Director’s greeting

Dear friend,

I have great in pleasure presenting to you the Institute for Research in Technology (IIT)’s Annual Report for the academic year 2001-2002. This report provides comprehensive information on the research that the Institute has carried out, the results obtained and the people that have made them possible.

Fortunately, this year once again shows sustained growth in the volume of research activities, as well as in our exploration of the new technological fields in which this research is developed. This continuous progression undoubtedly makes the IIT a national and international reference in many of the fields it works in.

These achievements would not have been possible without the combined efforts of all the people at the Institute nor without the support provided by the School of Engineering (ICAI) and the Comillas Pontificial University, to which we belong, and companies and the national and foreign organizations we collaborate with on our research projects. The ultimate aim of such research projects is to solve real industrial problems and to train young researchers in close contact with real life companies.

In the future, we will put every effort into maintaining and enhancing our current research achievements. This will not be an easy task, but the people at the IIT are ready and willing to meet this challenge.

All that it remains for me to say is to invite you to get to know us better by reading this report.

INTRODUCT I ON

1 Introduction

The IIT, Institute for Research in Technology (IIT in Spanish, Instituto de Investigación Tecnológica) is a University Institute, which belongs to the Escuela Técnica Superior de Ingeniería (ICAI) (School of Engineering) of the Universidad Pontificia Comillas of Madrid (UPCO), Comillas Pontificial University. Its main aim is to promote research and postgraduate training in diverse technological fields through participation in specific projects of interest for Industry and the Government. It is a non-profit Institute, which aims to be flexible and pragmatic in the way it works. It is essentially financed by projects contracted by companies, and thus responds to a clear social demand.

The results of the research projects can be grouped according to the following products:

• Computer science applications (generally developed according to client specifications) used by a numerous and varied group of companies.

• Analyses, studies, and consultancy developed for companies and institutions in different countries.

• Doctoral theses read at the University and publications at international conferences or in international journals.

In addition to the academic staff at the IIT (Professors and Researchers), there is a group of postgraduates with the rank of Researchers in Training. Postgraduate students are generally funded by IIT scholarships and work exclusively at the Institute. Work teams are formed from both groups to develop research projects, which can lead to attaining a doctoral thesis.

3 Teaching

IIT offers two types of academic degree. The most important is the PhD course, which is followed by research assistants whilst they are working on research projects. The other academic qualification is known as “TEUTI” (University Specialist in Research Techniques in Spanish).

IIT Researchers also supervise Masters Theses and the Institute organizes courses and seminars, etc. IIT Researchers also teach in the Engineering School of our University.

3.1 TEUTI Program

The TEUTI program focuses on training in applied research and is awarded after a period of one to two year’s study. This TEUTI degree is awarded after the successful completion of coursework, including a public presentation of the research results. The IIT can also certify a partial fulfillment of requisites.

The aim of this program is to offer a high level of post-graduate training, obtained through the participation in research projects, under supervision of qualified IIT staff. The degree acknowledges a capacity for research work, evaluated by a Committee.

3.2 Other activities

Final-year projects In collaboration with the School of Engineering, IIT research members have coordinated and supervised a total of 30 final-year projects for engineering students.

Grants for undergraduate researchers IIT supports a grant program to promote research activities among undergraduates. These grants are awarded for specific research tasks relating to research projects at the Institute. More than thirty of these grants have already been awarded.

Training Seminars Weekly seminars are held at the Institute to present the latest findings from the various research projects, which in turn promotes training among researchers.

4 Research

4.1 Areas of Interest The IIT is divided into two main areas of research: The Electrical Energy Systems (SEE) area is mainly aimed at subjects related to the electricity and energy sector, and in particular to the generation, transportation, and distribution of electrical energy. It is subdivided into four areas:

• Modeling, analysis and control of the electric power Systems (MAC), dedicated to

the development of computer tools for electrical studies related to such aspects as loadflows, stability, transients, frequency control frequency-power, power plant regulators, voltage control, design of systems of electric feeding, protection, harmonics, and the impact of the distributed generation.

• Regulation and Economy of the Electric Sector (RYE), centered on research into the organization, remuneration and regulation of the power systems (structure, market models, economic signals, tariffs and quality of service...).

• Planning and operation of the electric power Systems (PYO) focusing on the design of mathematical models created to support decision-making processes in planning and operation of power systems. This applies both to traditional regulation and liberalized markets (offer strategies, risks/contracts administration, technical analysis of the market, etc.).

• Managerial and Environmental Administration (GEM), focusing on the efficiency improvement of companies and public bodies from an economic and environmental point of view, through the application of a variety of

techniques such as industrial statistics, decision theory, economy and finance, environment, and organization of production processes.

The Industrial Systems (SI) area focuses on activities in other technical sectors. This area is divided into four different technical areas: h Analysis and Design in Engineering (ADI), is dedicated to running complex

simulations by using a computer, above all for general mechanical purposes as well as electromagnetism, grounds etc.

h Software Engineering (AIS) aims to develop application computer tools, specifically those for analysis, design, simulation and control. It also serves as a computer science support system for other areas.

h The Electronics and Control Group (GEA) works to develop electronic instrumentation and microprocessors, power electronics, control engineering applications, signal analysis and communications.

h Intelligent Systems (ASI) deals with the monitoring, diagnosis, reliability and maintenance of industrial processes, and the modeling and prediction of industrial and economic systems.

HEPLASE ENDESA. January 2000 – February 2002. (Julián Barquín Gil, Efraim Centeno Hernáez Francisco Javier Santos Pérez). This project aims to define and develop a tool to be used by the Endesa Planning Department. This tool will simulate the behavior of the Spanish peninsular system over a ten-year horizon with different aggregation periods according to the Planning Department needs. This tool is based on the Valore tool, presently used by the Electricity Market Management. It is necessary to update this tool for use in the new time horizon (in which new restrictions

