Message from theChairman

I feel delighted to present the Annual Report of Sabalamby Unnayan Samity (SUS) for the period of January-December 2015 to the development partners and all the well wishers of SUS who rendered their needful cooperation and assistance.

SUS since its beginning has been striving to establish human rights and equal justice for the backward section especially women in the society. We continue to do works for the poor and marginalized people. We become happy when we see better living and development in their lives. We have revisited our strategies to refocuses our activities which should be complementing the desire of the government.

I hope you will find this report both informative and interesting and it will give you a greater understanding about the interventions of the organization. I also believe that this report will convey to you our achievements and struggles also.

I express my thanks and gratitude to our development partners, the government of Bangladesh along with concerned departments, the local administration, different professionals as well as relevant stakeholders for extending their hands of cooperation to make the journey worthy and meaningful.

I am grateful to our board members for their spontaneous support. I am thankful to our staffs who worked hard to accomplish their duties and responsibilities properly.

Message from theExecutive Director

I am presenting the annual report 2015 of Sabalamby Unnayan Samity (SUS) to the development partners, government officials and other well wishers who keep us and feel us equally. This annual report reflects the programs we deliver in our working areas. Bangladesh has registered remarkable progresses in the areas of poverty alleviation, ensuring food security, primary school enrolment, gender parity in primary and secondary level education, lowering the infant and under-five mortality rate and maternal mortality ratio, improving immunization coverage; and reducing the incidence of communicable diseases. The organization provided decisive strides complementing the government's Millennium Development Goals (MDGs) by its range of programmatic interventions.

During the period, we have prepared our strategic plan for the years 2016-2020 and we will strive to ensure our highest possible quality services to the distressed people of our working area. We have also prepared and updated different manuals, guidelines and policies. During the journey, a number of new projects have been undertaken among which some are new and some are continuation of previous phase. At the same time, two projects named by 'Strengthening Household Ability to Respond to Development Opportunities (SHOUHARDO-II) and 'Structural Alleviation of Poverty and Marginalization of the poorest Regions of Bangladesh (SAHOSH)' have been phased out successfully. On behalf of the entire SUS staff and board members, we would like to thank to all our development partners, relevant institutions, well wishers and other key stakeholders for their continued commitment and support. We remain proud of our achievements but mindful of our

shortcomings. As you read the report, think of areas where you might want to become involved. We have many areas that need more attention and time. Your support and positive comments are the fuel that keeps us moving forward to make SUS a sustainable organization. At SUS, we are trying to create an enabling environment and offer whatever tools are needed to end poverty for the program participants, their families and others around them.

I would like to offer my thanks and gratitude to the members of SUS executive committee for their timely response, advices and inspiration. I offer my heartfelt thanks to the colleagues who worked hard to make the journey worthy and meaningful.

I am confident that we will continue to make a difference in many lives of the working areas. Our program participants are our reason to smile, push on and thrive. As our program participants use our services to empower themselves and change their way of living, we become a part of their success stories too.

Every great journey begins with one small step. We will continue along this path, and are confident that the coming years will bring greater success.

Sabalamby Unnayan Samity (SUS) has been providing socio-economical and cultural services among 15,32,506 program participants (Directly and indirectly) of 3,823 villages from 175 unions of 24 upazilas under Netrakona, Sunamgonj, Mymensingh, Jamalpur and Sherpur districts thourgh a rights based integrated and participa-tory approach with a view to achieve the dream ‘People live in a society with dignity and justice’ by eradicating poverty and injustice.

A woman, fighting for every moment to establish herself as a human being- Begum Rokeya, with ten like-minded friends of the locality those who were involved with different social activities established Sabalamby Unnayan Samity (SUS) in 1985 in a very informal way at her home. Since inception, SUS has been trying to stand beside the poor and deprived people especially women, adolescents and children of the society by running diversified and demand based activities such as: raise awareness and build capacity of ultra poor; involve and keep the drop out and backward children into mainstream education; provide quality health services; ensure safe drink-ing water, nutrition and sanitation; rehabilitate the persons with disabilities in the society; practice organic agriculture; capacitate the people to cope with natural disasters; render legal services for the victims; assist poor and backward people to establish their rights; make bridge with govern-ment and non-government institutions through networking and advocacy.

SUS has obtained registration of Social Welfare department in 1986, NGO Affairs Bureau in 1990 and Micro Credit Regulatory Authority (MRA) in 2008. Besides, SUS has also acquired

permission to run the activities of “Sabalamby Hospital” in 2011. Over the years, it has gathered significant memories. The memories are important to track out its past based on which the future can be reflected. SUS developed its first long term perspective (LTP) through Action Aid Bangladesh (AAB) from 1996. Later on, SUS reviewed the plan and developed its five year strategic plans individually for the period of 2001-2005, 2006-2010 and 2011-2015 respectively. At the end of 2015, SUS has prepared its Strategic Plan for 2016-2020.

SUS has developed a theme based strategic framework through participatory way with the involvement of different levels of staffs by analyzing and considering the nature and types of the interventions/programs according to the changing circumstances and Sustainable Development Goals (SDGs) with a view to achieve its goal and objectives. 658 staffs are working hard to run all the programs successfully by keeping the core values: Quality service, Holism/integration, Sustainability, People’s participation, Human dignity, Secularism, Gender equality. Food Securityand

Livelihood Development

The availability and access to domestically produced food is a key issue affecting basic survival, nutrition, national security, and stability. Bangladesh has made significant progress in boosting national food production; however, a large part of the population still lacks access to sufficient, safe and nutritious food. The estimated figures suggest that the MDG target of halving the population living below the poverty line (from 56.7% to 29.0%) has been achieved by 2012. Still, women and children are vulnerable due to their limited access into food. Women eat last and eat less. They are the most malnourished group of the country. Frequent floods, cyclones and other natural disasters pose special problems for assuring food security. Unemployment and job problems also lead to malnutrition in Bangladesh. People do not have working facilities all year round and they are unable to afford the minimum cost of a nutritious diet due to the unsteady income. Ensuring

that everyone has food security is therefore a high priority for the Government of Bangladesh as well as Non-Government Organizations (NGOs) and private sectors. The challenges with regard to reducing income inequality and low economic participation of women also remain as matter of concerns. The government relies increasingly on private sectors and NGOs to address food security, a positive trend.

Sabalamby Unnayan Samity (SUS) is positioning itself more strongly in addressing these challenges to development by improving agricultural production and raising small farmer incomes and rural wages. SUS has led the situation of 1,06,334 program participants through different agriculture and non-farm training, demonstration, input/economic assistance and awareness building programs in scaling up yields and effective interventions to address food security and livelihood development as well.

Sabalamby Unnayan Samity (SUS) started Micro Finance (MF) & Micro Enterprise (ME) program aims to increase income through creating employment opportunities as well as to raise awareness among the program participants. SUS is implementing the following products such as: Jagoron, Agrosor, Buniad, Sufolon, Micro Finance For Marginal and Small Farmar (MFMSF), Fish Farming Group (FFG), Small and Marginal Farmar (SMF).

Dependency has been reduced of 60% families. 70% families have released from taking loan at high rate. 40% families have livestock.

The organization has been running 'Strengthening of Marginalized Families to overcome Structural Poverty in Areas with High Rates of Malnutrition (SOMMAN)' project for assisting the ultra poor to take direct prompt initiative against effect of high price of products on necessary nutritional demands and reduce extreme poverty and hunger. In 2015, 2450 members are cultivating different vegetables and spices (Turmeric and ginger) as well as rearing chickens and ducks by using environment friendly appropriate technologies. They have now 2,414 cows; 6,763 goats; 21 sheep; 595 pigs; 1,13,404 chickens and 32,297 ducks. Vaccination has been completed for 2450 cows and 500 goats by arranging 12 vaccination camps. 1,446 members are cultivating crops and vegetables by taking 26,699 decimal land as lease. All the members (2450) are using safe water and water sealed latrines. Due to advocacy, 1,248 members are getting government safety net services such as: Vulnerable Group Development-VGD, Vulnerable Group Feeding-VGF, Old Age Allowance, Widow Allowance. 6000 saplings of papaya and 2000 saplings of Mango and Litchi which were collected from Bangladesh Agricultural University (BAU), Mymensingh have been distributed among the members. During this time, they have sold 12 tons papaya by an amounting of taka 12,00000. 12 union federations have been formed at 12 unions of 3 upazila. The activities of federations are being run by 15 members' executive committee.

A Small Farm of

Doli Chichim

A small vegetable garden exists at the opening of the house. Three houses for the chickens. 15-20 days chicks have been kept separately in the small house. Middle aged chickens in one house. Layer and big chicks have been kept in the rest 2-storied house. The owner of the small farm is Doli Chichim. She is 40 years old. The spark of happiness reflects on her smiling face. Huaband came into wife's house after marriage due to the system of tribal society. But it did not happen in case of Doli Chichim. Doli came to her husband Ruyel Ruram's house as wife. After marriage, they were living at Dholapani village. The village is situated Gajirvita union under Haluaghat Haluaghat

Haluaghat of Mymensingh district. She engaged dawn to dusk with cooking. During plantation period, she worked as a laborer. There was no assurance to get food in other time; even they got in one time. In this situation, Sabalamby Unnayan Samity started STEPUP project by the assistance of NETZ-Bangladesh on 2010. Doli became the member of Chandramollika group after completing household survey. After obtaining membership, she received 2-days training on skill

SUS has been running handicrafts project since its inception. At present, the skilled producers are producing batik, embroidery, handloom, bamboo & cane and jute products. The products are being sold through SUS own sales center along with order collected from local and foreign markets. SUS handicraft project targets the poorest and most vulnerable women in the local area such as: widowed or divorced and especially adolescent girls those who are risk of early marriage. The project provides health and legal support to the producers. After working for a certain period, they can obtain employment with these experiences and skills. In 2015, total sales is taka 8,16,620.

