for the fiber industry.

The sericulture staff also accommodated eight students from BSU and SLU who were interested in sericulture, including various visitors from other institutions. Students, parents, teachers and faculty conducted field trips to the center with a total of 56 visitors coming from Tuba Central National High Shool, Tuba Benguet; 180 from Tarlac College of Agriculture (TCA), Camiling Tarlac; and 20 from the Rufino Alawas Elementary School, Atok Benguet; one visiting Yale IL International School.

Clustering of Regional Enterprises for Agro-Industrial Machinery and Parts Manufacturing

(CREAMM-CAR PROJECT)

The Clustering of Regional Enterprises of CAR for Aerospace and Agro-Industrial Equipment and Parts Manufacturing (CREAMM) is a program of MIRDC purposely for the development of the metals and engineering industries of CAR,

thereby, producing products conforming to local and international standards. The role of the DOST-CAR is to assist MIRDC in the implementation of all project activities, and lead in the preparation of feasibility study and business plan to establish (a) a specialized business incubator for aircraft parts and other high technology requirements and (b) technology business incubator for the jewelry industry and other metal-based products.

For CY 2011, DOST-CAR was able to identify and assess CAR MSMEs/beneficiaries which were eventually organized to form the Cordillera Aerospace and Industrial Manufacturing Technologies, Inc. (CAIMTEC). The corporation is now duly registered with the Securities and Exchange Commission (SEC). The commitment of government and private agencies were solicited through the ratification of MOUs and MOAs. In fact, the signing of the Memorandum of Understanding (MOU) among the stakeholders, LGUs of Benguet, CIERDEC members and DOST-MIRDC was signed during the press conference/Kapihan sa Benguet, organized by DOST-CAR last July 21, 2011.

A total of three (3) Technology Investment Fora and Consultation Dialogue were conducted with the Metal Industries in support to the project. Cluster plans and activities were likewise prepared and implemented such as the Study Tour of cluster members to various metal industries in Manila, Cavite and Laguna on August 15-18, 2011. A Training on 5S was conducted last October 18-20, 2011 with Engr. Edward Yapyapan of MOOG Controls Corporation as the resource speaker. Trainings on ISO, AS, PPC, etc. and a study tour on the metal industries in Singapore is now being coordinated. In addition, two (2) proposals (Capability Building and Feasibility Study on TBIs) were prepared and submitted to the Office of the Undersecretary for R&D, DOST.

industry clustering project.

Disaster Risk Reduction Activities

Consistent with RA 10121, the DOST-CAR is the vice-chair on the Disaster Prevention and Mitigation Committee of the Regional Disaster Risk Reduction Management Council (RDRRMC). The mitigation committee members were BAS,

BFAR, DOH, BFP, NHA, BPI, DAR, DBM, PRC, DEPED, DOT, DENR, POPCOM, LMP/ULAP, DTI, DILG, LRA, DPWH, AFP, NIA, PIA, DOLE, PICE-CAR, NCIP, COA, PAGASA, PHIVOLCS, and PNP. The role of the Mitigation Committee is to undertake structural and non-structural measures to reduce the impact of natural hazards, environmental degradation, and technological hazards.

The other RDRRMC committees are the Preparedness Committee, the Response Committee, and the Rehabilitation and Recovery Committee. The Regional Director of the Office of Civil Defense serves as the chairman of the RDRRMC. Thru the leadership of the OCD, several disaster risk reduction meetings and activities were conducted. Some of which were the Information Dissemination of RA 10121, Organization of the CRDRRMC, Development of Framework on DRRM, Hazard Mapping and Risk Vulnerability Assessments and others.

The Mitigation Committee’s Technical Working Group met last September 14, 2011 to discuss the committee’s plans for 2012. As a result, a conceptual framework on disaster prevention and mitigation was created.

