2015 represents a defining year for development cooperation. Now that the millennium develop- ment goals have expired, a development agenda to succeed them will be negotiated at the UN conference in September 2015. A review of the past 15 years shows a mixed picture. Erwin Eder & Georg Matuschkowitz Managing Director & Chairman of the Board Goals achieved include halving the proportion of people living in extreme poverty, improved access to drinking water and raising the share of girls in basic education. Other targets were missed by a distance and securing ecological sustainability has largely stalled. Development policy and development cooperation were important drivers of the undeniable successes achie- ved in fighting poverty in the past 15 years. In spite of modest funds, HORIZONT3000 was able to make signi- ficant contributions in its partner regions in this period: in rural development and the protection of resources, in implementing human rights and setting up vibrant ci- vil societies and in strengthening education and health systems. The success of our work is impressively con- firmed in regular evaluations. Our thanks go to all those who facilitate and support our work. But what does the future hold? Will the European Year for Development, which we are now in, become a year of new beginnings or one of unfulfilled hopes? After years of cutting Development Cooperation budgets, the Austrian government especially would do well to exploit the impetus of a new global agenda for susta- inable development to mark a turnaround in its deve- lopment policy. For we are faced with major challen- ges. There are still around 800 million people suffering from hunger. Poverty, exploitation, violence and cor- ruption are omnipresent in many countries. Terrible wars and ecological destruction deprive whole peop- les of their existence. There will continue to be an urgent need for commit- ment and professionalism. HORIZONT3000 delivers this commitment with an expert team and a strong net- work of member and partner organisations. See it for yourself in this annual report. It represents a chance to swap experiences and knowledge, discuss issues, ask questions and supply answers, contribute viewpoints, listen and be listened to. Discussions are much clearer when you meet in person, and much more comes out of it.