Section Wise Sales (BDT) of Handicraft Products

SUS is running the project with a view to develop adolescents as agents of social transformation. In between children and women, there is another group called 'Adolescent'. Adolescents are the neglected part of the society. According to a report of UNFP, there are about 23% adolescents in our country. It is seen that government and NGOs are not taking much more initiatives for them. Adolescents fall into different problems due to lack of awareness. Besides, in secondary and higher education system, there are no lessons on health awareness and personal hygiene. By keeping the issues in mind, SUS has been implementing Adolescent Empowerment Project (AEP) since 1996. During the period, 320 adolescent girls have received sewing training. 29 have purchased sewing machines. 14 adolescent girls received sewing machines. They have deposited the savings of taka 73,650. 107 have included into continuous education and 27 have involved with different Income Generating Activities (IGA). They have made 8 wall magazines through which they

have expressed their views and ideas. Health related issues especially personal cleanliness, early marriage, nutrition, rights & law, adolescent period and menstrual care and necessity of education have been discussed in the fortnightly group sessions. The group members have discussed with their guardians and neighbors about the importance of education and as a result, dropout rate has been reduced. No early marriage has been arranged among group members. Most of them are rearing poultry at their homes. By this way, they are contributing to their families. 62 adolescents have already completed TT vaccine and rests are taking TT vaccine.

Phased Out ProjectSHOUHARDO-II Program

During implementation of 'Strengthening Household Ability to Respond to Development Opportunities-II' (SHOUHARDO-II) program, SUS innovated its profile in a multi-dimensional canvas. SHOUHARDO-II program was implemented for reducing vulnerability of the poor and extreme poor people of the program area. Focused areas of this program are: agriculture and livelihood, health, hygiene and nutrition, empowerment, institution building and disaster risk reduction and adapt to climate change. The program was implemented with five specific objectives to address availability, access and utilization issues of food insecurity as well as underlying causes such as: social injustice and discrimination, lack of participation and voice and heightened vulnerability to natural disasters including current issue of climate change.

From the beginning to end (March 2011 to April 2015), SHOUHARDO-II Program of SUS accomplished most of their planned activities successfully. Poor and extreme poor participants have become aware and practicing the modern appropriate techniques of cultivation, like; use of good quality seed (foundation seed of rice), method of pest management using indigenous Knowledge, use of balance fertilizer (ensuring), manure/ compost, line transplantation of rice, high valued crops (cucumber, sweet gourd, yard long bean, Carrot, data (the stalk), etc. are the important part of success canvas of SHOUHARDO-II. A total of 1392 women savings group's members generated fund through savings. As of January 2015, their savings amount stands on taka 10,64,765. Savings deposited in the bank taka 2,64,505, cash in hand taka 1,16,490 and invested amount of taka 6,83,770. Total 35 groups have opened bank account in different banks. Free treatment support for the women and children, health check up for pregnant mothers, EPI satellite clinics along with the family planning services have been initiated by Upazila Health and Family Planning (UH&FP) Departments for the SHOUHARDO-II program communities through the effective communication and coordination. Targeted communities and institutions are capacitated on to respond disaster preparedness activities as well as dissemination of key messages on disaster preparedness to the large number of people. As a result of Mound Protection Wall, Mound Extension and other Cash For Work (CFW) activities, vulnerability of the community people has been reduced and sustainability has been ensured. By a special arrangement, Upazila Agriculture Officer (UAO) managed 4700 tree plants from forest department at free of cost. Tree verities were wooden, fruit and herbal. The values of those trees was approximately taka 47,000. Communities planted those trees at surrounding of their house, bank of ponds and road sides. Noon Food Items (NFIs) were distributed among tornado affected 1000 families. 3 box culverts/U-Drains have been constructed at 3 villages for creation of water drainages and paths.

All groups under the project have been handed over to 8 federations. Federations have been working independently since May 2015. They recruited 8 Federation Organizers (FO) for implementing federation activities. They are continuing weekly group meeting, monthly federation meeting, savings activity, providing small capital support to group members for implementing IGAs and assisting to the group members for getting services from Union

Parishad (UP) and other GO-NGO institutions. 8 federations have own capital fund. This fund was created by contributing of group members. This fund has been using in IGA by group member. At the end of 31 March 2015, fund of 8 federations was taka 14,50,602. Outstanding was taka 9,66,195 for IGA and taka 4,84,407 as Cash/Bank. During the time, 8 federations have gotten registration (Certificates) from District Woman Affairs Office, Netrakona. Maximum group members are involved with various IGAs supported by federations such as: Cow and goat rearing, poultry rearing, seasonal vegetable cultivation, tailoring, shop keeping etc.

Services received from different GO-NGO institutions and Union Parishad (UP)116 federation members have received VGF cards, 32 VGD cards, 13 Old age allowance, 14 widow allowance, 148 relief materials during flood, 45 Eid festival allowance, 42 involved in earth work from Union Parishad (UP). Besides, they got 5 tube wells from UP also. 311 federation members have received health services from community health complex and upazila hospital. 41 federation members have received supports from upazila livestock office for their cows and chickens and ducks, 32 members got cows, sheep and goats from World Vision, Kalmakanda, Netrakona.

SocialDevelopment

Education means the overall exposure of dormant talents. Education is one of the important basic needs of the human beings. Education explores free thinking, makes a perfect human being. Primary education is the foundation of education and higher education is the brain. The secondary education keeps whole education system active and movable.

Significant progress has been made in increasing equitable access in education, reduction of dropouts, improvement in completion of the cycle, and implementation of a number of quality enhancement measures in primary education. Yet a large part of the physically and mentally retarded person remains out of the schooling system. Improvement of quality of education is also a challenge at primary and higher secondary levels that need to be taken care of on priority basis. To make the primary education system movable and sustainable; accountability of officers, employees and teachers at grass root level will be ensured for performing duties properly beside well-arranged and systematic administrative management.

Bangladesh has achieved significant improvements in the field of health care during the last three decades despite modestly declining poverty and inadequate health services. However, under five mortality rate is (41/1000), infant mortality rate (32/1000) and maternal mortality rate is 170 per 100,000 live births in the working area. While access to family planning is increasing, access to the three other pillars of safe motherhood: antenatal care, clean and safe delivery, and essential obstetric care remain largely unfulfilled. Poor maternal health is the result of early age of marriage, women’s malnutrition. Early marriage threatens girls’ education, mobility, health and

safety. Based on existing experiences, SUS has realized that the people of the working area have been suffering from different maternal and reproductive health related problems; they have limited access to government and non-government services due to unconsciousness and less service of service provider institutions.

From the experience and realization, SUS has been providing health services to the program participants of the working area. People are sometimes born disabled or they get disabled in the later stages of life due to accidents or illnesses. These kinds of obstacles make their life unnatural and difficult. It has indeed become a national and burning issue. Many children with disabilities, exclusion begins in the first days of life with their birth going unregistered. Lacking official recognition, they are cut off from the social services and legal protections that are crucial to their survival and future ambitions. These difficulties could be overcome by the help of their family members, neighborhood and state. If they are ever provided with better opportunities and training they could be easily incorporated in the mainstream society and thus could contribute to development of the state and society. For children with disabilities to count, they must be counted- at birth, at school and in life.

SUS has been implementing Non-Formal Primary Education (NFPE) since 1992 for deprived and dropped out children. Since inception till now, 17,670 students have completed their course successfully. During the period, 2,820 students from 94 NFPE schools purchased chickens (One chicken each student). The market value of chickens is taka 3,38,400. The students have planted 3,500 fruit, wooden and medicinal plants (Each student 2 plants) which will give economical support in future. The Upazila Nirbahi Officer (UNO), Madan; Upazila Education Officer (Kendua and Madan); UP Chairmen (Atpara, Madan and Kendua) have visited the schools and have written their comments in the visitor books. The District Information Office has arranged courtyard meetings at 8 schools in Atpara and Netrakona sadar upazila and presented different successful pictures of the government. 280 students and 300 guardians attended the meetings.

Non-Formal Primary Education (NFPE)

SUS started Pre-Primary Education in 2006 to prepare the 5+ children for primary education. The program aims to nurture their physical, social and cognitive advancement. It is also helping the children in being ready for school in the early years. 100% birth registration has been completed of all students of 144 schools. During the period, 11,520 students have completed their one year course successfully.

Out of 1,258; 1255 students of Non-Formal Primary Education (NFPE) passed their Primary School Certificate (PSC) examination. The rate of success was 99.76%. Out of which 19 students got Grade Point Average-GPA 5 (A+).