For its contribution to disaster mitigation, the Department of Science and Technology – CAR had been involved in various disaster mitigation activities. On capability building, three (3) Hazard Risk Assessment Seminars were conducted for the enhancement of the various stakeholders’ knowledge and understanding on disaster hazards. Automatic Rain Gauges were installed in the CAR provinces for the monitoring of rainfall especially during extreme weather conditions. Assistance to communities was also made thru the provision of manual rain gauges, as well as training for the maintenance and monitoring of the equipment. With the help of TESDA, four (4) manual rain gauges were fabricated and are ready for deployment to disaster prone communities in the region.

OL-Trap Roll Out Activities

Aedes mosquitos, the carriers of the dengue virus can be effectively controlled by the use of Ovicidal Larval (OL) traps developed by the DOST. The OL trap consists of a black plastic cup half-filled with water and mixed with a pelletized

organic insecticide. The black colored trap naturally attracts female mosquitoes that eventually lay their eggs on a strip of lawanit board (slightly wider and longer than a popsickle stick) provided inside the full length of the cup. As the eggs hatch into larvae, these eventually fall into the water to continue their normal life cycle, but these are then killed systematically by the organic insecticide.

The effectiveness of these traps resulted in a nationwide roll-out program of the DOST. In the region, it was initially tested for 2,800 households at Barangay Pico, La Trinidad, Benguet and in partnership with the DOH-CAR, DILG-CAR, LGU La Trinidad, Benguet and the Barangay government of Pico, La Trinidad, Benguet. The OL pellets were distributed monthly with the help of barangay Pico kagawads and some barangay volunteers, including barangay health workers. Such activities concluded Phase I of the roll out program that was spearheaded by the Benguet PSTC.

In the phase II roll-out, a total of 500,000 OL traps were given directly to DOH to distribute nationwide. In this scheme, OL kits were directly given to DOH, while the monthly supply of pellets were released through the DOST regional offices. The DOST-CAR through PSTC-Benguet assisted in dispatching the OL Pellets to the DOH-CAR.

The third roll-out of OL Trap was in partnership with the Department of Education (DepED). For this school-based roll-out, there was an initial release of 4,000 OL kits given to hard stricken areas and schools within the region. In Benguet, 9 schools were identified as hard-stricken areas of La Trinidad namely; La Trinidad Central School, Buyagan Elementary School, Balili Elementary School, Lamtang Elementary School, Puguis Elementary School, Lubas Elementary School, Pico Elementary School, Longlong Elementary School and UCCP. Other schools in Tuba were also given OL traps kits: Salpang Elementary School, Taloy Norte Elementary School, Taloy Sur Elementary School, Mariano Savarino Elementary School and Poyopoy Elementary School. These schools were provided 6 months supply of OL pellets that will last until in March 2012.

In the other parts of the region, OL Traps were given to DepEd schools in Paracelis which was the hardest hit municipality in Mountain Province. All of the 35 DepEd schools in the Municipality (High Schools and Elementary) were given OL Traps with 6 months supply of OL pellets. In Tabuk City, a total of 1,000 OL Traps were released to DepEd through the PSTC-Kalinga because the city recorded heavy infection of dengue during the year.

S &T LinkagingCIERDEC

CIERDEC has effectively strengthened its role in the area of industry and energy R&D; more specifically through stepped-up linkaging, capability building, proposal generation, fund sourcing, and research monitoring.

Research & Development Coordination & Management For the year, the consortium received six (6) research proposals from the different R&D institutions in CY 2011. The proposals were evaluated and endorsed to PCIEERD, Office of the DOST Undersecretary for R&D, and CAR Regional Development Council (RDC). The proposal for “Skills Upgrading in Aerospace & High Technology Manufacturing Metals and Engineering Industry Cluster” was approved by the RDC, amounting to P 400,000.00. Furthermore a review of the completed researches was conducted jointly with the HARRDEC on August 11-12, 2011 during the 1st Joint HARRDEC-CIERDEC Symposium on R&D in Agriculture, Forestry, Natural Resources, Industry and Energy Sectors in the Cordillera. Under the CIERDEC industry concerns, there were 13 research papers presented during the review. Three projects proposed in 2010 were approved for implementation in 2011 by Benguet State University and Mountain Province State Polytechnic College. There were four (4) research sessions conducted and participated in by the consortium member agencies for 2011. Two (2) were locally conducted while the other two were in Malaysia and in Indonesia participated by the Benguet State University.

