Annual Report of the Council for the Year I96I

i96i was a year in which the Presidency of the Society changed hands. It is fitting to record here our thanks to Sir Arthur Waugh, the retiring President, for his loyal and generous service, and our welcome to the new President, Professor Mary Williams. Professor Williams represents a branch of study which is very important in these islands, the Celto-Romance.

Within the Society the principal event of the year was the dedica- tion of a special number of the Journal to our former President, Dr Margaret Murray. The publication of a Festschrift to celebrate a 98th birthday is something which can have happened only a very few times in history. Members will be gratified to know that Dr Murray was pleased and touched at the homage paid to her.

During 1961 the administration of the Society was put on a much firmer basis by the appointment of a full-time Assistant Secre- tary, Miss E. M. Loughran. This appointment continues the im- provements which have been introduced during the past few years, and its effects are already being felt.

We regret to report the death of the following members: Pro- fessor H. J. Rose, Dr M. W. Smith and Mr L. C. G. Clarke.

Outside the Society we have a very important event to record, the foundation of a new Society for Folk Life Studies. This is a very welcome development. It means that matters which were peripheral to the interests of our own Society, for which there was no specific provision, will now be catered for by a special learned body. We look forward to close co-operation with the new Society.

A grant of ?Ioo was made from the Harold Coote Lake Re- search Fund to Miss S. R. Burstein, to enable her to complete re- search work for publication.

Meetings The Society held the following meetings during 1961:

I8 Jan. Joint meeting with the English Folk Dance and Song Society at Cecil Sharp House.

Musical Aspects of Some English Folk Customs. Mr Patrick Shuldham Shaw

The Society thanks University College London, for putting at its disposal a room for Council meetings and a lecture room for the evening meetings.

Folklore The four issues comprised in Vol. 72 contained a total of 27

articles besides the usual folklore notes, reviews and correspon- dence. It is pleasing to note that room has been found in this volume for 15 major articles, covering a wide range of subjects.

The Council expresses its gratitude to All Soul's College, Ox- ford, for a grant of ?ioo awarded by them to Folklore.

Indexes Dr Bonser's Index has now been published and is on sale, price

30s. Our other Index, which has come to be known unofficially as the 'Gomme Index', is now undergoing its final revision. It will be published during 1962.

It gives great pleasure to the Council to be able to report that active publication, so long interrupted, has now been resumed.

Library The Hon. Librarian reports the following accessions during the

year: I 18 books, II 16 pamphlets, plus current volumes and parts of periodicals which were obtained by about 8o exchanges.

The following publications by members of the Society were presented by their authors or were sent for review in the Journal:

The Honorary Treasurer's Report for 1961

THE year has for the most part been one of quiet consolidation of the Society's affairs. The most important gift received was the balance of the legacy from our old friend and former President, Dr W. L. Hildburgh. This sum, paid in dollars, reached us as

?49 13s. 6d., bringing the total of the legacy to ?76o6 5s. 2d. The welcome gift of ?ioo was awarded to the Society towards

the cost of its journal by All Souls College, Oxford, but as this was not received until after the end of the financial year it is not included in the 1961 accounts.

The most notable expenditure on the part of the Society during the year was its grant of ?Ioo from the Coote Lake Research Fund to Miss S. R. Burstein for her forthcoming book on witch- craft.

The Allan Gomme Index Fund has been further replenished and used.

The Lake Barnett Fund has been used throughout the year for the payment of secretarial and other services.

Expenditure on binding for the Library was met by the residue of the sum of ?00ooo set apart by Miss Coote Lake in 1958. This expenditure is not made through the accounts of the Society but it has cleared away the long arrears of binding overdue. The small expenditure other than binding during the year was made from the proceeds of sales of duplicates which brought in a profit of nearly ?138. The interest received on the new Library endow- ment was untouched during 196I.

There was no other expenditure during the year from the various funds held by the Society, all of which are devoted to special purposes for which alone they can be used.

The position of the Society in regard to its various funds is therefore highly satisfactory in preparation for the coming widening of its activities both in publication and research.

It would be pleasant to be able to make the same comment

THE HONORARY TREASURER'S REPORT FOR 1961

about the general funds of the Society. These are derived almost entirely from the subscriptions of members, but are supplemented by donations and by sale of publications. University College London supplies accommodation and its upkeep without charge, no payment is given to the officers of the Society for their services and the cost of secretarial help is met from another source, so the general funds are required to cover only the cost of the journal and the general office expenses of the Society, and the surplus should then be available for publication or other activities. The splendid array of Extra Publications of the Society before the 1914-18 war was all financed from this source alone, on a sub- scription of one guinea a year. Expenses have more than quad- rupled since then but the subscription has only doubled. After 1914, with the falling away of nearly all overseas subscriptions, no extra publication was possible until 1928 when Proverb Literature could only be published with the financial aid of Mrs T. A. Stephens. The next series, British Calendar Customs, began publication in 1936 but again only through the financial help of the widow of the original collector, Mrs A. R. Wright. The seven volumes struggled out in spite of the war of 1939-45, which again cut off the greater part of the Society's income, pain- fully built up between the wars. Since then no extra publication has been possible. All these earlier volumes were distributed free to members of the Society but free distribution is no longer possible for publications other than the journal.

The generosity of Dr Katherine Briggs, nobly supported by our then President, Sir Arthur Waugh, set up a Publications Fund two years ago, but no single fund can bear the present heavy cost of publication, nor is it seemly that the main work for which the Society was founded in 1878 should now be dependent on private charity alone. The Standing Orders of the Council have ordained 'In the selection of MSS for publication in book form, the Finance and Publications Committee shall take into account their scientific rather than their possible commercial value, and shall give the preference to British over foreign folklore'. Every available source is being drained for the essential publication at present in hand, and quick sales cannot be expected to replenish our funds.

The disturbing factor about our general funds is that with

THE HONORARY TREASURER'S REPORT FOR 1961

continually rising costs, especially of printing, and with the need to maintain the standard of Folklore, which has a world-wide circulation, the sum total of subscriptions received in any year barely balances the cost of the journal alone, leaving the office

expenses to be met from sales and gifts. During i96i the issue of one enlarged number in honour of Dr Margaret Murray and the printing of the usual biennial index in the December number raised the cost of the journal above the total subscriptions received.

It is essential that the subscription income of the Society should be increased, either by raising the membership or by raising the subscription, so that it can cover additional expenditure when desirable in addition to giving members the satisfaction of playing their full part in financing the wider activities now opening before us. An increased demand for the journal would reduce the cost per copy to the Society and would increase the amount at its disposal for other purposes. The help of all members to this end is invited.

Once more our grateful thanks are due to Mr L. Dudley Morse, F.C.A., for his work as Honorary Auditor and for his friendly help and advice.

H. A. L. B.
