EDITORIAL

In many aspects, 2017 was a crucial year for the YES Forum and its whole network.

15th Year Anniversary! YES Forum, founded in 2002, be-gan as a follow up to a European project; its main goal was, at this time, to create a virtual connection between young people and social workers before Social networks and smartphones appeared. Since then, we have not only emerged from many sudden transitions but also expanded our activites in regards to their themes, approaches and geographical areas. Today, YES Forum is represented in 18 countries around Europe, as well as in multiple European programmes. New Board Elections (2017-2019). The Board consists of 4 individuals from members across Europe, representing the diversity of the youth field. Ronald de Haan from Jonge-renwerk (NL) was re-elected, as well as Mirco Trielli from Zefiro (IT). Two new candidates were elected: Maria Peter-son, from the Municipality of Skellefteå (SE) and Alexander Hauser, from BAG KJS (DE). The new Chair of the Board is Mirco Trielli, who took up the baton from Sterren Coudray. The strength of the YES Forum is to create room for true di-alogue between young people, practitioners, policy makers and other stakeholders. YES Forum’s members themselves make it possible: they are all nationally and locally rooted institutions with vital expertise in the interpersonal and caring relationships to support young people with diver-se needs. They are connected to young people’s everyday lives and help to find new ways for young people to com-municate their views.

This is fundamental for our projects and activities, as exem-plified by “Our Life. Our Voice”. In May 2018, we celebrated the young peoples’ involvement in this Erasmus+ project: young participants from five European countries presented their work and results, and stressed the need to be more ambitious to tackle youth poverty across Europe. More than a hundred participants from the youth and social field, the civil society as a whole, as well as local, national and Eu-ropean public authorities discussed these results with the

young participants in a very engaging way.

With this and many other European projects and activi-ties we try to make significant differences in how young people’s voices are heard in policy making. We give voice to the unrepresented and marginalised youngsters and help decision makers to understand the so iverse youth culture. At the same time we offer opportunities to the youngsters to learn through new experiences, understand and become actors of the world they live in. The Strategic Partnership YourEP is a perfect illustration, developing and implemen-ting a political simulation of the European Parliament spe-cifically designed for youngsters with fewer opportunities. YES Forum’s presence on the European stage is also conti-nually increasing, not only thanks to its Policy Event orga-nised in Brussels, but also through multiple contributions to conferences. In 2017, other prominent events included the European event „Creating a social and fair Europe for all young people“ during the German Child and Youth Wel-fare Congress in Düsseldorf, the Symposium on “Youth Policy Responses to the Contemporary Challenges Faced by Young People” in Prague, the Stakeholder Event on the European Solidarity Corps … Over the last years YES Forum has been demonstrating what can be accomplished when trusting and lasting rela-tionships are built with young people. We still have much more work to do. The upcoming years will prove crucial. On the one hand, the youth field is still facing many challenges, both at national and European levels. On the other hand, the road ahead still looks bumpy for European youth hem-selves … and the European Union as a whole. YES Forum’s dynamics and creativity will be an important resource to contribute to new positive developments in Europe.

“I was the first European Volunteer (EVS) in the YES Fo-rum Secretariat.[…] My time with YES Forum was a learning experience in the purest sense. I had the good fortune of learning from professionals how to tackle policy issues with potentially far-ranging consequences without succumbing to the pitfalls of bureaucratic thinking. […]

“It has been a pleasure for me, as a Member of the European Parliament and particularly as Co-Chair of the Youth Inter-group, to work in cooperation with YES Forum throughout three and a half years since the beginning of my mandate, therefore I am particularly glad to send today my warmest congratulations for its 15th birthday. Although all EU programmes have had a very positive im-pact, a large part of young people is not attracted by our initiatives and does not feel “involved” at any level. […] We must invert this dramatic trend; and this is exactly where youth organizations such as the YES Forum have a funda-mental role to play.

