Collaboration for Strengthening and Expansion of Academic Program (USAID)

1. IMPORTANT DEVELOPMENTS:

a. New Programs and Courses.

The PhD Program in Public Health was launched, approved by the Quaid-e-Azam University (QAU) and recognized by Pakistan Medical and Dental College (PMDC).

Post Graduate Certificate Course of Human Resource for Health Management at HSA was launched in collaboration with Queen Margaret University-Edinburgh (UK)

Masters of Science in Medical Entomology and Disease Vector Control (MEDVC) was launched , approved by the Quaid-e-Azam University (QAU) and recognized by Pakistan Medical and Dental College (PMDC).

An elective course titled “Gender and Health” was developed by the Department of

MNCH. The elective was offered to the students enrolled in the Masters of Health

Economics and Management Program.

b. New Departments

Establishment of HRH Department at HSA in collaboration with Queen Margaret University Edinburgh and GIZ.

Establishment of Day Care Center at HSA in collaboration with MNCH and UNICEF.

The Academy has realigned the former nine academic Departments to form five

Departments namely:

Mr.Adnan Khan “Assistant Lecturer”-HEM was hired on 14th January-2011

Health Systems and Policy Department Dr.Babar Tasneem Sheikh “Associate Professor” Public Health is hired on 1st March-

2011.

Human Resource in Health Department Ms.Nelofar Amir “Human Resource in Health Department” was appointed as an

“Assistant Lecturer” in April-2011.

Mr.Abdul Majeed “Human Resource in Health Department” was appointed as an “Instructor” in May-2011.

d. CONSULTING & ADVISORY

1. GUIDANCE TO HRH STRATEGY DEVELOPMENT NATIONALLY AND REGIONALLY

Technically reviewed the HRH Strategic Plan for Afghanistan and Nepal and assisted in

appraisal of the effectiveness of the HRH strategies in the Afghanistan and Nepal.

Providing technical assistance towards various projects related to Healthcare Manpower

Planning and Management for the Punjab Provincial Health Department

Technically reviewed the inception report for developing the Health Sector Strategy for

Punjab, for the Punjab Health Department.

Attended consultative meetings in Punjab for HRH Strategy Development.

2. HEALTH SYSTEM STRENGHTENING (HSS) PROPOSAL DEVELOPMENT FOR GLOBAL FUND ROUND 11

The Health Services Academy (HSA), Islamabad and Health Net TPO were selected as PR for Health System Strengthening (HSS) and submitted the HSS Round 10 Global Fund proposal in 2010. TRP had rejected the proposal by assigning a rating in category 3. Although the proposal submitted by HSA and Health NET TPO will not be accepted in its present form, but the applicants are encouraged by the Global Fund to submit an improved application for Round 11. HSA is making a concerted effort for development or resubmission of HSS proposal in view of its colossal needs including the challenges posed as the Federal Ministry of Health devolved to the provinces under the 18th Amendment. The need is also enhanced in wake of the post-flood situation impacting the health of millions and raising the need for an intensive effort for strengthening the health systems in the country for addressing the deteriorating health indicators. The Global Fund Board has announced that Round 11 proposals be submitted by March 2012. This gives Pakistan a reasonable time to work diligently for submission of an effective proposal for HSS for Round 11. As currently there is no focal point for coordinating the HSS Proposal Development, HSA is collaborating with WHO Pakistan in undertaking this activity at the HSA.

3. DEVELOPMENT OF HSA FINANCIAL MODEL:

A Financial Expert worked on the assignment for developing financial model with projections of

HSA in line with the strategic plan, sustainability analysis of Health Service Academy (HSA)’s

strategic plan, and, segment wise financial analysis of HSA training programs.

4. PREAUDIT :

A consultant was hired for a pre-audit exercise at HSA with the objective to streamline the

processes for the upcoming audit.

e. Collaborations and Linkages:

National level:

Provincial Health Departments

HSA has signed MOUs with Provincial Health Departments of Government of Baluchistan,

Government of Gilgit Baltistan , Government of Punjab and Government of Azad Jammu and

Kashmir in the following areas:

i. Developing modalities to facilitate provincial capacity building in health with

a focus on MDGs.

ii. Evolving Mechanisms for providing such technical support as deemed

necessary for furthering health policy implementation.

iii. Exploring the possibility of co-sponsoring an annual policy implementation

review conference to improve policy implementation.

