NOTICE FOR THE 18TH ANNUAL GENERAL MEETING

In terms of clause 15.1.2 of the constitution, NOTICE IS HEREBY GIVEN That the Eighteenth Annual GeneralMeeting will be held at 11:00 on Sunday, 20th MARCH 2016 AT PARK DRIVE BOWLING CLUB in order to transactthe following business:

EASTERN PROVINCE BOWLS

MINUTES OF THE SEVENTEENTH ANNUAL GENERAL MEETING HELD AT THE PARKDRIVE BOWLING CLUB, PORT ELIZABETH ON SUNDAY 15TH MARCH 2015.

PRESENT:

L Reed (President), A Langley (Vice-President & Midlands Sub-Districts), L Buttle (Executive), P Wildman (Executive), D Smit(Treasurer), S Clements (Secretary), and Mr. R Forbes (Bowls SA Delegate).

And 25 Delegates from the 33 Clubs and/or Associate Members as defined in the Constitution. The President welcomed Mr.Rob Forbes from Bowls SA to the meeting.

ABSENT:

PE Moth Bowling Club.

APOLOGIES:

Gelvan Bowling Club, Humansdorp Bowling Club, Redhouse Bowling Club, Jeffreys Bay BC, Kirkwood BC and St Francis BayBowling Club.

WELCOME

The Chairman welcomed all those present, particularly those who had traveled from out of town.

1. NOTICE CONVENING THE MEETING:

The Notice convening the Meeting was read.

2. ROLL CALL:

The Secretary called the Roll Call and, as there were 25 Clubs represented out of 33, a quorum was constituted

3. OBITUARIES:

S. Gouws (Jansenville BC), J van Aardt (Sommerset East BC), R Billson, J Montgomery and A Montgomery (PE BC), DThomas and B Elfick (Park Drive BC) and F Fry (Uitenhage BC).

The Chairman requested all present to rise and observe a moment’s silence in honour of all members who haddeparted to higher services.

4. MINUTES OF THE SIXTEENTH ANNUAL GENERAL MEETING:

4.1 The Minutes of the Sixteenth Annual General Meeting held on the 17th March 2014, having been circulated weretaken as read.

Matters arising from these minutes. Minutes of Meeting should read “Sixteenth Annual General Meeting” and theNotice should read “Seventeenth Annual General Meeting”.

The Minutes of the meeting were approved on proposal by Port Elizabeth BC and seconded by Summerwood BC.

5. ANNUAL REPORT:

The Annual Report had been circulated to all Clubs.

The Annual Report was approved on proposal by Western Suburbs BC, seconded by Midlands Sub-Districts.

6. APPROVAL OF FINANCIAL STATEMENTS FOR YEAR ENDING 31 DECEMBER 2015:

Copies of the Income and Expenditure Statements were handed out at the Meeting to all Clubs.

President introduced Mr. Danie Smit whom is taking over from Mr. Rob Stewart to Club Delegates.

Two separate Financials were handed out to Clubs, one being the Audited Financials and the other the FinancialStatements.

Balance Sheet – The accumulated funds at the end of the year have increased every year over the past three years.

Income – Had a surplus of R6 209 compared to a budget of R4 558.The Treasurer commended the Executive Committee for improving on the target set.

Sources and application of Funds Statement – Total cash from operating activities is R28 224.- Cash flow from investing activities showed a decrease in

investment to R114 022.- Total cash from current assets & liabilities is R6 130.- Total cash flow is R148 376 and decrease in Reserves was

R11 640.- Net cash flow is R136 736. The opening cash balance was

R42 164 & ended with a closing cash balance of R178 900.

Membership – 2012 EP had 1932 members but decreased in 2013 to 1880, with a further decrease in 2014 to 1801.Currently EP is sitting with 1934 members, showing an increase of 133 members.The President thanked the Treasurer for his report.

The Financial Statements were adopted on proposal by Mill Park BC and seconded by Walmer BC.

7. CONSIDERATION OF MOTIONS

There were no Notices of Motions received prior to the meeting.

8. DATE OF ANY RESOLUTION OR MOTION ADOPTED

There were no Resolutions or Motions adopted at the meeting.

9. CLUBS FOR AFFILIATION

No new Clubs applied to EP.

10. CORRESPONDENCE

No correspondence was received prior to the meeting.

11. APPOINTMENT OF AUDITOR

The President requested that Council approve Mr. L Long as auditor for the next financial year and he has agreed topresent EP Bowls with a written report of the audit, which has not been done in the past. To which it was agreed.