“After diverse changes [...] in the last 5 years YES Forum is now a professional European network with democratic governance. Through our active engagement in the net-work, we could develop our European cooperation, expe-riences and competences, i.e., European identity, active citizenship, new methods and approaches.

“Ruhama Foundation and YES Forum provided a space where I applied my academic knowledge and the insights gained in my PhD research in a practical way. “In a nutshell, here are my key messages to you:

1) Our freedom should not be taken for granted, we need to fight to conserve and protect it.

2) We ourselves are the actors of our own lives, we are the vectors of change. Think about the Legend of the Hum-mingbird: we all have a role to play, big or small, poor or rich.

3) Dare to be who you are. Each of us is perfect in his or her own way.

4) Don‘t make it cheap! Set your goals and objectives high. You can mostly always do better than you think.

Remember to enjoy life and have fun that has to be my final message!”

15 YEARS ALREADY!

“From our national umbrella “BAG Jugendsozialarbeit” I had been given the task to find a European umbrella for youth social work in 2001 […] and we founded the YES Forum.

[…] We wanted to create and promote curiosity, knowledge and understanding for other cultures. And especially for the young boys and girls who usually didn´t […]have the possibility to go abroad.

[…] The indirect goal of YES Forum was the qualification of youth workers.[…] Youth workers from different countries should […] exchange experiences on how to reach, [work and offer] the “unreachable” young people. […]

A third task [was] political lobbying, representing the inte-rests of young people in Europe. […] [Then,] there were more members, more projects, more tasks in the head office, more womanpower and nowa-days the YES Forum is a well-known […] player in European youth politics.

YES Forum and its members support vulnerable young people to turn their lives around. We work with them to create a culture of participation to make sure their voices are heard.

Our Life. Our Voice. Young people and poverty

Concluded in 2017, this Erasmus+ Strategic Partnership led by the YES Forum explored young people’s attitudes to poverty and what it means for them to live in families struggling to make ends meet day to day. By listening to young people themselves, the project contributed to the gap between policy and practice being bridged.

The project set up 5 groups of young people experiencing poverty in different countries. The interactive and partici-patory methods used by the groups resulted in the pub-lication of their investigations („Our Life. Our Voice - An Investigation into Youth Poverty”), their own Policy Recom-mendations („Ending Poverty and Social exclusion - Young People’s Key Messages“) and a Toolkit („How to engage young disadvantaged people“).

These results were presented and discussed by the part-ners and the young participants themselves during a Final Conference in May 2017 in Brussels.

EVS4All and our 9 short-term EVS Experiments

Completed with a Final Conference in March 2017 in Ber-lin, the Erasmus+ Strategic Partnership EVS4ALL focused on the inclusion of young people with fewer opportunities in European Voluntary Service projects.

Besides the policy recommendations “Towards a More In-clusive European Voluntary Service”, the consortium also produced a presentation on “Blended Mobilities: Disco-vering Digital Learning” based on the experiments conduc-ted during the project.

Moreover, in the framework of EVS4All, 9 young disadvan-taged Romanians experienced a short-term EVS in 2016-2017 thanks to the YES Forum, its members and partners.

PROMISE

Launched in 2016, the H2020 research project will inves-tigate how young people’s, often negative, responses to societal challenges create conflict and how their responses can instead provide opportunities for positive social en-gagement. By addressing the experiences, values and atti-tudes of European youth perceived as being in conflict with older generations, authorities and social norms, PROMISE will get to the heart of barriers and opportunities for social engagement.

Together with the University of Manchester and other aca-demic partners, the YES Forum will produce a comparati-ve enthnographic study of young people in 10 European countries by 2019. This will include a comparative analyis of attitudes, values and control in addition to policy papers and positive engagement strategies.

In 2017, the YES Forum coordinated the dissemination ef-forts of the partners and organised its own “European Po-licy Network” Meeting to involve public and private stake-holders in the field of youth to contribute to the research.