apply), and to develop the new data management tools to provide new inputs, as well as to produce the new outputs required in Planning. Analysis of the current technical and remuneratory framework of reactive power/ voltage control ancillary service in Spainpower/ voltage control ancillary service in SPAIN UNESA. November 2000 – November 2001 (José Ignacio de la Fuente León, Julián Barquín Gil). The present technical and remuneratory framework for reactive power/ voltage control requires distribution companies to comply with a certain power factor range at frontier buses with the transmission system. This project entails critical analysis of the current rules evaluating their impact on distributors. Decision support models for generation bids planning IBERDROLA. January 2001 – December 2001. (Andrés Ramos Galán, Michel Rivier Abbad, Mariano Ventosa Rodríguez, Begoña Vitoriano Villanueva, Álvaro Baíllo Moreno, Santiago Cerisola López de Haro, Antonio García Alcalde). The purpose of this project is to develop and improve the decision support tools available to analyze and design the strategies and tactics for bidding in the short, medium and long term. These decision support tools should enable companies to take advantage of generation characteristics over their competitors. These tasks have been scheduled according to the time scale of the corresponding functions: 1. Long term: models devoted to firm economic planning with annual or hyperannual scope 2. Medium term: models devoted to electric system management with emphasis on hydrothermal coordination 3. Short term: models that prepare generation bids for the day-ahead market. EXHIDRO 2001 ENDESA. January 2001 – October 2001. (Julián Barquín Gil, Javier García González, Ernesto Parrilla Pozzy). The project aims to develop a weekly hydrothermal coordination tool. This tool is designed for "unit commitment" programming and bids elaboration process. The proposed tool can be also used as a stand-alone basin manager. The project is a continuation of EXCOM, as mathematical techniques are employed (linear programming). VALORE 2001 ENDESA. January 2001 – December 2001. VALORE is a hydrothermal coordination medium-term model, which includes a Spanish market model. The model is a deterministic one. All data, and specially those related to hydric inflows, are considered to be known variables. During this project we intend to extend the model to cover uncertain variables, and specially hydric inflows. This means that the end result of the project is a stochastic hydrothermal coordination model. VAROPE. Assessment of the risk of electrical power systems operation ENDESA. January 2001 – December 2001. (Julián Barquín Gil, Efraim Centeno Hernáez, Eugenio Francisco Sánchez Úbeda, Ángel Garro Pérez). This project is oriented towards the definition and implementation of a tool for operational risk valuation. The proposed tool is based upon developments carried out in the VALORE and COSME projects. A large number of businesses carry out risk evaluation and management. In particular, highly sophisticated methods are employed for financial and, more recently, energy products (gas, electricity). It has been proposed to apply these techniques to electrical markets. Thus generation units can be treated as put options, together with other financial and physical assets, owned by the utility. Design of a Voltage Control Coordinated Strategy for Iberdrola’s plants Iberdrola. March 2001 – February 2002. (Michel Rivier Abbad, David Soler Soneira, Pablo Frías Marín). The main objective of the project was to design a Voltage Control Coordinated Strategy for the set of Iberdrola¦s plants, that fitted with a new Voltage Control Operation Procedure (P.O.7.4) approved in Spain. The first step was to coordinate all plants voltage control systems in order to deal with the System Operator orders. In a second step the project worked on a economical optimization of the voltage control strategy preserving the technical feasibility. The project also included a consultancy work related to ancillary services regulation in the Spanish context, as well as some courses for technical staff. Implementation of a new regulator for the Endesa's AGC Endesa Generación. May 2001 – November 2001. (Luis Rouco Rodríguez, Ignacio Egido Cortés, Fidel Fernández Bernal). The research project 'Optimization of the configuration and tuning of the Endesa's AGC' has proposed a new regulator for the Endesa's AGC. This regulator determines the rate demanded from each generating unit so that the regulating requirements Red Eléctrica de España requires from Endesa are fulfilled at a minimum operating cost. Simulations have confirmed the performance of the proposed regulator. The aim of this project is to implement the designed regulator in the current Endesa's AGC. The main applications are

expected to be: (1) the improvement of the current Endesa's AGC performance and (2) the validation of the regulator to be implemented in the new Endesa's AGC. Optimization of the solution of power system constraints and voltage control Indra. May 2001 – March 2002. (Luis Rouco Rodríguez, Enrique Lobato Miguélez, Francisco Echavarren Cerezo,). The aim of this project is to develop a computer tool to address the optimization of the solution of power system constraints and voltage control. This is a joint project between IIT and Indra SSI for Red Eléctrica de España (REE). The starting point of this project is a computer tool to analyze power system constraints, also developed by IIT and Indra SSI for REE. The optimization of the solution of power system constraints and voltage control involves two steps: a) the solution of the power system constraints due to voltage problems connecting new generators and changing the generator voltages, the transformer taps and the shunt reactors and capacitors and b) the optimization of the active power losses and the generator reactive power margins changing the generator voltages and the transformer taps. Development of a three-phase voltage regulator for line voltage drop compensation Unión Fenosa Distribución. June 2001 – December 2001. (Luis Rouco Rodríguez, David Soler Soneira, Rafael Chao Gómez). Unión Fenosa and Instituto de Investigación Tecnológica are collaborating in the develpment of voltage regulators for low voltage networks. Such regulators are aimed at controlling the final user voltage. Two regulators have been developed and installed: a single phase 10 kVA regulator and a three phase 100 kVA one. This project is aimed at developing a three phase regulator for line voltage drop compensation. The configuration of the transformer and the control system will be fitted to the new application. Adaptation of Starnet model for the Dominican Republic system Organismo Coordinador del Sistema Eléctrico Interconectado de la Rep blica Dominicana. June 2001 – June 2002. (Efraim Centeno Hernáez, Francisco Javier Rubio Odériz, Andrés Ramos Galán). STARNET is a production model including a network representation for spot-price computing. The feasibility of adapting it for the Dominican Republic system was shown in a previous project. The objective of the project is to perform this adaptation and to prepare the model to be used in the real system dispatch. There are structural changes are needed in order to represent

Development of a statistical model of an exploratory nature to establish the competitive positioning of brands and customer segmentation SIGMA-DOS. June 2001 – January 2002. (Carlos Maté Jiménez, Mercedes Fernández García, Javier Martínez Moguerza). The objective of this project is to develop a statistical model, supported by methods of multivariate analysis (such as factor analysis, cluster analysis etc.) in order to simplify brand-marketing decision making in enterprises. The model will provide sector branches competitive positioning and customer market segments for this purpose. Four steps will be taken: conceptual design, tool development, implementation and validation Distributed Generation regulatory impact IBERDROLA. July 2001 – June 2002. (Juan Rivier Abbad, Tomás Gómez San Román, José Ignacio de la Fuente León, Víctor Hugo Méndez Quezada). This project aims to analyze all the problems that arise regarding Distributed Generation, and specially the impact on the distribution network. It seeks to draw regulatory conclusions from these results: what the real advantages and disadvantages are of the large-scale introduction of DG, and what kind of regulation enhances these advantages and reduces or controls the disadvantages. It will be necessary to determine the impact of DG on investment costs and network planning, operation and maintenance costs (including energy losses) and quality of service costs. Risk management in the Spanish electricity market Iberdrola. October 2001 – December 2002. (Mariano Ventosa Rodríguez, Antonio García Alcalde, Carlos Batlle López, Rafael Denis Corrales). Nowadays in Spain, the vast majority of the energy transactions take place in the one-day-ahead Wholesale Electricity Market. However, there is an increasing amount of energy that is purchased or sold out of this organized market. The main aim of this project consists of developing a risk management model, which provides IBERDROLA's risk heading guidelines. These guidelines take into account both the means of production and the IBERDROLA's knowledge about the market behavior. Optimization tool to build up Bidding curves to be submitted to the energy day ahead market under the new market rules Unión Fenosa Generación S.A. October 2001 – June 2002. (José Ignacio de la Fuente León, Agustín Martín Calmarza).

