Minutes of 73rd Annual Meeting,November 24, 2013Having established a quorum, the meeting was called to order by President Deborah Minkoff at 4:40 PM on Sunday, November 24, 2013 at the Irwin A. and Robert D. Goodman Jewish Community Campus.

President’s Report: Deborah Minkoff talked about her presidency and many accomplishments for the Jewish Federation of Madison during that time. Her full speech can be read in the December 2013 edition of the Madison Jewish News.

Minutes of the 72nd Annual Meeting: Gary Friedman moved for their adoption. Lester Pines seconded the motion. The min-utes of the 72nd Annual Meeting were approved as distributed.

Financial Report: The Financial Report of the Jewish Federation of Madison, covering the period ending February 28, 2013, was printed on pages 6 & 7 of the 2012-2013 Annual Report. The report was audited by the public accounting firm of Reilly, Penner, & Benton, LLP. Gary Friedman entertained a motion for its acceptance. James Stein seconded it. The Financial Report was approved unanimously.

Executive Director’s Report: Dina Weinbach reported on the highs and lows for the Jewish Federation of Madison over the past year. The full report can be found in the 2012-2013 Annual Report on pages 8 – 11.

Awards: The Jewish Federation of Madison has a history of recognizing outstanding volunteer contributions through three awards – the Alex Temkin Distinguished Service Award, the Miriam Singer Sulman Young Leadership Award and the Ben Minkoff Volunteer Service Award. This year all three awards were distributed. It is the tradition of the Federation to have the previous award recipient announce this year’s award winner. The list of all previous award recipients can be found in the 2012-2013 Annu-al Report on pages 12 and 13.

Miriam Singer Sulman Young Leadership Award: Jon Eckhardt and Alicia Schiff, the 2012 recipients of the award, presented Daniel Mitchell and Sasha Kerlow with the 2013 award. Dan and Sasha shared their remarks after accepting the award. Congrat-ulations to Dan and Sasha.

Ben Minkoff Volunteer Service Award: Susan and Jonathan Lipp presented the award to Karen and Harry Roth and spoke about all of their accomplishments. Their full speech can be read in the December 2013 edition of the Madison Jewish News. Con-gratulations to Karen and Harry for this well-deserved award. Karen and Harry shared their remarks after accepting the award.

Nominating Committee Report: Lester Pines reported. The members of this year’s nominating committee included Deborah Minkoff, Lester Pines, Marc Shovers, and James Stein. The report of the nominating committee can be found on p.14 & 15 of the 2012-2013 Annual Report. Board members were asked to stand up to be recognized. New Board members were recognized and welcomed as well: Jeff Becker, Jamie Gepner, Michael Goldrosen, Tom Kaplan, Susan Lipp, Lainie Minkoff, Rachel Sauer, Elizabeth Walter, and Ben Weismer. A motion was presented by Kathy Blumenfeld, seconded by Willie Haus, and unanimously approved.

Special recognition was given to those board members who completed their terms of service. Thank you to Naomi Chesler, Paul Grossberg, Diane Gutmann, Dan Kaplan, Dan Siegel, Missy Sosman, Eric Schwartz, and Harvey Temkin. We look forward to their continued involvement.

Joel Minkoff made a motion to elect the new officers and at-large members of the Executive Committee. James Stein made a second. The slate was approved.

Adjourn: Without there being any further business to come before the 73rd Annual Meeting of the Jewish Federation of Madi-son, there was a motion for adjournment from Joel Minkoff. Deborah Minkoff seconded the motion. Everyone was in agreement. The meeting was adjourned at 6:10 pm.

2014 Annual ReportThe Jewish Federation of Madison’s mission guides us as we work toward building a strong and unified Jewish community which will ensure the survival, well-being and continuity of the Jewish people locally, in Israel, and throughout the world.

Our community strives to accomplish these goals through the many services and programs the Jewish Federation of Madison provides and supports.