World Health Organization:

Agreement for Performance of Work was signed between the World Health Organization and

the HSA was proposed as a “Sub-regional Institution” to provide backstopping and assistance on

the implementation of the CCF process to countries in the region.

HSA in collaboration with WHO coordinated call for proposals for implementation research to

scale up maternal and child health.

Marie Stopes Society

HSA established collaboration with “Marie Stopes Society”, an International NGO, for holding

advocacy seminars in the field of Family Planning and Reproductive Health.

David & Lucile Packard Foundation

Collaboration instituted with “David & Lucile Packard Foundation” for capacity building of

provincial government stakeholders for proposal development on “Health Systems

Strengthening”

Population Council:

HSA initiated dialogue with the Population Council for Geographical Information System (GIS)

for the development Field Demonstration Area at Mandra.

Federal Medical and Dental College:

The primary objective of the Memorandum is the collaboration and cooperation in the area of

Community Medicines “Community Health Sciences”

Health Net TPO (Trans-cultural Psychosocial Organization), Islamabad

The areas of collaboration under this MOU are GFATM round 10, Health System Strengthening

in District Vehari by developing a training module and trainings of the Health personal in terms

of PHC, leadership and management and developing a curriculum and modules for Health Net

TPO Afghanistan and will train the Health Net TPO Afghanistan.

International level:

University of Liverpool:

The MNCH department in close collaboration with the University of Liverpool is working towards

the establishment of a Centre of Excellence in Maternal and Neonatal Child Health.

Karolinska Institute,Sweden

Negotiations are underway for a possible collaboration with Karolinska Institute, Sweden with a

focus on a faculty and student exchange program.

University of South Carolina, Columbia

HSA and HPEB (Department of Health Promotion, Education, and Behavior (HPEB), Arnold School of public Health, University of South Carolina, Columbia (USC),SC, USA. The primary objective of the MOU is to develop training, faculty and student exchange, and joint research on health promotion and communication.

White Ribbon Alliance:

White Ribbon Alliance for Safe Motherhood-USA through its Gates Global Advocacy Grant for the project entitled WRA Accountability Project provide support to HSA for the project advocacy for policy continuity and implementation

Queen Margaret University, Edinburgh:

HSA and QMU agree to work towards jointly collaborating to deliver an integrated post graduate certificate course on HRH (Human Resources in Health) with case material relevant to Pakistan and the regions and integrated in the existing MSPH Programme.

f. New Networks

Established the Pakistan Public Health Association (PPHA)

Established CCF (Country Coordination Facilitation) Secretariat at HSA.

g. Investment in IT

HSA is in the process of upgrading its website with additional features

New Laptops were purchased for new and existing faculty, staff and students.

New STATA Software was also purchased.

h. Field Demonstration Area:

The Field Demonstration Area at Mandra, Tehsil Gujar Khan supported the field activities of HSA using Human Development Research Foundation’s (HDRF) existing community research center and community network.In this area the following activities took place throughout the year:

Data collection by the students of Health Economics Department under the Research Method Course in Masters in Health Economics Management and the students of MSPH under the“ Assessment of availability and quality of obstetric care services at basic health units of District Rawalpindi (in accordance with the “minimum service delivery standards”; 2007” and “Assessment of communication, coordination and complementation between Lady Health Workers and Community Mid Wives”

The students visited “Mandra” in context of their visits in different modules. The Liverpool team visited the area. The R&DD team along with Health system strengthening department of HSA went there for the pre-testing of tools regarding the MCW project being awarded by UNICEF.

Under the course of “Research Process” in MSPH, the students of MSPH Regular class visited mandra o fill the questionnaires from LHVs and LHWs.

Under the Course of Health System Analysis, the MSPH students visited RHC and BHU of Mandra.

Pilot testing of MCW Project took place by Research and Development Department of HSA in Mandra in the third quarter.