Cecelia Hofsten- a well wisher and friend of SUS who is the daughter of late Marion Hofsten donated an amount of taka 76,000 as one time donation in 2002 from her inheritance after the death of her mother Marion Hofsten. SUS decided to start a memorial education fund as stipend for the Non-Formal Primary Education (NFPE) students of SUS those who were continuing their study for higher education. To increase the fund, SUS Support Group, Sweden was continuously trying to raise fund from local well-wishers of SUS Support Group, Sweden. SUS kept the fund as deposit in the bank with higher interest. So, to run the fund properly and effectively, SUS management board formed four members committee for selection, follow-up, manage and ensure effective execution of the fund. In the beginning, fund was fixed deposited in a government bank with interest and decided to distribute stipend for affordable number of students through only accumulated interest. From 2004, SUS developed its distribution policy, follow-up and selection criteria and decided to provide scholarship to 7 poor and meritorious NFPE students for their continuous support from high school to university level every year. During 2002 to 2015, amount of money received from SUS Support Group, Sweden and SUS own input and collected money from deposited interest together is taka 12,35,270.

On 11 March 2015, scholarship of taka 5000 each was given to 7 poor and meritorious students (Girls 5 and Boys 2) in presence of the executive director along with other program directors of SUS. The students were: Kamrunnahar, 1st year honors, department of Philosophy, Netrakona Government College; Sapla Akter, grade VI, Mohongonj Government Pilot High School; Nasrin Akter, BSS, Netrakona Government Mohila College; Arifur Rahman, 3rd year honors, Accounting, Kazi Nazrul Islam University, Trishal, Mymensingh; Eti Rani Biswasharma, BSS, Netrakona Government Mohila College and Apu Sarker, Masters, departmet of social work, Ananda Mohon College, Mymensingh.

Out of 30 students from 2004-2015, 9 are boys and 5 of them have already been graduated from the high school and have been involved in different jobs and rest 4 boys are continuing their education in high school, college and university. Out of total 21 girls, 6 girls have already been married after completing 9th grade, 4 girls have completed Secondary School Certificate (SSC) and have involved in job as teacher, 3 girls have completed Bachelor of Arts (BA) graduation degree and have joined in SUS different programs and 8 girls are continuing their education at school, college and university.

Reproductive Health, HIV and AIDS

SUS has been implementing the project since 1998 for improving primary health care and reproductive health situation, taking Family Planning (FP) method, improving sanitation situation, aware about HIV/AIDs, aware about safe water, for establishing social and family rights regarding health protection and making linkage with different GO-NGO institutions. In 2015, total 1080 families of Mymensingh sadar upazila of Mymensingh district and Kendua upazila of Netrakona district have received different services through the project. 954 families are using safe water in all purposes. 256 families are keeping their house premises neat and clean. 878 families are using water sealed latrines. 4,990 members have completed their birth regiatration. 955 members are using family planning methods. 998 families are cultivating vegetables in their house premises. 407 patients have gotten treatment and medicine at free of cost through health camps. 99 deliveries have been completed safely. 990 families are rearing chickens and ducks. 132 prenant mothers got services from government hospitals. The members are getting treatment and medicine from community clinics.

SUS has been implementing the activities of “SUS Hospital” since 2010 with a view to provide quality health services to the poor people especially children, adolescent and women. In 2015, 2,952 patients (Female: 1,766, Male: 769 and Children: 417) have received treatment and other medical supports through static clinics. 1874 patients have received different pathological support, 1251 ultrasound, 54 ECG, PNC and ANC 1,409. 59870 pieces iron tablets have been distributed and 295 patients have received operation supports from SUS hospital. 28 cleft and palate operations have been completed during the period. Expanded Program on Immunization (EPI) and National Immunization Day (NID) programs have been organized jointly with government health department. A total of 1394 patients (Male: 205 and female: 1189) received treatment and medicines, 243 pregnant mothers got the check up facilities and 20420 pieces of iron capsules were also distributed through satellite clinics. During the year 2015, 1109 pregnant and lactating mothers got counseling services at breast feeding corner of SUS Hospital.

On 10 November 2015, a sharing meeting was held at DC Conference room with a view to implement Vitamin-A capsule campaign for 6-11 months and 12-59 months all children of Netrakona district. The Deputy Commissioner (DC), Police Super, Civil Surgeon (CS), Upazila Health Administrators (UHA), Deputy Director (Family Planning), District Education Officer, NGO representatives of Netrakona district participated in the meeting. On 11 November 2015, Vitamin-A capsule have been fed to 1500 children (6-11 months and 12-59 months) through organizing 2 centers. Out of them, there were 50 disable children.

Besides, Sabalamby Unnayan Samity (SUS) has been working with government health department actively to succeed the government Expanded Program on Immunization (EPI). SUS organizes EPI sessions for 12 days in each month.

Ujjala is the inhabitant of Kawalikona village under Amtola union of Netrakona sadar upazila of Netrakona district. She is 26 years old. Her husband Dilip Sarker is involved with vegetables business. They have an 8 years old daughter. Two years back, an abortion of her took place. On March 2015, she conceived again. After conceiving, she communicated with SUS satellite clinic at Amtola by taking a pregnant card from SUS Hospital. She came to the clinic Tuesday of the first week of every month for regular check up. She got the opportunity to complete different tests at free of cost from SUS Hospital. She also got 90 iron capsules timely and took the TT vaccine. She took nutritious food regularly. Ujjala kept contact with Laksmi Rani Sarker- a trained Traditional Birth Attendant (TBA) of SUS. Laksmi Rani told her to take care of herself. On 10 December 2015, Ujjala was feeling pains. She sent her daughter to bring the TBA. After knowing the condition of Ujjala, Laksmi Rani came Ujjala’s house quickly. At 9 pm, Ujjala gave birth of a daughter. After a while, the new born baby started to cry. TBA Laksmi told Ujjala for starting breast feeding. So, she is continuing breast feeding. Ujjala did not face any problem during pregnancy and delivery period. Mother and new born baby are in good health now.

social welfare department. 7 clients have been involved with different services. Public awareness has been increased through observing International disability day and world autism days.

The distance of Maijbari from SUS Mymensingh office is 6 kilometer. His mother is Rupali Begum and father is Md. Islam. The number of family members is 5. Tamim is the youngest among three brothers. I met Rupali Begum in Shishu Bikash Kendra on 18 March 2015. After introduction, I came to know her son’s problems. Tamim can’t speak, can’t use his hands and saliva comes out of his mouth. He can’t even stand up. Hearing her out, the staff of SUS told her to come to SUS Static Clinic at 21 March 2015. That day, the staff registered him. In the first day of treatment, the staff instructed and showed Tamim’s mother how to do the exercise. Tamim’s mother started to visit the Static Clinic twice per month and she used to do the exercises regularly at home that were shown to her. This continued for nine months. At present, Tamim’s condition has progressed. He can use his hand to eat by himself, dropping of saliva has been stopped and last but not least, he can now stand without anyone’s help. His mother believes that if she continues these exercises and therapy, one day Tamim will be able to walk normaly. After watching Tamim’s progress, his family members are encouraging him more. Both Tamim’s parents and other like them express their gratitude to SUS.

SUS has been running the project with the assistance of The Glencoe Foundation, Australia and Health and Family Welfare Ministry, People’s Republic of Bangladesh since 12 April 2011. The expertise comes every Tuesday in a week. Walk For Life (The National Clubfoot program of Bangladesh)

The statistics of World Health Organization (WHO) says that almost 15% of total population of Bangladesh is partially or totally disable by any of the criteria. SUS has been implementing disability rehabilitation project since 1998 with a view to reduce disability and ensure the rights of persons with disabilities. In 2015, a total of 2,101 clients have received services from static clinics. Right positioning of persons with disabilities has been assured. 219 clients have been referred to different institutions for better treatment through distributing 71 assistive devices (Wheel Chair-7, Tri Cycle-3, Walker-5, Corner Chair-3, Special Chair-3, Standing Frame-7, Standing Table-1, Toileting Chair-2, Auxiliary crutch-14, Elbow Crutch-4, Low Trolley- 1, Hearing Aid-10, Special Shoe-4, Parallal Bar-4, Bag Slab-1, Franch Ball-2). 16 children have been included into continuous education. 12 networking meetings have been held and as a result, relationship has been built up with like-minded organizations. 36 clients have received proper physiotherapy at home. 9 clients are receiving disability allowance from

SUS has been implementing ‘Babu Barta’ project since August 2014 with a view to achieve the goal “To help and empower the eligible women and adolescent on pregnancy and child birth by providing related all information in the way, they can take appropriate decisions to avail health care services when necessary” at Netrakona sadar and Kendua upazila of Netrakona district. During the period, safe deliveries have been performed of 486 mothers and out of 486, 136 pregnant mothers have been referred to the nearest hospital. 600 members are cultivating vegetables and rearing chickens and ducks in ther houses for ensuring nutrition of pregnant mothers and new born babies. Houses of 1080 eligible couples and 700 pregnant mothers have been visited and provided necessary advices. 144 meetings have been arranged with adolescent club where 2,640 adolescent girls were participated and have been informed and made aware about life related issues.