THE LOCAL SCENE

It has been a busy year for the Jewish Federation of Madison. After the Irwin A. and Robert D. Goodman Foundation helped the Jewish Federation of Madison conduct a business plan for the Weinstein Building and Goodman Campus at the end of last year, the Weinstein Building Headquarters Committee, expertly co-chaired by Eric Schwartz and Joe Shumow, has been meeting throughout the year to develop a plan for the future of the building. The Goodman Campus Commit-tee, expertly chaired by Joel Minkoff, has also been meeting throughout the year to reevaluate the original Master Plan and update it. Both committees plan to have a proposal by the end of the calendar year.

This was our fifteenth year at the Irwin A. and Robert D. Goodman Jewish Com-munity Campus and our eighteenth year at the Max Weinstein Jewish Community Building. Our programs and activities continue to flourish. With the plans for the future of the building and the campus underway, the end result will help our programs and activities thrive even more.

This past summer there were more than 50 days of conflict in Israel. Israelis ran for cover as more than 4,300 rockets were fired by Hamas. The Jewish Federation of Madison, in conjunction with the Jewish Federations of North America (JFNA), began Operation Protective Edge to plan for both immediate and long-term needs in Israel. JFNA arranged emergency solidarity missions to Israel’s south and helped raise tens of millions of dollars to provide psychological counseling, programs for children, and food and medicine for elderly unable to leave their homes. Madison raised $35,020 to help in this effort, exceeding what was our fair share.

Last spring, James Stein, current President of the Federation, created the Jewish Congregations Community Leadership Committee, which includes the Rabbis, Presidents and Executive Directors of the congregations. This committee has helped promote a new era of collaboration along with open and honest commu-nication between all groups. The committee continues to meet quarterly and the topics are based on input from its members.

NEW THIS YEAR

For the first time, a Community Outreach Coordinator was hired this past year. Thanks to generous donations, Tiz Goff was hired for this exciting new position. Since she started, she has met with nearly 100 people who are new to Madison or who want to learn more about the Jewish community. Her primary charge is to connect and engage individuals and families with the many opportunities available to live Jewishly in the Madison area. The outreach and education she provides have been wonderful. In addition, she started a Yad B’Yad (caregiver/parent & baby) group which now has 41 members, and a new Volunteer Corps which has 25 volunteers who are matched with newcomers so they can get to know each other and learn about Jewish life in Madison.

New this past year as well, was the Passport to Jewish Life program. Nearly $20,000 in Passport Grants were distributed to members of the Jewish commu-nity. Thanks to generous private donations, this exciting program was aimed at engaging community members in the wonderful programs the Madison-area Jew-ish community has to offer. Applicants were eligible for up to $500 to be used for tuition or fees at Madison-area Jewish programs if in the past two years a mem-ber of their household had not participated in the major fee-based programs sponsored by the Federation or its beneficiaries and had not been a member of a Madison-area congregation.

Since September of 2013, the Jewish Federation of Madison Innovation Panel has distributed $55,030 for twelve innovative proposals from community groups and organizations. The Federation received a large, anonymous, unrestricted bequest in 2012 and placed the entire amount in an endowment fund in order to use some of the proceeds for innovative programming. The goal was to inspire our community and challenge ourselves to be creative and forward thinking. The Innovation Panel strives to identify and invest in creative, innovative programs and organizations that have the potential for community impact in the Madison area. The approved proposals included: Mosse/Weinstein Center for Jewish Stud-ies Fusion Concerts; Jewish Federation of Madison website and online communi-cations advancement; Congregation Shaarei Shamayim Jewish Service Learning for High School Teens; Beth Israel Center Torah and Mindfulness sessions; UW Hillel Alumni Campus Engagement (ACE) Initiative; Mayrent Institute Viskonsin! Tales from Yiddish Wisconsin; Camp Shalom Winter Maccabiah; Wisconsin Jewish Conference – Public Policy and Advocacy Training; Jewish Dialogue Sessions about Israel and the Israeli-Palestinian conflict; and Israeli dancing for adults.

