Under the Uthuru Wasanthaya programme, the internallydisplaced living in welfare centers in

Vavuniya are being resettled. Most of them from Vavuniya, Mannar and

Jaffna and part of Mulativu and Killinochchi are already resettled.

The remainder from Mulativu and Killinochchi Districts will be resettled systematically without delay,

based on the speed at which the de-mining process takes place.

A comprehensive project will be implemented to resettle the Muslim Peoples forcibly evicted by the

LTTE from the Northern Province during 1990, in their respective places of origin with due attention

being paid to their housing, livelihood and infrastructure facilities.

Each family that is resettled will be provided with Rs. 50,000 to construct temporary shelter

and additional building materials worth Rs. 50,000.

On a long term basis, Rs. 325,000 will be provided to each family to reconstruct houses

destroyed in the war.

Rs. 100,000 will be provided to families for the renovation of houses.

Assistance will be provided to every household to construct latrines.

All families engaged in agrarian activities will be provided with agriculture equipment.

All families engaged in agrarian activities will be provided with seeds and fertilizer relevant to

the crops cultivated by them.

All Farmer Organizations will be provided with a Water Pump and a tractor free of charge.

All fishermen will be provided with fishing equipment.

Two fish processing centers will be established in Mannar and Jaffna.

Equipment and chicks will be provided for the poultry industry.

Villages for dairy farmers will be established to promote the dairy industry.

Those who wish to engage in self-employment will be provided with the necessary

equipment free of charge.

It is with pleasure I write this message for the Performance and Progress Report 2011 of Ministry of

Resettlement.

In terms of the duties and functions entrusted to this Ministry, resettlement of displaced people in

their original places of residence and provision of necessary relief have been effected with great care

and responsibility. In the process of resettlement, infrastructure facilities and other basic requirements

are provided. It has been able to carry out the responsibility of resettlement without any barrier with

the eradication of terrorism from this country. This Ministry has been able to resettle more than

200,000 displaced people in the Eastern Province. Completion of resettlement process in the Eastern

Province to the satisfaction of the international community is a great victory on the part of the

Government.

Nearly two hundred eighty thousand persons displaced from the Northern Province have been

resettled in their original places of residence and it has been planned to resettle the rest before the

end of this year. I would like to make a special mention that Resettlement Process is carried out in

conformity with the international standards.

At this moment, I must offer my sincere gratitude to His Excellency the Precedent Mahinda Rajapaksa

for relying in me and entrusting me with the responsibility of this Ministry.

I take this opportunity to offer my gratitude to all the parties including Hon. Basil Rajapaksa, Minister

of Economic Development, Hon. Vinayagamoorthi Muralitharan, Deputy Minister of Resettlement,

other Hon. Ministers, Ministry Secretaries, Government Agents, Government Officials, Police Officers,

Officers of the Armed Forces and Civil Society for their Cooperation.

I must also thank the Ministry Secretary and the entire staff of the Ministry who extended their

unstinted support in the midst of difficulties to perform the functions of the Ministry successfully in

2011. My sole hope is to make the targeted development programme of the Ministry for 2012, a

reality.

I am privileged to send this note on the perfomance of our Ministry for the Perfomance and Progress

Report 2011. We have been able to free our country from terrorism prevailed over three decades due

to the unwavering leadership and diplomacy of H.E the President Mahinda Rajapaksa. It is pleasure

for me to join hand with His Excellency in his huge campaign launched to bring about prosperity to

our island.

I must convey my felicitation to His Excellency for offering me the office of the Deputy Minister of

Resettlement with which the responsibility of resettling the displaced people with due respect to

them in their original places of residence, is entrusted. Our Ministry has been able to provide all the

facilities required for the displaced people who were located in Manik Farm Relief Villages,

infrastructure facilities for resettled people and take measures to establish their livelihood in a

commendable way under the guidance of Hon. Basil Rajapaksa, Minister of Economic Development.

I take this opportunity to offer my sincere gratitude to Hon. M.H. Gunaratne Weerakoon, Minister of

It is with great pleasure I issue a message to the Performance and Progress Report - 2011 of our

Ministry on this occasion where the resettlement process has reached its final phase.