Fachika is the village of Kailati union under Netrakona sadar upazila of Netrakona district. The people of this village are not so much conscious about their health. To implement the activities of Babu Barta, a Mother Club has been formed named by ‘Story of Mother’ for pregnant mothers in this village. Narvin Akter is one of the members of this club. Sonju Mia is her husband and he is a farmer. Though, he is illiterate, yet he is conscious about his 4 years old daughter as well as wife. Narvin is a very simple woman and she married 7 years back. She is going to give birth for second time. She became the member of ‘Story of Mother’ while she was 3 months pregnant. Narvin became ensured through pregnancy test by buying a pregnancy stick from the market. She came to the club and exercised regularly. She read the Garvakothon book (A book on information during pregnancy period) and shared with her husband. Her husband tried to follow the instruction of this book. According to the instruction, they went to the nearest health center for check up and took iron and calcium tablets. She completed check up for 4 times and knew the position of the doctor. She told to the other members of the club that she was talking with a friend while she read the book. She enjoyed much by reading this book. She got scope to share with others. She received a delivery kit box from Babu Barta project of Sabalamby Unnayan Samity. On 9 October 2015, she gave birth of a healthy daughter. She and her family is very happy and grateful to Babu Barta project of SUS.

The objective of the project ‘Engaging Communities for Social and Behavior Changes project’ is to increase the knowledge and practice of key child survival and development behaviors by using Communication for Development (C4D) approaches that promotes and elaborates people’s own development needs and aims to create demand for quality services and support to practice positive behaviours and social norms. SUS is promoting 8 key life savings behaviors and 3 harmful practices through implementing different communication activities. There are many more social norms, behaviours, cultural beliefs which have both good and harmful effects on the wellbeing of children and community. Some of those practices are harmful; such as Child Marriage,

Child Labour and Corporal Punishment in family and school level have been practiced by the society. This is interrupting the growth and development of children and creating lots of social problem as well as affecting each and every sectors of development. Only the lack of knowledge and practice, many more harmful norms and behaviours widely exist in the society. C4D consists of systematic, planned evidence based strategic process to fight for changing 3 social norms and 8 behaviours changes at family and individual level by Engaging Community. If we may engage community people properly then we must overcome. Changaon union of Madan upazila has been declared as 100% birth registration union (0-45 days children). A girls profile has been prepared for Atpara, Madan and Khaliajuri upazila of Netrakona district. In this reporting period, 3 Interactive Popular Theatre (IPT) teams performed 407 IPT shows regarding drama on Muktichai (Want Freedom), Obosan (Mitigation) and Seba (Nursing).

During the period, Madan sadar and Changaon unions of Madan upazila have been declared as child/early marriage free unions on 8 December 2015.

Engaging Communities for Social and Behavior Changes Project

Birth registration is an important issue of C4D. It is very essential to reduce child marriage, child labour and drop out from school. By the assistance of UNICEF, SUS has been working in twenty one unions of three upazilas under Netrakona district for four years. C4D staffs are motivating people to ensure birth registration of their children with in 0-45 days. They are also communicating on this issue with the union chairmen, members, secretary and union information entrepreneur and local elites regularly. By this comprehensive activities, maximum union parished have ensured 70 to 90 percent birth registration of 0-45 days children. Changoan union of Madan upazila is exceptional of these. This union already has completed 100% birth registration of 0 to 45 days children. Changoan Union Parished (UP) will declare their achievement publicly very soon.

My name is Shilpi Akter, husband’s name is Ziaur Rahman. We live in Muslimpara village under Khaliajuri sader union of Khaliajuri upazila. My husband is a poor farmer. We have one son and one daughter. Our family members used to suffer by diarrhea and dysentery always. Specially my 6 years old daughter Hasi and 4 years old boy Shurja remained affected all time by diarrhea or dysentery. Every month, we had to spend vast money from our income for medical purpose. Due to poverty and continuously sickness of family members, we were very much frustrated. In this situation, I and my husband used to quarrel always.

Once, my daughter Hasi was affected by diarrhea, we admitted her at Khaliajuri sadar hospital and after staying 2 days at hospital, she became cure a little bit. After returned from hospital, I was very much frustrated that how we will recover the borrowed money which we took for treatment of our children. Next day, Tania Apa, Ward Promoter of Sabalamby Unnayan Samity (SUS) arranged a courtyard meeting at neighboring house. She called me with others to attend this meeting. With depressed mind, I attended this meeting with all. The subject of that meeting was ‘Hand washing with soap at three crucial times.’ Tania Apa discussed elaborately the necessity of hand washing with soap. How germs enter into human stomach, she demonstrated by showing various posters. End of the meeting, I discussed with Tania Apa about Hasi and other sicknesses. Tania Apa listened my problem very patiently and she asked various questions about our daily life. Then Tania Apa told, “lack of cleanliness, your family members are suffering from diseases. You should wash your

hands with soap before eating food, after coming from toilet and before preparing food. If you can maintain these, your family members will be released from diarrhea, dysentery and many other diseases”. I also heard this like advice from Tania Apa several times before. But like today, I did not care before. Today I am thinking deeply, if I can be released from diseases and save money by using only hand washing with soap, why I am not trying? Then I promised from, I will maintain this rule in my family life. I decided to wash myself and all of my family member’s hands with soap from that day. In this regard, I shared all advices of Tania Apa and my decision with my husband. I also told my husband to bring soap for washing hands. Then my husband replied with insulting manner, ‘I can not purchase soap for using bath and now I have to purchase soap for washing hands.’ So, he did not purchase soap for washing hands. But I was not disappointed because I promised to follow Tania Apa’s advice. Then I got an idea, I took a piece of soap from our bath soap and I kept it in toilet. Then I started to wash with soap at three crucial times and I also started to wash with soap my children’s hands before eating food and after coming from toilet. Few days later, we observed that our children feeling are better than before. They are not suffering from diarrhea or dysentery.

Now, we are very happy. Good news for me that my husband has also started to wash with soap and he is purchasing soap for hand washing separately. Now, we are not spending money for medical purpose. I am also giving advice to other for washing hands with soap. Further more, some family is following me and they are using soap at three crucial times.

Rights and Governance

The people of Bangladesh have a deep-rooted awareness of human rights and fundamental freedom borne of the experi-ence accompanying the nation’s birth. Having rights means that people participate in making choices about their own lives, unleashing their own creative energies and strengthening social unity. The terms ‘good governance’ is the talk of the day and ‘human rights’ is one of the important pillars of good governance. Bangladesh considers that hunger, poverty, illiteracy which charac-terize under development to be alarming obstacles, which frustrate the effective enjoy-ment of human rights. The poor, ultra poor and marginalized people become the main victims in everywhere just for their inability of getting justice and unawareness. Bangladesh’s socio cultural environment

contains pervasive gender discrimination, so girls and women face many obstacles. So, it is essential to make all the necessary services and supports available for them. Ensuring basic human rights lies at the heart of development. SUS’s Rights and Governance program is dedicated to protecting and promoting the human rights of the poor and marginalized through legal empowerment. We create an enabling environment for vulnerable and excluded communities to seek justice through formal and informal systems. SUS empowers the poor, particularly women, by mobilizing communities to translate awareness into action. We give women the tools to claim their entitlements, prevent exploitation, and play an active role in public life.

As consequence of the activities, the organizations such as: Manobadhikar Songrokkon Parishad (MSP), Manobadhikar Nari Somaj (MNS), Right To Information (RTI) Task Force, National Human Rights Commission (NHRC) and Manobadhikar Ainjibee Parishad (MAP) are working at local level as voluntary basis. During the period, Dulena Akter and Kohinoor Begum of Manobadhikar Nari Sokmaj (MNS) got ‘Oporajita’ (Winner) award by Interna-tional Women Day celebration committee to contribute in human rights activities and politics on occasion of International Women Day 2015. Manobadhikar Nari Somaj (MNS) and Manobadhikar Songrokkon Parishad (MSP) have formed their upazila committee with their own initiative and cost through council. They took strong steps against attacking of the minorities, destroying the temples in 2014. As a result, these types of incidences did not happen in 2015. The minority sections of the locality have observed their festivals without any fairs. In 2015, Manobadhikar Nari Somaj (MNS) and Manobadhikar Songrokkon Parishad (MSP) received 43 complaints. 10 complaints were mediated through salish. 39 women participated in salish beside 105 men. 3 salishes were presided over by women repre-sentatives. Manobadhikar forum’s representative participated in 3 gathering and human chain for protesting against violence, killing, rape and harassment by the police in the coun-try. As a result, positive respond has been found from the respective administration.

Stop Violence Against Women (SVAW)

SUS initiated stop violence against women network in Netrakona district with like-minded organizations in July 2003. The SVAW network has been working at 6 upazila i.e. Atpara, Modon, Mohangonj, Barhatta and Purbadhola since 2006. In each of the upazila, there is a 15 members executive committee, 5 members advisory committee and 40 members general committee. Netrakona district SVAW committee acquired the membership of National Forum of Violence against women in 2006. The network has covered 29 districts in Bangladesh. Netrakona network is working for stop violence against women and Network has been reformed in 2012. Timely and proper initiatives have been taken on happening incidences at union, upazila and district levels such as: Truth investigation, arrange salish (Arbitration), necessary advices to the victims, assisting in sending cases to police station and court, sending cases to legal aid, follow up etc. An amount of taka 12,85,000 has been given to the victim women as compensation by the help of SVAW committee. Awareness meetings and debate competitions have been organized on SVAW, women rights, stop family violence, stop acid violence and other conventional laws at different educational institutions by the SVAW committees. As a result, no acid violence happened after 2011. The representatives of district and upazila SVAW committee have acquired the membership of upazila government law and order situation committee, violence against women and children committee and legal aid committee. The offices of union SVAW committee have been set up as temporary basis.

