Preamble

To start with, I am pleased to announce that 2017 was an entirely successful year for the Swiss Cosmetic and Detergent Association during which we took numerous steps for-ward. However, it also has to be mentioned that total revenue in both the cosmetic and detergent market once again decreased in 2017.
Our work in 2017 has given us members of the Managing Board and the Management a lot of motivation! And we hope that the same applies to you, esteemed members of the SKW!
I would like to remind you of the preamble in the Annual Report 2016 in which I dealt with the question “necessity to exist as an industry association”. I used some examples to high-light the difficulties when measuring the use of an association and how easy it is to come to the wrong conclusion.
But I also emphasised that the strength of an association is “cooperation” and, of course, its representativeness, which is greatly based on the composition and number of members.
“Energy is created by aligning potential” – and an efficient industry association does just that, in the interest of the entire industry and with the combined strength of all members. When pooled, this is a strong weapon for political work!
In 2017, thanks to you and your employees, and, of course, thanks to our own team under the management of Dr. Bernard Cloëtta, we were able to prove the benefits of a good industry association. We were able to score points and celebrate successes in various quarters and important concerns.
On 1 January 2017, it started with the setting in force of the new “Swiss Made” Ordinance for Cosmetics – an objective which we managed to successfully conclude after pursuing it for several years.
We also achieved and implemented much regarding the revision of the Cosmetics and Chemicals legislation, which had to be har-monised and kept consistent at the same time. But also the VOC incentive fee, or rather its suspension, was at least one successful mile-stone where our lobbying showed its effect.
Worth to point out is also the successful en-gagement against a Swiss stand-alone regu-lation regarding furocoumarines in cosmetics, thanks to a coordinated action and dialogue with the authorities. A great joint effort!
Our network of politicians and government agencies, other associations and organisations has become comprehensive enough to enable us to efficiently explore all avenues and opti-mally represent our interests. Even the targeted cooperation with NGOs is a great success.
Especially the case of furocoumarines, which required quick intervention on all levels, shows how well this network functions today. Not just in the interest of our association and members, but also, in our opinion, in the inte-rest of the general public.
The fact that we achieve positive results for the industry and reach our objectives most likely is also the reason for the renewed increase in membership numbers. New and existing com-panies realise that membership of the Swiss Cosmetic and Detergent Association SKW provides direct and useful advantages.
We would like to take the opportunity to wel-come all of our new members at this point! Together we are stronger!

New Legislation on Foodstuffs and Cosmetics (“Project LARGO”)
The new Swiss Foodstuffs and Cosmetics legislation came into effect on 1 May 2017. We provided our members and international partner organisations with comprehensive information on this topic.
Nearly all of the concerns put forward by the SKW during the consultation and numerous talks with the responsible government agen-cies were fully implemented and Swiss le-gislation was consistently harmonised with the corresponding EU legislation. The SKW’s application to grant the Swiss cosmetics manu-facturers a transitional period of four years for implementing the extremely complicated change to the EU legislation regarding safety assessments, product information files and GMP specifications was also approved.
The introduction of “dynamic references” to the appendices of the EU Cosmetics Directive is a new way of implementing legal amendments of the EU legislation in Switzerland within the required period and of matching their content. This particularly affects ingredients. Exceptions from this principle now have to be explicitly included in legislation (currently furocoumari-nes and hydrogen peroxide for tooth whitening agents, Article 6, OCos).
The previous inflexible regulation for essential oils was fully alined with the EU Directive as requested by the SKW. Companies now have to implement their own checks and file a res-pective safety report.
The “BAG Abgrenzungspapier”, in existence since 2010, that differ cosmetics from medical and biocidal products, are being reviewed by the FSVO. Some of them were highly disputed as they deviate from the EU interpretation. The SKW submitted a comprehensive statement on this topic, including the most important concerns, on 28 June.