In the spring of 2014, the Jewish Federation of Madison joined the Partnership Together (P2G) program. P2G is a program of the Jewish Agency of Israel. P2G has become the paradigm for successfully partnering 550 global Jewish commu-nities directly with 45 Israeli communities - the majority of which are in national priority areas. Communities share ideas, strengths, challenges and models of suc-cess; and empower one another to generate waves of change. But the impact of these projects goes far beyond the community level - each of us has the opportu-nity to become directly and personally involved. Madison joined Milwaukee, Tulsa and St. Paul in partnering with the Sovev Kinneret region in Israel. The Steering Committee meets once a year to plan the programs and activities for that year and includes representatives from each partnership city in the US and represen-tatives from the Sovev Kinneret region in Israel.

Another new program the Jewish Federation of Madison introduced this year was One Happy Camper. In partnership with the Foundation for Jewish Camping, the Federation made available up to $1,000 to children to attend a Jewish resident camp for the first time. Much of the literature on the proven approaches for a powerful impact on Jewish identity point to Jewish resident camp experiences for young people. The Federation is proud to be a part of this program.

FINANCIAL RESOURCE DEVELOPMENT

The Jewish Federation’s Financial Resource Development initiative began in Jan-uary 2006. Lynn Kaplan, our Financial Resource Development (FRD) Director, has already had a positive impact for the Federation after only being in her position a little over a year. She is working closely with the FRD committee, volunteers, community members and donors. Under her leadership there have already been two outstanding Kickoff events and this past September Tzedakah Sunday was redesigned to engage more community members. We are fortunate to have Lynn working on behalf of the Jewish community.

Rozan Anderson, Database Administrator and Campaign Assistant, has been a part of the Federation staff for a little over three years. She has been outstanding in enhancing the administrative component of the campaign.

The 2013 Tzedakah Campaign closed at $1,011,057. This is one of the highest amounts in our history.The 2014 Tzedakah Campaign, led by Marc Shovers, is off to a nice start. Marc is a longtime volunteer and Board member of this organization and is working hard as Campaign Chair. He cares deeply about this community and the work of the Federation. The goal for the 2014 Tzedakah Campaign is $1,018,000. The 2014 Campaign Kickoff event, featuring the Dueling Pianos with Josh DuPont and Jim Ripp, attracted 200 people to Jonathan and Susan Lipp’s beautiful Full Compass headquarters. We thank them for their continued generosity and support.

The Major Gifts Dinner, with over fifty people in attendance, featured five talented performers from the University of Wisconsin-Madison School of Music. Tzedakah Sunday had a new format this year. In addition to a telethon, the Fi-nancial Resource Development Committee tried to reinvigorate the day with new programming. Community members were invited to participate in boot camp, family yoga, Packers Party for the Pantry (people brought non-perishable food items), Bake for the Builders (baking for Habitat for Humanity volunteers), Stuff the Vans to collect items for The Road Home; Yonim Try-it Day. The goals for the day were to build excitement, get new people involved, and raise money for the campaign while providing education and awareness.

The Federation Endowment Committee was reconstituted this year. The com-mittee finalized an Investment Policy Statement, is actively supervising estab-lished Endowments, and is working on a planned giving program.

The Camp Shalom Scholarship Fund added a number of new donors this year and secured renewed support from longtime contributors. In honor of the 60th anniversary, Camp Shalom offered a new Corporate Sponsorship Scholarship program. Businesses had the opportunity to change a child’s life, and in return, Camp Shalom helped advertise and promote business sponsors. This past sum-mer marked the highest amount of scholarships awarded in our history.

$111,550 was awarded to 193 campers who would otherwise be unable to attend camp.Camp Shalom has never denied a child a camp experience based on financial need. We are extremely proud of this accomplishment, and are thankful of the generous support of our scholarship donors.

GOODMAN CAMPUS

The fifteenth year at the Irwin A. and Robert D. Goodman Jewish Community Campus was fabulous. The weather could have been consistently warmer with less rain, but that didn’t stop the hundreds of swimmers who visited the Good-man Aquatic Center. The campus is a wonderful place to swim and enjoy the beautiful 154 acres. The joint relationship with Madison Schools and Community Recreation to provide lifeguards and to run the Camp Shalom swim program con-tinued for the thirteenth year. Stefanie Statz did a fabulous job during her first year as the Pool Manager; taking excellent care of the facility, the staff and the customers. We are fortunate that she will return in 2015. The older the campus gets, more maintenance is required. Many things have been maintained over the years, but there are some bigger items that will need to be addressed in the near future. The Goodman Campus Committee has kept track of all the maintenance items and prioritized when they will need to be addressed over the next few years.