With the elimination of terrorism which lasted for three decades in the North and East, our Ministry

was entrusted with the responsibility of resettling the people who were displaced due to the war, with

dignity in their original places of living making the “Mahinda Chinthana” a reality. About one million

people were displaced due to the war conflicts. The main objective of our Ministry is to provide

welfare facilities for these displaced people.

Our Ministry which faced this challenge successfully concentrated on two main areas. One was to

provide humanitarian assistance to the displaced people. Under this programme, essential needs

including dry rations, food, temporary shelters, drinking water, sanitary facilities, health, education,

power etc. were provided

The other objective was to make necessary steps to integrate these people to a sustainable

development programme by providing them with permanent shelter, livelihood assistance and

infrastructure facilities. Arrangements have been made to introduce participatory programmes since

2012 to develop 50 backward villages at one time with the objective of achieving the millennium

goals endorsed by the United Nations Organization by 2015 and to make the outcomes of these

programmes available to the displaced people too.

A special mention has to be made of the valuable guidance received from His Excellency, the

President Mahinda Rajapaksa in fulfilling the responsibility entrusted to our Ministry. Similarly, I

would like to note with gratitude the guidance provided and the cooperation extended by Hon. Basil

Rajapaksa Minister of Economic Development, Hon.M.H. Gunaratne Weerakoon, Minister of

Resettlement and Hon. Vinayagamoorthi Muralitharan, Deputy Minister of Resettlement. Further, my

special thanks should go to the Presidential Task Force on Development, Security and Resettlement in

the Northern Province, officials of Ministries, District Secretaries, Heads of Government Institutions,

Armed Forces and Police, Representatives of Local and International NGOs and all the officers of our

Ministry.

On our Way to Success..

The Ministry of Resettlement was formed in the later part of 2005, under the regime of His Excellency

Mahinda Rajapaksa, President of Democratic Socialist Republic of Sri Lanka. The main objective of the

Ministry was to resettle the people who were displaced due to the ethnic conflicts prevailed in the

North and East for three decades and to ensure normal living conditions for them.

With the intention of strengthening and widening the functions of the Ministry, it was renamed as

Ministry of Resettlement and Disaster Relief Services by the extraordinary Gazette no. 1482/9 of

29.01.2007.

This Ministry was entrusted with the responsibility of implementing short-term and long-term

projects required to provide immediate relief for the people who were affected by war and natural &

man-made disasters, and upgrade their living conditions.

Under this programme, more than 200,000 displaced persons in the Eastern Province were resettled.

The Ministry was able to implement this resettlement process to the utmost satisfaction of the

international community.

Actions were taken to provide necessary facilities for the displaced persons of about 300,000 who

were located in the relief villages in Manik Farm - Vavuniya, Jaffna and Pulmudai after the

humanitarian operation carried out to free the Northern Province from the grip of terrorism.

Resettlement of the displace persons was carried out stage by stage in line with the completion of

de-mining activity with was executed by the armed forces with great dedication.

His Excellency, the President took action to re-establish the Ministry of Resettlement on 26.04.2010

removing the subject of Disaster Relief Services in order to pay more attention to the process of

Resettlement. Accordingly, the Resettlement programme was accelerated by this Ministry. The

process of Resettlement in the Northern Province has now reached its final stage. Resettlement

Programme in the Northern Province was started from Musali DS Division of Mannar District, and by

31.10.2010, 451452 displaced persons were resettled.

It has to be mentioned that the Ministry is dedicated to provide an effective service to the resettled

families in line with the vision and mission of the Ministry, widening and streamlining the

resettlement activities.

� Provision of relief and humanitarian aids and proper protection to the internally displaced

persons by maintaining the Relief Villages.

Resettle the people who were displaced internally and who became refugees in other countries, in

their places of original residence.

Create a suitable environment to resettle the displaced people and provide necessary facilities to

them.

Ensure the provision of facilities by coordinating with the Government and Non-Government

Organizations.

Ensure that the resources received from donors are spent effectively and efficiently.

Make the Internally displaced persons and refugees contribute to the development projects of

the country and ensure their resettlement process in order to make them live with the rest of the

people.

security has been the continuous

responsibility of this Ministry. The

responsibility of providing basic needs

and other requirements to them until

they are resettled is carried out by the

Ministry accordingly.