Taslima Akter is the inhabitant of Tenguri village under Kendua municipality of Kendua upazila of Netrakona district. She is the daughter of Joynal Abedin and Hasna Akter. Her parents arranged her marriage with Wajib Ullah, s/o. Saheb Ali and Jamila Khatun of Teluary village under Atharobari union of Ishwargonj upazila of Mymensingh district one year back. Wajib Ullah went to Dhaka with his wife after one month of their marriage. After few days, Wajib told her wife to bring money from her parents to buy a flat/home. Wajib started to torture her mentally after refusing to bring money. They told her that if she did not bring money, they will kill her. So, she became bound to inform her parents for thinking about her safety and finally, they brought her with them. On

14 October 2014, she submitted a written complaint to upazila SVAW committee. After being informed, the committee members discussed the matter in their monthly meeting and formed a 5 members truth investigation committee. On 10 November 2014, the committee investigated the incidence and found out the truth. On 18 March 2015, members of SVAW committee arranged arbitration (Salish) by discussing with both parties. According to the opinion of both parties, it was decided in the arbitration to open divorce. According to the decision, taka 1,80,000 was given to Taslima as compensation money of dower and maintenance. Presently, Taslima is continuing her study by getting admission into Bachelor of Arts (BA).

SUS has been implementing the project with a view to create access of grass root people into justice. locally through ideal salish. As a result, the victims have gotten taka 50,83,300 as compensation. 166 complaints have been mediated through salishi parishad. and the victims have gotten taka 15,97,000 as compensation. 381 complaints have been mediated through village court and the victims have gotten taka 25,45,150 as compensation. 349 complaints have been submitted through government legal aid fund. Out of which 32 complaints have been mediated. As a result, the victims have gotten taka 7,86,000 as compensation. A total of taka 1,00,11,450 has been given to the victims as compensation. 230 persons have applied for getting information under Right To Information act-2009. Out of 230, 170 persons have received information.

The teachers of Imam Bari government primary school took money (Taka 20-50 from each student) during distribution of new books. The members of Manobadhikar Songrokkhon Parishad (MSP) have been informed from Upazila Education Office through written application that there is no direction for taking money according to the Right To Information act-2009. So, after informing the matter to the Head Master, the respective teachers were bound to repay back the money to the students.

One farmer wanted to know from Sub-Assistant Agriculture Officer of Bhatshala union about the reason of reddish color of his paddy leaves. But the officer told that he is not responsible for this. After informing to the agriculture office by the members of Manobadhikar Songrokkhon Parishad (MSP), the respective Sub-Assistant Agriculture Officer is going to the field and finding out the problems of the farmers and providing necessary advices.

Mina Akter of 13 years old, d/o. Kapil Uddin of Barail village under Agia union of Purbadhola upazila of Netrakona district was kidnapped. A case was filed to Purbadhola police station to rescue the child. But it was so difficult to rescue the child. So, the parents of the child informed the matter to the Manobadhikar Songrokkhon Parishod (MSP). The president of MSP communicated with Officer Incharge (OC) of Purbadhola police station. On 14 October 2015, according to the permission of Police Super (SP), Netrakona, a group leading by the Sub-Inspector, Purbadhola police station along with secretary of MSP rescued the child from the house of Rahmat Ali of Charnali village under Bharabaria union of Gurudaspur upazila of Natore district.

Ensuring Effective Legal Aid Support Service (EELASS)

According to government gazette, there are 15 members committee at union and upazila levels. In 2015, different programs are taken at unions and schools along with arranging bi-monthly meeting with committee members so that the targeted people can get the opportunities of access into legal aid fund. 522 students participated in awareness session at different high schools. Sharing workshop was arranged with Judicial Magistrate, Legal Aid Panel Lawyer, Court Staff, Upazila and Union Parishad Legal Aid Committee and Victims at Durgapur upazila auditorium on national legal aid law and chowki adalot. During the period, 39 cases have been sent to legal aid fund such as: family conflicts cases are 18, criminal cases are 17, land survey case is 1 and women and children cases are 3. Out of which 22 cases are under trial, 3 cases are under process, 12 cases have been negotiated and 2 cases have not been filed up.

In 2015, 16 cases (Dowry 7, Family conflict: 6 and land dispute: 3) have been filed up at Chouki Adalat, Durgapur through legal aid committee, Durgapur, Netrakona. Out of which 3 cases have been mediated till now.

ACCESS: Access of women in social, political and

SUS has been running ACCESS project since January 2012 with a view to create friendly environment to participate, taking decision and getting legal justice at social and family level; getting services of different government and non-government institutions; increase access of women in empowering process; ownership of women in production process and resources; increase economical capacity; establish their rights and proper application of laws and rendering people’s opinions at local level. There are 400 Nari Morcha members under ACCESS project. In 2015, 27 female members of Nari Morcha are contributing in decision-making of their children`s marriage. 49 adolescent girls are going to school. Due to women

participation, 8 early marriages have been stopped. 49 women have given their opinions in selling/buying properties. 99 women are receiving services from health center. 72 women are buying clothes by their own choices. 76 husbands are helping their wives for cooking, 51 are helping in laundry, 23 are helping to take care of children. 53 husbands are contributing in cattle husbandry, 16 men are helping in house cleaning, 30 are helping to collect drinking water, 37 are helping to collect wood fire. 61 women are going to market for selling and buying purposes. 61 women are going to school to monitor their children’s education. 43 women are going to different health centers and hospitals for getting services. Because of women’s mobility and positive attitude of men in working area, 447 women have participated in special days. In our working area, 38 women have participated in salish. Among them, 15 gave their opinions, raised questions and 9 women palyed role as Arbitrator. 27 complaints have come to Jono Morcha and Nari Nirjaton Protirudh Committee (NNPC). Legal advices have been provided directly in working area for 34 complaints. 73 women and 35 men have received services of government hospitals. 23 adolescents have taken vaccination from government hospitals. 33 students have received scholarship. 28 female and 94 male farmers have received Agriculture Cards from Agriculture Department. 180 women

and girls have received poultry and livestock rearing, nursery and tailoring training from Youth Development Department. 4 women have received loan from Women Affairs Department. 3 women are getting Maternity Allowance, 16 women have received Vulnerable Group Development (VGD) card, 9 women have received Vulnerable Group Feeding (VGF) card, 35 women have received Food For Work card, 8 women have received Old Age allowance, 6 women have received Widow Allowance and 10 children and women are getting Disability Allowance from 4 Union Parishods (UP). 4 Nari Morcha members have included to Stop Violence Against Women and Children Committee. 2 Nari Morcha members have included Health and Nutrition Project of Agriculture Department (Panna Akter and Jahanara Akter- Panchananpur village). 1 Nari Morcha member has included in Union Development Coordination Committee. 2 Nari Morcha members have included in Union Disaster Management Committee. 13 Nari Morcha members have included in different Local Government Structural Committees and they play their roles as representatives of Nari Morcha. 38 women have participated in local arbitration (Salish) and among them, 15 have raised question in arbitration

and 9 of them have performed their role as arbitrator. Participation and control of women have been increased to establish their own fund/saving such as: 66 women out of 400 Nari Morcha members have Deposit Pension Scheme (DPS), 20 Nari Morcha members have policy in different insurance companies and 20 Nari Morcha members have Bank Account. 101 Nari Morcha members have received loan from local NGOs. Women voice have been increased to exercise for equal access to inheritance property: 5 Nari Morcha members have claimed their inherited property. Participation of women has been increased in economic and productive activities such as: 11 women are involved with different jobs, 9 have grocery shop at home, 59 have vegetable gardens at home, 7 are involved in hawker business, 15 are involved in tailoring work, 9 are involved in handicraft works, 22 are day laborers, 78 have poultry at home, 26 have domestic animals. Their monthly income is taka 1500-3500.

Since 2009, SUS has been implementing the project in Mymensingh and Netrakona districts to help the acid victims and to reduce the acid violence from society. It works directly with acid victims to facilitate their medical and financial support. To achieve its goal, the project mainly follows 3 types of strategies: Awareness building of mass people, Raising accountability of acid dealers, Confirming license of acid dealers.

By the strategy of awareness building, it works to disseminate knowledge about the fatal impact of the acid violence, existing laws and punishment against the violence and information about government and non-government agencies who deliver different types of support for the acid

Survivors Network for Prevention and

victims. For that the project regularly organizes community meeting, student or youth gathering etc. Besides, the project helps the victims to get their justice through legal aid service and to bring a control and accountability on acid dealing project works with police and related government agencies with the cooperation of Community Based Organizations (CBO) so that the acid dealers confirm their licenses. Also the project inspires the dealers to keep a customer register so that it becomes easy to track out all customers or any criminal immediately after any acid violence. In 2015, the project provided medical support to 15 victims and financial and other technical support to 11

acid victims. By the initiative of the project during the period, the victims have received taka 276,000. 2 victims have received 1 cow and 2 goats, 5 victims have received sewing training and among them 2 victims have received sewing machine. Moreover, one of the victims who is a direct beneficiary of the project ‘Khadija Akter’ of village Ramchapata under Valuka union of Mymensingh district was rewarded nationally for her struggle and success over the tragic story of her life.