In the last quarter (July to September 2011), Students of MSPH undertook the following projects at the FDA:

Studying woman’s perception (KAP) by visiting Health houses regarding breast

feeding/complementary feeding practices Understanding of under 5 vaccination status and vaccination cards by contacting the

mothers in health house under supervision of LHW. Understanding of indicators and charts used for growth monitoring through visits

with health care workers. Studying woman’s perceptions (KAP) regarding her neonatal, infant and child health

by contacting the mothers in health house under supervision of LHW.

Negotiations are underway with BRAC “Bangladesh Rural Advancement for Community” for developing a new Field Demonstration Area.

i. Faculty Development:

Trainings at an International Level: HSA faculty members attended the short courses, at an international level, relevant to their field of expertise. 1. Dr.Fatima Bajwa and Dr.Saira Tariq Instructors-HSA visited Edinburgh from 17th Oct-2010 till

31st Oct-2010 for attending the short course on HRH in Queen Margaret University. 2. Dr.Ramesh visited Baali (Indonesia) to attend the meeting on “Asia-Pacific Action Alliance on

Human Resources in Health in Oct-2010. 3. Dr.Assad Hafeez (Executive Director-HSA) attended the meeting at Alderhey Children’s

Hospital Liverpool,UK from 14th to 17th Dec-2010. 4. Instructor- MNCH Department “Dr.Saira Tariq” and HRH coordinator”Dr. Sabrina Zaka”

attended one week of HRH forum in Thailand in the last week of January-2011. 5. Assistant Lecturer- HEM Department “Dr.Faiza Haq” attended “Geographical Information

System in Disease Control Programs” at Royal Tropical Institute in Netherlands for10 days in the month of June-2011.She was selected through the proper process approved.

6. Mr Majid Shehzad, Instructor at the Department of MNCH & RH, attended a short course on “Monitoring and Evaluation” from 25th July 2011 to 19th August 2011 at the African Medical Research Foundation (AMREF), , MOI University Nairobi, Kenya.

7. Dr Fatima Bajwa, Instructor at the Health System and Policy Department, attended a short course on “Economic Evaluation of Health Care” from 16th to 19th August-2011 at the Queen Margaret University, Edinburgh, UK.

8. Dr Abdul Majeed, Instructor at the Department of HEM, attended a short course (CAP), in September 2011, at the Queen Margaret University, Edinburgh, UK.

9. Dr Nelofar, Instructor at the Department of HEM, attended a short course (CAP), in September 2011, at the Queen Margaret University, Edinburgh, UK.

10. Dr Sabrina Zaka, Instructor at the Department of HEM, attended a short course (CAP), in September 2011, at the Queen Margaret University, Edinburgh, UK.

11. Dr Tufail Bhatti, Research Fellow at the Research and Development Department, attended a 2 weeks course from 5th September till 16th September 2011 on “Consultancy Skills in International Cooperation in Health, Evaluation of Health Facilities, Programs and Projects” in Heidelberg University, Germany.

12. Mr. Nadeem Sajjad Kayani, Deputy Director Admin, attended a Workshop on “Change Management for Public and Private Sector Institutions” for 5 days from “26th to 30th September-2011” in “International Training Center (ITC) of ILO, Italy.

13. Dr. Saira Tariq, Instructor at the Department of MNCH & RH, attended short course on

“Reproductive Health & Development: Analytical Skills for Policies and Programs” at John

Hopkins Bloomberg School of Public Health, Baltimore, USA.

14. Dr. Abdul Majeed, Instructor HRH at the Department of HEM proceeded to Queen Margaret University Edinburgh (UK) in September 2011 for MSc in human Resource for Health (HRH).

TRAININGS AT NATIONAL LEVEL:

1. Post Graduate HRH-certificate course conducted at HSA in collaboration with Queen Margaret University-Edinburgh was attended by the Instructor Health Economics Department “Dr.Mariam Sarfaraz” , Instructor HRH Department “DR. Abdul Majeed” and Deputy Project Manager “Ms.Amna Khawar” Project Management Unit from January-2011 till March-2011.

2. The conference on “Public Sector Accounting” dated 12-March 2011 was attened by Deputy Director Finance “Mr.Ansar Ali Noor” , Assistant to Deputy Director Finance “Mr.Sajid Maqbool” and Assistant Finance “Mr.Muhammmad Farooq Khan” in Lahore.