This research project will improve the already developed software tool used to build up bidding curves to be submitted to the market operator regarding the following aspects: A) Improvement of the energy day ahead behavior forecast module. B) Implementation of the updated version of the software tool at Unión Fenosa Generación S.A. C) Improvements in the optimization module, including pump storage units. One of the main parts of the collaboration will be to use ARIMA series techniques to estimate the set of 24 hourly residual demand curves that characterize the market behavior. Foundations and trends of liberalization models in electricity markets ENDESA. October 2001 – October 2002. (Claudia Meseguer Velasco, Carlos Vázquez Martínez, Manuel Córdoba Mateos, José Ignacio Pérez Arriaga). This project reviews the foundations and trends of electricity regulation in order to analyze the key issues for the future of the Spanish Electricity Sector. In particular, the project will study the design of the Spanish Electricity Market with a view to full liberalization in 2003 and will also review the basic principles of market design and their compatibility with an adequate guarantee of supply. Besides, within the context of the Internal Market for Electricity, the project will examine the proposals for regulatory harmonization with neighboring countries (the Iberian Market) as well as new developments and implementation schemes at European Union level. Feasibility study of the development of a supervisory system of a power system based on movile communications IBIT-Fundació de les Illes Balears per a la Innovació Tecnológica. January 2002 – March 2002. (Luis Rouco Rodríguez, José Antonio Rodríguez Mondejar, Cesáreo Fernández Martínez, Fidel Fernández Bernal,). The aim of this project is the feasibility study of the development of a supervisory system of a power system based on movile communications. The core of the supervisory system will be a state estimator program. The measurements obtained in each substation will be transmitted to the control center using movile communications. The feasibility study will determine the requisrements of the measurement system, the configuration of the measurement system and the implementation const in a small scale power system. This study is a part of a project developed in cooperation with IBIT-Fundació de les Illes Balears per a la Innovació Tecnológica and Departamento de Tecnología Electrónica de la E.T.S. de Ingenieros de Telecomunicación de la Universidad Politécnica de Madrid. The aim of this project is the development of tools for an integrated resources management in the electricity market with daily scope. Precisely, the tools will help in the ellaboration of the biddings for the primary and secondary markets: the daily market, the secondary and tertiary reserve markets and the intradaily markets. The coupling among the markets and the results of the previous markets will be taken into account. Integrated resources management in the electricity market with weekly scope Viesgo. January 2002 – December 2002. (Luis Rouco Rodríguez, Enrique Lobato Miguélez, Pedro Sánchez Martín, Ignacio Hierro Ausín,). The aim of this project is the development of tools for an integrated resources management in the electricity market with weekly scope. Precisely, the tools will help in planning of the operation of Viesgo generation system (thermal, hydroelectric and pumped storage power plants). The results of the weekly planning model will feed the daily planning model. The main feature of the model is that it will be based on forecasting of the prices in the daily market. Long term planning in electricity markets Viesgo. January 2002 – December 2002. (Luis Rouco Rodríguez, Pedro Sánchez Martín, Jose María Miralles Santana, Santiago Jesús López de Haro). The aim of this proyect is the development of tools for long term planning in electricty markets. Precisely, the tools will help in the development of long term studies (from one to five years). Among other results, it will provide incomes, costs, productions. The model will consider a simplified representation of the remaing agents of the market and will represents their behavior. Tool for Electric Power System Planning ENDESA. January 2002 – December 2002. (Efraim Centeno Hernáez, Begoña Vitoriano Villanueva, Francisco Javier Santos Pérez). The main objective of the project is to follow on with the development of a tool for planning. This tool simulates the behavior of Spanish Electricity Market in a scope than includes both medium and long-term horizon. The level of aggregation depends on the specific use of the model. The project includes the tool maintenance and the improvement of its capacities. This improvements deal with modeling and also with data management. HEPLASE is based on other tool, VALORE, whose capabilities have been increased. HEPLASE is intended to be adapted to this new capacities.

Hydrothermal Operation Model for Electric Power Markets ENDESA. January 2002 – December 2002. (Efraim Centeno Hernáez, Julián Barquín Gil, Javier García González, Javier Reneses Guillén). VALORE is a medium-term hydrothermal coordination tool that includes a representation of Spanish wholesale electricity market. The representation of inflows is stochatic, the rest of variables have a deterministic representation. The project includes use and improvements in stochastical characteristics of the model. Besides it deal with the enhancement of hydro representation. Risk Management in Energy Markets ENDESA. January 2002 – December 2002. (Efraim Centeno Hernáez, Julián Barquín Gil, Eugenio Francisco Sánchez Úbeda, Ángel Garro Pérez). Risk management includes a set of techniques with an increasing importance in energy markets. This project is based on three main aspects of it applied to ENDESA energy business. First, risk factor analysis, secondly risk assessment and third protection against risk. These three aspects do not necessary have a sequential order in their development. Some of the most significant tasks include ENDESA risk modeling and optimization of the financial products to be acquired. Development of prediction tools for the short term electricity market IBERDROLA. January 2002 – December 2002. (Andrés Ramos Galán, Michel Rivier Abbad, Álvaro Baíllo Moreno). The objective of the project is the consolidation and systematic use of the different tools that have been developed for IBERDROLA into the analysis process and bid planning. In particular, it consists of the use of the MAFO model devoted to prices estimation in the short term electricity market. The tool will be used in the task schedule to be done by the responsible of the daily market. Development of tools for economic planning and network constraints analysis in an electric market IBERDROLA. January 2002 – December 2002. (Andrés Ramos Galán, Mariano Ventosa Rodríguez, Rafael Denis Corrales, Jesús María Latorre Canteli, Santiago Cerisola López de Haro). The objective of the project is the consolidation and systematic use of the different tools that have been developed for IBERDROLA into the analysis process and bid planning. In particular, it consists of the use of the MPO-Budget model for economic planning in the long term. Besides, another task consists of a major improvement of a tool devoted to the analysis of network

constraints in the long term. The results of the last tool have to be considered into the economic planning process. EXLA: A model for the long-term scheduling of hydro systems ENDESA. January 2002 – December 2002. (Javier García González, Ernesto Parrilla Pozzy). Tne model EXLA is a tool for the long-term scheduling of hydro systems developed for the ENDESA by the IIT. The main objective of this project is the development of a pure hydraulic model which will allow to find the optimal operation of the hydraulic resources belonging to ENDESA in the mid and long term. This model is named EXLA and its main aplication will be to guarantee that the composite hydro operation provided by the long-term hydro-thermal coordination tool (model VALORE) is feasible and otherwise, to correct and to propose a new feasible scheduling. The representation of the hydro systems used in VALORE cannot be very detailed because of the computational effort it would require. This is the reason and the necessity for the developent of a pure hydraulic model (model EXLA) which will be comunicated and linked with VALORE in both senses. Technical support for the implementation of the AGC in the new energy control system of Endesa Endesa. February 2002 – January 2003. (Luis Rouco Rodríguez, Fidel Fernández Bernal, Ignacio Egido Cortés). The aim of this proyect is to provide technical support to Endesa in the implementation of the AGC in the new energy control system. The AGC of the new energy control system of Endesa will include a regulator that has been designed by IIT in previous collaborations. The technical support will be provided in differents stages of the development and implementation process: a) Factory tests, b) Field tests and c) Start up tests. In addition. the collaboration will also include technical support to Endesa in the analysis and disucssion of modifications of the Spanish AGC system that can be suggested byeither the System Operator or the Agents of the Sish electricity market. Economic impact on wind power generation of the valley hours limitation Energía Hidroeléctrica de Navarra, S.A. February 2002 – May 2002. (Luis Rouco Rodríguez, Damián Laloux Dallemagne). The aim of this research project is the study of the economic impact on the wind power generation of the valley hour limitation. Wind power generation may experience limitations in power systems with high penetration of non-