The focus is on the new Cos metics legislation in force since 1 May 2017. The key demand of the cosmetics industry, harmonisation with EU legislation, was almost entirely met. Surprisingly, how -ever, a new special regulation for furocoumarines was issued.
In the revision of the Chemi cals legislation, both importers and exporters did not wish to encounter unnecessary trade barriers. The government agencies consulted with stake-holders regarding the planned revisions in 2018 and 2020 on several occasions.
The matter of a comprehen sive review of the VOC incentive fee passed the first hurdle in the form of the approval of the Wobmann motion (abo-lition of the VOC fee) by the National Council on 9 March 2017. The Council of States will discuss this matter in 2018.
The new Swissness project including the new “Swiss Made” Ordinance for Cosme-tics, which had been applied for by the SKW, came into effect on 1 January 2017.
It regulates the requirements for the use of this label of origin and the Swiss Cross on products.

Unexpected Swiss Stand-Alone Regulation for Furocoumarines
The unannounced new restrictions on furo-coumarines from 1mg/kg to all “products which may be exposed to sunlight” causes a massive deviation from the EU legislation after all, where only sun protection and tanning agents are subject to this restriction. At no point during the legislative process for the new Swiss Cosmetics legislation did the industry get consulted regarding these changes. The revision was announced only shortly before it came into effect. The FSVO also issued a general decree on this new regulation, thus preven-ting the manufacturers and importers from calling on the Cassis-de-Dijon principle. The FSVO revoked precedent suspensive effect for a potential recourse against this general decree. This resulted in numerous products that were legally available in the EU and the rest of the world from being prohibited within the space of one month in Switzerland.
The SKW submitted a complaint to the Federal Administrative Court and coordinated the joint endeavours and complaints of the European cosmetics and fragrance industry as well as for various manufacturers. A Federal Adminis-trative Court interim ruling at the end of 2017 was a first success: It restored the suspensive effect, thus making it possible to launch the products until the final ruling on the lawful-ness of the general decree. On 19 December 2017, the FSVO decided that the contested general decree can temporarily not be en -forced, due to various complaints procedures. The general decree will remain out of force until its legal effectiveness is published again in the Federal Gazette.
The SKW asked the FSVO for talks regarding the general decree and the regulation of furo-coumarines in the new legislation on cosme-tics. The first talk took place on 22 January 2018 and further talks are in the pipeline.
This case clearly shows the importance of a cooperative and coordinated approach for the successful implementation of the industry’s interests.

Revisions of the Swiss Legislation on Chemicals
Revision of the Swiss Chemicals Ordinance (ChemO) 2018/2020
The consultation on a first draft revision lasted from February to May 2017. The SKW issued a detailed statement regarding this matter. We expressed our concerns during various meet-ings with the responsible government agencies in coordination with the interested partner asso ciations. All of the industry representatives criticised the introduction of new notification requirements for intermediate products and nanomaterials.
The government agencies reviewed this first draft. A FOPH representative informed the SKW members about the latest state of play at the meeting of the technical committees on 7 November. The following steps are planned:
The revision 2018 will come into effect on 1 March 2018. The current plans are:
• Unchanged definition of nanomaterials, no notification requirements for the time being• Notification requirements for hazardous intermediate products in excess of 100kg per year and for fibre or tube-shaped, biopersistant nanomaterials• Introduction of a unique formula identifier (UFI), for household products only• Assessment of individual EINECS substances• Animal protection, etc.
The planned revision 2020 will probably contain the following main topics and come into effect in 2021:
• Registration of substances not registered in the EU (“no data, no market”)• Possible elimination of non-EINECS substances• Definition of nanomaterials (alignment with EU) • Possible registration of nanomaterials (ORRChem or Employee Protection)• Registration of new substances, dossier is only valid for Switzerland
Furthermore, it is planned to align technical regulations in Annexes 2 and 4 ChemO and the list of especially hazardous substances (Candidate List, Annex 3 ChemO) as of 1 March
2018 with developments in the EU and/or the OECD with the aim to prevent trade barriers.
The following regulations are to be updated in Annex 2 ChemO and in ORRChem.
• Technical rules on the classification, labelling and packaging of substances and preparations• Methods for testing the properties of substances and preparations
Five new substances are included in Annex 3 ChemO, which therefore complies with the EU Candidate List.
New in vivo testing methods for determining skin sensitisation are added to Annex 4 ChemO (Technical dossier for the registration of new substances).
15 additional substances are included in Annex 1.10 ORRChem. As from 1 September 2018, it will be prohibited to distribute these carci-nogenic, mutagenic and toxic for reproduction substances (CMR substances) to the general public.
Planned Revision of the Ordinance on Biocidal Products (OBP) 2018
The Ordinance on Biocidal Products and re-lated Chemicals Fees Ordinance and Biocidal Products Implementation Ordinance will be revised. The SKW has issued a statement in this matter.
The OBP was aligned with the relevant Biocidal Products Regulation (hereinafter referred to as BPR) two years ago. The technical equivalence of the OBP and BPR makes it possible to conti-nue Section 18 in the existing MRA. Interpre-tation and enforcement of the BPR in the EU are subject to a continuous development. To prevent technical trade barriers and maintain the MRA, it is necessary to continuously adjust the OBP to the corresponding developments in the EU.
One substantial improvement of this revision is the planned introduction of a parallel trading of biocidal products with transitional licenses which may be launched in Switzerland and the EU member states in accordance with the national transitional regulations.

