FOREWORD

It is my pleasure to be entering my third calendar year

as Chief Constable of Derbyshire Constabulary, and

since I last wrote to you it has certainly been a busy

year.

At the beginning of 2018, we held the official opening

of our new headquarters and training facility at Ripley

with the Fire and Rescue Service. To further celebrate

this fantastic achievement of collaboration, in August

we held our first public open day at the training facility.

The event was an incredible success, with over 7,000

members of the public visiting throughout the day and

interacting with the Police and Fire Service. In fact, our

collaboration with the Fire Service has already led to

joint community safety events throughout the County;

this is something that I am keen to see increase in the

coming years. Frankly, we like and trust our fire

colleagues and we are looking to many more

opportunities to work closely together.

2018 also saw a joint commemoration of the centenary of the armistice of World War

One, held in the atrium of the fantastic new headquarters building. Forty-eight

members of the Constabulary gave their lives in the service of their country in World

War One, with a further nine making the ultimate sacrifice in World War Two. The

commemoration ceremony was a fitting tribute, using the historical research of

NARPO member Mick Baker, and being fully supported by the Ripley Branch of the

Royal British Legion.

We’ve also seen the creation of the Drone Unit in 2018, a really valuable resource that

I’d like to see expanded beyond its current capacity and capabilities. In fact, 2018 has

been the year of innovation more widely: the implementation of Idea Drop (a system

whereby colleagues are able to submit and comment upon ideas for improvement),

the formation of the Innovation Network, the unveiling of our new Intranet “Connect”,

and the roll out of mobile biometrics. These are all fantastic examples of how the

Constabulary is rapidly becoming a Centre for Innovation in policing.

Towards the end of 2018, I commissioned a review of our neighbourhood policing

capability to ensure that we have the right resources, in the right locations, doing the

right things. At the heart of this review is an increased focus on problem solving,

engagement, and visibility; we recognise that the public feel safer when they see the

Police “out and about.” 2019 will see a significant uplift in the number of staff devoted

to neighbourhood policing, and whilst they will be funded by an uplift in the council tax

precept, the results will be significant, allowing me to really shape the future of

neighborhood policing and deliver a high quality service to the people of Derbyshire.

Change, however, is not limited to our current business. Some of you reading this will

already be aware of the new access routes to become a Police Constable which have

been implemented this year. I am proud to say that, working in partnership with Derby

University, we have welcomed our first cohort of Police Constable Apprentices who

are bringing new ideas and new ways of thinking to the Constabulary. We have also

successfully placed a fifth Police Constable onto the Fast Track to Inspector

programme, and in the summer of 2019, we will be welcoming our first cohort of Police

Now officers into the Constabulary.

We’ve also seen a change in the Executive this year, with the appointment of Paul

Gibson and Kem Mehmet as Assistant Chief Constables, and Simon Allsop on a

temporary basis as Joint Director of Finance and Business Services for the

Constabulary and the Fire and Rescue Service. Terry Neaves is leading the project to

look at more permanent arrangements. We’ve also appointed Rachel Swann from

Northamptonshire Police as Deputy Chief Constable from February 2019, with the

retirement of Deputy Chief Constable Gary Knighton. Gary is a good friend of mine

and an extremely valuable member of the Executive. He will be missed by everybody,

and I’d like to take this opportunity to thank Gary for all of his hard work and dedication

to policing. He will be a massive loss to us all.

2019 is certainly looking like it is going to be a real challenge for the Constabulary and

country as a whole. At the time of writing, the country is facing a degree of uncertainty

around Brexit, and disruptions to public order are possible as exploratory drilling

commences at fracking sites in the north of our County. Work is ongoing with the Police

and Crime Commissioner to ensure that our funding meets the requirements for the

work that I have planned, including the increased focus on neighbourhood policing

that I mentioned earlier.

As you are no doubt aware, I consider Derbyshire Constabulary to be a family, with

NARPO being an extension to that family. I hope that this summary of the past year

has been a useful “family update”, and that you will be heartened to hear that I continue

to be certain that NARPO is the voice of retired police officers within Derbyshire.

CHAIRMAN’S REPORT – FROM MY POINT OF VIEW.