Coordination of the functions of the projects relevant to Resettlement which are funded by

United Nations High Commissioner for Refugees (UNHCR), United Nations Development

Programme (UNDP), World Bank and Asian Development Bank (ADB).

Rehabilitation of Persons and Properties

Resettlement of Refugees

Coordination of Resettlement and Development activities.

Assist the Government organizations and non-government organizations to restore the normal

life of displaced persons.

Facilitating the coordination between the Government, funding agencies, non-governmental

organizations and civil society in resettlement activities.

Provision of essential services for the displaced persons.

One of the major objectives of the Ministry is to provide food, shelter, security and other essential

services to the people displaced internally due to the conflicts in Northern and Eastern areas before

their resettlement.

The Ministry is bound to

maintain welfare centers and

relief villages for these displaced

persons with necessary facilities,

dry rations and other facilities to

resettled people.

2. Resettlement

The basic criterion of resettlement is resettling them in their original places of living or in alternative

places with their consent. Resettlement of displaced people in the land-mined areas is done after the

de-mining has been completed. Displaced people have the right of being resettled in their original

places and enjoying their own properties. However, creating a conducive environment to live with

dignity, after completing the de-mining process and providing their basic needs is a major

component of the resettlement

process. It is the responsibility of

the Ministry to provide necessary

facilities including 6 months dry

The economic, social and infrastructure facilities required for the displaced people have to be

provided before implementing the resettlement programme. For that, roads, hospitals, schools,

offices, buildings, electricity, power, markets and water supply have to be brought to normal at first

and then repair and reconstruction of houses and buildings have to be done. The Government has

taken measures to accelerate the reconstruction with the assistance of local and international non-

Governmental organizations.

Measures have been taken toimplement the resettlementprocesses successfully through thecoordination with the World Bank,United Nations HighCommissioner for Refugees(UNHCR), United NationsChildren's Fund (UNICEF) andother international Non-Governmental Organizations.

Ministry contribution is made for

the reconstruction of destroyed

or damaged sacred places due to

the war. This programme has

enabled the displaced persons to

facilitate their religious

performances and fulfill their

religious obligations. The Ministry

has taken measures to allocate

funds to renovate these religious

places on satisfying with the

requirements.

7. Protecting the Rights of the Displaced People

Steps will be taken to ensure necessary Economic and Social rights and requirements of the

displaced people when resettling

them in their places of original

residence or in the places

selected with their consent in

line with the international

standards. The Ministry is

coordinating with the United

Nations High Commissioner for

Refugees (UNHCR), United

Nations Children's Fund

(UNICEF) and Human Rights

Commission in carrying out

these responsibilities.

8. Creating Co-existence between Displaced People and the Host Community

It is the responsibility of the General Public to consider the displaced people as a part of the main

stream of society and avoid

arising any disparities between

each other. Disparities between

the civil society and the

displaced people should be

avoided in the resettlement

process. Special programmes are

organized to achieve this

purpose.

Government Institutions, Statutory Authorities and Special Projects are functioning under this

Ministry to implement the plans and programmes formulated by the Ministry. Institutions mentioned

below are contributing to this task.

respective duties with a collective responsibility in achieving the goal of the Ministry.

� Ensure the Resettlement or Relocation of Internally Displaced Persons and Refugees with dignity

and safety.

To facilitate resettlement of Internally Displaced Persons and Refugees to enable their

Rehabilitation linking them to the Development Process of the country.

Coordination with the efforts of various institutions with necessary resources and power, in order

to avoid displacement.

Formulating and implementing Projects and Programmes for the tasks such as Provision of

Education, Health and Housing facilities, ensuring the basic Human Rights, Provision of Livelihood

assistance, accelerating the resettlement process through demining and removing debris.

To formulate and implement a Policy for Resettling the internally displaced persons and refugees.

To Coordinate the efforts of Government, donors, international NGOs, Civil Society agencies and

others possessing the required mandates and resources in order to avoid displacement of

people.

To formulate and implement specific programmes and projects for resettlement and relocation of

internally displaced persons and refugees in a safe and dignified manner.

To assist the IDPs and refugees to obtain their lost documents such as birth/death certificates,

marriage certificates, national identity cards, deeds of properties and any other documents

required from the state departments.

To assist in providing infrastructure facilities, education and health facilities.