Industry and Energy R&D Agenda The CIERDEC member agencies have poured in considerable effort and resources in the formulation of the R&D Agenda for Industry and Energy. This document contains the set of priority areas for research in industry and energy in the Cordilleras and serves as the takeoff point for individual, institutional, as well as collaborative researches to help resolve socio-economic issues from the vantage point of the region’s limited technological, financial, and human resources in industry and energy. The Research and Development priorities are food and feed, energy, wood and forest products, metals and engineering, mining and minerals, textile, transportation, construction, environment, electronics, and telecommunications. The consortium presents this document as a guide for all researchers, professionals, students, and planners who may carry on the task of pursuing R&D activities for the benefit of uplifting the lives and socio-economic conditions of the Cordillerans.

Capability Building for Member Agencies The consortium together with the DOST-CAR, HARRDEC, and the Intellectual Property Office Philippines, conducted the Patent Drafting Seminars in three (3) State Universities and Colleges (SUCs) in the region. The SUCs include the Kalinga Apayao State College (KASC), Apayao State College (ASC), and the Benguet State University (BSU). Also the consortium, participated in various local trainings under energy, environment, disaster, food, decors and gifts, and Metals and Engineering.

Technology Promotion, Dissemination, and Adoption To continually apprise and increase awareness of the public on the activities and programs of the consortium particularly on R&D, several press releases were also given to the tri-media. Furthermore, the consortium actively participated as exhibitor during the celebration of the 2011 Regional S&T Fair and Invention Contest cum Exhibition on September 27-29, 2011 at the Benguet State University, Km 6, La Trinidad, Benguet and spearheaded the robotics competition under the open category.

The consortium took special participation in the establishment of the Clustering of Regional Enterprises of CAR for Agro-Industrial Machinery and Parts Manufacturing (CREAMM) together with MIRDC-DOST, Moog Controls Corporation, MIAP-CAR, PEZA-CAR, and LGUs from Baguio and Benguet. The consortium was also actively involved in addressing the special outsourcing needs of the aerospace and allied industries. Several meetings with multiple stakeholders, LGUs and government agencies were initiated until a Memorandum of Understanding was signed to support the project. The Cordillera Aerospace and Industrial Manufacturing Technologies Corporation (CAIMTEC) was then organized and registered with the Securities & Exchange Commission (SEC).

Network and Linkages The consortium, through its committees on R&D Coordination and Management, Technology Promotion and Utilization, Capability Building for Member Agencies, and Network/Linkaging was able to generate an annual fund of 1,965,084.00 for year 2011 and established its network with Moog Controls Corporation (MCC), Regional Development Council (RDC-CAR), Cordillera Aerospace and Industrial Manufacturing Technologies Corporation (CAIMTEC), PEZA-CAR and DOST-MIRDC under the CREAMM project.

CRHRDC

The Cordillera Regional Health Research and Development Consortium have accomplished the following for the year 2011:

Research & Development The consortium through the research management committee was able to disseminate the Regional Health Research Agenda in the context of the National Unified Health Research Agenda to one hundred percent (100%) of all the schools offering health science courses, health institutions both private and public. A total of thirty (30) institutions region wide were given a copy of the Regional Health Research Agenda. Furthermore, the Regional Research Fund Mechanism Guidelines (RRF) was completed and disseminated to targeted clients. The consortium also launched its Call of Research Proposals through web posting, invitation letters sent to academes and other health related institution and media broadcasting (Kapihan sa Baguio event). As a result, the activity yielded a total of eight (8) new research proposals. Two (2) research proposals entitled “Mothers’ Care and Caring for Mothers: Health and Well- Being of Women in Selected Communities of Benguet in the Context of Climate Change” and “The Prevalence of Post-Traumatic Stress Symptoms and the Perceived Quality of Life of Typhoon Disaster Survivors in Benguet Two (2) years after Typhoon Pepeng” were technically and ethically reviewed and approved, ready for funding. While, the rest of the research proposals were initially reviewed by the Research Management Committee for completion.

