CAP has always been in the business of making dreams come true—whether a family’s dream for a better life, or our shared dream for a stronger and healthier community.

2012 saw the fulfillment of a very special dream. In summer, we opened Grounds for Opportunity (GFO), our full service

café in Kelso that is also a job skills training center for the local restaurant industry, and serves as CAP’s central kitchen where Meals on Wheels and Senior Community Lunches are prepared daily.

It was the culmination of six years’ effort, and like any dream that matters, it required commitment and perseverance, hard work, investments of time and financial resources, collaboration, and the support and encouragement from many individuals and organizations.

Also during 2012, the CAP staff engaged in a year-long, agency-wide self-assessment process. This was our first step in Pathways To Excellence, a quality improvement program designed for Community Action organizations. The next step is to embark on a journey of strategic improvements in how we conduct and report our work.

It will be a major dream guiding us through 2013: to be the best we can be as a community-based organization—more efficient, more consumer-friendly, more transparent, more effective.

CAP continues to be a place where dreams happen, our own as much as those of the people who come through our doors. By providing training, technical expertise, and support, we help people reach their goals. With your support and participation, we will continue to make dreams come true.

A 6-Year Dream Becomes A Reality

- After Renovation - August 2012 -

On Tuesday, August 21st, community and business leaders, local residents, donors, board and staff members gathered as “witnesses to a dream fulfilled.” In 2006, Executive Director Ilona Kerby had first proposed the idea of a cafe that would also be a job skills training center for the local restaurant industry. Once launched, this social enterprise would also serve as CAP’s central kitchen where its Meals on Wheels and Senior Community lunches were prepared daily.

Based on the successful “Kitchens with Missions” model (now called Catalyst Kitchens), it offers a 16-week training program

in culinary skills, that prepares students for all aspects of the food preparation and service industries.

Such a dream could not have been realized without the support from major community partners, including a $50,000 innovation grant from the Washington State Department of Commerce, a $24,000 grant from Catalyst Kitchens, and a $10,000 grant from the Weyerhaeuser Giving Fund. But many local organizations and individual donors also made financial pledges to help this vision for our community become a reality.

Harvest Classic Goes Hi-techIn its 32nd year, the Harvest Classic introduced chip-timing by uberthons. Internet based, it instantaneously provides the runner with his or her finish time, pace per mile, where the runner placed in the event, and even photos of oneself at the finish line. The new hi-tech addition was tremendously popular with the 744 runners and walkers. The event raised $8750 for Help Warehouse to purchase food for area food banks. The event is organized each year by Longview Early Edition Rotary.

Freddy’s Just for the Halibut

Rick Wenner successfully completed the 16-week training program under the supervision of GFO’s Chef Keven Robinson, and was hired by Longview’s popular restaurant, Freddy’s Just for the Halibut. Owner Fred Kamp said, “Rick’s one of my best employees. He’s proven himself and I know I can count on him.”

CAP weatherization technician Jayson Tidland received the “Weatherization Wizard” Award at the 2012 Energy Outwest Conference, held in Boise, Idaho. The award was presented by the Washington State Department of Energy, one of four awards presented to outstanding Washington weatherization technicians.

In 2012, 1,935 attended CAP’s energy conservation classes. Taught by conservation educator Jeremy Edgecomb, the two-hour classes cover a range of topics, including how to weatherize one’s home, and provides strategies people can use to lower their energy costs.

Hop-n-GrapeCasey Barella has been with Hop-n-Grape almost since it opened in early 2012. One of the first graduates of CAP’s culinary training program, Casey has also worked as a cook at Shari’s in Kelso, and at the Fireside Café in Kalama. At Hop-n-Grape, he loves the environment where he gets “to do everything and make everything,” under the supervision of Chef Jim nunes, who was head chef at the Longview Country Club for 27 years.

Comcast Cares Day 2012On Earth Day, 40 local Comcast employees and family members volunteered their time, talents, and personal funds to paint Help Warehouse’s basement (much brighter!), install new shelving in the FISH room, and cleaned and planted flowers along Commerce Avenue. They joined more than 1600 local Comcast employees and family members who volunteered that day to improve their communities in Oregon and SW Washington.