The current revision of Annex 2 OBP includes the substances approved by the European Commission in the period from January to November 2017. In specific terms, these are 24 new active ingredient product type com-binations, three product type additions and eight renewals of existing active ingredient entries. One entry is being corrected in Annex 1 OBP. The competences for adjusting this annex issued to the FOPH are stipulated in the OBP.
The revision will come into effect on 1 March 2018.
Revisions of the Chemical Risk Reduction Ordinance (ORRChem) 2018
The SKW submitted a statement on the “En -vi ronment Autumn 2017” ordinance package on 23 February. It consists of the following elements:
• Tightening of the regulation on Short- Chain Chlorinated Paraffins (SCCP)• Tightening of the regulation on mercury – implementation of the Minamata Convention• Restriction of lead in products• New hardship case regulation and new substances in the VOC ordinance
Incentive Fee on Volatile OrganicCompounds (VOC)
The SKW as well as other affected industry associations have been generally questioning the use of the VOC incentive fee for quite some time. The incentive target was achieved a while back, nevertheless the affected products con-tinue to be made unnecessarily more expensive without achieving any incentive effect. This in creases the attractiveness of purchasing pro-ducts in neighbouring countries. This, in turn, further dilutes the incentive fee and the increas-ing cross-border traffic places an additional burden on the environment.
The motion of National Councillor Walter Wobmann, “Abolition of the VOC incentive fee” was approved by the National Council on 9 March despite the Federal Council re-commending rejecting it. The matter will be
passed to the Council of States during the course of 2018. Together with other stakehol-der groups, the SKW is now searching for a constructive solution to abolish this incentive fee.
The Federal Office for the Environment orde-red a survey, which is currently being circulated among various SKW members. The idea of this survey is to provide information on the effects of the incentive fee on individual company types (manufacturers and importers).
The plans of the Federal Office for the Environ-ment go toward transitioning the incentive fee into the Ordinance on Air Pollution Control. Unfortunately, it is likely that the existing incen-tive fee will be replaced with much tougher regulations. The affected associations are cur-rently reconciling their interests in this matter, particularly with regard to the impending politi-cal lobbying. It is most important to reduce the administrative workload, abolish the incentive fee and prevent unequal treatment of manu-facturers and importers in a new regulation. Again, an important concern in this respect is to prevent the creation of poorer conditions for the Swiss industry compared with the EU.
Swissness Project and “Swiss Made” Ordinance for Cosmetics
The revised Swissness legislation came into force on 1 January 2017. The new provisions of the Federal Act on the Protection of Trade Marks and Indications of Source apply to all industry sectors, hence also to cosmetics, deter-gents and cleaning agents.
At least 60% of the manufacturing costs must be incurred in Switzerland. All costs for production (i.e. the costs for raw materials, semi-finished products, accessories, product-related wages and production overheads) and now also the costs for research and develop-ment, quality assurance and certification are also taken into consideration. The use of the Swiss Cross on products which meet these criteria is now also permitted.