For me personally 2018/19 has been both a hectic and frustrating year for all the wrong reasons. I would like to say a sincere thank you to all those NARPO members who have given me friendship and support over a difficult time. 2019 is a special year for NARPO at both national and local level, being the 100th Anniversary of the organisation. Forces all over the Country are marking the event in a variety of different ways. Our Derbyshire celebration will be a dinner at Chatsworth House details at the back of this report. It should be a good occasion. As always, the Branch has fulfilled all it’s statutory obligations and continues to maintain a high level of finance and management. We continue to be active in the social area with coach trips, dinners etc., which we organise all over the County, especially those areas where good support is regularly forthcoming. If you think you or your area is being neglected, call us, we will talk and oblige, if we can. All events have to be viable financially, it is part of our remit. Our final Christmas event in 2018 to Rockingham Castle, was a great success. A good house tour followed by a good meal (Everyone wanted the recipe for the home-made mince pies, so different and very tasty). I hope to be able to organise a similar event again this year. Details of all coach trips are in this Annual Report and on the website. I have taken the opportunity to attend the Force Award Ceremonies with other Committee Members at Derby and Chesterfield. The Committee is actively discussing if and how we can become more involved ibn these events. We will inform you of any decisions made. I also look forward to accompanying Sean (Secretary) to a Regional NARPO meeting in Peterborough. It is ten years since my last visit. It is something all branch officials should do if the opportunity arises. I look forward to the future with a thriving, active Branch, up to date and a full supportive committee. Having mentioned an up to date modern Branch, as an old traditionalist, don’t forget ‘surviving traditions’ survive because they are good and useful. So, don’t discard them without good reason. MUTUAL WELFARE FUND

The last meeting of the MWF was on the 20th November, 2018. At the last meeting the fund

still stands at approx. £1,800,000.

The following changes were introduced with effect from 1st July 2018.

Subscriptions to rise to the following: -.

Police Pensioners: - £1.75p. In addition, Police Pensioners will pay up to the age of 75

years, not 65 years as at present. At which time they will become honorary members free of

charge

Birthday Gift: -. This will be paid from the age of 75 years, not 70 years as at present. It will

be increased from £15 to £20 and will continue to be paid with the pension.

Widows Christmas Payment.

The payment of £55 to widows will no longer be paid.

Members are assured that in circumstances of hardship the Welfare Fund may as always be

approached for assistance, either directly or via the Secretary.

This is my 8th Annual Report and I hope that you continue to find it of interest. The National Association of Retired Police Officers is celebrating its Centenary Year this year. I hope you like the logo depicting this on the front cover of the report. We are very proud of the fact that HRH Princess Anne has accepted to be our Patron for this year. Up and down the country, NARPO branches are celebrating the Centenary in various ways. We have also decided to celebrate. A sub-committee, headed by Vice Chair David Ashley has been formed and they have been working hard to produce a fantastic Centenary Gala Dinner with entertainment at the Carriages Restaurant at Chatsworth House on Friday, 13th September, 2019. It has been subsidised by NARPO and tickets will be on sale as soon as this Annual Report drops through your letter box. Please see the booking form at the end of this report. So first come first served. So go to the back now and book your place and then come back to where you left off. I would like to thank the assistance afforded to me by NARPO at Wakefield, XPS, formerly Kier Payroll, Police Federation, Headquarters staff and members of the Committee. Subscriptions to NARPO have increased to £21-12., due to the fact that the CPI was set at 2.4% in September 2018. However,the good news is that our police pensions will see a 2.4% rise in April, 2019. Although trips costs (coach travel), and admission charges continue to rise, the committee have decided to continue to subsidise coach fares at the present rate. This means that widows will continue to travel free. Members will pay £5 per trip, and non-members will be charged £10 (unless a very long journey is involved, when it may be a little higher.) The only change agreed was that we will no longer reimburse coach fares where there is a

cancellation. While the fares are low the cost of reimbursing automatically can no longer be justified. We will of course refund any entrance fees, provided we are not charged by the venue. The website www.derbysnarpo.co.uk is being used daily by members and others. We have reached 100,000 visits for the year 2018. A fantastic achievement thanks to our webmaster and committee member Pete Wise. I put all items of interest on there so that you don’t get bombarded by emails. NARPO HQ are now sending out bulk emails. If you do not wish to receive them, please contact me to unsubscribe. You will see from the ‘In Memoriam’ list that it has been a sad year where we have lost a large number of members and spouses. Our thoughts are with their families. Contact me on 01773 609043 if you have a bereavement and I will contact all the authorities on your behalf, i.e. pensions, headquarters, mutual welfare etc. as it can be a very daunting task at this sad time.