Andy Voeltner continues as our Caretaker and part-time Facilities Manager for the fifth year. He is helping to keep the Goodman Campus the jewel that it is.

COMMUNITY SHLICHIM

In August, we began the twelfth year of participating in the Shlichut program offered by JAFI (Jewish Agency for Israel). Mickey and Racheli Komar Aziz began their second year in August and also welcomed the first Madison Shlichim baby, Ofek Eitan Komar Aziz. A big mazel tov to them! Mickey and Racheli are continu-ing with and building on the many wonderful programs they implemented during their first year of Shlichut. The primary goals for this effort include: developing, organizing, and facilitating Israel educational programs for all parts of the Jewish community; offering resources related to travel to Israel and promoting aliyah; enhancing the development and commitment of lay leadership; and establishing the community’s enduring connection to Israel and the Israeli people. The Shli-chim work both in the community and on campus at UW Hillel.

JEWISH EDUCATION AND COMMUNITY PROGRAMMING

Camp Shalom completed its 60th summer, the fifteenth at the Irwin A. and Robert D. Goodman Jewish Community Campus. We served a total of 969 campers this summer. Ari Davidson was the Director of Camp Shalom for the first time after being a camper in his younger days and long time staff member. He did a fabulous job and will return next year.

Camp Shalom Noar Bogrim, the newest program based at the Goodman Cam-pus, completed its second summer. It evolved from Camp Shalom Noar which started in 1992 and Camp Shalom Bogrim that began in 2003. This program, for sixth through ninth grade children, includes substantial learning opportu-nities, mitzvah (community service) projects, craft projects, action adventure components, field trips, and so much more. This is an inclusive program, serving campers of all abilities and accommodating campers with special needs. It was a highly successful summer serving 214 sixth through ninth grade campers. The ninth grade program itself served 41 campers. Lisa Friend-Kalupa, an elementary school teacher, former camper, counselor, and Director of Camp Shalom, com-pleted her first year as the wonderful Director of Camp Shalom Noar Bogrim.

The success of Camp Shalom is due to many factors, the staff being the most important. We were privileged to have 116 staff serving our two day camps this past summer. Many of the Camp Shalom staff returned from previous summers working at Camp. We run an extensive junior counselor and counselor-in-training program, which engages and trains future staff stars. There are likely few other camps with this kind of experienced staff anywhere in the country. In addition, many of our staff attended Camp Shalom during their camping years.

The Hilde L. Mosse Gan HaYeled Preschool offers programs for newborns through age five. Flexibility is key as we attempt to meet the varying needs of our families with year-round, all-day offerings. We have 19 children enrolled in our Dalet program (4-and 5-year-olds), 13 in Gimel (3-year-olds), 12 in the Bet (2-year-olds) program, and 11 in our Schmooze and Tunes program for children three years and younger and their “adult.” We served 36 children in Camp Shalom Katan, our summer program. Gan HaYeled, now in its 44th year, continues to offer excellence in curriculum, programming, and Jewish learning. As a part of the Weinstein Building Headquarters Committee planning process, the space and building needs for the preschool, in particular the absence of adequate indoor and outdoor activity and recreation space are being considered. A total of $13,000 in full and partial scholarships was given to students in one or more of Gan HaYeled’s programs. Not surprisingly, the financial needs of our community’s preschool families continue to grow.

We said goodbye to former Gan Director Missy Sosman in September and thanked her for all her hard work during the last school year. Rachel Sauer was hired to be the new Gan HaYeled Director. She is an extremely knowledgeable and experienced educator and administrator; we are fortunate to have her working in this Jewish community. Led by our outstanding veteran teachers Tina Schwartz (29th year) and Jerri McCallum Schwartz (26th year), the staff includes: Romy Arenson (1st year), Laura Felz (8th year), Mollie Martin (2nd year), and Ann Wanless (9th year). Most preschools in our community do not have this kind of teacher longevity. Each of our teachers has our profound thanks and respect.