by the SKW also came into force. It regulates the use of Swiss indications of source for cos-metics products in more specific detail and stricter than the Federal Act. This will help to better push for the protection against misuse abroad.
In the future, not only the 60% of manufactu-ring costs for cosmetics products have to incur in Switzerland, but also 80% of production costs (manufacturing costs, excluding raw materials and including research and develop-ment). Furthermore, all important manufactu-ring steps, which are of particular relevance to the quality of a cosmetics product, must be performed in Switzerland (bulk manufacture, picking and packing and quality control).
The new ordinance is being welcomed by the Swiss cosmetics manufacturers as a necessary self-regulation within the industry. It also saves endless debates and motions against the new Swissness project, as repeatedly and unsuccess-fully implemented by other industry sectors.
The SKW will maintain a positive list of Swiss raw materials and preparations used for cos-metics manufacture. The terms and conditions of this list have been made available on the SKW website since the beginning of 2017. It will be switched live as soon as the first entry is received. Interested suppliers of raw mate-rials produced in Switzerland are welcome to register their products. This list provides signi-ficant advantages in the market for the sale of “Swiss Made” raw materials.
If a substance is entered in the list, the producers of cosmetics products may assume that the respective substance is available in Switzer-land in sufficient quantities and at a constant quality.

Associations provide unique platforms where their members can obtain and exchange information on professional and legal matters as well as media topics.
It is in the basic interests of an association and its members that the rules of anti-trust and competition law are complied with at all times.
Therefore, strict compliance rules apply for all SKW events. This enables the participants to use the unique service and know-ledge platform and the association's network without reservations.

General Assembly
The General Assembly took place on 26 April 2017 at the Hotel Atlantis by Giardino in Zurich. The discussion primarily focused on statutory transactions and it was resolved to reduce the annual membership fees. Maike Kiessling, Estée Lauder, and Tim Wirtz, Coty, were elected as new members of the Managing Board. Goetz Winter was re-elected, this time as a representative of Louis Widmer.
The office provides information on the reso-lution of the Managing Board on the strategy 2017-2020 and the membership fee policy of the newly established Working Group Profes-sional Cleaning with its three new members, Kärcher, Steinfels Swiss Professional Care and vanBaerle.
Thomas Früh, intracosmed, was confirmed as President for a further year. The previous members of the Board Committee, Marco Baumann, Rausch, and Ralf T. Gehlen, P & G, were also re-elected.
Dominik Stocker, The Nielsen Company, talked about the market environment in the Swiss Near Food sector. The title of the talk was “Light at the end of the tunnel?”.
In the public part, Dominik Lehmann and Patrick Suppiger from the Verband Krisen-kommunikation VKK (Crisis Communication Association) presented the topic “Crisis com-munication – what are the responsibilities of the companies and the association?”.
Managing Board
The Managing Board met on 23 March (topics: finances, reduction of membership fees, preparation of the General Assembly) and on 29 November (2018 targets, finances, SKW partnerships, evaluation of the SKW satisfaction analysis).
SKW Stakeholder Council
No physical meetings of the Stakeholder Council took place in the reporting year. The members of the Stakeholder Council were provided with information in a bulletin of 20 September. The next meeting is planned for spring 2018.
Technical Committees
On 7 November, the meetings of the two tech-nical committees took place at the Restaurant Belvoirpark in Zurich.
The following persons held talks at the Technical Committee Cosmetics:
• Dr. Bernard Cloëtta and Carole Meylan, FSVO, on the new Swiss Cosmetics Act. The Swiss special regulation for furocou- marines, which mainly results in trade barriers to EU member states and other countries, was discussed intensively.• Dr. Christian Gründling, FCIO, on current developments in EU cosmetics legislation• Marco G. Vasallo, Complife Italia, on targets and projects of Helvetic Association for Cosmetic Ingredients (HCI) and the future cooperation with the SKW