To implement resettlement programmes including housing schemes to facilitate the resettlement

and relocation.

To assist in utilizing the local and foreign monetary resources for implementing the planned

resettlement programmes.

To provide facilities in resolving problems relating to ownership and possession rights for moveable

and immoveable properties.

Resettlement Authority was established in terms of the Act No. 09 of 2007 with the

aim of formulating and implementing sustainable programmes to resettle the

displaced people in their original places voluntarily or by the Government.

To facilitate the restoration of basic Human Rights including the Cultural Rights in order to empower

the internally displaces persons.

To receive the representations regarding the requirements of the displaced persons, considering

them and forwarding them to the respective authorized agencies for the necessary action.

To mobilize the displaced to initiate and implement partnerships for the recovery and development

in accordance with individual or community needs.

To promote the livelihood activities among the displaced and refugees.

To provide a reasonable access to information on policies, resources and progress on activities

earmarked for their recovery and facilitate dialogue with concerned intervening agencies.

To ensure a conducive physical environment for resettlement by demining and removing debris and

repairing damaged infrastructure facilities.

The National Project Coordination Unit has been established as a special unit under this Ministry,

with the financial provisions of United Nations High Commissioner for Refugees (UNHCR) in 2007 to

provide humanitarian and other facilities for the displaced persons of the North and East.

Provision of welfare facilities, humanitarian needs and other infrastructure facilities to the

displaced people in the North and East.

Taking expeditious action to fulfill the requirements of the displaced people.

Giving the necessary contribution for the resettlement process by helping the de-mining process

and reconstructing the houses and infrastructure facilities.

Facilitating the coordination among UNO, International and local NGOs in the implementation of

resettlement programmes by the Government.

Implementing the programmes to facilitate the return of refugees who are living abroad as a

result of the war.

Provision of secured temporary shelters, food, drinking water, health and sanitation facilities,

education and other necessary facilities to displaced people with the assistance of Government

Departments, UNO and NGOs.

Implementing the programmes under the sponsorship of UNHCR to provide facilities to

displaced persons ensuring effective coordination with the Project Unit of the Ministry.

Carrying out detailed Census of the displaced people. Making necessary arrangements to

introduce new livelihood avenues to the displaced people by uniting displaced people,

promoting educational facilities, collecting information of their earlier income sources etc.

Implementation of various projects through coordination of humanitarian activities for the

welfare of displaced persons, with United Nations High Commissioner for Refugees (UNHCR),

International Organization for Migration (IOM) and World Food Programme (WFP), United

Nations Education, Social and Cultural Organization (UNESCO) and other International and Local

NGOs.

This project was established on 27 August 2007 under the World Bank aids to

provide Houses, Sanitation facilities, Roads and implement Drinking Water Schemes

for the displaced families living in the Puttalam District. The World Bank has

allocated Rs. 32 million for this project and the local contribution is Rs. 22 million.

2.4 Secretariat for Nothern Displaced Muslims

Improving the quality of life of displaced persons living in the Puttalam District and neighboring hostfamilies in order to promote corporation between them by providing housing, drinking water, roadsand sanitation facilities to them.

Due to the conflicts prevailed in the North, most of Muslim and Sinhala people lived in the Northern

Province and a small number of Tamil people were displaced internally in 1990 and later. These

displaced people had gone to various districts for temporary settlements. Majority of the people who

were displaced in later 1990 are Muslims. Their original places of living were Mannar, Mulativu,

Kilinochchi, Jaffna and Vavuniya districts of the Northern Province. Majority of these displaced

Muslims were temporary settled in the Puttalam District. Apart from that, a considerable number of

displaced persons were temporary settled in Anuradhapura and Kurunegala Districts too. Few others

were settled with their relatives and friends in the Districts such as Colombo, Gampaha, Kalutara,

Galle and Kandy. Although, Sinhalese people had been displaced from the Northern Province, it is

only a few of them have settled in the Puttalam District. Most of the Muslim displaced people settled

down in the welfare centers in the Puttalam District. Since the majority of displaced people who

settled down in Puttalam were Muslims, this office was established in 2005 to meet their needs.

Promotion of the Cultural Activities.

Coordinating with various Government institutions for the provision of necessary services to

displaced people.

Providing the necessary assistance for relevant organizations to obtain the services from NGOs.