dispatchable energy sources due to the lack of contribution to the load - frequency regulation. These limitations can be activated in valley hours and can affect the economic feasibility of new wind power parks. The economic impact will be assessed as a factor that affects the total energy produced. The sensitivities of such limiting factor with respect to several parameters will also be studied. Implementation of Voltage Control Operation Procedure (P.O. 7.4) in the generation control system of Iberdrola. IBERDROLA SA. March 2002 – March 2003. (David Soler Soneira, Pablo Frías Marín). The main goal of the collaboration is the implementation for the set of Iberdrola’s plants of the control strategies planned in the previous year collaboration program, so they are fully operative before the Voltage Control Operation Procedure (P.O. 7.4) comes into force. The collaboration also includes advising for the ancillary services regulation, and the study of new regulation models.According with these objectives, the contents of the present year collaboration has been structured in three main tasks: Capacity planning in electric power markets Endesa.April 2002 – Decembre 2002. (Efraim Centeno Hernáez, Julián Barquín Gil, Susana Ortiz Marcos, Raíl García Alonso, Juan José Sánchez Domínguez). Capacity planning in a generation company is a critic problem than involves decisions with strategic, economic and technical impact. These decisions must be correctly assessed using appropriate criteria and techniques. The problem includes investment in new power plant analysis as well as close of old equipment, buying or selling generation actives. The objective of this project is to create a model to evaluate capacity planning decisions in a competitive electric power market. Overvoltages due to reactor switching. Application to reactors coonected to transformers tertiary Iberdrola. June 2002 – July 2002. (Luis Rouco Rodríguez, Jesús Pascual Peco González). The aim of this study is the evealuation of the overvoltages due to the reactors switching. Precisely, the reactors will be connceted in transformers tertiary. Two cases will be considered: reactors connected to 400kV/220kV/24kV transformers at Itxaso and Villarino. Reignition process in the circuit breaker will be modeled. The sensitivity with respect to several parameters of the installation will be studied. The study will be addressed with the ATP version of the EMTP program.

Validation process of the developed short term optimal bidding tool Unión Fenosa Generación Unión Fenosa Generación S.A. July 2002 – December 2002. (José Ignacio de la Fuente León, Agustín Martín Calmarza). The proposed research line objective comprises a validation period of the short term bidding tool developed. The objective of the project comprises the starting of a new research line focused on risk analysis, taking into account the future Electricity Iberian Market (MIBEL). The generation utilities will have to face several uncertainties which may have a deep impact over their benefits. Adequate risk hedging mechanism should be derived in order to reduce the level of risk. In particular, a simulator will be developed that will examine the co-existence of both an Spot market (Pool) and a set of bilateral contracts. A key question to be solved is the adequate share of generation production among Pool and bilateral contracts that achieves a good trade-off between expected benefits and risk exposure level. Optimization of the solution of power system constraints and voltage control: Phase II Indra. September 2002 – July 2003. (Luis Rouco Rodríguez, Enrique Lobato Miguélez, Francisco Miguel Echavarren Cerezo). The aim of this project is the continuation of the development of a computer tool to addres the optimization of the solution of power system constraints and the voltage control. This project is jointly developed by IIT and Indra SSI for Red Eléctrica de España (REE). The starting point of this project is a computer tool for analysis of power system constraints also developed by IIT and Indra SSI for REE. The tasks of this phase of the project are the conclusion of the development and tests of the follwing programs: a) optimal solution of power system constraints using the voltage control elements of an hourly scenario, b) optimal solution of power system constrains of the 24 hourly scenarios of the day and c) the optimal power flow. The project also includes the solution of power system contrainst in the intradayly markets and the maintenance of the tool.

Dynamic analysis of bidding strategies in wholesale electricity markets Ministerio de Ciencia y Tecnología. Programa Nacional de Socioeconomía, January 2000 – December 2003. (Andrés Ramos Galán, Michel Rivier Abbad, Mariano Ventosa Rodríguez). The objective of this project is to advance the theoretical developments and simulation procedures in order to be able to represent, understand and assess the behavior of the Spanish wholesale electricity market more fully. The project builds on two previous projects, together with CICyT financing. The first of these, (SEC96-0872) worked on the specification of marginal tariffs in the Spanish electricity sector, and the second, (SEC97-1281, still going on) was devoted to the design of long-term bidding strategies in a competitive electricity market. One year after the liberalization of the Spanish electricity sector, the day-ahead wholesale electricity market is becoming more stable. Agents have learned to bid and to determine their sale or purchase bids to increase profits. Changes in the market respond to the interaction of their strategies in the bidding process. This project proposes to establish the theoretical methodology and simulation tools in order to analyze the dynamic behavior of the electricity market, that is, to represent and reproduce the agents’ dynamic response to the behavior of other competitors. This will represent a further step towards understanding current and future market outcomes. Special advisor for the Council of European Energy Regulators (CEER) Council of European Energy Regulators (CEER). September 2000-December 2001. (José Ignacio Pérez Arriaga). The implementation of the Internal Electricity Market of the European Union requires the development of a new regulatory framework for transmission at regional (EU) level. This new regulatory framework must include: a) a regional tarification scheme for third party network usage; b) some rules for harmonization of the national transmission network tariffs; c) a regional mechanism for the management of network congestions that may restrict international commerce. The CEER is preparing an agenda with the regulatory principles and implementation guidelines that this new regulatory framework must follow, as well as the design and evaluation of specific procedures that may be needed in the implementation process. The special advisor must prepare proposals and provide advice to the CEER in the negotiation process that is taking place between CEER, the EU Commission and other stakeholders.

The French Electricity Regulatory Commission (CRE) has created an Economic Assessment Council. The consultant is a member of this Council. The objectives of the Council for the year 2001 include a review of the current tariff system for transmission and distribution networks in France and the proposal of a new method, which should be based on sound regulatory and economic principles. This advisory role covers periodic meetings of the Council, internal presentations for the members of the Council, critical analysis of documentation and the preparation of reports on specific topics. In the liberalized environment, electricity power reliability studies are extremely valuable for incumbent and new-entrant electricity utilities, as well as for regulators and consumers. On the other hand, electricity power reliability studies must be carried out taking into account natural gas delivery reliability. Reliability models for the electricity and gas industries are very different due to the distinct technical features of both sectors. The project aims to develop models covering the joint operation of electrical and gas systems. Argentinean tariff revision UTE PriceWaterhouseCoopers y Mercados Energéticos. The first tariff review since the big electrical restructuring of 1992 is set to take place in Argentina in 2002. Mercados Energéticos and PriceWaterhouseCoopers have won an auction organized by the national Argentinean regulatory commission (ENRE). The IIT is responsible for the power quality regulation revision and proposal and the distribution costs calculation in this tariff revision. The PECO model will be used for both activities. Panama tariff revision Mercados Energéticos. February 2001 - April 2002. The maximum allowed income for each distribution company has to be calculated, based on the model of a comparison with a similar real company. Afterwards, this maximum allowed income has to be allocated to different types of tariffs. An applied integrated environmental impact assessment framework for the European Union European Commission. February 2001 – June 2003. (Pedro Linares Llamas, Mercedes Fernández García, Pablo Romera Alonso, Daniel Pérez Sánchez). This project aims to address two major problems. The first is a shortage of data on the major impacts of the environmental damage caused by economic activity on human health, well-being and the economy. This data shortage limits the ability of policymakers to identify the most appropriate environmental policies. The second major problem to be addressed is related to the framework of economic and environmental reporting which indicates how the economy is performing to policymakers and the general public. The existing environmental accounting frameworks have been criticized for a number of reasons, and in particular because they do not place sufficient weight on sustainability concerns. This project will develop and apply an environmental accounting framework that addresses these issues. Discussion Group on environmental policy instruments in Latin American and European liberalised electricity markets European Commission. Cost components of cross border exchanges of electricity European Commission. January 2002 – July 2002 (José Ignacio Pérez Arriaga, Francisco Javier Rubio Odériz, Luis Olmos Camacho, Carlos Vázquez Martínez, Michel Rivier Abbad) This project must be understood within the context of the global effort that is taking place, within the EU and at different fronts, with the purpose of achieving a workable and efficient Internal Market for Electricity. The Florence Forum is bringing all stakeholders together to address the different topics that need to be solved to achieve this objective. In particular, the topic addressed in this project —the design of sound methods of network cost allocation— is essential for the task of cross-border tarification. The proposed methods must include the following steps: 1) Determination of the compensation that is due to each country on the basis of the use of its network by external agents; 2) Determination of the charges that must be applied to each country because of its responsibility in the extra costs of other countries’ networks; 3) Application of the net balance of compensation and charges of a country to its internal network users.