3. A workshop on “Devolution in Federal Democracies” was attended by Dr Babar Sheikh, Associate Professor Department of Health Systems and Policy”on 17th Sept 2011 in Islamabad.

4. Four day workshop on “Dengue Prevention and Control” held at HSA from 19th-22nd September, 2011 was attended by Ms. Gulrukh Mehboob, Assistant Professor Department Health Economics & Management.

5. Dr Samina Naeem Khalid, Assistant Professor at the Department of MNCH & RH, attended a dissemination meeting on sharing of results of “Client Centered Approach for Family Planning Services” organized by the Population Council.

6. Mr Saleem Rana, Senior Lecturer at the Department of MEDVC, attended the National Conference on “Dengue” in Lahore.

2. WORKSHOPS/CONFERENCES/SEMINARS/TRAININGS COORDINATED & FACILIATED BY THE HEALTH SERVICES ACADEMY

1. One day workshop for strategic & operational planning was conducted by the Research Advisor “Dr.Inayat Thaver” at HSA from Research and Development Department with all faculty, academicians & researchers in the first quarter of year 2010-2011.

2. Orientation Meeting took place on 25th Nov-2010 to New Class of MSHEM (Maters of Science in Health Economics Management) at HSA.

3. HSA conducted four provincial consultative meetings with stakeholders to develop national HRH Strategy and CCF Mechanism in Pakistan.

4. HSA conducted four provincial consultative meetings with stakeholders to develop National Strategy on Gender and Health in Pakistan.

5. MNCH/FP Conference titled as “New Evidence in Maternal, Neonatal, Child Health and Family Planning in Pakistan “The Way Forward" took place at HSA on 1st and 2nd Dec-2010 with the collaboration of UNFPA,, Save the Children, UNICEF and Packard Foundation. This intellectual initiative encompass scholastic contribution of all leading national & international voices to conclude policy guidelines for our national goals & objective to help achieve MDGs, in the perspective of local research and new evidence. The honorable Federal Minister of Health has very kindly consented to be the patron of the conference.

6. Convocation was held on Dec 3rd 2010 that honored graduates of HSA’s MPH Session 1996 to 2004, MSPH Session 2007 to 2008 & MEDVC Session 2009. Medals were awarded by the Chairman Board of Governors HSA, Mr Makhdoom Shahbuddin Soharwardi, Federal Minister of Health. These were received by the graduates securing first position in their session. Two special medals were conferred; Prof Ilyas Memorial Medal for Excellence in Research for 2008 MSPH Program & Dr Hussain A Gezairy Medal for Research for 2009 MEDVC Program.

7. HSA conducted 9 workshops on Infant and Young Child Nutrition and Breast Feeding in collaboration with UNICEF in the third quarter out of which 5 are conducted at HSA Islamabad

and 3 workshops are conducted in Multan. Total no of trainees trained in these workshops are 255.

8. HSA in collaboration with WHO conducted 7 workshops on “Hospital Waste Management” in Khyber Pakhtunkhwa, Noshera, Swabi, Mardan, Charsada and Kohat and each training is comprised of three days. Total no of trainees trained in these workshops are 216.

9. Department of Epi & Bio has conducted the following workshops in collaboration with UNICEF:

Infant and Young Child Nutrition Course from 21st till 25th Match, 2011 at HSA

Breastfeeding Counseling and Lactation Management Workshop from 28th March till 1st April, 2011 at HSA

10. Workshop on “Health and Economic Costs of Tobacco Use” at the HSA from 11th to 13th July 2011. The Workshop was organized by the Department of HEM and facilitated by economists from WHO Head Quarters, Geneva and University of Dhaka namely Dr. Niggard Nargis, Mark Good Child and Dr. Farrukh Qureshi. It was attended by participants from various academic and research institutions, Hospitals, Government and private organizations.

11. Institutional Review Board (IRB) Meeting at HSA on 14th and 15th July 2011.

12. National workshop on “Dengue Prevention & Control” organized by Department of MEDVC at HSA from 19th to 22nd September 2011. The workshop was attended by over 30 participants from all over Pakistan.