Midrasha Hebrew High School, the joint post-B’nai Mitzvah program of the Jew-ish Federation, Beth Israel Center, and Temple Beth El began its 39th year with 72 students enrolled.

Fourteen are newly entering eighth grade students. Twenty-two students are studying Hebrew. The 11th and 12th grades have twenty-eight Midrasha students enrolled; eighteen of them seniors. Since its inception, the Jewish Federation has provided incentive scholarships to graduating seniors. For the fifth year in a row, the Laurence A. Weinstein Midrasha Incentive Award of up to $2,000 was award-ed to nine seniors last May for continuing Jewish education in college or educa-tional trips to Israel taken within the first two years after High School graduation.

Yonim, Madison’s outstanding Israeli folk dance program is open to all students from kindergarten through 12th grade. Yonim performs locally at major Jewish community events, nursing homes, schools, as well as several regional and some national events. 33 students are part of Yonim. Cathy Schrager is the newly hired Communications Director and is doing a wonderful job. Janelle Bentley, an experi-enced and talented dancer, was hired this fall as the new Artistic Director.

The Jewish Federation’s Family Education Program is flourishing. Programming this past year included Hanukkah Tzedakah Night, Women’s Night Out and Jewel-ry Making, Hamantashen Baking Workshop, Havdalah Karaoke Party, Mishpacha and Me at the Waterpark, a Passover craft activity, and summer pool parties.

Future Directions, the leadership program of the Federation, is a special op-portunity for participants to learn, engage, and impact the Jewish community in Madison. The program runs every two to three years and included twenty-one participants this year. The Future Directions program consists of a series of group meetings designed to educate, inspire, and develop camaraderie with like-mind-ed participants. Participants learn about the history of Jewish Madison, the work-ings of the Jewish Federation, Jewish life in Madison, and more.

In its third year, the Jewish Business & Professionals Roundtable continues to thrive. The Roundtable is dedicated to the interests of Jewish business executives and professionals and provides opportunities to make valuable business connec-tions through high quality and relevant programming.

Yom Ha’Atzmaut was celebrated with a comedian from Israel, Israeli food, and special projects at the Goodman Campus. It was a fun and different way to cele-brate Israel’s Birthday.

The annual Hava Nagila Jewish Commu-nity Picnic, held at the Goodman Campus, drew several hundred people for a begin-ning-of-the-summer event on a beautiful sun-ny day in June. Attendees enjoyed walking down information lane visiting with representatives from many different organizations, a climbing wall, hay rides, inflatables, Israeli programming, free swim, arts & crafts, picnic games, and more. It was a great way to start off the summer.

Ellen Weismer continues to flourish in her position as the Jewish Federation’s Program Director. She is a superb educator, leader, and administrator who brings creativity, knowledge and enthusiasm to her position. Our community is fortu-nate to have such an extraordinary educator in this role.

Madison Jewish News, the Federation’s monthly newspaper continues to fulfill its commitment to emphasis on local Jewish news and information in a colorful and contemporary newspaper format. The MJN is an excellent vehicle to reach our growing Jewish community. This month we celebrate the 47th anniversary of its publication. Laura Toso took over as Editor in June. She is a talented professional who works tirelessly to create a beautiful, informational publication. Tiz Goff, the Advertising Manager as of last January, continues to work with advertisers while providing information, outreach, and education to prospective advertisers on the value of the Madison Jewish News.

Madison Jewish News has been printed by News Publishing for nearly forty years. Brenda Carlson has had responsibility for our paper during these many decades. Brenda’s skill and commitment to our paper, our advertisers, and our work are deeply appreciated.