Working Group Professional Cleaning
The Working Group Professional Cleaning met on 7 July at the Restaurant Belvoirpark in Zurich, for the first time with its new members, Kärcher, vanBaerle and Steinfels Swiss Professional Care. A talk by Dr. Markus Hofmann, FOPH, REACH and Risk Manage-ment, on current legislative matters was fol-lowed by an experience exchange with the respective cantonal law enforcement agencies. The managing director then provided infor-mation on current projects and talks with stakeholders as well as the state of affairs regarding the VOC incentive fee (Wobmann motion). Finally, resolutions were also made regarding the revision of the various statistics of the working group.
Working Group Professional Hair Care
The Working Group Professional Hair Care held their annual meeting on 31 October at the Hotel Ascot in Zurich. The office provided extensive information after which joint projects were discussed with Damien Ojetti, Central President of coiffureSUISSE.
Working Group Swissness / ERFA Export
The members of the Working Group Swissness and ERFA Export met at the Novotel Zurich West on 21 March. The meeting started with two presentations by Dr. Simon Holzer, Lawyer, Meyerlustenberger Lachenal Law Firm, on the new Swissness legislation and its most important contents and on the correct appli-cation of the new “Swiss Made” Ordinance for Cosmetics. This was followed by an in-depth experience exchange regarding this new chal-lenge for Swiss manufacturers. Alexander Pfister, IPI, informed participants about the plans of the Confederation to execute the new legislation in Switzerland and to protect the “Swiss Made” label of origin abroad. This
was followed by two short talks by Michael Kühn, Switzerland Global Enterprise, on cos-metics exports to Russia and by Thomas Früh, SKW President and CEO/Owner, on the halal certification.
French-Speaking Members of the SKW
The SKW translates all information, statements, its website and most publications for its French-speaking members. Simultaneous interpreters are engaged at events attended by a minimum number of French-speaking guests. The SKW particularly ensured that these members were able to participate in a free webinar of the French cosmetics association “COSMED” on the topic of the new Swissness legislation and in the training event by SwissSCC on 5 Sep-tember in Lausanne where several speakers, including Carole Meylan, FSVO, explained the revision of the Swiss Cosmetics Act.

The development and main-tenance of a com prehensive network with all relevant stakeholders and partner organisations at national and international level is the primary task of an association manager.
The SKW has been very successfully mastering this task for some time. Many national and international contacts with stakeholders were initiated or maintained.

Politics
Various coordination talks were held with interested associations. As a result, mutually reconciled information was provided to mem-bers of Parliament in connection with the Wobmann motion, “Abolition of the VOC incentive fee”.
Coordination of the industry’s position with economiesuisse and Promarca on the revision of anti-trust law and parliamentary motions against the “Swiss island of high prices” (Hoch-preisinsel Schweiz).
Provision of coordinated information to the Science, Education and Culture Committee (SECC) of the Council of States on the industry’s position on the Aebischer motion, “Import ban on products manufactured using methods involving animal cruelty”.
Provision of information to various members of the National Council on the industry’s position regarding the Mazzone postulate, “Watch out– danger! Aluminium salts in deodorants”.
Provision of information and preparation of an argument for Councillor of States Ruedi Noser on the wording of his interpellation on the Swiss special regulation for furocoumari-nes, “Fighting the massive trade barrier and deliberate restriction of the Cassis-de-Dijon principle in the cosmetics industry”.
Authorities
Federal Food Safety and Veterinary Office (FSVO)
Meeting on 30 January to discuss current questions regarding the new Swiss Cosmetics Act which came into force on 1 May. The focus was on discussing the Swiss special regulations for furocoumarines. See information in the “Legislation” section for further details.
Meetings with representatives of the European Aluminium Consortium and Cosmetics Europe on 16 February and 27 March to discuss the possible regulation of aluminium salts in Switzer land.
Information event on the new Foodstuffs and Cosmetics Act on 25 April.
Federal Office for the Environment (FOEN)
An in-depth statement by the SKW regarding the revision of the Chemical Risk Reduction Ordinance (ORRChem) was submitted on 28 February.
Functional Commission for the VOC Incentive Fee
The managing director attended various meetings of the functional commission for the VOC incentive fee.
Federal Office of Public Health (FOPH)
This government agency is the SKW’s most important contact for the revision of the Chemicals Act. We represent interests in coor-dination with our partner associations. The managing director attended the following events:
• Stakeholder meeting on 5 April at FOPH in Bern on “Modernisation of the Swiss Chemicals Act” (see “Swiss legislation” section for further details)
• Meeting of the Action Plan Nanomaterials on 31 May
• Discussion between FOPH and the industry on the revision of the Chemicals Act 2018/2020 on 5 July
Swiss Federal Institute of Intellectual Property (IPI)

Embassy of Azerbaijan in Switzerland
The Ambassador of Azerbaijan in Switzerland invited the SKW to hold talks with interested member companies. The embassy organised a business trip to Azerbaijan on 3 and 4 April for Swiss cleaning agent manufacturers which was attended by several companies.