This project analyzes the feasibility of using very high voltage cables through railway tunnels. This project has been supported by GIF (“Gestor de Infraestructuras Ferroviarias”). GIF is the Spanish public company in charge of high-speed railway investments. This project analyzes technical aspects that influence the viability of using very high voltage cables to transport electric energy through railway tunnels. Electric cables manufacturing technology has evolved during last decade. Nowadays there are a number of different technologies available. This project analyzes the pro and cons of these technologies taking into account previous experiences of similar uses of these cables. This project considers specific aspects of using cables through traffic tunnel such as: a) analysis of different technologies on very high voltage cables b) local and international experiences c) cable Maintenance and Reliability d) time Horizons in use e) physical cable position in tunnels f) compatibility of aerial transmission system and cables g) analysis of cable length impact Study of TDE AIE industrial complex as connected to the Tarragona I combined cycle power plant Endesa Generación. The supply of electrical energy to indutrial complexes from power plants requires studies to confirm the adequate performace of both systems in the steady-state and the dynamic domain. The aim of this study is the evealuation of the overvoltages due to the switching off four 100 Mvar capacitor bancks connected to the 220 kV busbars of the Benejama, Catadau, Jijona and San Vicente substations. Economic Council of the French Electricity Regulatory Commission Comisión Reguladora de Electricidad de Francia (CRE). January 2001 – December 2002. (José Ignacio Pérez Arriaga). The Economic Council of the French Electricity Regulatory Commission (CRE) consists of twelve experts, all of them University professors, -mostly in the area of applied economics-, from different countries. The purpose of the Council is to provide assessment to the staff of the CRE on specific topics. The topic for the first year has been an in-depth analysis of the theoretical principles of transmission network pricing and its practical implications in network tariff design. The outcome of this work has been collected in a report that will be published as a book. The topic that has been selected for the second year is congestion management in the transmission network, in particular in the context of international cross-border trade. The principal investigator of this project is a member of the Council. Consultancy for the Dutch Ministry of Economic Affairs Ministry of Economic Affairs. September 2002. The objective of the SIEPAC project is the creation and gradual consolidation of a Regional Wholesale Electricity Market for Central America. The job consists of taking part, as the President, of the Advisory Committee of the SIEPAC project. The Advisory Committee consists of a group of three individual

Its origins are mainly mechanical. BALLS: Improving communications between the different machines: spinners, robot, balance etc. Correcting any data corruption and also assuring codes compatibility. Development of a computational code to analyze wind resources in complex terrain. DYTA. September 2001 - July 2002. (Leo Miguel González Gutiérrez). Modelling turbulent air flow over topographic features is of great interest because many practical applications rely on the knowledge of mean flow and turbulence. In order to calculate the effects of topography on the wind at a given place, we designed a computational code based on the finite element method and the method of characteristics. This code will be able to predict velocity profiles in those places where future wind turbines will be situated later.

Computational fluid dynamic of a diesel fuel filter BOSCH. January 2002 - May 2002. (Luis Mochón Castro). Modeling fluid dynamic flow velocity through car fuel filters, using a general purpose computer simulation program. The result of the simulation will be used to determine the possible relationship between the local velocity of the fluid and the points where drops of water that form on the filter paper and go through it in a faulty way instead of decanting. Dynamic simulation of solar cooling systems VIESSMANN. July 2002 - December 2002. (Xavier García Casals). To develop dynamic models for the simulation of solar cooling & heating systems aimed to properly quantify seasonal performances and to carry out system sizing optimization. Solar heating & cooling systems are based on a solar field, thermal energy storage system, heat distribution components for the heating season, and an absortion chiller plus the requiered cooling distribution elements for the cooling season. The use of low temperature solar thermal energy with an absortion chiller for cooling purposes is less known than the conventional DHW or even solar heating aplications. Therefore there is need for a more detailed system analysis procedure than the one given by conventional tools, which allows sizing, optimizing an quantification of system performances. Along the years 2002-2003 Viessmann is going to build several cooling & heating solar systems in different climatic regions within Spain.The preliminar conventional sizing has been performed by Viessmann. In the frame of this project, through dynamic simulation of these systems with typical meteorological years associated to the different sites within Spain, the detailed system behaviour will be assessed and its performancess quantyfied, allowing for a system optimization.

To establish the solid wastes elimination possibilities in the Puertollano gasification power plant. The solid wastes coming from agriculture, urban and industrial areas will be incorporated to coke and coal to be gasified in the ELCOGAS power plant. Specifically: a) the obtained gas is suitable por combustion b) the purification system is able to eliminate the eventual new contaminants c) the power plant is an actual element to eliminate the wastes produced in a broad region. High Performance Approach to Fatigue Crack Analysis and Life Prediction European Commission. April 2000 - December 2002. (Ángel de Andrés Martínez, Francisco Javier Fernández Alcázar, Oscar López García). The purpose of the proposed research is the development and validation of improved numerical methods for damage tolerant analysis of life prediction and their integration in high performance computer simulation environments. The analysis is based on fracture mechanics and on the finite element method and is a direct improvement of the current practice that uses finite elements for the first step preceding the damage tolerance analysis stage (i.e. for the identification of the most likely location of failure), followed by the solution of a fictitious fracture/fatigue problem (e.g. S-N analysis) involving hypothetical flaws of arbitrarily chosen lengths and orientations.

Machine to rip garbage bags SOLUCIONES BEMA. September 2001 – September 2003. (Francisco Nieto Fuentes, Ángel de Andrés Martínez). Design of a machine to rip and open garbage bags. This machine is based on an existing prototype. Basically, the machine works as follows: A rotor with steel blades compresses the garbage bags against an anvil. The bag is ripped and opened. This allows the previous processing and classification of the garbage, either automatic or manual. The project consists of developing an existing prototype. This prototype has been working satisfactorily in real industrial conditions. A second optimized prototype will be designed based on the experience gained.

