Dear Partners and Colleagues,

We are very pleased to send you a copy of our annual

report for 2012 which will provide comprehensive

information on HI main projects and activities

implemented during 2012.

One of the major points of the program for 2012 to

highlight is the opening of one office site in Timor-Leste

(Dili). Decision has been taken in 2011 to start activities

in this neighboring country in order to address the main

needs of people with disabilities and to promote

actions in Timor-Leste:

Disabilities, which will be implemented at national

level in collaboration with the Ministry of Social

Solidarity. The project aims to support the effective

implementation of the National Disability Policy of

Timor-Leste. It involves Ministries and civil society

actors working with and for people with disabilities

in the development of a National Action Plan and

the establishment of advocacy and oversight

mechanisms.

~ Support to the development of Inclusive

Education in Timor-Leste, through technical

support to Plan International Timor-Leste and the

Ministry of Education. Activities will aim at building

teachers skills on inclusive education and

supporting the access of children with disabilities to

regular schools.

�Rehabilitation care is available for people with

disabilities.

�Community based mechanisms support the financial

access of people with disabilities to rehabilitation

care.

Technical support and advocacy were provided

towards Health Authorities in order to support the

allocation of physiotherapists in all Puskesmas of the

target districts and to strengthen the referral system,

allowing timely access to the relevant rehabilitation

services.

In collaboration with Health authorities, HI assessed

330 persons with disabilities and referred them to P&O

services when required. Simultaneously, communities

were supported to develop and sustain mechanisms

suppor t ing the coverage of indirect costs

(transportation, accommodation etc.) related to

rehabilitation care. Information about these

mechanisms was disseminated largely.

Since 2009 Handicap International carries-out in

Aceh province a Physical Rehabilitation project with the

financial support of the Ministry of Foreign Affairs of

Luxembourg. The project aims to facilitate access to

rehabilitation care for people with disabilities by

reducing environmental barriers, and improving the

provision of rehabilitation care for people with

disabilities through capacity-building of health

professionals. In 2012, this project was implemented in 8

districts: Banda Aceh, Aceh Besar, Aceh Tengah, Bener

Meriah, Bireuen, Pidie Jaya, Lhoksemawe, and Aceh

Utara.

The project team works closely with Public Health

Services at provincial, district, and sub districts levels,

Health Professional Associations as well as Disabled

People's Organization.

During 2012, the following results were achieved.

Training sessions and mentoring have been regularly

provided during the last 3 years to health staff (midwifes,

physiotherapists, and medical practitioners) at

provincial, district and Puskesmas level. In 2012, topics

included cerebral palsy, stroke, and arthritis.

�Midwifes and physiotherapists in Puskesmas (Public

Health Centers) are able to identify and refer people

with disabilities to appropriate services.

A satisfaction survey of rehabilitation patients was

conducted in April 2012. The study focused on 200

people with disabilities who benefited from physical

rehabilitation services in the eight districts where the

project was implemented. The results show that 84% of

beneficiaries expressed an improvement of their living

conditions, including through an increased participation

in their community and family activities.

In 2013, the project will enter its exit phase. Activities

will focus on advocacy, capitalization and dissemination

of tools.

based DRR and its integration into school curriculum

for education cadres.

Since 2011, Handicap International has undertaken

activities to contribute to a shift towards an inclusive

education system in NTB. In 2012, the activities were

implemented in Mataram municipality and in 3 districts

(West Lombok, East Lombok, and Central Lombok), with

the financial support from European Commission

Delegation in Indonesia.

The project evaluation held at the end of 2012,

highlighted the following achievements:

This result was achieved through the provision of

information sessions and trainings to parents of

schooled and non schooled children. These aim at a

better understanding of the educational capacities of

children with disabilities and their role in the education

process. In addition, parents were supported to improve

their participation in schools committees and other

participatory mechanisms.

The development of stakeholders' capacities and their

implementation took place through training sessions on

inclusive education and disability topics provided to

teachers and Head of primary inclusive schools.

�Parents of children with disabilities are more

supportive in the education of their children.

�The understanding of inclusive education concepts

and strategies by education actors has improved.

Provincial and district education authorities were

supported to include inclusive education in their 2012-

2013 action plans.

This results of awareness raising activities, such as the

celebration of National Education Day in collaboration

with the Education Offices (Dikpora) and the

International Day of People with Disabilities.

In 2013, Handicap International will continue its support

to inclusive education in NTB with a specific focus on the

participation at school of girls with disabilities, with the

support of the Foundation 60 Millions of Girls.

�NTB communities (population, authorities, and

leaders) are better informed about disability and

inclusive education.