12. HONORARY LIFE MEMBERS

No Honorary Life Members elected.

13. MERIT AWARDS

There were no Merit Awards presented.

14. ELECTION OF OFFICE BEARERS

President: Mrs. L Reed.Vice-President: Mr. B Buchanan.Executives - Men: Mr. P Wildman.Executives - Ladies: Ms. L Buttle.

The President congratulated all elected and stated that the Executive will try to work together for the benefit ofEastern Province Bowls.She thanked the Clubs for putting their trust in the Executive and appealed to Clubs to consider Submitting names forExecutive as they need the support at this level from District. The Executive Committee still short of one (1) Lady andone (1) Male Executive. The President asked the Council for permission for the Executives to appoint someone inboth these positions. Council was in agreement.

15. CONFIRMATION OF APPOINTMENT OF SUB DISTRICT EXECUTIVE COMMITTEE DELEGATES

The appointment of Mrs. S Baillie as the Eastern Areas Bowling Association representative as well as Mr. Arthur Langleyfor Midlands Sub-District Bowling Association for the Executive was approved. The President welcomed both and waslooking forward to working with them this coming year.

16. CONFIRMATION OF COMPETITIONS FOR THE FORTHCOMING YEAR & COMMITTEE REPORTS.

The EP Mixed Fours will be known as the Bridgestone Mixed Fours.

17. GENERAL

Greens – Inspections have been done & reports to be sent to Clubs in due course.

ALL Cape – The Draw is on the EP Website.

Nationals – Venues to be decided on in due course.

Competitions – EP will host the 2016 “B” Inter-Districts & Bowls SA have requested 6 Clubs names be put forward asvenues. EP will nominate Clubs according to their grading & Bowls SA will inspect these greens. The Presidentrequested that Clubs keep their greens up to standard & thanked the Clubs that afforded EP the chance to use theirgreens for competitions.

Midlands – Requested that the Ballot papers be sent out to Clubs earlier than the two weeks presently to enable thecollection of papers that are required for proxy votes.

Leagues – Mill Park suggested any changes for leagues be done before the start of Leagues. Mr. Wildman explainedthat some changes happen due to queries been made late or after the CoP have gone out & therefore not able tomake changes before the Leagues start.

VP BC – Having a problem with mail listing & asked if EP Bowls were trying to correct the problem. The Secretaryexplained that Telkom have advised EP to buy a new splitter as these tend to be affected by load shedding.

SWD BC – A concern was raised due to not enough press coverage around the Nationals in the Sportelizabeth Newspaper. A query was also raised regarding support for Disability Bowler Gwen, Mr. Forbes stated that both Gwen &Geoff were supported financially by Bowls SA & SASCOC, as well as by Mr. Mark Chapman of WV BC.

Format for games – It was suggested that Pairs games either be played on 4-4 or 2-4-2 format to speed up the game.The President stated that EP has never tried the 2-4-2 format but that it had been mentioned to Council to play 4-4format or go back to 18 ends. Council voted on staying with 2-2 format & 21 ends. But suggested that it be raised atCouncil in 2016 to go to 2-4-2 format.

Constitution – The President stated that the Constitution needs to be amended in order to apply for NPO Status. The23rd April 2015 has been tentatively booked for a Special General Meeting for this reason.EP is also looking at streamlining the Constitution as well. All documentation will be sent to Clubs prior to the meeting.

President thanked Park Drive Bowling Club for Hosting the AGM & all for attending the meeting, and wished thosetravelling from out of town to have a safe trip back. Summerwood BC gave a vote of thanks to the President.

DATABASE REPORTPETER REED (ADMINISTRATOR)

The Eastern Province Database controls the registration of new bowlers and the movement of bowlers betweenclubs within the district in conjunction with Bowls SA.

All clubs were handed a file containing the forms required for all database related matters.An e-mail was also sent to all club secretaries containing hard copies of all the forms with a short explanation asto the working of each form.

When registering new bowlers, rejoining members, bowlers from other districts and bowlers changing first callstatus Form 4 is to be used. Form 3 to be used for all resigning members including members changing First Callstatus, health reasons, death, relocating and nonpayment of subscriptions.

The Bowls SA form for registering members is only to be used for NEW (1ST TIME) bowlers and not for rejoiningmembers. It is also not necessary to submit the clubs application form for membership as this has no bearing onthe database.