Look Good Feel Better Switzerland
Look Good Feel Better is represented globally in 26 countries. In 2005, various cosmetics companies in Switzerland joined forces and founded the Look Good Feel Better Switzerland foundation, which is registered as a charity.
The Partners Lunch on 16 May in Zurich was held to honour the voluntary activities of all sponsors, members of the foundation’s council, executives and team members.
The managing director of the SKW attended various meetings in his role as member of the Board of Trustees.

On 21 November, the SKW met with SWISSCOS to determine a joint position in the “Fighting the misuse of Swissness” dossier.
The Swiss Flavour and Fragrance Industry Association (SFFIA)
A meeting on furocoumarines took place on 19 October which also doubled up as the first official visit with Richard Illi, the new SFFIA President. The continuous exchange of infor-mation on all matters relating to perfumes and odorants is extremely important to the SKW as these raw materials are contained in a large number of products and are subject to extensive and constantly changing regulation.

Participation in information exchange on 18 January on the regulation and execution of the Swiss law on biocidal products.
Helvetic Association for Cosmetic Ingredients (HCI)
Various talks on the future professional coope-ration between the raw materials suppliers and the cosmetics industry were held. These appeared useful in view of the numerous dis-cussions on ingredients of cosmetics products. Giacomo Santus, President of HCI, attended the meeting of the Technical Committee Cosme tics of the SKW on 7 November, and Marco G. Vasallo, Complife Italia, provided information on the targets and projects of this association.

Cosmetics Europe – Active Association Members (AAM)
The managing director attended the AAM conference on 21 and 22 September. Delivery of feedback on planned microplastics regulations. Various conference calls and organisation of a meeting with the FSVO on 16 February to discuss a possible ban of aluminium salts in Switzerland.
Participation in the Task Force China, which coordinates the cooperation between Cos-metics Europe and the Chinese government agencies regarding legislative activities. Thanks to the free trade agreement with China, Switzer land enjoys a special position and also holds negotiations on the sub-agreements to the free trade agreement. The SKW plans to get even more involved in the future.
A.I.S.E. – National Associations Committee (NAC)
The managing director participated in the NAC conference on 19 and 20 September where topics such as the planned regulation of micro-plastics were discussed. Providing information to the Swiss government agencies on de-velopments of the “Charter for Sustainable Cleaning” and the further sustainability initia-tives of A.I.S.E., also on “DetNet”, the industry network for GHS/CLP classification, which is accepted by the Swiss government agencies as industry-specific solution for the implemen-tation of bridging principles.
International Association Collaboration (IAC)
Industry associations and international cor-porations from all over the world have joined forces in the IAC. The aim is to exchange in-formation and coordinate activities relating to legislation, law enforcement and communi-cation on a global scale. The IAC provides an excellent opportunity to maintain global con-tacts and develop the international network.
The agenda of the IAC meeting on 1 March in Palm Beach, USA, included topics such as microplastics, preservatives, cosmetovigilance, animal testing, claims and the development of

Attendance of two events for Swiss manu-facturers and Korean investors in Zurich in September and presentation by the managing director on the SKW and the Swiss cosmetics market and the Swiss Cosmetics Act respec-tively.

The annual meeting of the German-speaking associations with the associations in Hungary and Romania was held on 23 August in Buda-pest. Topics included current professional and regulatory matters and the coordination of communication in the cosmetics sector.

Relaunch SKW Website
The content of the SKW website was revised and updated to be state-of-the-art. The SKW’s new online presence went live on 1 March 2017 (www.skw-cds.ch).
Satisfaction Survey
In autumn 2017, we conducted a survey among our members to determine the level of satisfaction and use they feel they get from their memberships. We also assessed poten-tials for improvement. The survey was broken down by membership demands and areas of activity. The primarily positive results were discussed by the Managing Board and forwar-ded to the members.
Member Acquisition
The acquisition strategy and its processes were reviewed and successfully implemented. The SKW welcomed six new members in the reporting year.