Provision of facilities to the people living in camps by appointing Camp Officers.

Taking necessary steps to provide drinking water and sanitation.

Providing the assistance to obtain Birth Certificates, National Identity Cards, Passports by

coordinating with respective Divisional Secretaries.

Due

to the fact that the functions entrusted to this office came to an end, the Cabinet of Ministers

decided to close down the office on 31 March 2011.st

Rs. 6.83 million has been

invested for the rehabilitation of

roads, construction of new roads

and gravelling of roads in order

to satisfy the needs of

displaced people.

Rs. 21.78 million has beeninvested for the construction ofschool and pre-school buildingswhere the displaced children arestudying, reconstruction ofdamaged buildings, constructionof playgrounds and constructionof safety walls around theschools and uplifting theeducational activities of thedisplaced children.

Projects were implemented tointroduce Community based

Programmes for the displacedpersons. Projects such as

conducting workshops,upgrading sports skills,

conducting training andeducational programmes,

organizing awarenessprogrammes were implemented.

These projects have paved wayfor the displaced people to

integrate into the main streamof society in such a way that

their skills could be utilized forthe development of the country

in a desirable mentalenvironment. Rs. 03.00 million

has been spent for these purposes.

3.1.1 Resettlement - Eastern Province

With the liberation of the Eastern province from the terrorists, an accelerated programme was

initiated to ensure security and resettlement of the persons displaced due to the war.

The Government was able to resettle 126,600 displaced people in the Batticaloa district, 1175

displaced in the Ampara District and 127,626 in the Trincomalee district. The

Ministry was able to perform this duty in line with the internationally recognized norms and fulfilling

the necessities of the people.

3.1.2 Resettlement of People who were in the Manik Farm Relief Villages,Vavuniya

Resettlement activities of around three hundred

thousand people who were displaced from the

North and located at the Manik Farm relief

villages, Vavuniya were started from the Musali

DS Division of Mannar District. Resettlement of

3316 persons belonging to 1024 displaced

families was done accordingly. The Ministry took

steps to provide basic infrastructure facilities to

these resettled families immediately on their

resettlement ensuring their traditional livelihood

patterns such as fishing and cultivation and providing self-employment. 273087 people who were

displaced from North and living in the relief villages have been resettled under the resettlement

programme thus initiated.

3.1.3 Manik Farm Relief Villages

With the Humanitarian Operations taken place in the Northern Province, members of the General

Public who were detained as a human shield by LTTE started to reach the Government controlled

areas seeking protection around March 2009. Some travelled on land and some used sea routes to

arrive in these areas. Those people were directed to Vavuniya through the Omanthai checkpoint while

some were directed to Trincomalee, Jaffna and

other places. People thus arrived were

temporary settled in schools, religious places

and other public places, and the necessary

facilities were provided for them. The

Government took action to construct Relief

Villages as an accelerated project to avoid

collapsing the provisions of common amenities

with the increase of arrivals. These activities

were implemented under the guidance and

direction of the Presidential Task Force and with

the assistance of other line Ministries.

Accordingly, four villages named Ananda

Kumaraswamy, Arunachalam, Kadiragamar and

Ramanadan were constructed. These villages

were constructed as model villages and all the

facilities required for the people were provided

for these families.

Villages named Zone 4, Zone 5 and Zone 6

were established facilitating the re-functioning

of schools, which were used as Relief Centers.

Accordingly, all the displaced families who were

living in those schools and other public places

were shifted to these newly established villages.

The Government took necessary action to

provide essential services such as foods

(cooked and dry), drinking water, electricity

through the establishment of temporary

shelter, latrines, schools, pre-schools, libraries, hospitals, medical centers, post offices with telephone

facilities, banking facilities, cooperatives, vegetable and fish stalls, hair salons, children's parks,

vocational training centers and mobile medical clinics.

Rs. 2,769 million has been spent

from 2009 to June, 2011 to maintain

the relief villages

Manik Farm relief villages and in the houses of their kith and kin by May, 2009, is shown in the table

3.1.7 Basic Facilities provided when resettling people

3.1.8 Special Projects

� Provision of a cash grant of Rs.25,000/- for constructing a temporary shelter. Up to now Rs. 2,241

million has been spent to provide the shelter grant for 89,648 families.