The consortium also included six (6) new research priorities to the Regional R&D Agenda; Drug Discovery and Development, ICT on Health, Diagnostics, Genetic and Molecular Technology, Functional Food, and Development of Locally Fabricated Hospital Equipment and Medical Devices. On the other hand, through the Ethics Committee, the consortium disseminated the National Ethical Guidelines of Health Research in CD form to all member agencies and other health related institutions.

Capability Building The consortium, through the leadership of the Capability Building Committee, focused its activities on providing members of the consortium and other health and health related professionals with the research knowledge, skills and access to information. This is with the end goal of enabling them to perform effectively in their organization along their mandate of conducting research to contribute to the health goals of the region. In so doing, they worked towards the long term objective of enabling individuals/teams/groups/organizations in health and health related sector/s to be more empowered in initiating, planning, managing, undertaking, organizing, monitoring and/or supervising and evaluating research activities. The springboard for the trainings planned is from the training needs assessment that was conducted among the member organizations of the consortium. The planned trainings/activities aimed at providing a better practice model for managing research learning and development processes across its members; foster a research learning culture for better academic and societal outcomes, to cite a few. The activities conducted by the Capability Building Committee for 2011 were activities that took off from the activities of the previous year. It should be noted that the activities conducted followed the research process. Thus, from the conceptual phase to the design and planning phase of the research process, this year focused on the Empirical and Data Analysis phases of the research process and publication.

Research Utilization The consortium through the leadership of the Research Utilization Committee is geared towards promotion and dissemination of conducted health researches to the public and other stakeholders to encourage its utilization and improve the health system of the region. In line with this goal, the committee was able to conduct two (2) major activities e.g. Kapihan sa Baguio Event and Communicating Research Findings Forum. The committee also maintains and updates its HERDIN database (http:// www.dost-car.herdin.ph) with the help of the CRHDRC Secretariat. To facilitate faster information dissemination among members, the consortium also created and maintained an official website, www.car.healthresearch.ph . The website was regularly updated with the consortium’s activities and disseminated to all the members.

Governance/Management The management committee was able to conduct two (2) planning workshops and two (2) regular quarterly meetings. The first planning workshop was held last May 06, 2011 at the Benguet State University participated by 22 members to tackle the following; (1) Finalization of the MOA, (2) Review of the consortium’s work plan for CY 2011. (3) Redirection/ restructuring of the Regional Health Research Framework. The second planning workshop was done last July 22, 2011 at the University of the Philippines- Baguio to finalize the 3 year Research and Development Plan 2012- 2014, 3 year CRHRDC Operational Plan 2011-2014 and Accomplishment for the last 3 years (2008 -2010).

The consortium also welcomed two (2) new members from the academe namely Kalinga-Apayao State College and Mountain Province Polytechnic College. Experts of different member agencies were also added to the consortium. Likewise to foster stronger linkages/ networking, CRHRDC staff and members attended the several health related events and activities during the year.

HARRDEC

DOST-CAR has been actively involved in the steering of consortium activities through its membership in the Regional Research and Development Coordinating Council (RRDCC). DOST personnel are also members in all the working

groups of the consortium namely, Regional Management Information Group (RMISG), Regional Applied Communication Group (RACG) and Regional Techno Gabay Group (RTGG).

DOST-CAR provided technical support staff and financial support in the review of completed researches during the 21st Regional Symposium on RDE Highlights and 1st joint HARRDEC-CIERDEC Symposium on R&D in Agriculture, Forestry, Natural Resources, Industry and Energy Sectors in the Cordillera on August 11-12, 2011 held at the Agricultural Training Institute-CAR, BSU Compound, La Trinidad, Benguet. The agency also actively joined HARRDEC and CIERDEC through the provision technical support staff and financial support in the conduct of the three (3) Seminar-Workshops on Patent Drafting conducted in Kalinga-Apayao State College (KASC), Apayao State College (ASC), and Benguet State University (BSU) on September 19 – 23, 2011, November 14 - 17 and November 21 – 25, 2011 respectively.