Clearance Certificates to be issued and handed to all resigning members in good standing and to please enterthe clearance number and date of resignation.

A special request is made to all club secretaries, to please check and use the latest forms that have been sent tothe clubs, as there have been a number of changes of late. Also to please enter the joining members BSA Numberwhen completing the form otherwise the administrator has to spend time looking up the BSA Number. Whenregistering foreign members as bowlers please enter the individual’s actual birth date and not their passportnumber.

As at the 10th of February, 2016 the province has 1873 registered bowlers which includes 1171 men (65.5%)and 702 females (37.5%).The following table illustrates three age groupings of males and females respectively.

The encouraging part is that we have registered 44 novices in the first six weeks of 2016.

The three largest clubs in the province are Jeffreys Bay 176, Western Suburbs 149 and Walmer 8th with 145members with the smallest being Nieu Bethesda with 5 members.

We will endeavor to keep the clubs information updated as speedily as possible and ask all clubs to check theirdatabases on a regular basis for any errors and possible change of addresses.Please remember that we are only a phone call away if you are not sure what to do.

A year full of activities. Elles Staas Convenor, with Dix, Winnie Staas, Anne Meyerand Tim Radloff (Grahamstown) members. Rosa Tunstead also part of thecommittee for a short time.A Coaches Refresher Day was held in February at Mill Park, 31 coaches attended.Follow up’s were done with the candidates from the Level 1 course held inNovember, 2014.Budget submitted in April for the holding of two Level 1 courses in 2016 and aRefresher Day.Attended a meeting, regarding coaching, with Kallie Haupt during the LadiesNationals in EP. Another Coaches Day was held in October at Park Drive, attended by 21 coaches.Elles, Winnie and Tim attended a ‘Train the Trainer’ course in Hartenbos 28th –30th October.Facilitators were Dix, Heather Boucher and Trevor Davis.A Level 1 course was held in November at Victoria Park/Mill Park, 9 new candidatecoaches attended. A follow up to the course was held on 12th December, 8candidates attended.There are currently 46 active coaches registered in Eastern Province and 10candidate coaches who have yet to be registered.

Uitenhage Bowling club started a business league with great success. Many of thoseplayers are now members of the club and are playing leagues. We have received aletter from Framesby High enquiring whether EP Bowls has a schools league inplace. We are planning to put a lot of focus on road shows to market Bowls as asport. Especially to scholars that do not participate in contact sport at theirrespective schools. We will also approach clubs to “adopt a school” and in that waywe will hopefully be able to recruit young talent.

During the year the Technical Officials Standing Committee ran 3 courses andqualified 7 Markers 5 Level 1 Umpires and 4 Level 2 Umpires.Jeanette Williams, Convener of the Standing Committee also renewed herInternational Umpires Accreditation in October last year when she passed theexam for the second time. The Technical Officials Standing Committee formed anUmpires Panel which is made up of mostly level 2 Umpires who will do duty at allPlay offs and Finals of E P Competitions. A Duty Roster has been drawn up and circulated to these Umpires so that theyare aware of the dates and times of their duties.Reminders will be sent to each one of these Umpires shortly before their duties.These Umpires will also assist at Clubs who do not have any Umpires for the InterDistricts during April this year. In order for these Umpires to be visible they will beissued with a Red Cap or Peak with the EP Logo and the Words “E P Umpires Panel”embroidered below the logo. These caps and peaks have been ordered and weawait the delivery of them. Three Major BSA Tournaments were played in theDistrict during the year. Namely the Ladies Nationals, the Ladies All Cape and theMens All Cape. Umpires were allocated to all hosting clubs and the Umpiring wasof a high standard with no complaints received from anyone. A one day Refresher course for current Umpires is in the pipeline for the near futureas well as a Level 1 course for Working people. Due to the full E P calendar thiscourse will have to be run during the evenings with a possible course for non-workers being run during the day.

The EP sides acquitted themselves pretty well in the 2015 Inter District Tournaments held at various venuesthroughout South Africa.

The Open A team playing in Durban finished Fifth, the Open B team playing in Pretoria finished Third and theSenior team playing in George finished Third in their respective sections.

ELLIS STAAS (Manager)

Squad training was held in January at Mill Park, 9 of the invited players attended the 2nd day of training. Furthertraining held in March in Uitenhage, 6 players were invited for selection process to represent EP at the U25Districts in Bloemfontein in April. The 4 players selected to the Districts in Bloemfontein were A. Schwartz, LeRoux Fourie, R. Herbst and M. Lewis. The team did well, ending 4th overall on points. 19 teams competed.Managers were Elles and Winnie Staas.