13. The Consultative meeting on Maternal Child Week (MCW) took place at HSA on 9th September 2011.

VISITS:

Visit of PMDC Inspection Team to Health Services Academy for Accreditation of New Programs:

On March 9th 2011, a team from the Pakistan Medical and Dental Council (PMDC), made a visit to the Health Services Academy (HSA) campus. The team comprised of Maj Gen (Rtd) Mehmood Ahmed, Brig Iqbal Ahmad Khan and Dr Sitara Hassan (Assistant Registrar-PMDC) The objective of the visit was to comprehensively review the building, facilities, faculty and staff at the HSA for recognition and approval of the following programs:

1. Master of Science in Public Health (MSPH) 2. Extended Master of Science in Public Health (EMSPH) 3. Masters of Science in Health Economics and Management (MSc-HEM)

4. PG Diploma in Medical Entomology & Disease Vector Control (MEDVC) PMDC after this comprehensive visit awarded approval of the following programs:

o PhD in Public Health o Masters of Science in Health Economics and Management (MSc-HEM)

o MS in Medical Entomology & Disease Vector Control (MEDVC) HSA aspires to serve as an internationally recognized centre of excellence in public health teaching, training, research & policy advice, contributing to the health and social well being of the People of Pakistan. This vision has inspired its team to enhance the portfolio of public health management training programs.

Visit of a Delegation of University of Liverpool at HSA:

The Health Services Academy, with a vision to become a regional academic centre of excellence in public health training, policy formulation and applied research, signed an MoU with the University of Liverpool in 2010. A member of the Russell Group of leading UK research universities, the University of Liverpool is a world-leader in innovation, attracting more than £93 million in research commissions each year.

To establish a Collaborative Center of Excellence in Maternal, Newborn, & Child Health (MNCH) at the Health Services Academy, a delegation of five senior faculty members from the University of Liverpool visited HSA on the 7 th of Feb,2011. The delegation comprised of Prof. James Purdie Neilson, Prof. Christopher Frank Dowrick, Prof. Rosalind Louise Smyth, Prof. Peter John Kinderman and Prof Atif Rahman. The visiting team was received by Dr Assad Hafeez, Executive Director HSA who briefed them among other issues, on HSA's active involvement in building a stronger international dimension - in curriculum, research and teaching methodology - by bringing students and faculty from diverse International, well known universities. He highlighted that these partnerships were crucial to maintain the highest standards of teaching and research, to keep up with academic trends, and to share innovations.

The visiting Professors delivered two seminars titled, “MDGs 3 and 4: Confidential enquires, systematic reviews and clinical trials” by Prof James Neilson and “Medicines for Children Research Network” by Prof. Rosalind L Smyth. They also deliberated upon the development of a Center of Excellence in MNCH at HSA and hoped that this will build capacity to conduct multidisciplinary research that translates into policy and practice, relevant to achieving Pakistan's Health related Goals.

3. Scholarships and Research Grants:

The Scholarships and Research Grants were awarded to the students of Masters of Science in Health

Economics and Management, Masters of Science in Public Health (Regular and Extended both) as per

policies of HSA through an approved competitive process.

. The following are the details of the scholarships and the research grants awarded in the year 2010-2011

23 MSPH Regular Students.

5 MSPH Extended students and 1 faculty member for Extended-MSPH.

14 students of MSc-HEM .

20 Students of Regular MSPH of Year 2010-2011were awarded the research grants in May-2011

Research activities regarding field collection and susceptibility & resistance test have been

completed in District Layyah. Progress report of 1 to 3 phases for Abbot Research was prepared

and submitted to Abbott laboratories for further processing by the Department of MEDVC.

Health Services Academy, in collaboration with and support from WHO (HSR, and CAH) launched

a call for proposals for implementation research to scale up maternal and child health

interventions to achieve MDGs 4 and 5. Thematic areas/research questions were identified

following a two day consultative meeting hosted by HSA. The letters of intent received were

reviewed by both national and international reviewers ensuring transparency. The selected

applicants will be invited for a proposal writing workshop in the next quarter and facilitated for

building strong bids for securing funding for their projects.

HSA was shortlisted for a “Tobacco Costing Proposal” with the John Hopkins Bloomberg School

of Public Health. HSA is collaborating with Ministry of Inter Provincial coordination (IPC), WHO,

Shaukat Khanum Memorial Cancer Hospital & Research Centre (SKMCH & RC), Pakistan Institute

of Medical Sciences (PIMS) and Shifa International Hospital for submission of a comprehensive

proposal.