This project is providing shelter for social victims, widowed, abandoned, divorced women and young adolescent girls without parents for maximum one year with a view to make them self-reliant and rehabilitate in the society through increasing their capacity for achieving economical self-dependency, changing the livelihood condition of victims and abandon adolescent and women in the family and society and making them aware on health, law and legal rights. SUS has provided support to a total of 109 women till now.

In the year 2015, total 8 participants were selected for sewing training. They have received training from SUS handicraft section. They have learned how to operate sewing machine, how to cut the cloth and they have also learned about the process of making baby dress, women dress like blouse, petty court, maxi, trousers and tops of women. During the period, counseling was provided on different issues. They are now capable to utilize their knowledge in their life.

The goal of this project is “To run corruption preventive activities with the participation of government institutions and community people with a view to ensure overall development of the country by making easier access of people in judicial system, further accelerating judicial system and reducing corruption”.

Justice Reform and Corruption Prevention project has formed 15 community policing forum and 7 honesty forum in 7 high schools. During this period, the project has organized 6 corruption prevention committee’s meeting where 55 male and 17 female have participated. In the bi-monthly

meetings of community policing forum 813 male and 136 female have participated. In school forum’s bi-monthly meetings, 534 boys and 432 girls have participated. The committees have prepared their action plan and in an integrated way they have observed “International Corruption Prevention Day”. Where 367 male and 167 female have participated. This kind of activities and effective involvement of the Community Based Organizations (CBO) are helping to grow an anti corruption philosophy in the society.

SHARIQUE - a local governance project. It provides various services such as: Financial management, UP planning process, gender analysis, RTI, ward level planning, budget preparation, budget sharing, review budget, GO/NGO coordination meeting etc.

During the period, assistance has been given to 19 union parishads for preparing 5 years plan along with publishing. Orientation has been provided to 72 wards of 8 unions on Right To Information act-2009. Training has been provided to 20 union parishads on budget preparation. Training has been provided to 20 union parishads on small scheme and project cycle management. Skills evaluation and governance development plan have been completed for 20 union parishads. Ward meeting and open budget meeting of 20 union parishads have been completed and budget copies have been given to different departments. Orientation on women friendly project has been provided to 20 union parishads (UP).

UP has selected various safety net beneficiaries through community participation. UP women Members opinion are taking seriously in their monthly meeting. Participation of community people are increasing day by day in the various meeting for increasing UP’s accountability.

SHARIQUE III

Setu Rani is the successful member and leader of Ward Development Assistance Group (Ward 3) of Sormongol union under Derai upazila of Sunamgonj district. A Ward Development Assistance Group consists of 30-35 members under SHARIQUE III project. Setu Rani along with other members of her group wanted to know now, no work is possible individually. A rocky obstacle of the society can be overcome through united effort. The courageous women like Setu Rani come forward to extend their helping hands for the sake of the helpless people to make their expectation into success. Felu Das is the same man who was not getting Vulnerable Group Feeding (VGF) card even after eligible to get so. Setu Rani along with other

members met with Amolendu, member of ward 3 and told him about the matter and as a result, he got the VGF card. Besides, she communicated with Islamic Relief-an NGO for providing education allowance of taka 7,500 after 3 months interval for 4 orphan children and they are getting the money regularly.

Setu Rani dreams that all the members of other groups may able to make the bridges with Union Parishad (UP), government and other institutions for the welfare of the distressed section of the society.

SUS has been implementing the project with a view to i) To organize and strengthen CBOs at grass root level for protecting human rights and ensuring community legal service; ii) To ensure effective Shalishi (mediation) through active participation of CBO member; iii) To avail legal support opportunities through activating and strengthening arbitration council and iv) To improve government legal aid fund utilization rate towards poor and disadvantaged people. During the period, 60 union Manobadhikar Songrokkon Parishads

(MSP) have been formed and poor people are getting legal advices. The Salishkars are operating salish in proper way and poor victims are getting justice. Campaign on legal aid has been increased and poor are getting positive results. Union and Upazila Legal Aid Committee of working area have been strengthened and activated. Strong network has been built up with district lawyers association and district legal aid committees. The poor victims are getting scope to run their cases at free of cost through assistance of government.

From January to December 347 complaints have been received, 347 facts finding has been completed, initiatives have been taken for 349 cases, 97 cases have been settled through mediation, 110 cases have been filed where 20 cases has been resolved through using legal aid fund, 77 disputes have remained under process and 180 cases have been followed-up. The lawyers have been sensitized to run the cases of poor victims.

Sabrina Aktar of 25 years old is the daughter of Md. Humayun Kabir and Afroza Akter of village Pachar Boro Bari, Kaitail union under Modon upazila of Netrakona district. Sabrina got married on 3 June 2008 with Mahmud Ear Khan, son of late Ferdous Ear Khan of Biraura village under Tioshree union of Modon upazila in Netrakona district. They have two kids- one daughter and one son. The ages of kids are 6 years and 1 and half years only. When Sabrina gave birth of second kid, on that time, one day her husband went to Dhaka for searching of work. He came home from Dhaka after short interval and Sabrina saw that her husband was showing less interest to her from previous time. Situation was going on downfall day to day. One day, Mahmud Ear Khan came to the home with a lady and he declared her as second wife. In preliminary stage, nobody accepted his second marriage but after some days, family members of Mahmud Ear Khan were agreed his second wife. On this context, Sabrina became very much shocked and Mahmud Ear Khan increased the intensity of torture to Sabrina for getting permission of his second marriage; but Sabrina did not agree with him. Sabrina was facing a depressed position; she had no way to stay in husband’s house by enduring torture. She had no scope to communicate with her parent and other person, Ear Khan threatened to kill her if she shares the situation with anybody. On that situation,

Sabrina’s mother Afroza became informed from neighbors that her daughters is in distressed condition. Then she communicated with Mr. Shahinur Rahman Biplob and Tazul Islam who are the active members of Manabadhikar Sangrokkhan Parishod (MSP)- a local level organization, assisted by the project ‘Promotion of equitable society by ensuring access to justice’ of Sabalamby Unnayan Samity which works for establishing human rights of distressed people. Then Sabrina’s mother went to the police station on 26 May 2015 with the support of MSP members, talked with officer in charge (OC) and requested to rescue her daughter from vulnerable condition. Police helped them; Now, Sabrina is secured in her father’s house.

Sabrina’s mother says that “it was not possible to protect her daughter if MSP members do not help her, she never thought about to go to police station alone”. Sabrina wants to get justice against her husband, she also wants to get maintenance cost of her children as well as justice for getting second marriage without permission and physical torture. MSP members assured her to help through government legal aid fund. Sabrina’s case is continuing through Legal Aid Fund at Nari Shishu Adalot-2000 (2003 Amendment)-11 (g). Case # 658/15. At present, charge warrant has been issued from court to the opponent.

respond the natural call or go outside of the house for having a bath. The evidences and reports of the newspapers give an indication that the number is huge. However, access to safe water for all is a challenge, as arsenic and salinity intrusion as a consequence of climate change fall out will exacerbate access to safe water especially for the poor.

Bangladesh is one of the earliest and hardest affected countries due to climate change. Pollution has become the first enemy of the mankind. The whole world is now more afraid of pollution rather than nuclear blast. The present environmental condition of Bangladesh is not at all equilibrium. Severe air, water and noise pollution are threatening human health, ecosystem and economic growth of Bangladesh. Environmental degradation of Bangladesh is also caused due to poverty, over-population and lack of awareness on the subject. The protection of environment has become a major issue around the global for the well being of the people and economic development. Therefore timely due attention of policy makers and development practitioners facilitated by proper risk assessment is of utmost importance. To overcome these problems, SUS has been running environment friendly programs.

In Bangladesh, agriculture contributes to reduce rural poverty and raises the living standard of common people. The major challenges for Bangladesh agriculture are to: raise productivity and profitability, increase diversification of production in line with consumption diversification to promote nutrition and minimize trade imbalances, reduce instability of production, increase resource use efficiency, reduce loss of arable land, minimize yield gap, maintain food safety and quality, expand irrigation and farm mechanization and develop resilience to climate change impacts. It is therefore, necessary to reorganize and develop the agricultural production system into a more dynamic and commercially profitable sector.