Design, system integration and traffic control for the Madrid-Barcelona high-speed railway line Gestor de Infraestructuras Ferroviarias (GIF). July 1999 - January 2002, (Fernando de Cuadra García, Antonio Fernández Cardador). This project consists of the global design and partial development of the whole control and management system for the high-speed railway line that will link Madrid with France. The line will also establish a high-speed communication link between Madrid and North East Spain. The line will be operated in a deregulated railway business scenario, conforming to the current European standards. The project covers several aspects of the system: automatic traffic control economic management passenger information traffic planning operator and manager interfacesinformation for assistant tools and systems (maintenance, power system management, reports generation) requirements specification of other related systems (signaling, ATP, ATO, CTC, communications). Railway collision risk analysis due to obstacles Ministerio de Fomento. June 2001 – November de 2001. (Antonio Fernández Cardador, Begoña Vitoriano Villanueva). This project consists of developing a model to compute a quantitative measure of the risk of railway accidents, focusing on frontal collisions due to obstacles. The input data cover the characteristics of railway infrastructure, traffic and trains. The model can be used to compare risks associated with different strategies in order to improve security: installing obstacle-detecting systems, building barriers, decreasing speed limits, etc. This model has been used to analyze these types of strategies on the Madrid-Barcelona high-speed railway.

Techical assessment of the Railway Control Centre of GIF INECO. March 2002 – February 2003 (Antonio Fernández Cardador, Yolanda González Arechavala, Asunción Paloma Cucala García) The project consists of technical assistance in the development of the supervision and traffic control system, energy control system and passanger information system of the Regulation and Control Centre of the high speed line Madrid-Zaragoza-Barcelona-Frontera Francesa. Two type of works will be made: first, the supervision of the funcionality, design an integration of these systems, and the corresponding training simulators; second, the software quality supervision of all the systems to be developed.

Voltage and current amplifiers to test power systems protection units. Viability study I & II EUROSMC. February 2001 – January 2002. (Aurelio García Cerrada, Ramón Rodríguez Vigo). This project will investigate the design of a switched-mod voltage and current amplifier to test power system protection units. The initial specifications will require a very low voltage and current output distortion (less than 0.01%) with an excellent transient response (less than a millisecond, settling time). If the project proves to be practical, the research team will proceed to the design of a short series of the device to be tested in the laboratory. This viability study requires the demonstration of a prototype. Automatic water elimination in diesel-fuel filters. Robert Bosch. June 2001 - December 2001. (Romano Giannetti, Francisco Nieto Fuentes, Alberto Carnicero López). Diesel-cycle engines are provided with diesel-fuel filters the role of which includes the elimination of the residual water contained in the fuel before injection in the cylinders. The injectors are, in fact, prone to be damaged by the

presence of water in the fuel. For this reason, filters are provided with a water chamber where the excess humidity is collected and stored. When the chamber is full it is emptied manually. The aim of the ElimA I project is to study the problem in order to propose possible solutions to the problem of automatic water elimination, with a view to designing a maintenance-free system. Viability study for an active filter SACI. July 2001 – November 2001. (Aurelio García Cerrada, Pablo García González). This project will research into the application of Voltage Source Inverters with PWM for reactive power compensation (STATCON) and current harmonic elimination (active filter). This device would be useful to limit the perturbations caused to the grid by industrial loads helping to reduce grid pollution. An advanced Digital Signal Processor will control the Voltage Source Inverter. The DSP will deal with the control algorithms and PWM generation. This feasibility study will study the simulation results and draw up a program to carry out this project. BROADNET Broadnet Consorcio S.A. July 2001 – June 2002 (Sadot Alexandres Fernández, Carlos Rodríguez Morcillo). The agreement between Broadnet and University includes research and development of information technologies, such as broadband and wireless networks. The objectives of this part of the agreement are focused on enhancing both institutes’ work in these fields. The activities and organization for the project are as follows: OBJECTIVES:- To study new digital communications technologies, both wireless and fixed mechanism, ranging from 2G, 2.5 G to 3G, and local wireless networks like Bluetooth, DECT, hyperlan, etc.- To innovate multimedia systems on networks.- New HW/SW technologies on communications.

Software para interfaz de comunicaciones MVB-PC/104 MERAK. Sistemas Integrales de Climatización. September 2001 - December 2001. (Sadot Alexandres Fernández, Daniel Muñoz Frías). The project consist in the development of the software for a communication card developped in the previous project 'PC-104-Merak'. This software is based in a API provided by Siemens to access the MVB-PC/104 communications card. It is necessary to port this API to the 517A microcontroller from Infineon. In addition, it is necessary to adapt the basic input/output software provided by Merak to the new card developped in the previous project 'PC-104-Merak'. Finally a control software that permits the access to the API functions through a RS-485 channel by two communications cards.The project activitires are: a) API port to 517A microcontroller, b) BIOS port to communications card, c) control software development, d) integration test. Design, development and testing of the new generation of digital protection using DSPs TEAM-ARTECHE. September 2001 – July 2002. (Cesáreo Fernández Martínez). The main objective of this cooperation with TEAM-ARTECHE is to design, develop and test the new generation of digital protection using DSPs as the physical support of the protection functions, which demand high levels of computational resources. Conventional 16 bit microprocessors are also used to support binary inputs and outputs and additional protection functions. As a result of this cooperation two types of protection have been obtained: a transformer differential, and a HV line distance protection. The latter is

currently being tested in the laboratory using a Digital Power System Simulator. Specification and design of an input/output card for a PC/104 bus MERAK. February 2002 - December 2002. (Sadot Alexandres Fernández, José Daniel Muñoz Frías). The aim of this project is the specification and design of an input/output card for a PC/104 bus. The card will be adapted to the MERAK S.A. environment. The card designed will be used to replace the actual design, based in a 517 microcontroller, but maintaining the compatibility with the actual peripherals. This will allow more computing power and memory without changing the interface with the rest of the equipment. In addition, because the new cards are based in the PC/104 standard, the CPU can be upgraded easily. The project is divided in 4 modules: a) functional specification, b) hardware design c) software design d) hardware/software integration and test. Emergency Inverter Bench Test Equipment M7: Design and programming MERAK. May 2002 - July 2002. (José Antonio Rodríguez Mondejar, José Daniel Muñoz Frías, Pablo García González). The aim of this project is the design and programming of Emergency Inverter Bench Test Equipment (EI-BTE). The EI-BTE wil be used to verify the funcionality of the emergency inverter of the LIRR/MNR M7 HVAC. The HVAC is the Heating Ventilation and Air Conditioning system of M7 electric train (Long Island Rail Road/Metro-North Rail Road, USA). Typically, the BTE will be installed in a dedicated repair room and user by test and repair operators. The EI-BTE is composed of the following elements: an industrial 19' PC with A/D PCI card, 3 powermeters connected by RS-485, a programmable power suply, an oscilloscope, etc. The EI-BTE software performs automatically all the emergency inverter tests. The operator needs only to plug in a emergency inverter. The test determines and indicates the health of the emergency inverter, without further intervention by the operator. If the emergency inverter is defective, the EI-BTE guides the operator to identify the fault component.