YourEP

The Erasmus+ Strategic Partnership YourEP, coordinated by the YES Forum, aims at at developing and implementing a political simulation of the European Parliament specifi-cally designed to be inclusive for all youth. To better suit their needs, the simulation method will be designed with the active involvement of 24 disadvantaged youngsters from 7 different EU countries.

In 2017, the project completed its first phase. The young participants were recruited and prepared for the project, met in Brussels to learn about the European Union and the European Parliament in particular, and started brainstor-ming about the design of their future political simulation of the European Parliament. The simulation will be implemen-ted in Strasbourg in May 2018.

DIVE - Diversity in Pan-European Networks

Started in 2017 and coordinated by JEF Europe , this Eras-mus+ Strategic Partnership aims at improving the inclu-siveness of three major European Youth Networks – JEF Europe (Young European Federalists), ESN (Erasmus Stu-dents Network) and AEGEE (European Students‘ Forum) – in order to help them reach and involve a more diverse audience.

With the support of the YES Forum, contributing with its experience and expertise on inclusion and diversity, the project will identify the barriers explaining the lack of di-versity of these networks and develop adapted tools to take them down.

Youth for Europe

In 2016-2017, the YES Forum hosted a French EVS volun-teer in its Secretariat in Stuttgart.

This mobility experience provided this volunteer – now employed! – with a unique opportunity to have a positive societal impact thanks to his involvement, while learning about youth and social work at the European Union level and its many, many different aspects.

To ensure that all young people are given the opportunity for a brighter future, YES Forum builds bridges between European Youth, youth practitioners and policy makers at EU and national levels.

ADVOCACY

Through lobbying work the YES Forum seeks to influence policy and perceptions in order to create better life op-portunities for young people.

This work was manifold in 2017 including participation in events and bringing in the extensive knowledge provided by YES Forum’s members to include the needs and views of young people with fewer opportunities. The YES Fo-rum participated actively in the consultation process on the European Solidarity Corps by sharing its own position and contributing to the European Commission’s events.

Our lobbying culminated in the Policy Event in Brussels in November. Young people, youth practitioners, MEPs and top level EU officials participated in several panel discus-sions concerning European youth policies, with a focus on two key aspects: “How to reconcile the European pro-ject with youth” and the European Solidarity Corps. The Policy Event registered a large youth participation, reflec-ting the YES Forum’s objective of working WITH young people, and not just FOR them.

- YES Forum contributed to the Public Consultation on the European Solidarity Corps with its Position “Feedback from the field”, and its participation in the “Solidarity Corps Stake-holders Forum” in Brussels.

- YES Forum published the Policy Recommendations „En-ding Poverty and Social exclusion” based on the “Our Life. Our Voice” young participants’ work. Young participants themselves presented these results during 3 events:

o A Workshop during the DJHT2017 Summit „Creating a Social and Fair Europe for all Young People“ in Düsseldorf.

o The “Our Life. Our Voice” Final Conference in Brussels, orga- nised by YES Forum and attended by 100 participants.

o A Workshop during the EU/CoE Youth Partnership Sympo- sium “Youth Policy Responses to the Contemporary Challen- ges Faced by Young People” in Prague.

- YES Forum organised its 2017 Policy Event “Reconciling the European project with youth” in Brussels, attended by 70 participants, including 30 young people.

YES FORUM‘S STRUCTRE

The YES Forum, founded as EEIG is a membership driven organisation. Aims are achieved through our democratic structure with full participation of members. Elected by the members, the Board of Directors represents and protects the member’s interest in the network, and supervises the budget and activities. The appointed Managing Director is responsible for running the business of the EEIG and internal organisation.

To manage the activities and to support effective internal and external communication, the YES Forum is supported by the Secretariat in Stuttgart. In the Secretariat experienced staff work together with young people in training as apprentices and EVS-volunteers in a dynamic environment.