EP entered 2 teams to the Oudtshoorn Youth Festival on 26 – 28th June. The ‘A’ team came 4th from the 26teams participating. The ‘B’ team did not fare so well, winning only 2 games.Budget was presented for approval for 2016. Hope to be able to enter a team in the Inter Districts inBloemfontein taking place in March, 2016.Further training was held at the Woods on 16th August where decision was made not to attend the Envarstournament in October at the Strand In Western Cape..There was no further training for the Squad in 2015.M. Lewis was invited to attend the BSA Transformation Camp in held in Johannesburg in June.

STANDING COMMITTEE: U25

During April/May we received 47 CV’s form players seeking selection to one of the EP teams for the 2016 InterDistrict Tournaments. Due to us only having three squad sessions the first squad practice was made up of 40players of which 30 were selected from CV’s and 10 were selectors choices. For the October and NovemberSquad sessions the squad was reduced to 32 players of which there were 20 Open and 12 senior bowlers.

The selection criteria for 2015 / 2016 were to select the best possible Open “A” Teams which could includeseniors, which resulted in three seniors being included.The Open “B” sides remain the feeder into the Open “A” sides with no over sixties being selected. Going forward the selection criteria will attempt to introduce younger, mature bowlers with the potential andambition to progress to the Open “A” sides.We have a problem in the province with respect to the number of senior players available for selection to thesenior sides. As a result of selecting three seniors in the Open “A” side we were left with only nine players toselect for the senior sides.

The selectors wish all the players representing Eastern Province at the InterDistricts in 2016 good bowling with the sincere wish that they participate tothe best of their ability and hope that they bring back some silverware thisyear.

Special congratulations to Geoff Gowar and Willie Kilian for being invited toplay in the prestigious SA Masters, Senior Section, being played at theWanderers B.C. from the 12 - 14th February, 2016.

BILLY ROWAN (Convenor)

The 2015 year for Green Keepers had already started in 2014 with the preparation of the greens for theMens/Ladies All Cape, Ladies National Tounaments as well as the Provincial and Club committments. The gradingprogramme for the greens was moved to an earlier date (23 January) to accommodate this busy programme.The grading of the greens was done by the members of the Greens Standing Committee consisting of Dave Jack(Convenor), Cyril Koch, Brian Meyer and Billy Rowan. 36 greens were inspected and graded.The grading results for 2015 are as follows:

Two members of the Greens Standing Committee, namely, Dave Jack and Brian Meyer decided not to stand againas members of the committee for 2015. Our sincere thanks and gratitude go out to these two gentlemen forthe many years in which they served on this committee.

The new committee for 2015 consisted of Billy Rowan (Convenor), Brian Buchanan, Cyril Koch and Sean Britto.A meeting for Green Keepers was held on 27th May 2015 at the Walmer 8th BC providing feedback on the 2015grading and a talk was given by Vlam Basson (BSA Greens Standing Committee) on green levels. Another meetingwas held on 14th August 2015 at the Western Suburbs BC were a guest speaker from Omnia gave a talk on takingsoil samples, analysis and fertilizing of greens.

When the Greens Standing Committee was revived in 2008, Cyril Koch was one of its original members. Cyrilserved as the convenor of this committee from 2008 until 2013 and then as a member until now. Cyril hasindicated that he has decided to call it a day and will not stand as a member for 2016. Cyril has been a stalwardon this committee and has travelled many kilometer, hours grading, and providing valuable advice to the clubGreen Keeper. Our sincere thanks and gratitude go out to Cyril for the eight years of dedication to this committee.

On behalf of the Executive of EP Bowls I have pleasure in submitting the Annual Report for 2015.

The report for the year has received a “Face Lift” with the presentation of a booklet of reports received fromthe respective Standing Committees

EXECUTIVE COMMITTEE 2015The Executive has functioned well during the year and attendance has been constant at the Monthly meetingsas well as any special meetings. I thank them for their dedication and commitment during the year.

ADMINISTRATION Our Secretariat and Administrative functions have continued to be ably managed by Mrs Sonja Clements andour thanks go to her for her dedication and efficient handling of the office The data base continues to run successfully by Mr Peter Reed as his report indicates. The Treasury has also undergone a “new look” and here my thanks and gratitude to Mr Danie Smit who tookover the reins in January 2015 and has done an excellent job in this department It is indeed a pleasure to havesuch dedication from such fine people and thank them most sincerely for their contribution to the smoothrunning of the Office.