IELAS Electrical Current Measurement Based On Elastic Waves Propagation In Dielectric Materials COMISION EUROPEA-REE. September 2001 - October 2005. (Juan Antonio Talavera Martín, Alberto Carnicero López, Oscar López García, Carlos Mateo Domingo, Rosa María Ruiz Pablos). The instrument transformers, devices for the measurement of voltage and electrical currents, are key elements within the generation and distribution of electrical energy. Nowadays, their importance has grown even higher due to the worldwide deregulation processes that faces the electrical sector. However they are still manufactured with almost the same technological principles and methods of four decades ago. Thus, they are among the most expensive components of the control systems. Our main objective is the development of a new kind of measurement current transformer. The proposed system will operate with mechanical waves instead of magnetic flux variations. It will be based on functional materials, magnetostrictive and piezoelectric, rather than copper coils and magnetic core. Preliminary estimates suggest that this approach could reduce 26% the volume, 72% the weight, 100% the isolating oil and 37% the manufacturing costs compare with an equivalent modern current transformer.

BIOAQUASES Ministerio de Ciencia y Tecnología. December 2001 - December 2004. (Sadot Alexandres Fernández, Carlos Rodríguez-Morcillo García). Water is one of the most crucial resources for life but, during the last decades, human activity has been degrading its quality. Some contaminants present in water are able to interfere with the estrogen-androgen control and could be in the origin of important health, environmental and economic problems. This proposal wants to develop an analytical device capable to be coupled in the quality control loops of water treatment industries to detect the presence of endocrine compounds. The final device will be a multianalyte biosensor based on optical transduction principles using specific antibodies and MIPs as chemical sensing elements. Representative industry contaminants: nonylphenol and bisphenol A, will be monitored in parallel by the proposed multisensor.

The instalation of the devices in water supply and waste water treatment plants along the national territory, would allow for a exhaustive control and valoration of the degree of this type of pollutants in our country. For that, the proposal also has an objetive to conect all the installed prototypes into a network of teledetection in real-time by remote control in order to analyse and manipulate the data in an interactive way.

Prediction of gas to be supplied to the clients REPSOL. March 2001 - October 2001. (Miguel Ángel Sanz Bobi, Jesús Manuel Besada Juez, Mari Cruz García Fernández). This project will predict the gas that REPSOL has to supply to its clients by studying the gas supplied previously to clients and the dynamic of demand throughout the year. This prediction will include a degree of uncertainty according to the data analyzed. In addition, the project will predict the gas to be supplied in different geographical regions according to the logistic areas of distribution. Classical statistical tools and artificial intelligence based techniques such as neural networks will be used in the project. SEVILLA: Expert system for on-line monitoring of the flame of a boiler in a coal power plant Unión Fenosa Generación. April 2001 – March 2002. (Miguel Ángel Sanz Bobi, Antonio Muñoz San Roque, Álvaro Sánchez Miralles). SEVILLA is an intelligent system for on-line diagnosis of the combustion conditions and steam produced in a coal power plant. The main sources of information used are: the image processed of the flame of the boiler of the power plant, fuels used, water, air and steam. The objective is the detection of anomalies in the process of supplying heat to the water. SEVILLA is being developed in the Meirama power plant belonging to UEFSA.

A software tool for forecasting demand gas patterns SEMA. May 2001 – December 2001. (Eugenio Francisco Sánchez Úbeda, María Manso García). In this project, in collaboration with SEMA, the objective is to develop a software tool to predict natural gas consumption patterns. This tool will be used by Enagás, the Spanish company in charge of transporting gas from origin to the end points, where the gas is delivered to the distributors. This tool consists of several modules for the analysis and pre-processing of information, other modules for building and visualizing the predicted demand patterns and an ORACLE database for the management and storage of all the information. Feasibility analysis of possible use of thermoelectricity for electricity generation from residual heat sources in an automobile Ford – Alemania. January 2002 – September 2002. (Miguel Ángel Sanz Bobi, Rafael Palacios Hielscher, Jorge Vázquez Arias). The objective of this project is the development of a feasibility study for the generation of electricity from residual heat sources located in an automobile. The generation of electricity will be based on the use of thermoelectricity. This requires two heat sinks. One of them must be the hot sink and the another one the cold sink. The thermoelectric module has to be in between both heat sinks in order to produce electricity. The heat is transferred from the hot sink to the cold sink passing through the thermoelectric module. The application of this principle (Seebeck effect) to an automobile has to take into account the possible residual heat sources in an automobile, the possible thermoelectric modules to be used according to the current technology and the convenient location of the thermoelectric modules between both heat sources. The objective of this project will be reached completing the following set of tasks: a) evaluation of residual heat sources in an automobile, b) review of thermoelectric modules, c) alternatives for generation of electricity from heat sources in an automobile, d) possible applications of thermoelectricity as heat pump in current and future vehicles.

Development of the forecast and the analysis modules of the Forcast Management System (SGP) ENDESA. January 2002 - January 2003. (José Villar Collado, Antonio Muñoz San Roque, Javier García González, Francisco Alberto Campos Fernández, Jorge Maté Prado, Prado Díaz Ruiz). SGP is an information system for the management of forecasts for the Energetic Planning Subdirection of the Spanish electrical utility Endesa, developped during the year 2001 . The system has a client-server architecture based on an Oracle database server. Client applications include a system for gathering and exchanging information among the different business areas, a scenario configuration module for selecting the information to be used in the forecasting process, and the main forecasting module. The objective of this new colaboration is to finish and to put in operation the forcasting module developed during 2001, and the specification and development of the analysis modules to study forecast sensibilities and minimize its risks. SGO: Development of an integrated bidding computer system for the Spanish electrical market ENDESA. January 2002 - January 2003. (Antonio Muñoz San Roque, José Villar Collado, Eugenio Francisco Sánchez Úbeda, Javier García González, Alicia Mateo González, Oscar Neira García, Francisco Alberto Campos Fernández, Jorge Maté Prado, Isabel Luisa Dapena Bosquet This project is devoted to the development of an integrated bidding computer system for the Spanish utility ENDESA. The application includes an information management system based on an ORACLE database, as well as bidding, repporting and market analysis tools. The system is in operation since the begining of year 2000 at ENDESA energy control center. At present, the main developments focuse on the analysis of bidding strategies. Integration of the analysis and monitoring of economic and energetic outcomes in the SGP Information System ENDESA. April 2002 - November 2002. (Antonio Muñoz San Roque, José Villar Collado, Javier García González, Álvaro Sánchez Miralles, Isabel Luisa Dapena Bosquet). This project, developped for the Planning Department of the Spanish electrical utility Endesa, is devoted to the integration of the analysis and monitoring of economic and energetic outcomes in the SGP Information System. objectives of this collaboration are the specification of the data model, the development of the procedures for gathering and exchanging information among the different business areas, and the the development of a database loader and extractor. Development of an expert system for diagnosis of the on-line performance of a coal power plant UFG. June 2002 - January 2003. (Miguel Ángel Sanz Bobi, Jesús Manuel Besada Juez, Gustavo Plaza González, Fermín Zabalagui Sanz). The objective of the project is the design and development of an expert system named ODISEO-R, able to detect and analyse performance deviations in some components of the water-steam cycle in a coal power plant. The components monitored and diagnosed correspond to that located between the low-pressure turbine and the input to the economizer of the power plant.The project will use the results of a commercial programm that calculates the component performances. These resukts will be compared to thresults obtained by using models based on neural networks estimating the same outputs. The differences will correspond to anomalies that have to be investigated by an expert system including knowledge from experts in component performance in power plants. Software tool for prediction of the calls to be received in the client call center REPSOL GAS . June 2002 - October 2002. (Miguel Ángel Sanz Bobi, Mari Cruz García Fernández, Jesús Manuel Besada Juez). The project will perform the prediction of the number of calls to be received in the client call center of REPSOL gas in particular telephone numbers. The prediction will take into account the history of calls received in those telephone numbers and also, external factors like the type of week day. The prediction will be based on the results obtained from the use of tools of statistical analysis of time series. A software tool will be developed in the project to perform the prediction of the expected number of calls. PATRONES NIVEL-1, a forecasting tool designed to produce medium-term predictions of the total Spanish natural gas consumption ENAGAS. June 2002 - January 2003. (Eugenio Francisco Sánchez Úbeda, María Manso García). The future operation of the ENAGAS network will be a difficult task due to several factors such as the increasing liberalization of the Spain's natural gas market, the expected future demand or the limited capacity of the existing

pipelines network. To manage its system, ENAGAS needs to plan correctly its external supplies in the long, medium and short term. PATRONES NIVEL-1 is a forecasting tool designed to produce medium-term predictions of the total Spanish natural gas consumption. This tool takes into account , among others, the effect of relevant economic variables. Furthermore, it allows obtaining different predictions by varying the economic scenario and the future weather conditions.