The agency, through the Mt. Province Provincial S&T Center in partnership with FITS-Besao proposed the project entitled “S&T Based Farm on Rejuvenation of Coffee Trees in Besao, Mountain Province”, which was funded by PCARRD. As a result, the project amounting to PhP 240,000.00 was awarded to the agency for the implementation of the project to be completed by 2013. The agency also serves as a partner member agency of the Abra State Institute of Science and Technology (ASIST) and the local Government of Sadanga, Barlig, Besao, and Natonin, Mt. Province and Bucay, Abra. Moreover it provided experts in monitoring S&T Based-farm (STBF) projects, and provided technical assistance in the analysis of variable practices of farmer scientists.

The agency also contributed news articles in the dissemination of the on-going and completed R&D projects in the region which were published in the consortium’s and PCARRD’s quick information and dissemination bulletin and website. Finally, DOST-CAR continued to support the various activities and programs of the consortium to strengthen the delivery of S&T services to all AFNR stakeholders in the region.

Financial Resources

For Calendar Year 2011, the Department of Science and Technology-Cordillera Administrative Region received the total amount of seventy six million nine hundred ninety four thousand nine hundred six pesos (P76,994,906.00) . Of this

amount, Fifty Nine Million Four Hundred Seventy Eight Thousand Three Hundred Forty Pesos (P59,478,340.00) for regular operations and seventeen million five hundred sixteen thousand five hundred sixty six pesos (P17,516,566.00) for special purposes.

From the regular allotment, the amount of fifty six million eight hundred six thousand four hundred fifty two and 12/100 pesos (P56,806,452.12) was utilized for the implementation of the Agency’s programs and projects while the amount of Four Hundred Eighteen Thousand Nine Hundred Thirty pesos and 88/100 (P418,930.88) was reverted to the General Fund. Of the total allotment , Two Million Two Hundred Fifty Two Thousand Nine Hundred Fifty Seven Pesos (P2,252,957.00) was forwarded as continuing appropriation for CY 2012, purposely for the implementation of various SET-UP projects.

Likewise, for the Year 2011, an amount of seventeen million five hundred sixteen thousand five hundred sixty six pesos (P17,516,566.00) was received by the Agency for other purposes. Table 19 shows the summary of allotments received.

The DOST-CAR Regional Standards Testing Laboratory (RSTL) has surpassed its targeted collection for the year by thirty percent. It has generated a total cash collection of one million nine hundred seventy five thousand five hundred eighty seven and 50/100 pesos ( 1,975,587.50 ) compared to the set target for the year of one million five hundred sixteen thousand three hundred twenty three and 77/100 pesos (P1,516,323.77).

Infrastructure Projects Included in the regular allotment of DOST-CAR for the year is the amount of Five Million Pesos (P5,000,000.00) for the Phase II construction of the Provincial Innovation and Science and Technology Centers for Mountain Province and Abra, amounting to P4,000.000.00 and P1,000,000.00, respectively. Phase I funds were released in prior years although constructions were completed this year, except for Apayao S&T Center which is still on-going.

Health Care

In coordination with the Health Center of the Municipality of La Trinidad, Benguet, fourteen (14) female employees ages 24 to 40 years old availed of the Tetanus Toxoid Supplemental Immunization. The first and second doses were given last July and August 2011. The third dose was scheduled to be given in February 2012.

In compliance to RA8439, otherwise known as “An Act Providing a Magna Carta for Scientists, Engineers, Researchers and Other S&T Personnel in Government”, particularly Section 10, the amount of two hundred ninety five thousand (P295, 000.00) was allotted by the agency for its Health and Wellness Program, providing free annual medical check-up for its employees. This is also in line with Civil Service Commission Circular No. 21, series of 2009.

Gender and Development

The agency participated in the celebration of the Women’s Month in March 2011 at the Baguio Convention’s Center. A Commitment was signed by the different National and Local Government Agencies supporting the Magna Carta for Women.