Water is one of our most important natural resources which we have a plenty in quantity though it is poor in quality. People are exposed to both water scarcity and poor water quality. 97.9 percent of the population of Bangladesh is using improved/safe drinking water. Almost one in three people in Bangladesh defecates in the open among the poorest families. 55.9 percent of population is using improved sanitation. The immune system falls and the disease processes exacerbate loss of nutrients, which worsens malnutrition. Due to the lack of toilets and bathing facilities women choose to go out for defecation and bathing at night and often face the rape, abuse and sexual harassment. So far concern, no research has been conducted to know exactly how many women and adolescent girls are sexually abused when they go to

Promotion of Water supply Sanitation and Hygiene (PWaSH) in

hard to reach area

SUS has launched ‘of Water supply, Sanitation and Hygiene (PWaSH)’ in hard to reach area in hoar areas to strengthen adaptive capacity of the vulnerable communities and their institutions to secure safe and adequate water and sanitation and continuous improvement in hygiene behaviors to climate change impact through forming ward disaster management committees, mother groups and children groups. With the participation of people of Maghan and Tioshree unions of Madan upazila, ward/union development plans have been prepared by assessing the vulnerabilities of 18 wards in a participatory way. “Participatory Vulnerability Assessment and Development Plan” of 18 wards and 2 unions have been published as book and distributed among the respective stakeholders. Plan has been taken to initiate and implement only one development plan for one ward, one union at 2 unions. A decision was taken in upazila coordination meeting that GO and NGOs will work jointly through one plan for one union. Assistance has been given for

preparing constitution of 18 ward development management committee. 25 rally, assay competition and discussion meetings were held at ward, union and school levels for making aware of poor and destitute people on importance of safe water, sanitation and health. By the initiative of local youth group, adolescent group, madol (A kind of tom-tom played on by the Santal people), ward development management committee; 4 cluster villages have been clean up as voluntary basis. Opinions have been collected and practice open budget through ward meetings at 18 wards to prepare participatory budget in 2 unions. 2 female toilets have been constructed at 2 dakhil madras and 6 male toilets have been repaired in different schools. 18 local tube well makers have received training on safe water planning and tube well maintenance and necessary equipments have been given to them. Participatory monitoring has been introduced at 18 wards through program participants. Platforms of 40 tube wells have been

constructed along with maintenance. Arsenic test of 50 tube wells has been completed. 4 bamboo bridges have been constructed through their own cost of 3 ward development management committee. Friendly football tournament among the local youth clubs has been arranged for raising awareness on safe water, use of water sealed latrine and hygiene. An effective communication of 18 ward development management committee has been made by organizing workshops on preservation of local resources with important persons at upazila level. Opinions have been collected on bad effect and coping mechanism of climate change by organizing workshops on climate change issue with government personnel and representatives of local government at upazila level.

The students of Bagmara village could not go to their school mainly in rainy season because there were no bridges on their canal. The villagers faced problem in crossing the canal and go to market and other places. Bagmara is the village under Teosree union of Madan upazila of Netrakona district. There are 423 households in this village. During Participatory Ward Vulnerability Assessment (PWVA) review in 2015, they identified one of the important problems of their village was “Immediate construction of two bamboo bridges” on canal at the starting and ending points of village. One bridge beside the house of Golap member which was 35 feet width and the other at the end of village border beside the house of Hanif Mia which was 45 feet width. They identified this problem just before rainy season but did not get any way for preparing bridge due to money problem as well as lack of community involvement. However, when rainy season started and students were suffering from going schools, they took initiative. To solve, Ward Disaster Management Committee (WDMC) members of Ward-9 called a special meeting dated on 15 June 2015 and took prompt decision to construct two bamboo bridges from their platform cost sharing money and by collection of their contribution. They estimated the total cost of taka 8100, where taka 4800 as labor cost and taka 3300 as purchase of bamboos. In selected sites, they decided to contribute themselves as laborer. Finally, they started works and constructed two bamboo bridges at a cost of taka 3300 only. They received taka 1680 from 4 platforms construction cost sharing money and rest of taka 1620 was donated by WDMC president and Union Parishad (UP) member Mr. Golap Choudhury. They started this bamboo bridges construction on 16 June 2015 and completed by 17 June 2015. Total 12 people where 4 female participated with their own materials. They paid their labors voluntarily for 2 days to complete this work. It was our great pleasure that respective UP members, school teachers, students, villagers were present in inaugural session of this community led initiative. Md. upazila visited and opened these 2 Bamboo Bridges and praised to all for such kind of community development initiative, which created an example for other villages. During his speech, UP Chairman appreciated communities and PWaSH program for taking this kind of community initiative at ward level. He also gave assurance to provide cordial supports from the Union Parishad to bring success of such kind of community initiatives. Alhaz Abdur Rashid Talukder, senior citizen of Bagmara village gladly expressed his opinion that any communities can perform such kind of work by their self labor and he would be happy to provide any assistance to these self motivated communities.

Now, these two bamboo bridges solved communication problems for specially school students, villagers during the rainy season. The villagers are so happy that they can’t imagine how they completed these works only by their own labor. Their kids will be able to go school, they would be able to carry crops and could able to continue inter para (Maizpara and Nayapara) communication in rainy season smoothly. Now, they think, they are able to solve any problem by their unity and unity may bring communities dream into reality.

SUS has initiated ‘Enhancing Governance and Capacity of Service Providers and Civil Society in Water Supply and Sanitation Sector Project’ for enhancing governance for providing pro-poor (Poor friendly) safe and sustainable water supply and sanitation service with a view to assist to improve the public health management through forming ward committees, union committees, hygiene session groups etc. Water has been purified through installing 6 Arsenic Ir on Removal Plants (AIRP). Rain water are

being preserved as dringking water through setting 10 Rain Water Harvesting System (RWHS). 6 disablefriendly latrines have been installed. Latrines of two schools have been repaired and teachers and students are using properly. Through presenting street dramas, people have been made aware about safe water and sanitation. 10 platforms of tube wells have been constructed and as a result, people are bringing water easily. 2 Community latrines have been installed at the market places.

Alternative Livelihood Options (ALO)

Alternative Livelihood Options (ALO) is being implemented with a view to reduce poverty among poor and marginalized communities by decreasing production cost, increasing income and employment opportunities and access to market. The members have been habituated in savings. In 2015, 36 members have bought a tractor from their savings and are earning money by cultivating the lands of others and two members have gotten employment as well. They are fighting to establish their rights through Agriculture Production Association. They are getting services from government agriculture, livestock and fisheries departments through building up relationship. Two groups of Biswanathpur and Kanchonpur have bought 12 cows for beef fattening in amounting of taka 2,55,000 and the market price is now about taka 4,00000.

Manik Mia- An instance of success of ‘Light’ village

Manik Mia is a farmer. He is 35 years old. He is the inhabitant of Light village under Challisha union of Netrakona sadar upazila of Netrakona district. His wife Shireen Akter is a house wife. Shekho Ahmed of 4 years old is the only son. He could not continue his study due to illness of his father as well as insolvancy. He became bound to marry at the early age for the pressure of the family. After marriage, he faced a big problem. He did not get way to overcome the problem. They have only small land. He decided to involve in agriculture work attentively. But he had no better idea cultivate profitable crops. He was searching ways to start the work without any hesitations. He was thinking to cultivate early variety by using modern technology. He had no connection with agriculture office. He never went there. He was also thinking how he can receive training on agriculture.

Finally, he got the opportunities. In 2013, he was informed about Alternative Livelihood Options (ALO) project of Development Wheel (DEW). Sabalamby Unnayan Samity (SUS) is one of the partner organizations of Development Wheel (DEW). He became the member

of “Light Agriculture Production Group” and participated in different activities of group. After a while, he received training on agriculture. After completing training course, he informed upazila government agriculture officer about problems of vegetable cultivation.

The agriculture officer advised him to communicate with him and sub-assistant agriculture officer to cultivate vegetables by applying appropriate technology. He became hopeful. He understood that production of the crops depend on good health of the soil. If someone uses fertilizer through soil test, production becomes higher with minimum production cost. As a result, maximum profit comes with minimum investment. Immediately, he communicated with the staff of ‘ALO’ project for soil test. According to the suggestion, he tested soil and cultivated brinjal (Egg plant) in his 40 decimal land by applying modern technology.

He communicated with agriculture office regularly. Ultimately, he got highest production of brinjal. The size of the brinjals was perfect with good taste. He sold the brinjals within short time. He got taka 65,000 by selling the brinjals against taka 50,500 cultivation cost. He expects to get further taka 30,000 by selling the rest brinjals. In the last year, he got taka 25,000 by investing taka 40,000 in the same land.

Other members of his group became interested about the bumper production and communicated with him for better advices. During this period, soil test of 80 fields has been completed. He has received training on ‘Trico derma compost’ and is using in the lands. In assistance of ‘ALO’ project, he collected paddy seeds from Bangladesh Agriculture Development Corporation (BADC). He also collects vaccines for chickens, ducks, goats and cows of the villagers by communicating with upazila government livestock office.

The villagers now come to him for different suggestions. He dreams to see smile of the people of Light village in future.

Sustainable Agriculture Project (SAP)

SUS has been implementing the ‘Sustainable Agriculture Project (SAP)’ through Sabalamby Agriculture Farm (SAF) at Netrakona sadar upazila of Netrakona district with a view to disseminate appropriate and modern technologies on organic farming to the selected farmers.

The group meetings were held on sustainable agriculture, food sovereignty with the target farmers. The participants discussed on soil management, environmental imbalance, bad effect of chemical fertilizer and insecticide, corporate globalization in agricultural sector, climate change and its adaptation etc. The target farmers have been made aware on soil management, environmental

degradation, climate change and its adaptation as well as sustainable agriculture. They are also aware on the bad effect of hybrid seed. The targeted farmers got scope to share the experiences on sustainable agriculture. The traditional farmers were also interested on sustainable agriculture through sharing the experiences of the target farmers. The participated farmers gathered knowledge on different technologies. They shared their experiences to others. The selected farmers are encouraged to observe and learn from others. For the capacity building of the farmers, the training was conducted on local seed production, cultivation and preservation; compost preparation and integrated pest management and vegetables harvesting. The target farmers participated in these courses actively. The farmers have acquired knowledge on practicing ecological farming, to prepare compost in the homestead and to control pest in their vegetable gardens. Sustainable agriculture is the important wing of SUS. SUS has been working with the farmers since its inception by emphasizing on sustainable agriculture. The farmers need more support from government and other agriculture related institutions for their sovereignty.