David Hodgson’s Leadership Class at Coweeman Middle School conducted a two-week, school-wide food drive, collecting more than 1000 pounds of food for Help Warehouse to distribute to area food banks. Theirs was one of numerous food drives that were held during the year. Our thanks to all those businesses, schools, clubs and churches for their efforts to ease hunger in our community.

In summer, the “CAP kids”—children of Foundation Board members Heather Snyder, Michael Montero, Priscilla Johnson, and Lonnie Knowles—sold a variety of homemade cookies at the annual Terry Taylor neighborhood sale and at SquirrelFest, raising more than $1000 for the Welch Family Challenge and to support Meals on Wheels and other CAP services.

For the third year, Tim Welch and Lee Hutton-Welch invited the community to join them in raising funds to build an endowment for the CAP Foundation. The endowment is a kind of “savings account,” where the money is not spent but invested and, as the endowment grows, the interest is used to support CAP programs and services. $116,716 was raised by the “Friends of Tim and Lee,” as well as numerous contributions from the community. The Foundation also committed $50,000 to support CAP services that are addressing immediate community needs.

Lower Columbia CAP is one of 30 CAPs (Community Action Programs) in Washington State.

Energy Assistance■ 1,547 households

received assistance with payments totaling $563,209

■ 435 households qualified for the PuD Senior Discount Rate program

■ 271 households qualified for the PuD Disabled Discount Rate program

Help Warehouse■ 1.7 million lbs of food

were distributed through area food banks

Homelessness Prevention & RapidRehousing■ 170 households were

assisted in maintaining or finding affordable housing

■ 159 households were assisted through the Housing & Essential needs program

I-5 Vans (Rural Public Transportation)■ 33,453 rides between

vancouver and Chehalis were provided

In-Home Care Services■ 52,485 hours of care

were provided by CAP’s team of 40 caregivers

Meals on Wheels■ 28,241 meals were delivered to homebound seniors

Medicaid Rides & Senior Rides■ 2,979 Medicaid rides

were provided ■ 1,049 Senior rides

were provided

Rental Housing■ CAP provided affordable

rental housing to 36 low income families in 2012.

Senior CommunityLunches■ 17,511 meals were served

at lunch sites in Castle Rock, Cathlamet, Kalama, Kelso, Longview, Rosburg, Ryderwood and Woodland

Weatherization■ 79 homes were weatherized ■ Currently, 38 homes are

in the process of being weatherized.

Safety Net ProgramsSelf-Help ProgramsCAPtured TreasuresBoutique Clothing Store & Retail Training Center ■ 26 students had participated

in the training program, gaining retail experience. By the end of the year, 7 had gained unsubsidized employment.

CAP Works■ 44 welfare recipients

obtained full-time employment

■ 291 welfare recipients were placed into paid part-time jobs to gain skills and work experience. These participants provided 59,904 hours of assistance to public and non-profit agencies.

Financial Independence Cen-

ter■ 53 low income families developed assets in 2012

(a total of 241 families have saved $526,062, since the program began, resulting in asset purchases totaling more than $14,964,321)

■ 300 people took the MoneySmart course on money management in 2012, (a total of 1,115 people have taken the course since 2007)

■ 1200 people received assistance with their tax preparation (in association with AARP volunteer Tax Aides). Refunds for this group totalled $931,584 and an estimated $390,000 was saved by area residents for paid tax preparation.

■ 54 Local Small Business Entrepreneurs received assistance in 2012 with plans to enhance or start a local business.

■ 122 non-custodial parents participated in the Building Assests for Fathers and Families (BAFF) which is a partnership with a division of Child Support.

Grounds for Opportunity (GFO)Café & Job Skills Training Center

■ 6 students graduated from GFO’s 16-week training pro-gram, where they learn all aspects of the food preparation and service industry. By the end of the year, 4 had obtained employment.

Self-Help Housing■ 8 families are currently

building their homes in Castle Rock and an additional 5 families are in pre-construction.

■ 395 families have built their homes since CAP started Self-Help Housing in 1989.

Volunteer Center of Cowlitz-Wahkiakum■ 520 active volunteers

provided a total of 83,230 hours of service to the community, valued at $1,770,000