The study of energy recuperation of residual heat in industrial and domestic sectors using devices based on thermoelectricity (TAP1999-0185 Project) Ministerio de Ciencia y Tecnología. Programa Nacional de Tecnologías Avanzadas de la Producción. December 1999 – December 2002. (Miguel Ángel Sanz Bobi, Rafael Palacios Hielscher, Antonio Arenas Alonso, José Villar Collado). The project aims to analyze the feasibility of using residual heat that is generated by certain industrial or domestic production processes and their transformation into electrical energy by means of thermoelectricity, in particular making use of the Seebeck effect. Energy recuperation from residual heat is not only an attractive proposition for industrial processes as a means of saving energy and extending the useful life of machinery, but it is also undoubtedly a way of contributing to environmental protection as it decreases the energy needs by exploiting unused heat sources. This project will identify those sources of heat in which the application of thermoelectricity is most competitive, and will also take into account the state of the technological development of thermoelectric materials. Economic, technical, and environmental criteria will be the determining factors as regards the feasibility of the application or not of the aforementioned characteristics. Distributed multiagent system based on Artificial Intelligence for the maintenance of machines and industrial Ministerío de Ciencia y Tecnología (CiCyt). December 2001 – December 2004. intelligence techniques in order to help carry out the diagnosis of anomalies and to suggest predictive maintenance criteria for machines and industrial processes. This tool will be based on a multiagent distributed achitecture flexible enough in order to carry out diagnosis and local or remote maintenance of machines or industrial processes. It will be based on elements capable of collecting continuous information coming from sensors or from tests done on machines or processes of interest, on efficient modelling instruments used for the detection of abnormal working conditions, on expert knowledge and on procedures of diagnosis of malfunctions and on knowledge of maintenance crteria. All these elements will constitute the multiple agents of the system and they will be distributed, that is to say, they will be located in those computers or in the machinery points or processes where it is most convenient. Some agents will be intelligent systems based on knowledge and yet others will be simple autonomous programs. All of these agents communicate among themselves using communication based on CORBA technology and so the tool being develpoed will be open in order to be able to incorporate new agents developed with different concepts and forms of technology in a very flexible manner, avoiding new investments in the updating and redesigning of software. The tool to be developed is planned to be used in two very different industrial fields. The first of them will be directed towards the maintenance of railways material and more concretely towards some componenets that are important on trains. The second is directed towards the diagnosis and maintenance of machinery for measuring energy and the real state of health of the componenets of the first case, and detecting problems regarding the measurement of energy that can cause considerable economic losses in the actual competitive electricity market.

4.10 Software Products

• DiagExpert is an intelligent system that collects data in real time from all industrial processes. It can detect in advance possible failures, propose corrective action or make diagnoses. It uses artificial intelligence (AI) techniques. It was developed at the IIT.

• QuercusLab is a data analysis tool. It uses decision and regression trees. It has been developed at the IIT and it has been utilized in several research projects.

• IDAT is an intelligent information processing tool that includes technologies of processing and visualization of information, as well as advanced analysis and data mining by means of statistical models and Artificial Intelligence techniques. IDAT has been developed at the IIT and is being used as analytical tool for diverse projects.

• SMAS3 is a tool for analysis and control of small signal stability in large power systems, jointly developed by IIT, IBERDROLA and REE. It has been purchased by CAMMESA (Argentina).

• SSST is a MatLab toolbox for the power systems small signal stability analysis and control bought by École Polytechnique Fédérale de Lausanne.

• STARNET is a computer product consisting of an operation model of an electrical system in a centralized environment. This model includes the transmission network, taking into account the losses. Its salient characteristics are as follows: it calculates the optimal power flow taking into account the losses, it carries out the hydraulic management in the horizon of study, determines the spot prices in every node of the system and besides, it enables the representation of large-scale systems in great detail. This product already has been successfully launched in commercial markets.

The Electric Energy System University Enterprise Training Partnership (EES-UETP) is a consortium of 2 enterprises and 15 universities in 8 European countries. The Partnership began its activities in 1992 within the framework of the COMETT Program (COMmunity program for Education and Training in Technology).

The EES-UETP’s main objective is to provide an advanced technical and economic basis for the interconnected European Electric Energy System.

In the period 1992-2002, the EES-UETP organized 45 international courses on generation, transmission and distribution in electric energy systems.

In June 1995, the IIT submitted a proposal to the European Program ALFA for the creation of a network of European and Latin-American universities working on training and research in electric energy systems. The network, named FORSEE, was accepted by the European Commission and started its activities in 1996.

The main objective of ALFA/FORSEE is to create a Postgraduate Course Program in Operation and Economics of Electric Power Systems to be implemented in those Latin-American universities not offering such a program.

ALURE PROGRAM. Project CREG

In May 1998 the European Commission approved the CREG project, as part of the Alure program (Economic Cooperation between Latin America and Europe in the Energy Field).

The CREG project aims to promote cooperation between European and Latin-American partners, in order to restructure and improve the Electric Systems management in the new deregulated scenario. The CREG project has planned to organize 18 courses over two years, in different Latin-American countries, to meet this goal.

During the academic year 2001-02, the following courses have been organized:

• “Power quality” (February 6th-8th 2002, Cartagena de Indias, Colombia). Organized by IIT (Professors Tomás Gómez San Román, Juan Rivier Abbad and Pablo García Gónzález) and Universidad Industrial de Santander (Professor Gabriel Ordónez Plata).

• “Electrical power sector Environmental impacts” (March 13th-15th 2002, Madrid, Spain) organized by Soluziona and coordinated by Julio Montes León (IIT).

• “Security and sufficiency of electrical power generation” (March 25th-27th 2002, Ciudad de Santiago, Chile) coordinated by Dr. David Watts (Pontificia Universidad Católica de Chile)

5.3 ICAI Engineers’ Association

The IIT maintains a close relationship with the ICAI Engineers' Association. On the one hand, the Association part funds a doctoral thesis developed at the IIT and one the other, the IIT has agreed to publish part of its research findings in the Associations’ official journal, “Anales de Mecánica y Electricidad”. The Association also subsidizes research projects on an occasional basis. This year the IIT has been collaborating with the Engineers' Association on the project “Design and installation of an integral project on rural electrification for isolated populations in Latin America”.