Have you joined the ‘Derbyshire Benevolent Trust’. The object of the Trust is “To provide

and permit welfare and benevolent facilities for members and their families”. If not

contact Ian Godfrey at [email protected] or if you are not on the internet,

telephone Ian on 07977 044094. This does not replace what we offer in NARPO but is

another string to our bow, which our members can take advantage of.

Did you follow us via the web to the Torquay Conference? Watch the Southport

Conference live on the 6th September, 2019. Just log on to the NARPO website

www.narpo.org and follow the signs.

I know I keep mentioning it, but NARPO has access to a villa at Ponte Tressa on Lake Lugano, Italy on the Swiss Border and now this year there are not one, but three apartments in the Palais Auersperg in Vienna.. They are available for use solely by NARPO members and are FREE; you only have to get there. Look at the main NARPO website www.narpo.org under ‘villas’ and ‘properties’, to see how to apply. Just a reminder to make sure we have your correct details. Have you moved recently? Have

you notified NARPO? Have you notified Pensions? Have you notified HR? Please do not

hesitate to contact me by phone 01773 609043 or email or via the website

www.derbysnarpo.co.uk and then ‘contact us’ with any query that is troubling you. If I can’t

help, I might be able to point you in the right direction.

The buffets at the AGM, Buxton Conservative Club and lunch at Mickleover Golf Club are all provided free by the Branch. Please let me know if you are coming purely for catering purposes. With regards to the Derby lunch let me know whether you want beef or salmon? These are for members and their partners, so if you haven’t been before, do come along, you might even like it.

Following our move to the Police Treatment Centres at Harrogate and Auchterader,

Scotland, retired members will only have to donate £2.81p a month and then they will be

eligible to receive treatment after a year’s subscription. If you want to join please contact

Finance, Headquarters on [email protected] to join. You do not need to

be a member of the Mutual Welfare Fund (MWF), but if you are, then you will receive help

with travelling expenses to Harrogate and Auchterader. These expenses will be capped at

£200 at the discretion of the MWF. The choice is yours as to which PTC you visit.

If you recently updated you Will you may have also applied for a Power of Attorney between the below dates you may be eligible for a part refund. To find out more follow the link below.

You can get part of your application fee back if you applied to register a power of attorney from 1 April 2013 to 31 March 2017. This applies to lasting powers of attorney (LPA) and

enduring powers of attorney (EPA).

Derbyshire Branch Centenary Gala Dinner Carriage House Restaurant, Chatsworth

Friday, 13th September, 2019

To celebrate the centenary of the National Association of Retired Police Officers, the Derbyshire Branch is holding a gala dinner in The Carriage House Restaurant at the iconic Chatsworth House on Friday, 13th September 2019. Dress will be formal. (Men - DJ or lounge suit. Ladies - cocktail dress or similar). Free parking will be available adjacent to the Restaurant. Police Cadets will be on duty to assist and to direct guests to the Carriage House Restaurant.

The evening will start at 5.45pm with a Drinks Reception. The meal will be served at 7pm with musical entertainment during the meal being provided by a local harpist, Laura-Rose Gee. A table magician, Ian Barradell, will provide further entertainment during the service of the meal.

The Chief Constable, the Lord Lieutenant, the High Sheriff and the National President of NARPO have all accepted invitations to attend. After the meal and once the formalities of the evening are complete, Michael Moore a brilliant local singer will provide musical

entertainment for us until carriages at 11pm.

Tickets for the event, heavily subsidised by the Branch, will be available to Derbyshire NARPO members and partners on receipt of the Annual Report at £35 each - on a first come first served basis. Tickets for non-members will be £50.