HSA was the lead organization in Pakistan for the SPRING research project which is a five year

multicounty Welcome Trust funded project. HSA has completed the formative phase of the

project being conducted at the Field Demonstration Area at Mandra.

Department of MNCH & RH at HSA in collaboration with Marie Stopes Society (MSS) is undertaking a study related to sexual and reproductive health concerns.

Dr. Samina Naeem, Assistant Professor at the Department of MNCH & RH is undertaking a study on the effect of magnetically selected sperm on fertilization and embryo development as part of her PhD Program with the Quaid-e-Azam University, Islamabad.

Department of MNCH & RH is undertaking a RAF funded project on “Community Midwives in Attock District”. Phase 1 of the study has been completed and preliminary analysis was shared at a Dissemination Seminar at RAF, Islamabad.

Research & Development Department at the HSA undertook a National MNCH Project on the

“Development of Directory and Dissemination on Innovation and Good Practices on

RH/MNCH/FP”. The final printed report was submitted to the MNCH/UNFPA donor in July 2011.

Research & Development Department at the HSA undertook a project for Plan Pakistan on the

“Assessment of the coverage of routine EPI and Polio Eradication campaigns and

implementation gaps at all level in district, Islamabad”. Final report was submitted and the

dissemination workshop held in August 2011.

Research & Development Department at the HSA undertook a project for UNICEF on “Third

Party Evaluation and Documentation of the process, results, challenges and lesson contributed

by National Mother and Child Week (MCW)”. The final report was submitted for review in

September, 2011.

HSA completed the second phase of the Advocacy for policy continuity and Implementation, for

the White Ribbon Alliance (WRA).The the final report was submitted to the donor.

Research & Development Department at the HSA was awarded a project by PLAN Pakistan on

“Gap Analysis study in MNCH& LHW Program for Program Unit Chakwal”. After stakeholder

consultations tools have been developed and submitted to PLAN Pakistan for review.

HSA was shortlisted by the Vision Word for an “Assessment of promoters and barriers to

effective health services for women and under five children in communities in District

Muzaffargarh, Punjab”.

A project has been submitted by the Health Services Academy to the to the Federal Support Unit

People’s Primary Health care Initiative for a “Base line Survey of 5 Districts of AJK. Final award

decision is still awaited.

Faculty Members at HSA are reviewers for various journals publishing research articles in areas of their expertise.

A RAF Grant was won by Research and Development Department in USAID financial year 2009-

2010 for a pilot study titled:

V. WOMEN IN DEVELOPMENT INITIATIVES UNDERTAKEN:

At the Health Services Academy , gender equity is observed strictly and an equal opportunity policy

exists and no one is denied the privileges of the Academy on grounds of gender.

For students enrolled in the various programs being conducted at the Health Services Academy, the

female student compete on open merit and are not restricted in any way on the basis of gender.

Opportunities are offered equally to females in undertaking activities/assignments that are

conducted both within and outside the Health Services Academy.

The academy is working in close collaboration with the MNCH and LHW Programs and the activities

are expected to have a positive impact on women and children especially community living in rural

and poor served areas.

VI. SUCCESS STORIES

Convocation that was held for the first time by Health Services Academy on Dec 3rd 2010

that honoured graduates of HSA’s MPH Session 1996 to 2004, MSPH Session 2007 to 2008 &

MEDVC Session 2009

Established the Pakistan Public Health Association (PPHA) and eestablished CCF (Country

Coordination Facilitation) Secretariat at HSA.

HSA was declared as a regional hub for conducting trainings and capacity building

workshops by the Global Health Work Force Alliance and is also reviewing the HRH Strategic

Plan for Afghanistan and Nepal along with the appraisal of the effectiveness of the HRH

strategies in the Afghanistan and Nepal.

National MNCH/FP Conference titled as “New Evidence in Maternal, Neonatal, Child Health

and Family Planning in Pakistan “The Way Forward" was conducted for the first time in the

history of HSA and 1st and 2nd of Dec-2010.

HSA in close collaboration with the University of Liverpool is establishing a Centre of

Excellence in Maternal and Neonatal Child Health