Actions have been taken to provide dry rations for 6 months after resettling - This dry ration

package includes essential food items like Rice, Dhal, Oil, Sugar, Salt etc.

Actions have been taken to provide a non-food items package for the resettling families. This

package includes essential items such as mosquito nets, towels, kitchen utensils, mats, basins,

buckets and clothes. The value of this package is Rs. 9,000/-.

Provision of agricultural tool kits for the resettling families. Agricultural tool kits have been given

for 95,000 families up to now. Rs. 208 million has been spent for this purpose.

Provision of Cement for the resettled people who were displaced from North. Accordingly,

400,000 cement bags have been given for 50,000 families.(8 bags for each family)

Provision of roofing sheets. 976,821 roofing sheets have been provided to 77502 families, 12

sheets per each family.

Action has been taken to provide transportation facilities to the displaced persons living in the

relief villages to revert back to their original places, with the coordination with the IOM.

Provision of seeds and fertilizers required for agricultural activities.

place in Nelliadda, Karamatiya village on 21.02.2009, the people of

3.2.1 Madhu Housing Project

The Resettlement Authority is carrying out the responsibility of providing instant humanitarian aids

such as foods, water, sanitary facilities, rehabilitating of damaged houses, providing infrastructure

resettled with the intervention of the Ministry of Resettlement.

3.2.4 Love of South towards North

3.3 Functions of the National Projects Coordination Unit

This project has been implemented with the objective of satisfying the needs of a family resettled in

the North, by a family living in the South. Under this programme, assistance is provided to families in

the North by a generous family or a number of families living in the South to solve their economic,

social, educational and health problems thereby promoting confidence and cooperation among

them.

National Projects Coordination Unit has contributed to provide the following services and facilities

for the persons displaced due to the war.

For the purpose of facilitating the coordination of welfare activities and provision of other

facilities to the displaced persons, a staff consisting of a Resettlement Coordinator, Assistant

Zonal Coordinator, Zonal Officers, 5 District Project Assistants, 4 Zonal Assistants and several

voluntary officers are functioning as full-time employees.

Provision of security, food, housing facilities, water, health services, sanitary facilities and

educational facilities to the few who are left behind in the relief villages due to the incompletion

of the de-mining process.

National project coordination sub units have been established in Jaffna, Kilinochchi, Mullativu,

Vavuniya and Mannar Districts and these units are carrying out the coordination function for

fulfilling the requirements of the displaced persons.

National Projects Coordination Unit has taken steps to reconstruct the houses destroyed due to

the war, in Jaffna, Kilinochchi, Mullativu, Vavuniya and Mannar Districts in collaboration with

UNHCR and UNHABITAT.

Provision of transportation facilities to the displaced persons when they are being resettled, in

collaboration with the International Organization for Migration.

Facilitate the return of the refugees who are living abroad as a result of the conflicts, jointly with

UNHCR, Presidential Task Force, World Food programme, Ministry of Education, University Grants

Commission, Department of Registration of Persons, Department of Emigration and Immigration,

Ceylon Shipping Corporation.

houses planned to be constructed under the Housing

Construction Programme, for the

displaced persons. Cost for a house is Rs. 325,000.

Release of money is done under 7 stages and the

construction activities are being effected by

2,232 houses have been identified for repair and

development under the housing project and 1,429 out of

them have been repaired. Estimated cost for one house is Rs.

100,000/-. Release of money is done under two stages.

Repairs and development are being implemented by

beneficiaries themselves.

Construction of houses for the neighboring host families too is being carried out under this project.

Accordingly, 560 families have been identified and construction has been commenced.

12 projects have been implemented under this housing project. 11.6 million USD has been spent for

this project and the number of beneficiary families are 16,460. Water supply has been given to 2,834

families up to now.

� Since there are no water sources for

implementing the water projects in

Karamba, Mundalam, Erukkalampitiya

bowsers.

A programme to develop sanitation facilities has also been commenced simultaneously with the

housing project. It is scheduled to construct 2,000 latrines under this project. Estimate for one latrine

Proposed Development Programmes for the year 2012 by the Ministry of Resettlement are shown in

It has been planned by the Ministry to establish 12 model villages consisting of all facilities for the

resettled people who were displaced due to terrorist activities. Particulars are given in the following