Advice for Members
We provide the various faculties and working groups with regular e-mails on professional and legislative developments at national and international level.
The main topics in legislative notifications were the Swiss Cosmetics Act, the Swiss Che-micals Act, the new Trademark Act (Swissness legislation), the Federal Act on Technical Trade Obstacles and the revision of the Ordinance on the Incentive Tax on Volatile Organic Com-pounds (VOC).
At an international level, the main topics inclu-ded information about REACH (“Registration, Evaluation, Authorisation of Chemicals”), GHS (“Globally Harmonised System of Classification and Labelling of Chemicals”) and the EU CLP Regulations derived therefrom (“Regulation on Classification, Labelling and Packaging of Substances and Mixtures”) DetNet as well as the EC Cosmetics Directive.
The SKW continuously informs its members about projects and campaigns by the two European umbrella organisations A.I.S.E. and Cosmetics Europe (“Charter for Sustainable Cleaning”, “Keep Caps from Kids”, Microbeads etc.).

Information for Members and Stakeholders
We are the first point of contact for all legal and technical issues of our members. In addition, we receive diverse enquiries from consumers, companies, students, government agencies, NGOs or other associations and agencies on a daily basis.
We provide information on:
• Swiss and EU legislation• Import rules and product registration in export countries• Swissness, regulation in the Trade Mark and Coat of Arms Protection Act• Distinction between cosmetics, pharmaceuticals and biocidal products• Enquiries from consumers on the correct use of products• Safety of products and ingredients• Warnings• Nanomaterials• Product labelling
As the “mouthpiece” for the industry, we can answer questions in a neutral way or forward them to the persons or companies responsible.
Information for International Companies and Organisations
Swiss law is different to other countries. Many international corporations no longer have own legal and technical departments in Switzer-land. The SKW is receiving an increasing number of enquiries from foreign companies and associations as a result.
Information is only provided to companies that are members of their respective national associations. This enables SKW members in return to ask foreign associations to provide information on laws and registration rules.
Free Sale Certificates
For our members, we issued 158 Free Sale Certificates for export. Most certificates were issued for China, Iran, India, Bahrain, and the United Arab Emirates.
Exports and Trade Shows
We provide specific support in export matters for our 50 Swiss manufacturers. They may join the group “ERFA Export” and the “Working Group Swissness” and gain access to SKW's “Regulatory International” network.
The SKW is constantly developing this network thanks to global partnerships with international associations and companies. SKW's members have access to information on legislation and product registration as well as events, con-sulting services and publications of the key industry associations, trade shows and export organisations.
ARGUSavenue
Members have access to ARGUSavenue, thus enabling them to efficiently manage and process all media reports relevant to the industry on certain topics. A very useful instrument that is also used for reporting to company-internal offices.
Members are also emailed a weekly media overview for the cosmetics sector as well as the detergents and cleaning agents sector.

ySustainability Projects of the Companies and the Industry
Sustainability is a key issue both in the cosme-tics and detergent and cleaning agents industry. Supported by the associations, the companies are the main players when it comes to im-plementing their sustainability strategies and measures.
Our members are aware of this responsibility and volunteer to act in a sustainable manner. Companies are exclusively responsible for de-veloping, designing and implementing their sustainability activities and all related commu-nication.
Sustainability is a symbiosis between economic success, social justice and environmental pro-tection. Sustainable business is always based on economic success. A company can only live up to these important responsibilities if it is profitable.
As an association, we promote the exchange of experience amongst our members and support the sustainability efforts made by our European umbrella organisations such as the “Charter for Sustainable Cleaning” by A.I.S.E. and the efforts of the “Roundtable on Sustainable Palm Oil” (RSPO) in the palm oil sector. We also inform the consumer and environmental organisations as well as traders about the industry's projects and issues, thus encouraging dialogue so that they may also contribute to the topic of sustainability
We regularly inform the responsible govern-ment agencies and NGOs about all sustaina-bility projects in our industry.

Sustainability is a hot topic. Today, it no longer suffices to publicise great intentions in glossy brochures and on attractive websites. The public wants to see facts and figures. The companies in the cosmetics and detergents industry have realised this trend and teamed up at European level to participate in tangible sustainability projects.