Campaign for Good Governance (SUPRO) has been working throughout the country since 2001 for establishing non-communal, accountable and democratic country. As a partner organization of SUPRO, District Campaign Committee of SUS observed International Women Day through rally, human chain and discussion meeting; World Health Day through human chain and rally; National Income tax Day through rally, human chain and street meeting, meeting with district tax and Value Added Tax (VAT) officers; seminar on environment and climate change aspect of Sustainable Development Goals; Pre-budget discussion 2015-2016 and post-budget press conference; introduction session on ‘My money, My budget’ etc.

The terms advocacy and networking have become common usage in the vocabulary of development in contemporary time. Networking means resource and energy mobilization, communication, promotion of co-ordination and linkage building and influencing public policy. The network is our strength and we hope this strength will be even stronger with you by our side. On the other hand, Advocacy means amplifying the voice. It promotes behavioral change by influencing communities, organizations, government officials and policy makers.

SUS is involved with different national and district level networks for strengthening relationship with GO/NGOs for achieving/exercising rights and demands of community. SUS has implemented different events/programs in collaboration with Campaign for Good Governance (SUPRO), Campaign for Popular Education (CAMPE), Bangladesh Shishu (Children) Adhikar (Rights) Forum (BSAF), National Forum of Organizations Working with the Disabled (NFOWD), National forum for stop violence against women (Jatiya Nari Nirjaton Protirudh Forum-JNNPF).

Since inception, SUS has been trying to keep good working relationship with different GO-NGO institutions and other development players. Presently, SUS is involved with the following committees such as: District law and order committee; government legal aid

Memorial Day is a solemn day of remembrance for everyone. We observe the days to raise awareness of an issue, commemorate a group or event. In 2015, SUS observed important national and international days (International Women Day, International Mother Language Day,Independence Day, National Legal Aid Day, World Human Rights Day, Global Hand Washing Day, Meena Day, National Stop Violence Against Women day, Begum Rokeya Day, World Rural Women Day, World Autism Day,

International Disability Day, National Motherhood Day, World Literacy Day, Victory Day) individually and jointly with government and NGOs with great importance through various events/programs like colorful rallies, discussion meeting, Mela (Fair), human chain, sports and games, drawing competition, cultural events, award giving, essay competition, folk song shows, Interactive Popular Theatre (IPT) shows etc. On occasion of International Women Day 2015, ‘Oporajita’ (Winner) award has been given to 42 women of 6 categories from 15 upazila under Netrakona, Mymensingh and Jamalpur districts for contrib-uting in social, political and economical sectors. The representatives of Govern-ment Administration, Police Administration, Upazila Parishad, NGO and Com-munity Based Organization (CBO), Civil Society Groups, Press and Electronic Media and people of different classes and professions actively participated in these programs and provided their important and necessary opinions and ideas.

To capacitate the relevant stakeholders, keep project activities on track and ensure necessary supports for smooth running of the projects/program, SUS provides training, monitoring, logistics, human resource management, financial and other necessary supports.

Training is very necessary for the growth of the organization. Man, Machine and material are the main capital of the organization. The effectiveness of the organization depends on competence of the employees. Training allows employees to acquire new skills, sharpen exist-ing ones, perform better, increase productivity and be better leaders.

The effectiveness of training is checked out to know the impact of training program. Feed-back of training is collected and analyzed for enhancement before next training program.

Monitoring is a process that helps improve perfor-mance and achieve results. It is mainly used to assess the performance of projects, institutions and programs set up by the organization. It provides the only consolidated source of information of project progress; it often generates (written) reports that contribute to transparency and accountability, and allows for lessons to be shared more easily; it reveals mistakes and offers paths for learning and improve-ments. It delivers information for decision-making at policy and operational levels. It assists the manage-ment to determine whether key activities are being carried out as planned, and whether they are achiev-ing the expected outcomes. It provides a more robust basis for raising funds and influencing policy. It establishes links between the past, present and future actions. The shared findings facilitate quick remedial measures for the respective programs.

Since most of SUS’s programs are designed to help achieve the Millennium Development Goals (MDG), continuous feedback on program performance ensures smooth operation and progress towards achieving these development goals.

Human Resource Management (HRM)

SUS provided different trainings to 6,889 (Male: 3,142 and Female: 3,747) program participants and other stakeholders. 186 staffs (Male: 148 and Female: 38) have received trainings by different organizations and SUS. A total of 351 trainees resided at SUS dormitory due to participate in residential training. Total 165 guests (Local: 132 and Foreigner: 33) from different parts of the country and abroad were stayed at SUS guest rooms.

The monitoring personnel of SUS collect important information of different projects/programs as sampling basis, prepare reports and submit to the authority for taking necessary initiatives.

Besides, SUS has particular monitors in respective projects. So, they also monitor their project individually and submit the report to the respec-tive authorities. They communicate with central monitoring and evalua-tion department of SUS if necessary.

SUS publishes different current issues, preserves necessary documents and communicates with relevant government and non-government institutions. In 2015, SUS published 300 copies "Review of Human Rights Situation of Netrakona district 2014" through Human Rights Forum, Netrakona. Besides, billboards (Legal Aid Fund), digital banner, wall magazine, new year’s card, posters (Education and Early Marriage), stickers of different projects were also prepared according to the needs of the respective programs. SUS published the following issues as regular basis: Report 2014: 300 sets, Diary 2016: 400 sets; Somoyer Kotha (Quarterly) 2015: 900 sets (300 sets in each quarter).

SUS is trying hard to keep it in track through proper utilization of its resources. The following documents such as: staff profile, staff recruitment, job description, staff appraisal, increment, promotion, leave, transfer; dismissal etc. are kept and managed through Human Resource Management (HRM) department properly.

In 2015, Staff Management Manual, Financial Management Manual, Child Protection Policy, Information Disclosure Policy, Human Resource Manage-ment (HRM) Policy, Gender Policy, Disability Policy, Anti-Corruption and Bribery Policy and other necessary documents of SUS have been prepared and updated as per demands of the organization.

In 2015, 53 staffs have lost their jobs due to phase out of two projects (Structural Alleviation of Poverty and Marginalization in the poorest Regions of Bangladesh-SAHOSH project and SHOUHARDO-II). 42 staffs of differ-ent projects have left SUS for personal reasons as well as to get better oppor-tunity.

Different vacant positions have been filled up by recruiting 10 new staffs as well. 44 (Male: 39, Female 5) new staffs have been recruited for inclusion of Promotion of Equitable Society by Ensuring Access to Justice (PESEAJ) project.

During the period, our 2 staffs died. We are very much shocked for their sudden death. We pray for them.

Snapshots of Our Visitors

SUS always remains enthusiastic in facilitating visit of development partners and other visitors to the community. Exchange views, successes and personal information create a good learning environment at community level. The visitors also reap the opportunity to observe how the programs are implementing and fund is using for keeping the socio-economic status of the poor and vulnerable communities.

In the year 2015, representatives of development partners, visitors from abroad along with government and non-government institutions visited different programs of SUS.

Sajeda Begum, Program Coordinator and Sheuly Haque, Country Director from Swallows (India-Bangladesh); Raihan Ali, Executive Director, Mahmuda Islam Gini, Aditional Director from Thanapara Swallows Development Society; Andrewde Pira Manso, Board Member, Monica Erwer, Director, Ellen Gustafsson, Financial Accountant, Marjo Annely, Board Member from Swallows (India-Bangladesh), Sweden visited different activities of ACCESS project of SUS.

Arif Abdulla Khan, PM, Water Aid in Bangladesh (WAB), Kazi Rashed Hyder, APC-WAB visited Promotion of Water, Sanitation and Hygiene (PWaSH) activities of SUS. Ruma Sulatana, Program Coordinator, Manusher Jonno Foundation (MJF) visited different activities of Facilitate Activism for Just, equitable and accountable Society of SUS Jamalpur area. Fatema Rashis Hasan, Deputy team leader, Md. Salim Reza, National Fund Manager, Nafiz Imtiaz Hasan, Project Coordination Specialist and M.U.M Abdul Maleque, Monitor-ing & Evaluation Specialist of Community Legal Services (CLS) visited differ-ent activities of Promotion of Equitable Society by Ensuring Access to Justice (PESEAJ).

Nurun Nabi Talukder, Director General, NGO Affairs Bureau, Bangladesh visited different programs of SUS. D. Tarun Kanti Sikder, Deputy Commis-sioner of Netrakona, D. Abdur Rahim, Additional Deputy Commissioner (General) of Netrakona Dr. Nilutpol Talukder, Deputy Civil Surgeon of Netrakona, UNOs, local upazila chairmen and UP chairmen visited different programs of SUS of Netrakona district. Upazila Nirbahi Officer (UNO),Madan, Upazila Education Officer (Kendua and Madan), UP chairmen (Atpara, Madan and Kendua) have visited the schools and have written their comments in the visitor books.

Besides, representatives from BRAC, Nijera Koro, Ain O Salish Kendra, Dhaka, Quaker Service, Sweden, Swiss Intercooperation HELVETAS-Bangladesh, D-net, Dhaka, Palli Karma-Sahayak Foundation (PKSF) and other government and non-government institutions visited different programs of SUS.