The Jewish Federation of Madison has an online presence with our website, JewishMadison.org. The website was upgraded and a new version was launched in October after months of working on it by Anne Shlimovitz, our Online Com-munications Manager. Anne has a vast array of knowledge and skills in regard to social media. She is a valued staff member and a wonderful resource. The Jewish Federation of Madison can be followed on Twitter and liked on Facebook as well. More than 1,400 community members also subscribe to our weekly Monday Morning e-newsletter to receive timely and important information and announce-ments. JewishMadison.org is underwritten by our generous corporate sponsors: BMO Harris Bank, Madison Computer Works, and Rubin’s Furniture.

The Jewish Federation was one of the founding members of the Madison Metro-politan School District’s Superintendent’s Human Relations Advisory Council in the 1960’s. We continue to be active in SHRAC and support its ongoing work to assure the success of all students in our public schools.

We monitor and respond to incidents of anti-Semitism in our community and are ever vigilant in protecting individual and civil rights and safety for Jews as well as for all people.

The annual Yom Hashoah/Holocaust Remembrance Day memorial service and program, underwritten by the Federation’s Sharon and Mitchell Rapkin Endow-ment Fund, continued to prove its importance to this community. The program this year featured Dr. David Shneer, the Louis P. Singer Chair in Jewish History, Professor of History and Religious Studies and Director of the Program in Jewish Studies at the University of Colorado at Boulder.

The Community Relations Committee, led by seasoned volunteer Co-Chairs, Deborah Minkoff and James Youngerman, continues to explore the issues of con-cern to the Jewish community and is always proactive when those issues demand it.

The Jewish Federation of Madison continues to fund and support Jewish Social Services, UW Hillel, the Wisconsin Jewish Conference, Chabad at the Univer-sity of Wisconsin, and the Madison Jewish Community Day School.

From its very inception in 1940 and to this day, we fulfill our strong commitment to the collective responsibility for Jews throughout the world through our support of the American Jewish Joint Distribution Committee, the Jewish Agency for Israel, World ORT, the Jewish Federations of North America, and several national Jewish organizations: Jewish Council for Public Affairs; HIAS; Anti-Defamation League; Jewish Labor Committee.

IN CLOSING

It has been an amazing year for the Jewish Federation of Madison. With our new programs, the way our community came together as Israel responded to attack, and the many programs and services we provide - it has been an inspiring year. This report only highlights some of the major activities of this outstanding orga-nization. There is not enough space in this kind of document to capture the daily work of the Jewish Federation of Madison and the hundreds of volunteers who comprise it. James Stein has served as President for the past year and has worked tirelessly on behalf of the Federation. We are fortunate to have him as our ded-icated volunteer leader. His passion for Jewish life and a strong Jewish commu-nity is contagious. His visionary leadership has been inspiring and has helped to shape the Madison Jewish community during the first year of his presidency.

In addition to having an amazing and committed volunteer network, our commu-nity is privileged to have an equally wonderful and committed Federation staff. I am fortunate to work with a smart, hard-working, caring and supportive profes-sional team. While some staff members are referenced throughout this report, it is important to also note and thank those who perform the administrative duties of our organization: I thank Lynne Ballesta, our Administrative Assistant, who goes out of her way on a daily basis to help everyone who visits, calls or works in our office; and Svetlana Govorukha, our extremely knowledgeable and reliable Finance Director, who has been on the staff for ten years. Both are talented and dedicated individuals whom we are fortunate to have as part of the Jewish Fed-eration staff. To all my colleagues go my thanks, my respect, and my admiration. Together, we are a strong dedicated group.

The staff and volunteers are, of course, what make up the Jewish Federation of Madison. Our mission, however, extends us to the wider Jewish community of which we are a part: the congregations, the organizations, the institutions, the groups, and the people. We have accomplished amazing things in what is now 74 years. As we prepare for our 75th golden anniversary, I look forward to continu-ing our work together. Together we are a powerful and united Jewish community.

Andrea J. Stein Jewish CommunityProfessional AwardThe Stein family and the Jewish Federation of Madison established the Andrea J. Stein Jewish Community Professional Award in 2014. Andrea was a beloved member of the Jewish Federation of Madison staff and the Madison Jewish community. This honor will be awarded annually to a Jewish community pro-fessional that promotes Jewish community outreach, engagement, and action that best serves Klal Yisrael.