FINANCEOur Treasurer Danie Smith has been excellent in managing the Finances and streamlining the reporting of samefor the relevant meetings. We would like to thank all the Clubs who have during the year ensured their financial commitments to E P Bowlsand have been timorously met.

SPECIAL EVENTS/TOURNAMENTS

BSA MIXED PAIRSThe winners of the District Mixed Pairs was Mr Hilton & Mrs Jen Cherry from TheWoods B C. Competing against all the District winners, some 20 top team players atthe BSA National Mixed Pairs. They achieved Bronze. This is indeed a honor for E PBowls as well as for themselves who have represented E P previously at thisprestigious tournament.

SPEC SAVERS PRO 10This Event is gaining more popularity and the winners of our District competition were Gold – Mr Hennie Slabbertand Mrs Dalena Muller. Silver went to Mr Shane Gobey & Mr Peter Hufkie.Both of these teams participated at the National Spec Savers Tournament and acquitted themselves well butunfortunately did not finish in the top 4.

ALL CAPEThe All Cape Tournament under the leadership of Mr Jim Brennan (Convenor) and his Committee of Mrs LollyReed, Mr Steve Blakey- Milner, Mr Dave Tolson and Mrs Jeanette Williams was a great success. We werefortunate to obtain a sponsorship from Personal Trust and subsequent to the successful Tournament in P.E , theyhave decided to sponsor The All Cape for the next 4 years.

This year we saw a new sponsor for the Mixed Fours and we are grateful to Bridgestone for their sponsorship ofthis growing competition.

It is pleasing to see that we do have sponsors and I will urge players to support our sponsors for without yoursupport towards them we could easily loose what we have.

MEDIAWe continue to have a good relationship with the Herald. The column “Bowls in Brief” is a regular feature in theHerald on a Wednesday. Mrs Anne Brennan has been doing a sterling job of correlating all the news from clubsand forwarding same onto the Herald. This system is working very well and we thank Mrs A Brennan for hercontinued dedication to bowls.During the All Cape and the Women’s Nationals we received much coverage in the Media and our sincere thanksmust go to the Sports Editor Mr Alvin Reece . This was very much appreciated by the Sponsors.

CONCLUSION At time of writing this report I am about to end my term of Office and can hardly believe that 3½ years havegone by. At last year’s AGM the Council elected Brian Buchanan (Vice President) re-elected Peter WildmanLouise Buttle and then Annette Herselman & Werner Arndt were co opted onto the Executive. Midlands PresidentArthur Langley and Eastern Areas President Mrs Stella Baillie completed the Executive and they have proved tobe a good team and I thank them all for their valuable input and continued support.

E P Bowls remains in a stable position financially , administratively and on the bowling green where our playersprove themselves time and again that our District is a force to be reckoned with.

We take this opportunity to congratulate the following on being re-elected onto BSA respective committeesMr R Forbes - Vice President B S A Executive , Miss C Dixie –BSA Coaches Standing Committee and Mrs J Williams– BSA Technical Officials Standing Committee. Congratulations to Mrs Jeanette Williams on retaining her International Technical Official status. It is indeed a pleasure to see that our District has representation at the highest level.

My sincere thanks to all the Standing Committees for their continued dedication to the Sport which we all enjoy.To Midlands , Eastern Areas and all the local clubs, thank you for the way in which you have welcomed andsupported me during my term of Office.

EP BowlsFinancial Report – December 2015

We report a healthy surplus of R77 000 for the year. This is mainly owing to the All Cape and Women’s NationalTournaments. A total grant of R112 000 (or R3 500 per club) was made to all the clubs in the District resulting ina net surplus of R45 647 from these tournaments. Costs were well contained and we commend our LadyPresident and the other office bearers for the responsible financial control. For 2016 the affiliation, green andentry fees remain unchanged.

The Pastel Sage One accounting system was introduced early in 2015. This improved the reporting of financialresults and reduced the processing time of transactions.

An amount of R250 000 was invested with Personal Trust in their Conservative Managed Fund that yielded areturn of 9% p.a. after the first 6 month. Considering the recent performance of the financial markets this is anexcellent return.

An application was made to the Department of Social Development to register as a Non Profit Organization.However, owing to some technical difficulties our application remains unapproved.

A long-term office lease agreement was entered into with Westview Sports Club.

The membership of the District at the end December 2015 is unchanged at 1801 members.
